Read the following:- 1. From the Supdt., Govt. Maternity Hospital, Tirupathi, Letter Rc. No.A1/Spl/GMH/TPT/2011, Dt.29.6.2011 & 11-07-2011. 2. Govt. Memo No.9849/A.2/2011-2, Dt.8.11.2011. 3. From the Under Secretary to Govt. of India, Ministry of Health & Family Welfare, GOI, Nirman Bhawan, New Delhi File No.10(32)/2011-NRHM-I, Dated: 19.03.2012 -:oOo:- O R D E R :- In response to the D.O. Letter second read above, the Under Secretary to Government of India, Ministry of Health &Family Welfare, New Delhi vide letter third read above conveyed the approval of Rs.20.1 Crores for establishment of Institute for Pregnant Women in SVRR Govt. General Hospital, Tirupati in two years i.e., 2011-12 and 2012-13. Initially Rs.10.00 Crores shall be released during the Financial Year 2011- 12 from NRHM Mission Flexible Pool. After receiving satisfactory progress report and utilization of funds from the State, the second instatement of Rs.10.1 Crores can be released in next financial year. The approval is subject to the following Conditionalities: 1. The Institute for Pregnant Women will be created which the premises of the existing Medical College Hospital / Institute of Obstetrics. 2. A prominent display indicating creation of Institute of Pregnant Women with support from NRHM will be placed at a strategic location. 3. All referrals coming from rural areas and primary Health facilities will be attended and given bed on priority. Adequate IEC in this regard will be done. 4. The Institute will be under the control and command of Obstetric wing of Medical College. A close link and supervision must be ensured for utilizing existing HR and equipments. 5. Simultaneous step and advanced planning shall be done by the State Government for provision of additional manpower and other ancillary services if required, so that the centre remains functional. 6. All the Technical protocols of a Tertiary level delivery point like maintaining partograph, ENBC and resuscitation, 48 hours stay, birth doses, post natal care and counseling, family planning services, etc shall be provided comprehensively for RMNCH (Reproductive and Maternal Neonatal and Child Health Services). 7. In addition, the Institute of Obstetrics proposed must become a training hub for RMNCH (Reproductive and Maternal Neonatal and Child Health Services).with training LAS, EMOC, Safe Abortion Services, Mini-Lap, Child Health and Family Planning training etc at the Medical College. 8. The cost of the training shall be supported under NRHM / RCH as per the funding norms of training centers including conducting the training. 9. In addition to being the training centre for the district it needs to cater to the whole region. P.T.O.-: 2 :- 2. Accordingly, Government hereby accord administrative sanction for Rs.20.1 Crores for creation of Institute of Pregnant Women in SVRR GGH., Tirupati in two years during 2011-12 and 2012-13 and to release of Rs.10.00 crores in the Financial Year 2011-12 from NRHM Mission Flexible Pool, and the second installment of Rs.10.1 Crores shall be released during next financial year after receiving satisfactory progress report and utilization of funds. 3. The Director of Medical Education, A.P., Hyderabad shall furnish necessary proposals for sanction of staff for the proposed Institute of Pregnant Women and other ancillary services if required in SVRR GGH., Tirupati for taking necessary action. 4. The Director of Medical Education, AP, Hyderabad shall take necessary action accordingly. 5. This order issues with the concurrence of Finance Department vide their U.O.No.1552/PFS/12, dated:26-03-2012.
