From Sri Sitaram Gupta, IFS, letter dated 13.12.2011. >><< O R D E R : Whereas, in his representation 1st & 2nd read above, Sri Kanwarjit Singh, IFS duly obtaining his Annual Confidential Reports under RTI Act, has represented that the grading calculated on the basis of the Annual Confidential Report/Performance Appraisal Report to prepare the ‘offer’ list for IGF level posts under the revised CSS-MoEFF is coming in his way for inclusion in the “offer” list. The “Good” entry for the years 2006-07 and 2007-08 are found as adverse remark and are affecting his chances of getting enlisted in the said “offer” list for Government of India deputation and requested to modify the grading from ‘GOOD’ to “VERY GOOD”. 2. Government have examined the representation of the Member of Service in the light of the facts together with the Government of India Instructions communicated in the reference 3rd read above. Based on the recommendation of the Reporting Authority and since, the Reviewing and Accepting Authorities have demitted the office, the matter was placed before the Referral Board, in terms of Rule 9 (9)(a) of All India Services (PAR) Rules, 2007. The Referral Board considered the matter and recommended to modify the overall grading entry from “GOOD” to “VERY GOOD” in the Annual Confidential Report of Sri Kanwarjit Singh, IFS for the periods 2006-2007 and 2007-2008. 3. After careful examination of the matter and keeping in view of the above decision of the Referral Board, Government hereby modify the overall grading entry from “GOOD” to “VERY GOOD” in the Annual Confidential Report of Sri Kanwarjit Singh, IFS for the periods 2006-2007 and 2007-2008.
