No.455 Dated: 26-3-2012 Read the following: 1. G.O.Rt. No. 49, HM&FW (M1) Dept, dt. 12-1-2006. 2. From the DME, Lr. Rc. No. SPL/ DME / 2011, dt. 29-08-2011. 3. From the MD, APHMHIDC, Lr. Rc. No. 5001/APHMHIDC/DE- 3/2009-10, dt. 29-11-2011. *** O R D E R: In the reference 1st read above, orders were issued according administrative sanction for an amount of Rs. 50.00 crores for the purpose of setting up of Visakha Institute of Medical Sciences, Visakhapatnam from out of the amount received from the sale of land at Visakhapatnam to various IT companies. The Municipal Corporation of Visakhapatnam (VMC) has also released an amount of Rs. 5.00 crores for setting up of Visakha Institute of Medical Sciences, Visakhapatnam. 2. In the reference 2nd read above, the Director of Medical Education had submitted detailed proposals for operationalization of Visakha Institute of Medical Sciences, Visakhapatnam and sought for sanction for additional funds. 3. In the reference 3rd read above, the Managing Director, A.P. Health Medical Housing and Infrastructure Development Corporation(APHMHIDC) has stated among others that Visakha Institute of Medical Sciences, Visakhapatnam is a Multi Super Speciality Hospital and the APHMHIDC have taken up the phase-I construction with an estimated cost of Rs. 55.00 crores including Rs. 5.00 crores released by Visakha Muncipal Corporation (VMC) for total bed strength of 450 beds with a plinth area of 4.19 lakh Sq. feet which cover 12 Super Specialities. In the first phase of construction, 6 blocks have been taken up i.e., Block Nos 2,3 (GF+3F) and Block No. 15 (GF+4F) under package-I and Block Nos 12,13 (GF+3F) and Porch Block (GF+2F) under package-II. The above two package works were grounded and have been completed to the extent of technical sanction amount i.e, Rs. 55.00 Crores. 4. He has further stated that certain additional works / amenities are required to be provided for the above six blocks that require additional sanctions to make the Visakha Institute of Medical Sciences functional. Based on the above, the MD, APHMHIDC has requested for issue of additional sanction for Rs. 30 crores (total Rs.85 crores including of Rs. 5.00 crores released by V.M.C.) towards civil works etc. which were not covered in the earlier sanction and for a further amount of Rs. 30 crores towards furniture and equipment. Thus arriving at the total value for issue of Revised Administrative Sanction at Rs. 115 crores. 5. Government after careful examination of the matter hereby accord Revised Administrative Sanction for an amount of Rs. 115.00 crores (Rupees One hundred and fifteen crores only) i.e., Rs. 85.00 crores (Rs. Eighty five crores only) towards civil works for building construction and Rs. 30.00 crores (Rupees Thirty crores only) for procurement of equipment for the Visakha Institute of Medical Sciences, Visakhapatnam as against the earlier administrative sanction for Rs. 50.00 crores issued vide reference 1st read above.
