Read the following:- 1) G.O.Ms.No.175, Finance (A&L) Department, Dated:15.05.2010. 2) From Sri L.L. Narayana, Dy. Draftsman to Govt. (Telugu) Law Department Application, dated:14.03.2012. 3) G.O.Rt.No.1260, Finance (A&L) Department, dated:29.03.2012. -o0o- O R D E R: Government hereby sanction a sum of Rs.75,000/- (Rupees Seventy five thousand only) towards Marriage Advance to Sri L. Lakshmi Narayana, Deputy Draftsman to Government (Telugu), Law Department for celebration of his daughter’s marriage on 26.04.2012. 2. The amount sanctioned in para (1) above shall be drawn and disbursed to him in one lump sum. 3. The advance sanctioned in para (1) above is subject to the following conditions:- (i) the advance shall be disbursed by the disbursing Officer only after obtaining a personal security bond in Form-III appended to G.O.Ms.No.90, Finance (P.P.R. & L), dated:26.03.1970 duly executed by the borrower and another permanent Government Servant as surety drawing a pay not less than that of the borrower and not retiring before complete repayment of the advance with interest guaranteeing the repayment of the advance. (ii) the advance shall bear interest at 5.5% per annum. The rate of interest is provisionally fixed and is liable to be changed from time to time. (iii) the principal of the loan amount shall be recoverable in (40) installments @ Rs.1,875/- per month commencing from the pay bill of the following month in which the advance is drawn and the interest shall be recovered in 10 installments after the recovery of the principal. (iv) If the loanee failed to utilize the amount for the purpose for which it has been sanctioned within three months from the date of drawal of the advance, it has to be recovered in lump sum together with interest due thereon. (v) The advance sanctioned to the loanee shall be subject to summary recovery if subsequently proved that it was not utilized for the purpose for which it was sanctioned together with penal interest at 1 ½ times the ordinary rate till the date of the advance recovery. (vi) In case where the loanee dies before the repayment is completed, the outstanding balance and the interest shall be first charge on the D.C.R.G. payable to his legal heir/heirs as stipulated in the agreement. Contd…:: 2 :: (vii) The loanee shall submit to the Government a certificate of utilization in Form IV appended to G.O.Ms.No.90, Finance (P.P.R&L) Department, dated:26.03.1970 within one month from the date of drawal of the advance or from the date of celebration of marriage whichever is earlier. If the actual expenditure incurred on account of the marriage is less than the advance is drawn, the difference should be refunded to the Government forthwith. 4. The Law (Claims) Department are requested to draw and disburse the amount sanctioned in para (1) above, to the individual from the funds allotted to the Law Department vide G.O. 3rd read above. 5. The expenditure shall be debited to the head "7610 - Loans to Government Servants etc., - M.H.800 - Other Advances - S.H (O5) - Marriage Advances - 001 Marriage Advances".
