Read the following:- 1) GOMs.154, HM&FW (A2) Dept., dt.04-05-2002. 2) GOMs.No.748, HM&FW (A2) Dept., dt.30-08-2006. 3) GOMs.No.32, HM&FW (A2) Dept., dt.02-02-2010. 4) From the Director of Medical Education, A.P., Hyderabad Letter Rc.No.659/E1A/2012, dated:05-01-2012. 5) GORt.No.121, HM&FW (A1) Dept., dated:27-01-2012. 6) From the Director of Medical Education, A.P., Hyderabad Letter Rc.No.659/E1A/2012, dated:04-02-2012. -:oOo:- O R D E R :- In order to adherence to the amendments issued by the MCI to the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998” issued amendments to APMES Rules vide G.O.Ms.No.32, HM&FW (A.2) Dept., Dt: 02.02.2010 with regard to method of appointments to the post of Professor (clinical/Non- clinical/Super speciality) and Associate Professor as follows: (1) Professor (Clinical/Non-clinical/Super-Specialities): “By promotion of Category 7 (a)/7(b)/7(c) Associate Professor (Clinical/Non- clinical/Super-Specialities) (i) who have put in a minium three years of teaching experience in the concerned speciality, based on their seniority in the category of Associate Professor in the concerned speciality; (ii) (ii) Minimum of four research publications in Indexed / national journals” (2) Associate Professor (Clinical/Non-clinical/Super-Specialities): “By promotion of Category 9 (a)/7(b)/7(c) Assistant Professor (Clinical/Non- clinical/Super-Specialities) (i) who have put in a minium four years of teaching experience in the concerned speciality, based on their seniority in the category of Assistant Professor in the concerned speciality, which shall be reckoned from the date of appointment of an individual to that category; (ii) Minimum of two research publications in Indexed / national journals” “Note 6: For promotion to the post of Professor (Clinical, Non-Clinical and Super Speciality) and Associate Professor (Clinical, Non-clinical and Super Speciality), research publications in indexed /national journals shall be a mandatory pre-requisite qualification from the panel year 2011-12 onwards. The individuals promoted during the panel years 2009-10 and 2010-11 shall acquire the qualification of research publication in indexed / national journals within two years from the date of promotion for regular appointment to the promoted post concerned.” P.T.O.-: 2 :- 2. The Director of Medical Education vide his letter fourth read above has stated that due to pending of judgments in various courts of law in the specialities of General Surgery, Orthopaedics and Paediatrics with regard to issue of seniority, many vacancies of Professors as well as Associate Professors in those specialities could not be filled up during the panel year 2010-2011. Also there are very few doctors who have research publications in indexed / national journals at their credit which is mandatory pre-requisite qualification from the panel year 2011-12 onwards. In view of the proposed increase of undergraduate seats in all the Medical Colleges under the control of the Director of Medical Education there has to be adequate teaching staff as per the prescribed norms of the Medical Council of India. It is necessary for promotions to the cadre of Associate Professors and Professors to be taken urgently. 3. The Director of Medical Education vide his letter 6th read above has further informed that the Medical Council of India issued a notification amending further the “Minimum qualifications for Teachers in Medical Institutions Regulations 1998” on 15th December, 2009 called “Minimum qualifications for Teachers in Medical Institutions (Amendment) Regulations 2009 – Part-III”, in which it has been provided that the appointments / promotions to the teaching faculty can be made as per the regulations “Minimum qualifications for Teachers in Medical Institutions Regulations, 1998”. According to which the individuals who have completed 4 years of service as Associate Professors (Clinical, Non-Clinical & Super Speciality) are eligible for consideration for promotion to the post of Professor upto the panel year 2012-2013 and the individuals who have completed 5 years of service as Assistant Professor (Clinical & Non Clinical) are eligible for consideration for promotion to the post of Associate Professor upto the panel year 2013-2014. 4. Government after careful examination of the circumstances reported by the Director of Medical Education in his letters 4th and 6th read above, in cancellation of the G.O. fifth read above and in relaxation of the method of appointment prescribed in GOMs.No.32, HM&FW (A2) Dept., dt.02-02-2012 hereby order that the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998” shall be followed in respect of the following: (i) The individuals who have completed four (4) years of teaching experience as Associate Professor in the respective speciality and not fulfilled the mandatory pre-requisite qualification of 4 research publications in indexed / national journals, to be considered for promotion to the posts of Professors (clinical, Non Clinical & Super Speciality) upto the panel year 2012-2013; and (ii) The individuals who have completed five (5) years of teaching experience as Assistant Professor in the respective speciality and not fulfilled the mandatory pre-requisite qualification of 2 research publications in indexed / national journals, to be considered for promotion to the posts of Associate Professors (Clincal & Non-Clinical) upto the panel year 2013-2014. 5. The Director of Medical Education, A.P., Hyderabad shall take necessary action accordingly.
