Read the following :- 1. From the Director General, Anti-corruption Bureau, Hyderabad, Lr.No.284/RCA-NZB/08, dated 21.12.2010 2. G.O.Rt.No.1166, Revenue (Vig.II) Department, dated 28.09.2011. 3. Representation from Sri P.Janardhan, former Tahsildar, Sangareddy Mandal, Medak District (now retired), dated 09.12.2011. *** ORDER:- In the reference 1st read above, the Director General, Anti Corruption Bureau, Hyderabad has submitted final report relating to the allegation of possession of assets disproportionate to the known sources of income against Sri P.Janardhan, former Tahsildar, Sangareddy, Medak District and he has informed that the Accused Officer retired from service on 31.8.2009, hence sanction orders for prosecution of the Accused Officer are not required from the Government and a charge sheet is being filed against the Accused Officer in a court of law by the Bureau. He has further recommended to initiate Departmental Action against the Accused Officer for violation of APCS (Conduct) Rules, 1964. 2. The matter has been examined in detail and necessary charges have been framed against Sri P.Janardhan, former Tahsildar, Sangareddy Mandal, Medak District (now retired) under Rule 9 of A.P. Revised Pension Rules, 1980 through the references 2rd read above. The Charged Officer has submitted his written statement of defence requesting to drop further action in the matter through the reference 3th read above. 3. Government after careful examination of the matter, have decided to conduct regular enquiry into the matter under A.P. Civil Services (CCA) Rules, 1991, as the statement of defence submitted by the Charged Officer is not convincing to drop the charges. Accordingly, in exercise of the powers conferred by sub-rule (2) of Rule 20 of the said rules, Government hereby appoint the District Revenue Officer, Medak as the Inquiring Authority to conduct inquiry into the charge framed against Sri P.Janardhan, former Tahsildar, Sangareddy Mandal, Medak District (now retired). P.T.O.:: 2 :: 4. Further, the Government in terms of clause (c) of sub-rule 5 of Rule 20 of the A.P. Civil Services (CCA) Rules, 1991, appoint the Revenue Divisional Officer, Siddipet, Medak District as Presenting Officer to present the case before the Inquiring Authority on behalf of the Government. 5. The Presenting Officer shall acquaint himself with the facts of the case and present the case before the Inquiring Authority effectively. He is also requested to obtain and produce relevant documents if any, required by the Inquiring Authority during the course of enquiry from the concerned, without referring the matter to Government. 6. The Inquiring Authority is requested to conduct enquiry strictly in terms of Rule 20 of A.P. Civil Services (CCA) Rules, 1991 and submit report in duplicate to Government within three months. Copy of charge memoranda issued to the Accused Officer and his written statement of defence along with the connected material, are herewith furnished to Inquiring Authority as required under Rule 20 (7) of A.P.
