G.O.Rt.No. 326 Revenue ( DA ) Department dt 17-03-2011 2. From the Spl.CS & CCLA, Hyderabad D.O.Lr.No.E(P&B)/2/420/2010 dated.20-08-2011, 3. From the Spl.CS & CCLA, Hyderabad D.O.Lr.No. E(P&B) /2 /420 2010 dated. 14-10-2011 and 26-11-2011 . 4. G.O.Rt.No. 760 Finance ( Expr-Rev) Department dt 5-3-2012 * * * O R D E R:- In the order 1st read above the Government issued administrative Sanction for an estimated cost of Rs.43.20 Crores (Rupees Fourty Three Crores and Twenty Lakhs only) towards Computerization of Mandal Revenue Offices (CMRO) Project. (2) In the letter 2nd read above, the Special Chief Secretary and Chief Commissioner of Land Administration, Hyderabad has requested the Government that to revalidate the administrative sanction orders issued in the last financial year vide G.O.Rt.No.326, Rev (DA) Department, Dt:17-03-2011 and also to issue Budget Release Order (B.R.O) so as to run the computerization of Mandal Revenue Officers (MRO’s) project smoothly . (3) In the letter 3rd read above, the Special Chief Secretary and Chief Commissioner of Land Administration, Hyderabad has stated that the Government launched Mee Seva project in Chittoor district from 4th November 2011 on a pilot basis with also objective to deliver the Government services over the Counter ( OTC) to citizens from designated kiosks by authorized agents using data bases digitally signed by the competent authorities. He has further stated that a decision has taken (i) to roll out the Mee Seva programme to all remaining 20 districts by 31-03-2012 and (ii) to conduct survey of all students studying SSC and above to create digitally signed data base for caste, Nativity , date of Birth , Residence & Income so that these certificates can be issued Across the Counter ( ATC) from 31-03-2012 onwards and accordingly detailed instructions were issued to the District Collectors vide his CMRO -3 /345 /2011 dt 11- 11-2011 and CMRO -3 /400 /2011 dt 23-11-2011.The Spl. C.S & CCLA has therefore requested the Government to release at least 11.50 crores now in the financial year 2011-12 so as to enable Revenue Department officials to fulfill the priorities of the Government. (4) In the G.O. 4th read above , the Finance ( Expr-Rev) Department issued budget release order for an amount of Rs 5.00 crores as additional funds in relaxation of Treasury control and quarterly regulation orders during Financial Year 2011-12 for above purpose as additional funds in relaxation of Treasury Control Orders pending provision of funds byway of obtaining Supplementary Grant during 2011-12 to the Chief Commissioner of Land Administration, Andhra Pradesh, Hyderabad, towards Computerisation of Mandal Revenue Offices (CMRO) project and requested this department to take necessary action for issue of administrative sanction as per the instructions issued in U.O.Note No.29875-A1/BG.I/06 Finance (BG.I) Department, dt.25-11-2006 and also requested to send Supplementary Estimates to the Finance (BG.V) Dept for inclusion in SE.2011-12. P.T.O-2- (5) Government after careful examination of the matter, and in supercession of earlier orders issued in the reference 1st read above, hereby order to include “Mee Seva program” in Computerization of Tahsildar Offices (Mandal Revenue Offices) Project and accord administrative sanction for an amount of Rs 43.20 crores (Rupees Fourty Three Crores and Twenty Lakhs only) towards Computerization of Tahsildar Offices (Mandal Revenue Offices) Project. Government also accord administrative sanction for the BRO amount of Rs 5.00 crores ( Rupees Five Crores only) as additional funds in relaxation of Treasury control and quarterly regulation orders during Financial Year 2011-12 for above purpose. (6) The amount sanctioned above shall be debited to the Head of Account 2029 -Land Revenue, MH 789,796, MH 800 other expenditure , GH.11 Normal State Plan, SH. (11),Computerisation of Tahsildar Offices (Mee Seva) ( to be opened). (7) The Chief Commissioner of Land Administration, Hyderabad shall take further necessary action accordingly. (8) This orders issues with concurrence of Finance Department vide their U.O.No 2344 /030/A1/Exp-Rev/2012 Dated.06-03-2012.
