Vaidya Vidhana Parishad, Hyderabad, Letter Rc.No.8727/VC.A/09, dt.10-06-2010 along with explanation dt.01-05-2010 of Dr.D.Mathru, CSS formerly Area Hospital, Bhongir, Nalgonda District. 4) Govt. Memo.No.945/VC.II.2/2010-3, H.M. & F.W. (VC.II.2) Dept., dated 13-01-2011. 5) From the Commissioner, A.P. Vaidya Vidhana Parishad, Hyderabad, Letter Rc.No.8727/VC.A/2009, dated 03-11-2011. --O-- O R D E R: In his letter 1st read above, the Commissioner, A.P. Vaidya Vidhana Parishad, Hyderabad has requested to initiate necessary action against Dr.D.Mathru, Civil Surgeon Specialist (GM) formerly Area Hospital, Bhongir, Nalgonda District for his unauthorized absence w.e.f. 29-08-2008 to 29-09-2009. The Government after examination of the matter hereby issued articles of charges under rule 20 of Andhra Pradesh Civil Services (Classification, Control & Appeal) Rules, 1991, vide G.O. 2nd read above. 2. Dr.D.Mathru, Civil Surgeon Specialist (GM) has submitted his explanation through the Commissioner, A.P. Vaidya Vidhana Parishad, Hyderabad, vide reference 3rd read above, stating that he has submitted leave application requesting to sanction 30 days E.L. w.e.f. 29-08-2008 to 04-09-2008 pm private affairs since his wife suddenly fell in-health and his presence was inevitable to get her examined with specialist doctors and treatment. In the meanwhile, his health is also spoiled and due to unavoidable circumstances on medical grounds only, he compelled to extend his leave w.e.f. 05-09-2008 to 02-07-2009 and underwent medical examination and treatment by taking complete bed rest as per advise and submitted leave applications well in advance from to time to the Medical Superintendent, Area Hospital, Bhongir, Nalgonda District. After complete recovery of his ill-health he has reported before the Commissioner, A.P. Vaidya Vidhana Parishad and given posting orders at Area Hospital, Suryapet, Nalgonda and joined on FN of 30-09-2009. He has requested to consider his explanation on humanitarian and medical grounds and exonerate him from the above charges and drop further proceedings against him. 3. Since the explanation submitted by Dr.D.Mathru, Civil Surgeon Specialist (GM) is not convincing, the District Coordinator of Hospital Services, Nalgonda was appointed as Enquiry Officer, vide Government Memo 4th read above and submitted his report through the Commissioner, A.P. Vaidya Vidhana Parishad, Hyderabad vide reference 5th read above. The Enquiry Officer has found that the individual has submitted Medical Certificate issued by Dr.P.Sangameswar, M.S. (Ortho), Civil Surgeon Specialist, District Hospital, Nalgonda District in which it was mentioned that Dr.D.Mathru was suffering from Disc Prolapse, Lw Back Ache with Sciatica Left sided. The Enquiry Officer has opined that Dr.D.Mathru has suffered from Low Back Ache with Disc Prolapse and submitted the Medical Certificates at the time of enquiry. (P.T.O.):: 2 :: 4. The Government, after examination of the enquiry report of District Coordinator of Hospital Services, Nalgonda and in dire need of Civil Surgeon Specialist doctors, has decided to drop further action against Dr.D.Mathru, Civil Surgeon Specialist (GM). Accordingly, further action against Dr.D.Mathru, Civil Surgeon Specialist (GM), District Hospital, Nalgonda formerly at Area Hospital, Bhongir, Nalgonda District is hereby dropped duly treating the period of absence w.e.f. 29-08-2008 to 29-09-2009 as Extra-Ordinary Leave. 5.
