Application from Sri Md.Sarwar, Chowkidar, GAD, dated.27.1.2012. * * * ORDER: In terms of the orders issued in the references 2nd to 5th read above, sanction is hereby accorded for the grant of Marriage Advance of Rs.50,000/- (Rupees Fifty Thousand only) to Sri Md.Sarwar, Chowkidar, General Administration Department in connection with the marriage of his daughter to be held on 16.02.2012. 2. Advance sanctioned above is subject to the following conditions:- i) The advance shall be drawn and disbursed by the Disbursing Officer only after obtaining a personal security bond in Form. III appended to G.O Ms. No.90. Finance & Planning (PPR &L) Department, dated: 26.03.1970 duly executed by the borrower and another permanent Government servant as surety drawing a pay not less than that of the borrower and not retiring before repayment of the advance is completed with interest guaranteeing the repayment of the advance. ii) The advance shall bear a simple interest of 5 % per annum which is provisionally fixed and is subject to revision from time to time. iii) The principal of the loan shall be recoverable in (50) monthly installments @ Rs.1000/- (Rupees one thousand only). iv)The recovery of the interest shall commence immediately on completion of the recovery of the principal, and it shall be recovered in 10 monthly installments. v) If the loanee fails to utilize the amount for the purpose for which it has been sanctioned, within three months from the date of drawl, it shall be refunded to Government in lump sum together with interest due thereon. vi)The advance granted to the loanee shall be subject to the summary recovery, if it is subsequently proved that it was not utilized for the purpose for which he was sanctioned together with penal interest at 1 ½ times the ordinary rate from the date of the sanction of advance. vii) In case where a loanee dies before the repayment is completed the outstanding balance and the interest amount shall be recovered from the Death-cum-Retirement Gratuity payable to the legal heir or heirs as stipulated in the agreement. viii) The loanee shall submit a certificate of utilization in form-IV, appended to the G.O.MS.No. 90, Finance & Planning (PPR & L) Department, dated 26.03.1970 within one month from the date of the marriage. If the actual expenditure incurred on account of the marriage is less than the advance drawn he difference should be refunded to Government forthwith. P.T.O-2- 3. The expenditure shall be debited to Major Head “7610 – Loans to Government Servants – MH 800 – Other Advances - SH (05) Marriage Advance”. 4. The amount sanctioned in Para 1 above should be met from the amount allotted to this Department vide reference fifth read above. 5. Certified that the spouse of the individual is not a Government servant. 6. The General Administration (Claims A) Department is requested to draw and disburse the amount to the individual.
