(cid:28)ितपूरक वनीकरण वृ(cid:7)ारोपण का (cid:1)थान oky s ikS/kka s dh rFkk vkdfLed O;; djkbZ tk, l[a ;k lfgr dqy jkf'k 100% (cid:28)ितपूरक वृ(cid:7)ारोपण (76 वृ(cid:7)(cid:8) को 7360 4,19,52,000@& mi&ou laj{kd काटने तथा 660 वृ(cid:7)(cid:8) के (cid:28)&यारोपण के ¼दि(cid:7)णी)@ou बदले) (cid:28)(cid:1)तािवत (cid:28)जाितया ँ नीम, vf/kdkjh अमलतास, पीपल, िपलखन, गूलर, बरगद, (क) दशे ी क(cid:11)कर, अजु>न एवं अ?य दशे ी (cid:28)जाितया ँ के साथ दि(cid:7)णी 1द3ली नगर िनगम क(cid:11) भूिम घुमनहड़े ा नजफ़गढ़ जोन 6.62 हेAटेयर (cid:7)े- पर उपभोगी सं(cid:1)था (cid:22)ारा 1कया जाएगा । उपभोगी सं(cid:1)था (cid:22)ारा पBरयोजना (cid:1)थल से 660 वृ(cid:7)(cid:8) का (cid:28)&यारोपण ओखला तेहखंड Cीन बे3ट मे उपलDध 1.62 हेAटेअर (ख) भूिम पर 1कया जाएगा । 2. उपरोF 1 (क) और (ख) के अनुसार, दशे ी (cid:28)जाितय(cid:8) के 7360 पौधो का 100 % (cid:28)ितपूरक वृ(cid:7)ारोपण और उनका सात वषH तक रखरखाव दि(cid:7)णी 1द3ली नगर िनगम (cid:22)ारा 1कया जायेगा । इस वृ(cid:7)ारोपण के सफलतापूव>क (cid:1)थापना के बाद दि(cid:7)णी 1द3ली नगर िनगम (cid:22)ारा िनगरानी क(cid:11) जाएगी । 3. 736 वृ(cid:7)(cid:8) को काटे जाने के बदले मे 1:10 के अनुपात मे (cid:1)वदशे ी (cid:28)जाितय(cid:8) के 6-8 फ(cid:11)ट क(cid:11) ऊँचाई वाले 7360 पौध(cid:8) का (cid:28)ितपूरक वृ(cid:7)ारोपण गैर-वन भूिम पर 1कया जाएगा । वृ(cid:7)ारोपण क(cid:11) अनुमित के जारी होने के छ: महीने के अंदर िनधा>Bरत क(cid:11) गई भूिम पर अितBरF उपाय(cid:8) के साथ वृ(cid:7)ारोपण (cid:1)थल के अनुसार िविशL वृ(cid:7)ारोपण तकनीक(cid:8) के (cid:22)ारा 1कया जाएगा और उपभोगी सं(cid:1)था (cid:22)ारा रखरखाव 1कया जाएगा । 4. उपभोगी सं(cid:1)था (cid:22)ारा (cid:28)ितपूरक वृ(cid:7)ारोपण/(cid:28)&यारोपण (cid:1)थल मN मृदा नमी संर(cid:7)ण काय> क(cid:11) गितिविधय(cid:8) को 1कया जाएगा । 5. उपभोगी सं(cid:1)था के (cid:22)ारा यह सुिनिOत 1कया जायेगा 1क इस (cid:28)(cid:1)ताव क(cid:11) योजना को पBरवQतत नहR 1कया जाएगा । 6. उपभोगी सं(cid:1)था (cid:22)ारा (cid:28)ितपूरक वृ(cid:7)ारोपण (cid:1)थल को अित:मण और अनावSयक बायोBटक ह(cid:1)त(cid:7)ेप से सुरि(cid:7)त 1कया जाएगा । 7. उपभोगी सं(cid:1)था (cid:22)ारा जहां कहR भी आवSयक हो, मृदा तैयार करने के िलए Uापक ह(cid:1)त(cid:7)ेप के आवSयकता अनुसार अितBरF बजट 1कया जाएगा । 8. जो भूिम (cid:28)ितपूरक वृ(cid:7)ारोपण के िलया आवंBटत ह,ै उसका उपयोग 1कसी अ?य कायH के िलए संबंिधत वृ(cid:7) अिधकारी क(cid:11) (cid:1)वीकृित के िबना नहR 1कया जाएगा। 9. अनुमित जारी होने के तुरंत बाद वृ(cid:7)(cid:8) का (cid:28)&यारोपण शु8 1कया जाएगा और इसे 6 महीने के अंतराल मN पूण >1कया जाएगा । (cid:28)&यारोपण (cid:28)1:या के पूण> होने का बाद एक सVपूण> Bरपोट> संबि?धत वृ(cid:7) अिधकारी को (cid:28)(cid:1)तुत क(cid:11) जायेगी । (cid:28)&यारोपण (cid:1)थल मे (cid:28)&यारोिपत वृ(cid:7)(cid:8) क(cid:11) दरू ी 4 मीटर (Xबद ुसे Xबद)ु से कम नहR होनी चािहए । 10. वृ(cid:7)(cid:8) को काटने/(cid:28)&यारोपण के िलए अनुमित उनके (cid:1)वयं के जोिखम पर और 1कसी भी अ?य UिF के दावे के प(cid:7)पात के िबना, जो वृ(cid:7)ो और भूिम पर सही हो सकती है, दी जा रही ह ै। 11. उपभोगी सं(cid:1)था (cid:22)ारा वृ(cid:7)(cid:8) को काटने/(cid:28)&यारोपण का काय> सभी वैधािनक मंजूBरय(cid:8) को लेने के बाद ही शु8 1कया जाएगा । 12. वृ(cid:7)(cid:8) क(cid:11) (cid:28)&यारोपण क(cid:11) (cid:28)गित Bरपोट> संबंिधत िनरी(cid:7)ण अिधकारी के माYयम से उपभोगी सं(cid:1)था (cid:22)ारा वृ(cid:7) अिधकारी को (cid:28)(cid:1)तुत क(cid:11) जाएगी । 13. वृ(cid:7)(cid:8) को काटने के उपरा?त (cid:28)ाZ लकिड़य(cid:8) क(cid:11) नीलामी उपभोगी सं(cid:1)था (cid:22)ारा क(cid:11) जाएगी और उससे (cid:28)ाZ धनरािश को सरकार के खाते मे राज(cid:1)व के 8प मN जमा क(cid:11) जाएगी । वृ(cid:7)(cid:8) के ऊपरी शाखा[ को काटे जाने के पSच ात (cid:28)ा\त लकिड़य(cid:8) को मु]त मN िनकटतम साव>जिनक शवदाह(cid:8) मN (cid:28)योग हते ु सौपी जाएगी ।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 14. वृ(cid:7)(cid:8) को काटने के (cid:1)थल से लकिड़य(cid:8) को ले जाने से पूव> वृ(cid:7) अिधकारी (दि(cid:7)ण) से ढुलाई अनुमित (cid:28)ा\त करनी होगी । 15. उपभोगी सं(cid:1)था के (cid:22)ारा पया>वरण मंजूरी मN उि3लिखत सभी शतH का पालन 1कया जायेगा । रा_‘ ीय राजधानी (cid:7)े- 1द3ल ी सरकार के आदशे से तथा उनके नाम पर, संजीव िखरवार, (cid:28)धान सिचव (पया>वरण एवं वन) DEPARTMENT OF ENVIRONMENT, FORESTS AND WILDLIFE NOTIFICATION Delhi, the 3rd January, 2020 F. No. 1379/TO(S)/TC-Felling/18-19/11140-48.—In exercise of the powers conferred by section 29 of the Delhi Preservation of Trees Act, 1994 (Delhi Act 11 of 1994), the Government of National Capital Territory of Delhi, hereby, in public interest exempts an area of total 10.49 ha. approx as detailed below for construction of proposed sanitary land fill at Tehkhand Okhla Industrial Area Phase-I, New Delhi from the provision of sub-section (3) of section 9 of the said Act. Location. No of trees to be Compensatory plantation required by User Agency. Felling Transplanted Total (Number of trees) Construction of proposed sanitary land 76 660 736 7360 fill at Tehkhand Okhla Industrial Area Phase-I, New Delhi. Total 76 660 736 7360 The said exemption is subject to fulfillment of the following conditions:- 1. The applicant i.e South Delhi Municipal Corporation shall make an advance deposit of an amount of Rs. 4,19,52,000 /- (Four Crore Nineteen Lakhs and Fifty Two Thousand only) towards security deposit for creation and maintenance of compensatory plantation for a period of Seven years as follows, Location of Compensatory plantation. Number of Total Amount including To be S. saplings to be other Administrative Deposited No. planted expenses and with Forest contingency charges (in Division. Rs.). (a) 100% compensatory plantation ten 7360 4,19,52,000 /- Deputy times the no. of trees permitted for Conservator felling of 76 trees and transplant of 660 of Forests trees proposed to be of species Neem, (South)/ Amaltas, Peepal, Pilkhan, Gular, Tree Officer Bargad, Desi Kikkar, and Arjun along with other native species shall be carried out by User agency at Ghumanheda Najafgarh Zone on SDMC land in 6.62 ha. (b) Transplantation of 660 no. of trees which are standing on project site shall be done by user agency at Okhla Tehkhand Green Belt in 1.62 Ha.4 DELHI GAZETTE : EXTRAORDINARY PART IV] 2. 100% Compensatory Plantation of 7360 saplings of native species shall be raised and maintained by South Delhi Municipal Corporation for Seven years and monitored till its successful establishment as indicated at 1 (a) & (b) above. 3. Plants of indigenous species 6-8 feet height shall be planted as compensatory plantation in ratio of 1:10 on non-forest land in lieu of removal/ transplantation of 736 no. of trees. The plantation shall be done following site specific plantation techniques with additional measures on identified land within six months of issue of tree removal permission and maintenance shall be carried out there after by User Agency. 4. The User agency shall implement the improved soil moisture conservation activities on compensatory plantation/ transplantation site. 5. The User agency shall ensure that the plan of this proposal shall not be changed. 6. Compensatory Plantation site shall have to be secured from encroachment and undesired biotic interference. 7. Extensive interventions if any required to be undertaken for soil preparation, shall be carried out and additional budget if needed, shall be provided by User Agency. 8. The land over which compensatory plantation raised shall not be utilized for other purpose without the approval of Tree Officer concerned. 9. Transplantation of trees shall be initiated immediately after permission is issued and should be completed not later than six months, after which a completion report has to be submitted to the Tree Officer. The spacing of the transplantation of trees should not be less than 4 meter (point to point) at transplantation site. 10. Permission for felling/ transplantation of all tress shall be granted at their own risk and without prejudice to the claim (s) of any other person/s who may be having any rights(s) over the land or the trees. 11. Before the felling/ transplantation of trees from the site is commenced all requisite statutory clearances shall necessarily be obtained by the user agency. 12. Progress report of transplantation shall be submitted to Tree Officer through inspection officer concerned alongwith complete details of trees. 13. The timber obtained from removal of trees shall be auctioned by the user agency. The proceeds shall be deposited as revenue to the Government account. The lops and tops of trees shall be sent/supplied to nearest crematorium free of cost and the same should be reported to Forest Department. 14. Before shifting of timber if any, from site of removal of trees, permission for transportation of the said wood shall be obtained from DCF (South). 15. It should be ensured by the user agency that all the conditions mentioned in environmental clearance if any obtained, shall be followed scrupulously.
