SALIENT FEATURE OF PM-MKSSY

Ministry of Fisheries, Animal Husbandry & Dairying SALIENT FEATURE OF PM-MKSSY प्रव तथ: 12 AUG 2026 1:32PM by PIB Delhi The Department of Fisheries, Ministry of Fisheries Animal Husbandry and Dairying has been implementing a Central Sector Sub-scheme namely the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY) under the ongoing Pradhan Mantri Matsya Sampada Yojana (PMMSY) for a period of four years from FY 2023-24 to FY 2026-27 at an estimated outlay of Rs.6000 crore. The National Fisheries Digital Platform (NFDP) was launched under PM-MKSSY on 11.09.2024 to extend digital services. The salient features of the sub-scheme are (i) Gradual formalization of the unorganized fisheries sector including creation of work based digital identities of fish workers for improved service delivery, (ii) Facilitating greater access to institutional finance including working capital in order to enable the fish farmers, fishers and micro and small enterprises to reduce their capital cost and to expand their operations (iii) Strengthening fisheries cooperatives by enhancing their institutional capacity, improving market access, facilitating access to finance, and business development plans and need based support (iv) Providing one-time incentive to the fish farmers for purchase of aquaculture insurance, (v) Incentivizing fisheries and aquaculture microenterprises to improve value-chain efficiencies and to create and maintain jobs through performance grants, (vi) Incentivizing micro and small enterprises in the fisheries sector to establish supply chains of safe fish and fishery products including creation and maintenance of jobs through performance grants. The PM-MKSSY under its component 1-B provides for one-time incentive for purchase of aquaculture insurance by farmers. The one-time incentive for aquaculture insurance is provided at the rate of 40% of the premium paid with a ceiling up to ₹25,000 per hectare, or ₹1 lakh per farmer for 4 hectares Water Spread Area (WSA). For the aquaculture system including intensive systems like farms, cage culture, RAS, bio-floc, and raceways etc. the incentive is provided at the rate of 40% of the premium paid with a ceiling up to ₹1 lakh per farmer for 1800 m3. Further, the SC/ST and women beneficiaries get an additional 10% of incentive given to the general category. The PM-MKSSY promotes environmentally sustainable and climate-resilient fisheries and aquaculture by incentivizing projects adopting decarbonization, improved energy and water-use efficiency, use of renewable energy, climate-smart technologies, improved hygiene and waste/pollution management, reduction of greenhouse gas emissions, sustainable production practices, and Better Management Practices including disease management, waste management, quality and safety standards, certification, traceability etc.. The PM-MKSSY supports for improvement of fisheries value-chain efficiencies and establishment of supply chains of safe fish products to consumers under Components 2 and 3 through Performance Grant for Microenterprises at the rate of 25% of the total investment or Rs.35 lakhs, whichever is lower, for General Category and 35% of total investment or Rs.45 lakhs, whichever is lower, for SC, ST and Women owned microenterprises. In addition, Performance Grant for Village Level Organizations and Federations of SHGs, FFPOs and Cooperatives shall not exceed 35% of total investment or Rs.200 lakhs, whichever is lower. Within the limit of the Performance Grant, the PM-MKSSY provides an amount of Rs.10,000 and Rs.15,000 per year for creation and maintenance of jobs for men and woman respectively subject to the limit of 50% of total eligible Performance Grant. In addition, the PM-MKSSY, inter alia, promotes Indian seafood exportsthrough support for quality and sustainable aquaculture, value addition, certification, traceability, disease surveillance, and modern post-harvest and cold-chain infrastructure, food safety and quality assurance with a view to enhancing global competitiveness and value realisation. The scheme also supports fisheries micro and small enterprises for adoption of improved technologies, processing, packaging, and market linkages across the fisheries value chain. Further, the PM-MKSSY is a demand-driven Sub-Scheme and implemented in all the States/UTs including Andhra Pradesh. There are no district-specific interventions or district-wise or State-wise employment targets including in Nellore district of Andhra Pradesh. However, the scheme aims to generate 1.70 lakh jobs.
