Repn. of Dr. M.V. Lakshmana Kumar, CSS, Govt. Hospital, Vizianagaram, dt.4.3.2010. 3. From the DME, AP, Hyd Letter Rc.No.10769/E11/C/10, Dt.10.11.2010. *** O R D E R :- In the reference first read above, the Hon’ble A.P. Administrative Tribunal passed orders directing the Government to examine the representation dt.24.6.2009 submitted by Dr. M.V. Lakshmana Kumar, CSS, Government Hospital, Vizianagaram, in accordance with rules and pass appropriate orders. 2. In the reference second read above, Dr. M.V. Lakshmana Kumar, CSS, Govt. Hospital, Vizianagaram has requested the Government to surrender his services to the Directorate of Medical Education. 3. In the reference 3rd read above, the Director of Medical Education, Dr.M.V.Lakshman Kumar was working as Civil Surgeon Specialist at Government Hospital, Vizianagaram under the control of A.P. Vaidya Vidhana Parishad and it is possible to absorb his services into teaching side under the control Director of Medical Education only at the level of Assistant Professor of Orthopaedics. He has therefore requested the Government to revert Dr. M.V. Lakshman Kumar, CSS, Government Hospital, Vizianagaram to the control of Director of Medical Education at the entry level i.e Assistant Professor. He has further informed that only one vacancy of Asst. Prof. of Orthopaedics is available in Government Medical College, Ananthapur which was created by the Govt. vide G.O.Ms.No.124, Finance (SMPC) Dept., Dt. 16.04.2010. 4. Government after careful examination of all the issues, hereby order that Dr. M.V. Lakshman Kumar, Civil Surgeon Specialist, Govt. Hospital, Vizianagaram be transferred by reverting him as Civil Assistant Surgeon and placing his services at the disposal of Directorate of Medical Education for giving necessary posting as Asst. Professor subject to the following conditions:- 1. He shall be reverted as CAS and transferred to teaching side as Assistant Professor. 2. He shall take last rank in the category of Assistant Professor from the date of absorption. 3. He shall have to stand his chance for promotion to the post of Associate Professor in his turn in the next DPC. 4. His pay in the cadre of Civil Surgeon Specialist shall not be protected. 5. The Commissioner, A.P.Vaidya Vidhana Parishad / Director of Medical Education, AP, Hyderabad shall take necessary further action in the matter accordingly.
