against Sri K. Narasimha Reddy, formerly Assistant Commissioner of Prohibition & Excise,
Nizamabad (Retired on 30.04.2011) on the allegation of violation of APCS (Conduct) Rules,
1964 – Charges framed – Written Statement of Defence received – Enquiry Officer appointed
- Provisional pension to an extent of 75% of his normal pension entitlement pending
finalization of disciplinary proceedings against him – Sanctioned - Orders – Issued.

O R D E R:
On the allegation of acquisition of assets disproportionate to the known sources of
income against Sri K. Narasimha Reddy, formerly Assistant Commissioner of Prohibition &
Excise, Nizamabad (Retired on 30.04.2011), the ACB Authorities have registered a case in
Crime No.7/ACB-NZB/2008 under section 13 (1) (e) r/w 13 (2) of Prevention of Corruption
Act, 1988. After conducting investigation, the Bureau have recommended to prosecute the
Accused Officer in a court of law for acquisition of assets disproportionate to his known
sources of income and to initiate departmental action against him for violation of APCS
(Conduct) Rules, 1964.
2) In the reference 2nd read above, the Accused Officer has submitted an application and
requested the Government to drop further action against him.
3) Government, after detailed examination of the matter, have dropped further action
against him in respect of acquisition of disproportionate assets vide reference 3rd read above.
4) Accordingly, the II Addl. Special Judge for SPE & ACB Cases, Hyderabad in the
reference 4th read above has passed orders closing the disproportionate assets case against
the Accused Officer.
5) In the reference 5th read above, sanction was accorded to initiate departmental
proceedings against Sri K. Narasimha Reddy, Assistant Commissioner of Prohibition & Excise
(Retd.) on the allegation that he has committed grave misconduct by not submitting Annual
Property Returns during his entire service to the Department for certain period and not
obtained prior permission from the Department for acquisition of the properties and also
remittance of foreign currency without intimating to the competent authority.
6) Accordingly, in the reference 6th read above, Article of Charges were framed against
him.
7) In the reference 7th read above, the Charged Officer has submitted his written
statement of defence to the charges framed against him.

8) Government, after examination of the matter, have appointed Sri N. Venkataswamy,
Joint Commissioner of Prohibition & Excise (Distilleries), Office of the Commissioner of
Prohibition & Excise, A.P., Hyderabad as Inquiring Authority to inquire into the charges
framed against the Charged Officer vide reference 8th read above. The report of the Inquiring
Authority is awaited.
9) In the reference 10th read above, the Charged Officer has requested the Government
to release his pensionary benefits, as the Government have dropped further action against
him and the Criminal Case against him was closed in the Trial Court and he has also not
sanctioned provisional pension.
10) Government, after careful examination of the matter, hereby sanction provisional
pension to Sri K. Narasimha Reddy, Assistant Commissioner of Prohibition & Excise (Retd.) to
an extent of 75% of the normal pension which he is entitled to, with effect from 01.05.2011
duly with holding the Death-Cum-Retirement Gratuity in full, pending finalization of the
disciplinary proceedings against him, under Rule 52 of A.P. Revised Pension Rules, 1980.
11) The Commissioner of Prohibition & Excise shall take necessary action accordingly.
12) This order does not require the concurrence of Finance (Pen.I) Department as per the
rules in force.
