G.O.RT. No. 418 Dated:24-2-2012. Read the following:- 1. G.O.Ms. No. 368, G.A. (Ser.B) Department, dated 18-8-1999. 2. G.O. Ms. No. 297, G.A. (Ser.B) Department, dated 20-9-2999. 3. Judgment of the Hon’ble Supreme Court of India, dated 24-4-2008 in SLP. (C) No. 17064/2006 filed by Sri A.Satyanarayana & others. 4. G.O. Ms. No. 555, G.A. (Ser.B) Department, dated 30-8-2009. 5. G.O Ms. No. 33, G.A. (Ser.B) Department dated 19-1-2010. ORDER:- Pursuant to the Judgment of the Hon’ble Supreme Court of India, 3rd read above, setting aside the Government orders issued in the G.Os. 1st and 2nd read above, earmarking 10 posts only to the category of Private Secretaries to Government for promotion to the posts of Assistant Secretary to Government and upto the Additional Secretary to Government (Non-Cadre), Officers Committee has been constituted for the purpose of studying the Judgment of the Hon’ble Supreme Court in SLP (C) No. 17064/2006, dated 24-4-2008 filed by Sri A.Satyanarayana and others. Taking into consideration the permanent cadre strength of the Private Secretaries to Government, Section Officers, and the higher posts i.e., Assistant Secretary to Government and upto Additional Secretary to Government (Non-Cadre) the said Committee made certain recommendations and accordingly, in the G.O., 4th read above, orders were issued allocating certain posts in the total cadre strength in the higher categories, i.e., from the post of Assistant Secretary to Government upto the Additional Secretary to Government (Non-cadre) for promotion from the categories of Private Secretary to Government and Section Officers, in respect of the Departments constituting Single Unit. 2. In the G.O., 5th read above, certain amendments were made to Andhra Pradesh Secretariat Service Rules issued vide G.O. Ms. No. 445, G.A.(Ser.B) Department, dated 29th October, 1998 regarding the method of appointment to the post of Section Officer and fixing the cadre strength of 7 (seven) posts of Section Officers (in Single Unit) for promotion from the category of Senior Stenographer/Special Category Stenographers in the Departments constituting Single Unit. 3. The employees working in different categories in Law Department have been requesting the Government and the A.P. Secretariat Association also in their letter dated 8-8-2011 has requested to appoint Officers Committee to look into the matter in respect of Law Department on the analogy adopted in Single Unit.:: 2 :: 4. Government after careful consideration, hereby constitute a Committee with the following members to examine the prevailing situation in Law Department viz., the cadre strength in each of the categories and their promotional avenues respectively in the light of the Judgment of the Hon’ble Supreme Court and to give its recommendations suggesting suitable and valuable solutions to enable to sort out the issues relating to promotional aspects of Private Secretaries to Secretaries to Government and the Section Officers, and the Special Category Stenographers/ Senior Stenographers and Assistant Section Officers in Law Department. 1.
