सा.का.जन. 587(अ).— केन्द्रीय सरकार वाणिज्य पोत पररवहन अधिननयम, 2025 (2025 का
24) की िारा 70, िारा 78 की उप-िारा (1) के खडं (ड.) तथा िारा 78 की उप-िारा (2) के
साथ पठित िारा 113 की उप-िारा (1) के खडं (i) तथा िारा 113 की उप-िारा (2) के खडं
(ि) द्वारा प्रदत्त शक्ततयों का प्रयोग करत े हुए, और वाणिज्य पोत पररवहन (नाववक आवास)
ननयम, 2016 के अधिक्रमि करते हुए ननम्नलिणखत ननयम बनाती है, अथाात:् —
1. संक्षिप्त नाम और प्रारंभ-(1) इन ननयमों का संक्षिप्त नाम वाणिज्य पोत पररवहन (नाववक
आवास) ननयम, 2026 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवत्तृ होंगे।

2. िागू होना- (1) ये ननयम वाणिज्य पोत पररवहन अधिननयम, 2025 (2025 का 24) के
अिीन रक्जस्ट्रीकृत, या इस प्रकार रक्जस्ट्रीकृत ककए जाने के लिए अपेक्षित प्रत्येक पोत पर
िाग ू होंगे:
परन्द्त ु ये ननयम िेत्रीय समुर के भीतर यात्रा करने वािे ककसी भी पोत पर िागू नहीं होंगे,
क्जसके नाववकों को आि घंटे से अधिक की अवधि के लिए रात भर पोत पर रहन े की
आवश्यकता नहीं है।
(2) इन ननयमों के अिीन पोत ननमााि और उपस्ट्कर से संबंधित अपेिाएं
केवि 26 अगस्ट्त, 2016 को या उसके पश्चात ननलमता पोतों को िाग ू होगी:
परन्द्त ु 26 अगस्ट्त, 2016 से पूव ा ननलमता पोत वाणिज्य पोत पररवहन (क्रू आवास) ननयम,
1960 में ववननठदाष्ट अपेिाओ ं का पािन करेंगे।
स्ट्पष्टीकरि – ककसी पोत को उस तारीख को ननलमता माना जाएगा, जब उसका नौति रखा गया
हो या वह उस अवस्ट्था में हो जहा ाँ उस पोत का संयोजन प्रारम्भ हो गया हो, क्जसमें कम-से-कम 50
टन या सभी संरचनात्मक सामग्री के अनुमाननत रव्यमान का 1 प्रनतशत, जो भी कम हो,

3. पररभाषाएाँ। - (1) इन ननयमों में, जब तक कक संदभ ा अन्द्यथा अपेक्षित न हो
(क) “अधिननयम” से वाणिज्य पोत पररवहन अधिननयम, 2025 (2025 का
24)अलभप्रेत है।
(ख) “ अनुमोठदत ”से महाननदेशक द्वारा अनुमोठदत या स्ट्वीकार ककया गया अलभप्रेत
है।
(ग) “सकि टन भार” से अधिननयम के अिीन बनाए गए िागू ननयमों के अनुसार
ननिााररत पोत के समग्र आकार का माप अलभप्रेत है।
(घ) “अनुसूची” का अथ ा इन ननयमों से उपाबद्ि एक अनुसूची अलभप्रेत है।
(ड.) “पोत स्ट्वामी” से अधिननयम की िारा 55 के खडं (ग) में पररभावषत पोत स्ट्वामी
अलभप्रेत है।
(च) "ववशषे प्रयोजन पोत" से ववशषे प्रयोजन पोत (एसपीएस) संठहता (ववशषे प्रयोजन
पोत के लिए सुरिा की आईएमओ संठहता, 1983 और पश्चातवती के संस्ट्करि),
समय-समय पर यथा संशोधित, के अनुपािन में ननलमता पोत अलभप्रेत है।
(छ) "स्ट्वच्छ आवास" में कोई शयन कि या अस्ट्पताि वाड ा सक्म्मलित नहीं है, चाहे वह
वॉश बेलसन, स्ट्नान या शॉवर के साथ प्रदान ककया गया हो या केवि कपड े िोने के
लिए उपयोग में िाया जाने वािा कोई कमरा।
(2) उन शब्दों और पदों के, जो उन ननयमों में प्रयुतत है और पररभावषत नहीं है,
ककन्द्तु अधिननयम में पररभावषत है, वही अथ ा होंगे जो उनके उस अधिननयम में है।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(अ) नाववक आवास - प्रत्येक पोत पर काम करने वािे या रहन े वािे नाववकों के लिए
न्द्यूनतम, उधचत आवास और आमोद-प्रमोद सुवविाएं प्रदान करेगा और बनाए रखेगा,
जो नाववकों के स्ट्वास्ट््य और कल्याि को बढावा देने के अनुरूप हो जैसा कक अनुसूची
1, अनुसूची 2, अनुसूची 3 और अनुसूची 4 में ववननठदाष्ट है।
(आ) योजनाएाँ-(1) प्रत्येक भारतीय पोत का पोत-स्ट्वामी, क्जस पर ये ननयम िागू होत े
हैं, पोत की योजना या योजनाओं को, ननयम 6 के उप-ननयम (2) के खडं (क) में
ववननठदाष्ट पररक्स्ट्थनतयों में, सवेिक को अनुमोदन के लिए प्रस्ट्तुत करेगा :
परन्द्त ु जहा ं नाववक आवास के ककसी भाग को पयााप्त रूप से पररवनतता या मरम्मत करन े
की मांग की जाती है, ऐसा पररवतना या मरम्मत सवेिक द्वारा दी गई मंजूरी के अिीन
होगा।
(2) उपयुतत पैमाने में तैयार की गई योजनाओं में पोत में नाववक आवास की व्यवस्ट्था,
अन्द्य स्ट्थानों के संबंि में इसकी क्स्ट्थनत, ननमााि संबंिी वववरि, ववलभन्द्न आयाम,
फनीचर, कफतस्ट्चर और उसमें प्रदान की गई सुवविाएं स्ट्पष्ट रूप से ठदखाई जानी चाठहए।
(3) पोत में प्रदान ककया गया नाववक आवास सवेिक द्वारा अनुमोठदत योजना के अनुरूप
होगा।
6. प्रमािन और सत्यापन-(1) इस बात से संतुष्ट होने पर कक एक भारतीय पोत को इन
ननयमों के अनुसार नाववक आवास प्रदान ककया गया है, सवेिक द्वारा ऐसे पोत को प्रपत्र 1
में अनुपािन का ररकॉड ा जारी ककया जा सकेगा।
(2) ककसी भारतीय पोत के नाववक आवास का सवेिि ननम्नलिणखत तरीके से ककया
जाएगा, अथाात:्
(क) सवेिक द्वारा ननरीिि - ककसी पोत में नाववक आवास का ननरीिि सवेिक
द्वारा ककया जाएगा जब कभी, -
(i) पोत भारत में रक्जस्ट्रीकृत या पुनः रक्जस्ट्रीकृत है;
(ii) पोत में नाववक आवास का कोई भी भाग पयााप्त पररवतना या मरम्मत से होती
है;
(iii) ककसी स्ट्थान में समायोक्जत व्यक्ततयों की संख्या अनुसूची प्रथम के पैरा 1 के
उप-पैरा 11 के अनुसार धचक्ननत की गई संख्या से अधिक बढ जाती है;
(iv) सवेिक की राय में, यह मानने का कारि है (चाहे लशकायत के पररिामस्ट्वरूप
हो या नहीं) कक इन ननयमों के ककसी भी उपबंि का उल्िंघन उस पोत के[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5
संबंि में ककया गया है, या कोई शत ा क्जसके अिीन महाननदेशक न े पोत को
इन ननयमों की आवश्यकता से छूट दी है, उसका पािन नहीं ककया गया है ।
(v) समुरी यात्री आवास के ननरीिि के लिए अनुरोि, पोत स्ट्वामी या ककसी संगिन
की ओर से या उसकी ओर से, जो भारतीय जहाजों के पोत स्ट्वामी या संबंधित
नाववको का प्रनतननधि हो तो महाननदेशक या मकेंटाइि मरीन ववभाग से ककया
गया हो; या
(ख) अनुरोि पर लशवपगं मास्ट्टर या अन्द्य द्वारा ननरीिि, - ककसी पोत में नाववक
आवास का ननरीिि लशवपगं मास्ट्टर, सवेिक, नाववक कल्याि अधिकारी, भारतीय
राजदतू या केन्द्रीय सरकार द्वारा इस संबंि में सम्यक रुप से प्राधिकृत ककसी भी पत्तन
पर ककसी अन्द्य अधिकारी द्वारा, अधिननयम की िारा 93 की उप-िारा (1) के खडं (ख)
के अिीन मास्ट्टर या तीन या अधिक नाववकों द्वारा ककए गए अनुरोि पर ककया जा
सकेगा, जब,
(i) ऐसा अनुरोि लिणखत रूप में ककया गया है, जो नाववक के मास्ट्टर या तीन या
अधिक सदस्ट्यों द्वारा हस्ट्तािररत है; और
(ii) यह आरोप िगाया गया है कक पोत में नाववक आवास इन ननयमों के अनुपािन
नहीं है और
(iii) इसे पोत के यात्रा आरम्भ करने से कम से कम चौबीस घंटे पूव ा दज ा करवाया
जाता है, ककन्द्तु पोत चौबीस घंटे से कम समय के लिए पत्तन में न हो।
(ओ) समतुल्य व्यवस्ट्थाएाँ - महाननदेशक, समुरी श्रम कन्द्वेन्द्शन, 2006 के अनुसार,
ककसी पोत पर इन ननयमों में ववननठदाष्ट अपेिाओं से लभन्द्न समतुल्य वैकक्ल्पक
व्यवस्ट्थाओं अथवा ववचिनों को स्ट्वीकार कर सकेगा, जब ऐसे ववचिन समुरकलमया ों
की जीवन-क्स्ट्थनतयों, स्ट्वास्ट््य एवं सुरिा के संदभा में स्ट्पष्ट रूप से उधचत िहराए जा

अनुसूची I
(ननयम 4 देखें)
1. आवास के लिए सामान्द्य अपेिाएं (1) समुरी यात्रत्रयों के स्ट्वास्ट््य और सुरिा, सुरिा और
दघु टा ना रोकथाम, खतरनाक स्ट्तर के शोर और कंपन के जोणखम की रोकथाम और पोतों
पर अन्द्य पररवेशीय कारकों और रसायनों के संबंि में इन ननयमों की अपेिाओ ं को पूरा
करने के लिए आवास, आमोद-प्रमोद और खानपान सुवविाओं को डडजाइन ककया जाएगा।
आवास के ननमााि और व्यवस्ट्था से नाववकों के लिए स्ट्वीकाया व्यावसानयक और पोत पर
रहन े का वातावरि प्रदान ककया जाएगा।
(2) इन ननयमों के प्रयोजनों के लिए ककसी भी संरचना को जिरोिक, गैसरोिक अथवा
तेिरोिक नहीं माना जाएगा, जब तक कक उस संरचना के सभी मागा, उन वायुसंचार मागों
को छोडकर जो शौचािय से आवास, िॉन्द्री, सुखाने के कि या रसोई घर (रसोई) में वायु
के प्रवेश के लिए आवश्यक हैं, जहां बंद करने के सािन न हों, जो अपेिा अनुसार उन
ननकासों को जिरोिक, गैसरोिक अथवा तेिरोिक बनाने में सिम हों
(3) सभी पैनलिगं , इन्द्सुिेशन, फशा और छत एक गैर-दहनशीि सामग्री और एक अनुमोठदत
प्रकार के होने चाठहए।
(4) एस्ट्बेस्ट्टस या एस्ट्बेस्ट्टस युतत सामग्री का उपयोग नाववक आवास में ककसी भी उद्देश्य के
लिए नहीं ककया जाएगा।
(5) आवास पयााप्त रूप से इन्द्सुिेटेड होना चाठहए।
(6) नाववकों के आवास िेत्रों में उधचत प्रकाश और पयााप्त जि ननकासी प्रदान की जानी
चाठहए।
(7) नाववक आवास में आंतररक सतहों पर उपयोग ककए जाने वािे पेंट, वाननशा और अन्द्य
कफननश अनुमोठदत प्रकार के होंगे, और अत्यधिक मात्रा में िएु ं और जहरीिे उत्पादों का
उत्पादन करन े में सिम नहीं होंगे।
(8) नाववक आवास की क्स्ट्थनत:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7
(क) यात्री पोतों और ववशषे प्रयोजन पोतों (एसपीएस) के अनतररतत अन्द्य पोतों में, शयन
कि पोतों के बीच या पीछे िोडिाइन से ऊपर क्स्ट्थत होंगे, लसवाय असािारि मामिों के,
जहा ं पोत का आकार, प्रकार या जरूरी सेवा ककसी अन्द्य स्ट्थान को अव्यवहाय ा बना देती है,
शयन कि पोत के अग्र भाग में क्स्ट्थत हो सकेंगे, ककन्द्त ु ककसी भी मामिे में कािीजन
बल्कहेड से आगे नहीं हो सकेंगे;
(ख) यात्री पोतों और ववशषे प्रयोजन पोतों (एसपीएस) में, महाननदेशक, इस शत ा पर कक
प्रकाश और वायुसंचार के लिए संतोषजनक व्यवस्ट्था की जाती है, िोडडगं िाइन के नीच े शयन
किों के स्ट्थान की अनुमनत दे सकेगा, ककन्द्तु ककसी भी मामिे में वे काम करन े संकरी
गलियों के िीक नीच े क्स्ट्थत नहीं होंगे;
(ग) सभी नाववक आवासों में पयााप्त हेडकि होना चाठहए। सभी नाववक आवासों में न्द्यूनतम
अनुमत हेडकि जहा ं पूि ा और मुतत आवाजाही आवश्यक है, वह 203 सेंटीमीटर से कम नही ं
होगा। महाननदेशक ककसी भी स्ट्थान में, या ककसी स्ट्थान के भाग में, कुछ सीलमत कमी की
अनुमनत दे सकता है, जहा ं वह संतुष्ट है कक ऐसी कमी, -
(i) उधचत ह;ै और
(ii) इसस े नाववकों को असुवविा नही ं होगी।
(9) बल्कहेड और पैनलिगं का ननमााि: (क) शयन किों और कि के बाहरी बल्कहेड को
पयााप्त रूप से इन्द्सुिेट ककया जाना चाठहए। सभी मशीनरी आवरि और रसोई घर और
अन्द्य स्ट्थानों के सभी सीमा बल्कहेड क्जनमें गमी उत्पन्द्न होती है, पयााप्त रूप से
इन्द्सुिेटेड होंगे जहां आसन्द्न आवास या माग ा में पररिामी गमी प्रभाव की संभावना है।
भाप या गम ा पानी की सेवा पाइपों की गमी के प्रभावों से सुरिा प्रदान करने के लिए भी

(ख) आवास स्ट्थान में शयन कि, कि, आमोद-प्रमोद कि और गलियारे संघनन या
अधिक गमी को रोकने के लिए पयााप्त रूप से इन्द्सुिेटेड होंगे।
(ग) बल्कहेड सतहें और डके हेड ऐसी सामग्री के होने चाठहए क्जनकी सतह को आसानी स े
साफ रखा जा सके। कीडों को आश्रय देने के लिए ककसी भी प्रकार के ननमााि का उपयोग
नही ं ककया जाएगा।
(घ)) शयन किों और मेस किों में बल्कहेड सतहें और डके हेड आसानी से साफ रखन े
योग्य और ठटकाऊ, कफननश के साथ हल्के रंग के होने चाठहए।
(ड.) सभी नाववक आवासों में डके अनुमोठदत सामग्री और ननमााि वािे होंगे और एक
कफसिन रठहत सतह प्रदान करेंगे जो नमी से अप्रभाववत हो और आसानी से साफ रखी
जाती हो।
(च) जहां फश ा संघठटत सामग्री से बने होत े हैं, ककनारों के साथ जोडों को दरार से बचाने के
लिए प्रोफाइि ककया जाएगा।
(छ) आंतररक बल्कहेड, पैनलिगं और शीट, फश ा और जोड के ननमााि में उपयोग की जान े
वािी सामग्री इस उद्देश्य के लिए उपयुतत होगी और स्ट्वस्ट्थ वातावरि सुननक्श्चत करन े
के लिए अनुकूि होगी।
(ज) प्रत्येक पोत क्जसमें ये ननयम िागू होते हैं, नाववक आवास के ककसी भी भाग को
घेरन े वािे या उसके भीतर सभी बल्कहेडों का ननमााि उधचत रूप से इस्ट्पात या अन्द्य
उपयुतत सामग्री से ककया जाना चाठहए। यठद बल्कहेड मौसम के संपका में आते हैं, तो व े
जि रोिी और गैस रोिी ननमााि वािे होंगे, और ऐसे बल्कहेड में सभी खिु े स्ट्थानों के
लिए बंद करने का सािन प्रदान ककया जाएगा ताकक उन्द्हें वेदरटाइट बनाया जा सके।
(झ) कागो स्ट्थानों या मशीनरी स्ट्थानों या रसोई घर, स्ट्टोर कि, सुखाने के कि या
सामूठहक स्ट्वच्छता िेत्रों से शयन किों में कोई सीिा प्रवेश द्वार नहीं होगा। बल्कहैड का
वह भाग जो ऐस े स्ट्थानों को शयन किों और बाहरी बल्कहेड्स से अिग करता है, इस्ट्पात
या अन्द्य अनुमोठदत पदाथ ा से कुशितापूवका ननलमता ककया जाएगा और जि रोिी और गैस
रोिी होगा।
(10) मौसम आठद से सुरिा: (क) नाववक आवास प्रत्येक समय खिु े डके से सुिभ होना
चाठहए।
(ख) चने पाइप और वेंठटिेटर रंक से िेकर कागो स्ट्पेस या टैंक तक, जहा ं वे नाववक
आवास के ककसी भी भाग से गुजरत े हैं, इस्ट्पात या अन्द्य उपयुतत सामग्री से बने होंगे
और गैस रोिी होंगे।
(ग) पोतों की रेडडयो स्ट्थापना या अन्द्य उद्देश्यों के प्रचािन के लिए बैटररया ं नाववक के
लिए प्रदान ककए गए ककसी भी शयन कि में नही ं रखी जाएंगी, और ऐसी साविाननयां[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 9
बरती जाएंगी जो यह सुननक्श्चत करेंगी कक ऐसी बैटररयों से ननकिने वािा िआु ं नाववक
आवास के ककसी भी भाग में न ननकिे।
(घ) नाववक आवास का कोई भी भाग जो ककसी टैंक के ककसी भी भाग (क्राउन के
अनतररतत) से सटा हुआ है क्जसमें तेि को थोक में िे जाया जा सकता है, उस े तेि को
बनाए रखने वािे ववभाजन के अनतररतत एक गैस रोिी इस्ट्पात ववभाजन द्वारा वहां स े
अिग ककया जाएगा।
(ड.) यठद नाववक आवास का कोई भी भाग ककसी ऐसे डके पर क्स्ट्थत है जो उस स्ट्थान का
मुकुट बनाता है क्जसमें तेि को थोक में िे जाया जा सकेगा, तो ऐसा डके तेि रोिीहोगा।
तेि टैंकों के लिए कोई भी मैनहोि या अन्द्य ओपननगं नाववक आवास में क्स्ट्थत नही ं होनी
चाठहए।
(च) नाववक आवास के प्रत्येक भाग तक पहुंच और ननकास का सािन इस प्रकार क्स्ट्थत
होना चाठहए कक पोत में ककसी िपैं कि या पेंट कि में आग िगने की क्स्ट्थनत में, नाववक
आवास तक पहुंच जा सके और ननकास बाधित न हो।
(11) ननकासी: (क) प्रत्येक पोत क्जसमें ये ननयम िागू होत े हैं, नाववक आवास के प्रत्येक भाग
के लिए कुशि जि ननकासी प्रदान की जानी चाठहए जो खिु े डके पर क्स्ट्थत हो जहा ं भी
समुर से भेज े गए पानी को साफ करने के लिए ऐसी जि ननकासी आवश्यक है।
(ख )समुरी आवास का भाग बनने वािे स्ट्वच्छता आवास में ककसी भी स्रोत (स्ट्वच्छता
आवास नहीं) से कोई जि ननकासी नही ं होगी।
(12) धचक्ननत करना: (क) पोत के नाववक आवास का प्रत्येक स्ट्थान कि के भीतर अनुसूची (3)
में ववननठदाष्ट धचननों के साथ धचक्ननत ककया जाएगा।
(ख)ककसी पोत के नाववक आवास का कोई स्ट्थान बनन े वािा भाग क्जसके लिए ये ननयम
िाग ू होत े हैं, अदं र या बाप्रत्येक ककसी भी ऐसी माककिंग से धचक्ननत नहीं ककया जाएगा
जो यह इंधगत करने के लिए लिया जा सके कक स्ट्थान उन व्यक्ततयों से लभन्द्न संख्या में
व वणिता व्यक्ततयों द्वारा उपयोग के लिए है क्जनके लिए स्ट्थान को एक सवेिक द्वारा
प्रमाणित ककया गया है।
(13) पेयजि: (क) प्रत्येक पोत में, क्जस पर ये ननयम िागू होते हैं, नाववक आवास में हमेशा
उपयुतत गुिवत्ता का पेयजि, बोड ा पर व्यक्ततयों की कुि संख्या को ध्यान में रखते हुए,
प्रदान ककया जाएगा। गैलियों और परैं ी में तथा भोजन कि में िंड े पीने के पानी की

(ख)जहा ं पर पहरा देने वािे नाववक ड्यूटी पर हैं, वहां ननकट ही शीति पेयजि की
उपिब्िता का भी उपबंि ककया जा सकता है।
(ग)पेयजि के भंडारि, भरने और ववतरि की व्यवस्ट्था इस प्रकार की होनी चाठहए कक
ककसी भी संभाववत संदषू ि को रोका जा सके। पेयजि टैंकों और तेि टैंकों तथा सीवेज
टैंकों जैस े अन्द्य टैंकों के बीच कॉफ़रडमै जैसी सूखी स्ट्थान प्रदान की जानी चाठहए। पेयजि
टैंकों में पेयजि के पररवहन और ववतरि के लिए आवश्यक पाइवपगं के अनतररतत कोई
पाइवपगं नहीं होनी चाठहए। हवा, भरने और ध्वनन करने वािे पाइप डके से पयााप्त ऊपर
खड े रहेंगे।
2. वायुसंचार, वातानुकूिन और ताप व्यवस्ट्था (1) (क) शयन कि और कि पयााप्त रूप से
संवानतत होंगे;
(ख) पोतों को, लसवाय उन पोतों के जो ननयलमत रूप से व्यापार में िग े हुए हैं जहा ं
समशीतोष्ि जिवायु पररक्स्ट्थनतयों में इसकी अपेिा नहीं होती है, नाववक आवास के लिए
वातानुकूिन , ककसी अिग रेडडयो कि और ककसी केंरीकृत मशीनरी ननयंत्रि कि के लिए
सुसक्ज्जत ककया जाएगा। 200 सकि टन भार से कम के पोतों को रंक वािे यांत्रत्रक
वायुसंचार के उपबंि के अिीन इस अपेिा से छूट दी गई है;
(ग) सभी स्ट्वच्छता स्ट्थानों में आवास के ककसी अन्द्य भाग से स्ट्वतंत्र रूप से खिु ी हवा में
वायुसंचार होना चाठहए;
(घ)शयन किों और मेस किों के लिए वायुसंचार की प्रिािी को इस प्रकार ननयंत्रत्रत ककया
जाएगा कक हवा को संतोषजनक क्स्ट्थनत में बनाए रखा जाए और मौसम और जिवायु की
सभी क्स्ट्थनतयों में पयााप्त वायु प्रवाह सुननक्श्चत ककया जाए;
(ड.)वातानुकूिन प्रिािी, चाहे वह केंरीकृत हो या व्यक्ततगत इकाई प्रकार का हो, को
इस प्रकार डडजाइन ककया जाना चाठहए कक, —
(i) बाहरी वाय ु क्स्ट्थनतयों की तुिना म ें संतोषजनक तापमान और सापेि आराता पर
हवा बनाए रख,ें सभी वातानुकू लित स्ट्थानों म ें पयााप्त वाय ु पररवतान सुननक्श्चत
कर,ें समुर में प्रचािन की ववशेष ववशेषताओ ं को ध्यान म ें रख ें और अत्यधिक
शोर या कं पन उत्पन्द्न न कर;ें और
(ii) रोग के प्रसार को रोकन े या ननयंत्रत्रत करन े के लिए आसानी से सफाई और ननः
संक्रमि की सुवविा प्रदान करना।
(च) इस अनुसूची के पूववा ती पैरा द्वारा आवश्यक वातानुकूिन और वायुसंचार के अन्द्य
सहायक उपस्ट्करों के संचािन की शक्तत सभी समय उपिब्ि रहेगी जहा ं नाववक पोत पर[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 11
रह रहे हैं या काम कर रहे हैं और ऐसी क्स्ट्थनतयां आवश्यक हैं। हािााँकक, यह शक्तत
आपातकािीन स्रोत से प्रदान नहीं की जानी चाठहए;
(छ)ऐसे पोत, जो ववशषे रूप से उष्िकठटबंिीय जिवाय ु िेत्रों के बाप्रत्येक व्यापार में िगे
हुए हैं, उन्द्हें वातानुकूिन प्रिािी प्रदान की जाएगी जो उसमें हवा को शुद्िता की क्स्ट्थनत
में बनाए रखेगी जो नाववक के स्ट्वास्ट््य और आराम के लिए पयााप्त होगी। ऐसी प्रिािी
को इस प्रकार ननयंत्रत्रत करने में सिम होना चाठहए कक मौसम और जिवाय ु की सभी
क्स्ट्थनतयों में हवा के प्रवाह की पयााप्तता सुननक्श्चत हो सके, क्जसके अिीन पोत के यात्राओं
में होने की संभावना है, क्जन पर उसे िगाया जाना है और यह ककसी भी साइड स्ट्कटल्स,
रोशनदानों, कम्पेननयनों, दरवाजों या अन्द्य नछरों के अनतररतत होगा जो केवि वायुसंचार
के लिए नही ं हैं;
(ज) प्रत्येक उपाबद्ि स्ट्थान जो पोत के नाववक आवास का भाग है, एक ऐसा स्ट्थान जो
पूरी तरह से वातानुकूलित नहीं है या रंक वािे यांत्रत्रक वातानुकूिन प्रिािी द्वारा संवानतत
नही ं है, प्रवेश और ननकास वायुसंचार की एक प्राकृनतक प्रिािी प्रदान की जाएगी;
(झ) प्रत्येक पोत के नाववक आवास में, जो पूरी तरह से वातानुकूलित नहीं है, प्रत्येक
शयन कि, कि, आमोद-प्रमोद कि, कायाािय, रसोई घर और रसोई-भंडार में एक ववद्युत
पंखा िगाया जाएगा।
(2) वातानुकूिन प्रिािी, चाहे वह केंरीकृत प्रकार की हो या व्यक्ततगत इकाई प्रकार की, इस
प्रकार डडजाइन की जानी चाठहए कक-
(i) 28º के संतोषजनक तापमान पर हवा को 50% सापेि बनाए रख ें
जब पररवेश का तापमान 35 डडग्री सेक्ल्सयस होता ह ै तो आराता 70% सापेक्षिक
आराता के साथ होती ह ै
(II) ककसी भी कि या आमोद-प्रमोद कि म ें प्रनत घंट े क्रमश: आि और छह
वाय ु पररवतान सुननक्श्चत करें ककसी अन्द्य कि म ें हवा का पररवतान, समुर म ें ककसी
भी स्ट्तर पर पुन: प्रसाररत हवा की मात्रा 50% स े अधिक नहीं हो, जब समुर पर हो;
(III) समुर म ें संचािन की ववलशष्ट ववशेषताओ ं को ध्यान म ें रख ें ताकक आपवत्तजनक
शोर या कं पन उत्पन्द्न न हो;
(IV) बीमारी के प्रसार को रोकन े और ननयंत्रत्रत करन े के लिए आसानी से सफाई और

(3) (क) उष्िकठटबंिीय जिवायु में ववशषे रूप से यात्रा करने वािे पोतों को छोडकर, एक
उपयुतत तापन प्रिािीके माध्यम से पयााप्त गमी प्रदान की जाएगी;
(ख) इन ननयमों के अिीन आवश्यक होन े पर, नाववक आवास को गम ा रखने की प्रिािी
ऐसे में सदैव प्रचालित रहेगी जब समुरकमी पोत पर रह रहे हों या काया कर रहे हों और
जब क्स्ट्थनत के अनुसार इसके प्रयोग की अपेिा हों:
परन्द्त ु जब पोत पत्तन में हो तो तापन प्रिािी को संचािन में रखने की अपेिा नही ं होगी
यठद नाववक आवास के ऐसे भागों के लिए तापन के कुशि अस्ट्थायी सािन प्रदान ककए
जाते हैं जो उपयोग में हैं।
(ग) उन सभी पोतों में क्जनमें तापन प्रिािी की अपेिा होती है, गम ा पानी, गम ा हवा,
त्रबजिी, भाप या समकि के माध्यम से होनी चाठहए। तथावप, आवास िेत्र के भीतर, भाप
का उपयोग गमी संचरि के माध्यम के रूप में नहीं ककया जाएगा। तापन प्रिािी नाववक
आवास में तापमान को सामान्द्य मौसम और जिवायु की क्स्ट्थनत के अिीन संतोषजनक
स्ट्तर पर बनाए रखने में सिम होना चाठहए, जो उस व्यापार के भीतर लमिने की संभावना
है, क्जसमें पोत िगा हुआ है;
(घ) रेडडएटर और अन्द्य तापन उपकरि स्ट्थावपत ककए जाएंगे और, जहा ं आवश्यक हो,
आग या खतरे या रहन े वािों को असुवविा के जोणखम से बचने के लिए सुरक्षित ककया
जाएगा।
3. प्रकाश व्यवस्ट्था।-(1) सभी पोतों में, नाववक आवास में ववद्युत प्रकाश प्रदान ककया जाना
चाठहए। यठद प्रकाश के लिए त्रबजिी के दो स्ट्वतंत्र स्रोत नहीं हैं, तो आपातकािीन उपयोग के
लिए िीक से ननलमता िपैं या प्रकाश उपस्ट्कर द्वारा अनतररतत प्रकाश प्रदान ककया जाना
चाठहए।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 13
(2) शयन किों में प्रत्येक बथ ा के लसर पर एक ववद्युत रीडडगं िपैं स्ट्थावपत ककया जाना
चाठहए।
(3) ववद्युत प्रकाश के मानक अनुसूची 4 के अनुरूप होंगे।
(4) इसके अनतररतत, पोत में प्रत्येक शयन कि और कि को प्राकृनतक प्रकाश से िीक से
प्रकालशत ककया जाना चाठहए:
परन्द्त ु यठद यात्री पोत में ककसी स्ट्थान पर उधचत प्राकृनतक प्रकाश प्रदान करना
अव्यावहाररक है, तो ऐसी प्रकाश व्यवस्ट्था की अपेिा नहीं होगी यठद उस स्ट्थान में पयााप्त
ववद्युत प्रकाश हमेशा उपिब्ि हो।
(5) ककसी शयन कि / कि की प्राकृनतक रोशनी, या ककसी भी स्ट्थान में कृत्रत्रम प्रकाश,
इस अनुसूची के प्रयोजन के लिए उधचत माना जाएगा यठद यह ठदन के समय और साफ
मौसम के दौरान कि में ककसी भी स्ट्वतंत्र आवाजाही वािी स्ट्थान पर सामान्द्य दृक्ष्ट वािे
व्यक्तत द्वारा एक सािारि समाचार पत्र को पढने में सिम बनाने के लिए पयााप्त है।
4. शयन आवास— जब पोत पर शयन की आवास की अपेिा होती है, तो शयन किों के लिए
ननम्नलिणखत अपेिाएं िागू होंगी, अथाात:् -
(क) यात्री पोतों के अनतररतत अन्द्य पोतों में, प्रत्येक नाववक के लिए एक व्यक्ततगत
शयन कि प्रदान ककया जाएगा। तथावप, 3,000 सकि टन भार से कम या ववशषे
प्रयोजन वािे पोतों के मामिे में, शयन किों में समायोक्जत नाववकों की अधिकतम
संख्या ननम्नलिणखत से अधिक नहीं होगी, अथाात:् -
i. 500 सकि टन भार और 3000 सकि टन भार के बीच के पोतों के लिए:
मास्ट्टर, मुख्य अलभयंता, नेवीगेठटग और इंजीननयर अधिकारी: प्रनत कि म ें 1
व्यक्तत।
ii. 500 सकि टन भार स े कम के पोतों के लिए: मास्ट्टर और मुख्य इंजीननयर -
प्रनत कि 1 व्यक्तत
iii. (I) और (II) के अनतररतत अन्द्य नाववक: प्रनत कि म ें 2 स े अधिक व्यक्तत नहीं।14 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(ख) पुरुषों और मठहिाओं के लिए अिग-अिग शयन कि प्रदान ककए जाएंगे;
(ग) शयन कि उधचत आकार के होने चाठहए और उधचत आराम सुननक्श्चत करने तथा
स्ट्वच्छता को सुवविाजनक बनाने के लिए िीक से सुसक्ज्जत होन े चाठहए;
(घ) प्रत्येक नाववक के लिए एक अिग बथ ा सभी पररक्स्ट्थनतयों में प्रदान की जाएगी;
(ड.) बथ ा के न्द्यूनतम आंतररक आयाम कम से कम 198 सेंटीमीटर गुिा 80 सेंटीमीटर
होने चाठहए;
(च) एकि बथ ा नाववकों के शयन किों में, फश ा का िेत्रफि इससे कम नहीं होना चाठहए-
(i) 3,000 सकि टन भार स े कम के पोतों म ें 4.5 वग ा मीटर;
(II) 3,000 सकि टन भार या उसस े अधिक िेककन 10,000 सकि टनभार स े कम
के पोतों म ें 5.5 वग ा मीटर सकि टन भार; और
(III)10,000 सकि टन भार या उसस े अधिक के पोतों म ें 7 वग ा मीटर;
(छ) हािााँकक, 3,000 सकि टन भार से कम के पोतों, यात्री पोतों और ववशषे प्रयोजन
पोतों पर एकि बथ ा शयन कि प्रदान करने के लिए, नौवहन महाननदेशक कम फश ा
िेत्र की अनुमनत दे सकता है;
(ज) यात्री पोतों और ववशषे प्रयोजन पोतों के अनतररतत 3,000 सकि टन भार से कम
के पोतों में, शयन किों में अधिकतम दो नाववक रह सकते हैं और ऐसे शयन किों
का फश ा िेत्र 7 वग ा मीटर से कम नहीं होना चाठहए;
(झ) यात्री पोतों और ववशषे प्रयोजन वािे पोतों पर, पोतों के अधिकाररयों की ड्यूटी नही ं
करने वािे नाववकों के लिए शयन किों का फश ा िेत्र इससे कम नही ं होगा -
(i) दो व्यक्ततयों को समायोक्जत करने वािे कमरों में 7.5 वग ा मीटर;
(ii) तीन व्यक्ततयों को समायोक्जत करने वािे कमरों में 11.5 वग ा मीटर; और
(iii) चार व्यक्ततयों को समायोक्जत करने वािे कमरों में 14.5 वग ा मीटर;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 15
(ञ) ववशषे प्रयोजन के पोतों पर, शयन कि चार से अधिक व्यक्ततयों को समायोक्जत
कर सकते हैं और ऐसे शयन किों का फश ा िेत्र प्रनत व्यक्तत 3.6 वग ा मीटर से कम
नहीं होना चाठहए;
(ट) यात्री पोतों और ववशषे प्रयोजन पोतों के अनतररतत अन्द्य पोतों पर, पोतों के
अधिकाररयों की ड्यूटी करने वािे नाववकों के लिए शयन कि, जहा ं कोई ननजी बैिक
कि या ठदवस कि प्रदान नही ं ककया गया है, प्रनत व्यक्तत फश ा िेत्र से कम नही ं
होगा:
(i) 3,000 सकि टन भार से कम के पोतों में 7.5 वग ा मीटर;
(ii) 3,000 सकि टन भार या उससे अधिक िेककन 10,000 सकि टन भार से कम
के पोतों में 8.5 वग ा मीटर; और
(iii) 10,000 सकि टन भार या उससे अधिक के पोतों में 10 वग ा मीटर;16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(ि) यात्री पोतों और ववशषे प्रयोजन पोतों पर पोतों के अधिकाररयों के कतव्ा यों का पािन
करने वािे नाववकों के लिए फश ा िेत्र जहा ं कोई ननजी बैिक कि या ठदवस कि
प्रदान नही ं ककया जाता है, कननष्ि अधिकाररयों के लिए प्रनत व्यक्तत फश ा िेत्र 7.5
वग ा मीटर से कम नही ं होगा और वररष्ि अधिकाररयों के लिए 8.5 वग ा मीटर से कम
नहीं होगा; कननष्ि अधिकाररयों को पररचािन स्ट्तर पर समझा जाता है, और वररष्ि
अधिकाररयों को प्रबंिन स्ट्तर पर समझा जाता है;
(ड) 3000 सकि टन भार और उससे अधिक के पोतों पर, मास्ट्टर, मुख्य अलभयंता और
मुख्य नौपररवहन अधिकारी के पास उनके शयन किों के अनतररतत, एक आसन्द्न
बैिक कि, ठदवस कि या समकि अनतररतत स्ट्थान होगा। जब साध्य हो तो सेकन्द्ड
इंजीननयर अधिकारी हेतु संदलभता सुवविा का ववस्ट्तार करने पर ववचार ककया जाएगा
(ढ) प्रत्येक अधिवासी के लिए, फनीचर में पयााप्त स्ट्थान का एक कपड े िॉकर (न्द्यूनतम
475 िीटर) और 56 िीटर से कम नही ं का दराज या समकि स्ट्थान सक्म्मलित होना
चाठहए। यठद दराज को कपड े िॉकर में सक्म्मलित ककया जाता है, तो कपड े िॉकर की
संयुतत न्द्यूनतम मात्रा 500 िीटर होगी। इसमें एक शल्े फ िगा होना चाठहए और इस े
रहन े वािे व्यक्तत द्वारा बंद ककया जा सके ताकक गोपनीयता सुननक्श्चत हो सके;
(ि) प्रत्येक शयन कि में एक मेज या डस्ट्े क प्रदान ककया जाएगा, जो कफतस्ट्ड, रॉप-िीफ
या स्ट्िाइड-आउट प्रकार का हो सकता है, और अपेिानुसार आरामदायक बैिन े की
व्यवस्ट्था होगी;
(त) पोत पर पयााप्त बथ ा व्यवस्ट्था होनी चाठहए, क्जसस े नाववक और नाववक के साथ
ककसी भी साथी के लिए यथासाध्य आरामदायक हो सके;
(थ) जहां पोत का आकार, वह गनतववधि क्जसमें इसे िगाया जाना है और इसका िेआउट
इसे उधचत और व्यवहाय ा बनाता है, शयन किों की योजना बनाई जाएगी और एक
ननजी बाथकि से सुसक्ज्जत होगी, क्जसमें शौचािय भी सक्म्मलित होगा, ताकक रहन े
वािों के लिए उधचत आराम प्रदान ककया जा सके और स्ट्वच्छता को सुवविाजनक
बनाया जा सके;
(द) जहां तक साध्य हो, नाववकों के शयन कि इस प्रकार व्यवक्स्ट्थत ककए जाएंगे कक
पहरे अिग-अिग हों और ठदन के दौरान काम करन े वािे कोई भी समुरकमी
चौकीदारों के साथ एक कमरा साझा न करें;
(ि) छोटे अधिकाररयों की ड्यूटी करने वािे नाववकों के मामिे में प्रनत शयन कि दो स े
अधिक व्यक्तत नही ं होंगे;
(न) बथ ा और िॉकर, दराजों के संदकू और सीटों द्वारा घेरे गए स्ट्थान को फशा िेत्र के
माप में सक्म्मलित ककया जाएगा। छोटे या अननयलमत आकार के स्ट्थान जो मुतत
आवाजाही के लिए उपिब्ि स्ट्थान में प्रभावी ढंग से योगदान नहीं करते हैं और[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 17
फनीचर स्ट्थावपत करने के लिए उपयोग में नहीं ककए जा सकते हैं, उन्द्हें बाप्रत्येक
रखा जाएगा;
(प) बथ ा दो से अधिक स्ट्तरों में व्यवक्स्ट्थत नहीं ककए जाएंगे। पोत के ककनारे पर रखी गई
बथ ा के मामिे में, केवि एक ही स्ट्तर होना चाठहए जहा ं एक साइडिाइट एक बथ ा के
ऊपर क्स्ट्थत हो;
(फ) दोहरी परत में ननचिी बथ ा फश ा से 30 सेंटीमीटर से कम नहीं होनी चाठहए; ऊपरी
बथ ा को ननचिे बथ ा के ननचिे भाग और डके हेड बीम के ननचिे भाग के बीच िगभग
मध्य में रखा जाना चाठहए;
(ब) यठद कोई बथ ा का ढांचा और िी-बोड ा हो, तो वह अनुमोठदत सामग्री से बना होना
चाठहए, किोर, धचकना और संिारि या कीड-े मकोडों को आश्रय देने की संभावना नही ं
होनी चाठहए;
(भ) यठद बथ ा के ननमािा के लिए ट्यूबिर फ्रेम का उपयोग ककया जाता है, तो उन्द्हें पूरी
तरह से सीि ककया जाना चाठहए और त्रबना नछरों के होना चाठहए जो वमीन तक
पहुंच प्रदान करेंगे;
(म) प्रत्येक बथ ा में कुशननगं बॉटम या संयुतत कुशननगं गद्दे के साथ आरामदायक गद्दा
िगाया जाना चाठहए, क्जसमें क्स्ट्प्रंग बॉटम या क्स्ट्प्रंग गद्दा सक्म्मलित है। उपयोग की
जाने वािी गद्दे की कुशननगं सामग्री अनुमोठदत सामग्री से बनी होनी चाठहए। कीडों
को आश्रय देने वािी सामग्री का भरि नहीं ककया जाना चाठहए;
(य) जब एक बथ ा को दसू री के ऊपर रखा जाता है, तो ऊपरी बथ ा के ननचिे गद्दे या
क्स्ट्प्रंग बॉटम के नीच े ििू -रोिी ति िगाया जाना चाठहए;
(यक) फनीचर धचकनी, किोर सामग्री का होना चाठहए जो न मुड े और न ही इसका िरि
हो;
(यख) शयन किों में साइडिाइट के लिए पदे या समरूपी कफट होने चाठहए;
(यग) शयन किों में दपाि, शौचािय की अपेिाओ ं के लिए छोटी अिमाररयााँ, एक पुस्ट्तक
रैक और पयााप्त संख्या में कोट हुक िगे होन े चाठहए;
(यघ) प्रत्येक त्रबस्ट्तर पर एक पदा ा िगाया जाएगा जब तक कक कि में केवि एक व्यक्तत
न हो।
5. कि-(1) कि स्ट्िीवपगं कि से अिग और रसोई घर के क्जतना साध्य हो उतना करीब क्स्ट्थत

(2) कि पयााप्त आकार के और आरामदायक होने चाठहए और उधचत कफननश वािे और
सुसक्ज्जत होन े चाठहए (क्जसमें ररफ्रेशमेंट के लिए चि रही सुवविाएं सक्म्मलित हैं), ककसी भी
समय उनका उपयोग करने वािे नाववकों की संख्या को ध्यान में रखा जाए ।
(3) कि की सुवविाएं या तो कॉमन हो सकती हैं या अिग-अिग। पोत के आकार और
नाववकों की ववलशष्ट सांस्ट्कृनतक, िालमका और सामाक्जक जरूरतों जैस े कारकों को ध्यान में रखा
जाना चाठहए।
(4) जहा ं नाववकों को अिग कि सुवविाएं प्रदान की जानी हैं, तो अिग कि प्रदान ककए जाने
चाठहए, -
(क) मास्ट्टर और अधिकारी; और
(ख) छोटे अधिकारी और अन्द्य नाववक।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 19
(5) यात्री पोतों के अनतररतत अन्द्य पोतों पर, नाववकों के लिए मेस किों का फश ा िेत्र
योजनाबद्ि रीनत से बैिन े की िमता के अनुसार प्रनत व्यक्तत 1.5 वग ा मीटर से कम नही ं
होना चाठहए।
(6) सभी पोतों में, कि में टेबि और उपयुतत सीटें होनी चाठहए, जो कफतस्ट्ड या चि हों, जो
ककसी भी समय उनका उपयोग करने वािे नाववकों की सबसे बडी संख्या को समायोक्जत करने
के लिए पयााप्त हों।
(7) जब नाववक पोत पर हों तो प्रत्येक समय उपिब्ि होना चाठहए, -
(क) एक रेकफ्रजरेटर, जो सुवविाजनक रूप से क्स्ट्थत होना चाठहए और कि या कि का
उपयोग करने वािे व्यक्ततयों की संख्या के लिए पयााप्त िमता वािा होना चाठहए;
(ख) गमा पेय के लिए सुवविाएं; और
(ग) िंड े पानी की सुवविाएाँ।
(8) जहा ं उपिब्ि रसोई-भंडार मेस किों तक पहुंच योग्य नहीं हैं, मेस बतना ों के लिए पयााप्त
िॉकर और बतना िोने के लिए उधचत सुवविाएं प्रदान की जानी चाठहए।
(9) मेजों और सीटों के शीष ा नमी-प्रनतरोिी सामग्री के होने चाठहए।
(10) प्रत्येक पोत क्जसमें ये ननयम िागू होत े हैं, प्रत्येक कि में या एक रसोई-भंडार में
ननम्नलिणखत उपस्ट्कर कफट ककया जाएगा जो नाववक द्वारा प्रत्येक समय आसानी से
सुिभ होगा, कि का उपयोग करके या उसके बगि में, या 3000 टन से कम वजन वाि े
पोत के मामिे में रसोई घर में, -
(क) एक भंडारि िॉकर;
(ख) िंड े पेयजि की आपूनत;ा
(ग) गम ा पेय के लिए पीने के पानी को गम ा करने का सािन; और
(घ) एक माइक्रोवेव ओवन।
6. स्ट्वच्छता सुवविाएं। (1) सभी नाववकों को पोत पर स्ट्वास्ट््य और स्ट्वच्छता के न्द्यूनतम
मानदंडों को पूरा करने वािी स्ट्वच्छता सुवविाओं तक सुवविाजनक पहुंच होनी चाठहए और
आराम के उधचत मानदंडों के साथ, पुरुषों और मठहिाओं के लिए अिग-अिग स्ट्वच्छता

(2) 3,000 टन से अधिक सकि टन भार वािे पोतों पर, नेववगेठटगं त्रिज और मशीनरी
स्ट्पेस या इंजन कि ननयंत्रि सेंटर के ननकट स्ट्वच्छता सुवविाएं होनी चाठहए।
(3) प्रत्येक पोत में, प्रत्येक छह व्यक्ततयों या उसस े कम के लिए न्द्यनू तम एक शौचािय,
एक वॉश बेलसन और एक टब या शॉवर या दोनों, क्जनके पास व्यक्ततगत सुवविाएं नहीं हैं,
को सुवविाजनक स्ट्थान पर प्रदान ककया जाएगा।
(4) यात्री पोत के अनतररतत प्रत्येक पोत में प्रत्येक शयन कि में गम ा और िंड े बहत े ताजे
पानी वािा वॉशबेलसन प्रदान ककया जाएगा, लसवाय जहा ं ऐसा वॉशबेलसन ननजी बाथकि में
क्स्ट्थत है। 200 सकि टन भार से कम के पोतों को इस अपेिा को पूरा करने की अपेिा
नही ं है।
(5) सामान्द्य रूप से चार घंटे या इससे से कम की अवधि की यात्रा पर िगे यात्री पोतों में,
बारह यात्रत्रयों के लिए वाटर तिोजेट और पुरुषों और मठहिाओं के लिए अिग से एक
मूत्रािय उपिब्ि करवाया जाना चाठहए।
(6) सभी ििु ाई के स्ट्थानों पर गम ा और िंडा बहता हुआ ताजा पानी उपिब्ि होना चाठहए।
(7) वॉशबेलसन और टब बाथ पयााप्त आकार के होने चाठहए और धचकनी सतह के साथ
अनुमोठदत सामग्री से ननलमता होन े चाठहए क्जसमें क्रैक, फ्िेक या संिारि न हो।
(8) सभी शौचाियों में पानी की पयााप्त मात्रा या हवा जैसे कुछ अन्द्य उपयुतत फ्िलशगं
सािनों का उपबंि ककया जाना चाठहए, जो प्रत्येक समय उपिब्ि हों और स्ट्वतंत्र रूप से
ननयंत्रिीय हों।
(9) एक से अधिक व्यक्ततयों के उपयोग के लिए अलभप्रेत स्ट्वच्छता आवास ननम्नलिणखत
अपेिाओ ं का अनुपािन करना चाठहए, अथाात:् -
(क) फशा अनुमोठदत ठटकाऊ सामग्री की होने चाठहए, जो नमी से अप्रभाववत हों और
उधचत रूप से जि ननकासी होनी चाठहए;
(ख) बल्कहेड इस्ट्पात या अन्द्य अनुमोठदत सामग्री के होन े चाठहए और डके के स्ट्तर से
कम से कम 23 सेंटीमीटर ऊपर तक जि रोिी होने चाठहए:
परन्द्तु इस खडं की अपेिाएं समान स्ट्थानों को अिग करने वािे बल्कहेड्स पर िागू
नहीं होंगी (उदाप्रत्येक ि के लिए, एक स्ट्वच्छता आवास से दसू रे स्ट्वच्छता आवास)
या एक बल्कहेड जो स्ट्वच्छता आवास को एक सोने के कि से अिग करता है जहा ं
से सीिे प्रवेश ककया जा सकता है;
(ग) आवास पयााप्त रूप से प्रकालशत, गम ा और संवानतत होना चाठहए;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 21
(घ) शौचािय शयन किों और प्रिािन किों से सुवविाजनक रूप से, िेककन अिग-अिग
क्स्ट्थत होने चाठहए, शयन किों से सीिे पहुंच के त्रबना या शयन किों और शौचाियों
के बीच एक माग ा से क्जसमें कोई अन्द्य पहुंच नहीं है; यह अपेिा िागू नहीं होती है
जहा ं शौचािय दो शयन किों के बीच एक कि में क्स्ट्थत है क्जसमें कुि चार स े
अधिक नाववक नहीं हैं; और
(ड.) जहां एक कि में एक से अधिक शौचािय हैं, उन्द्हें गोपनीयता सुननक्श्चत करने के
लिए पयााप्त रूप से स्ट्क्रीन ककया जाना चाठहए।
(10) नाववकों के उपयोग के लिए प्रदान की गई िॉन्द्री सुवविाओं में सक्म्मलित होगा,
(क) वॉलशगं मशीन;
(ख) सुखाने की मशीनें या पयााप्त रूप से गम ा और संवानतत सुखाने के कि; और
(ग) इस्ट्त्री और इस्ट्त्री बोड ा या उनके समरूप।
500 सकि टन भार से कम के पोतों के लिए, ऊपर (क) और (ख) के बजाय एक
ििु ाई-सह-सुखाने की मशीन प्रदान की जा सकती है।
7. अस्ट्पताि आवास-(1) प्रत्येक पोत, क्जसमें 15 या अधिक नाववक हैं और तीन ठदनों से
अधिक की अवधि की यात्रा में िगे हुए हैं, उनके पास धचककत्सा उद्देश्यों के लिए ववशषे रूप
से उपयोग ककए जाने वािे अिग अस्ट्पताि आवास होंगे। इस प्रकार ववननयोक्जत स्ट्थान का
उपयोग ककसी भी समय बीमार व्यक्ततयों के उपचार के अनतररतत ककसी अन्द्य उद्देश्य के
लिए नहीं ककया जाएगा:
परन्द्तु ववशषे रूप से तटीय व्यापार में िगे पोतों को अिग अस्ट्पताि की अपेिा नही ं
है, यठद, -
(क) आपातकाि की क्स्ट्थनत में अस्ट्थायी अस्ट्पताि के रूप में उपयोग के लिए एक
स्ट्थान नामननठदाष्ट ककया गया है; और
(ख) ऐसे ववननठदाष्ट स्ट्थान का िेत्र और िेआउट इस प्रकार बनाया जाएगा कक
स्ट्रेचर पर घायि व्यक्तत को आसानी से उस स्ट्थान में िे जाया जा सके और उसे
धचककत्सा प्राथलमक उपचार प्रदान ककया जा सके।22 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(2) अस्ट्पताि आवास सभी मौसमों में सुिभ होना चाठहए, रहने वािों के लिए
आरामदायक आवास प्रदान करना चाठहए और उन्द्हें त्वररत और उधचत ध्यान प्राप्त करन े
के लिए अनुकूि होना चाठहए।
(3) अस्ट्पताि आवास को इस प्रकार डडजाइन ककया जाएगा कक परामश ा और धचककत्सा
प्राथलमक उपचार देने में सुवविा हो और संक्रामक रोगों के प्रसार को रोकने में मदद
लमिे।
(4) प्रवेश द्वार, बथ,ा प्रकाश व्यवस्ट्था, वायुसंचार, तापन और पानी की आपूनत ा की
व्यवस्ट्था इस प्रकार डडजाइन की जानी चाठहए कक यह आराम सुननक्श्चत करे और रहन े
वािों के उपचार को सुवविाजनक बनाए।
(5) आवश्यक अस्ट्पताि बथों की संख्या प्रत्येक 50 नाववकों या उसके भाग के लिए कम
स े कम एक बथ ा के पैमाने में होगी।
(6) अस्ट्पताि आवास के ननवालसयों के ववशषे उपयोग के लिए या तो आवास के भाग के
रूप में या उसकी ननकटता में स्ट्वच्छता आवास प्रदान ककया जाना चाठहए। इस तरह के
स्ट्वच्छता आवास में कम से कम एक शौचािय, एक वॉशबेलसन और एक टब या शॉवर
होना चाठहए।
(7) प्रत्येक स्ट्थायी अस्ट्पताि के प्रवेश द्वार की न्द्यूनतम चौडाई 76 सेंटीमीटर से कम
नहीं होनी चाठहए।
(8) कफठटगं और उपस्ट्कर, - प्रत्येक अस्ट्पताि को प्रदान ककया जाएगा, -
(i) कपडों हेतु एक िॉकर िगभग 30 सेंटीमीटर वगााकार गुिा 61 सेंटीमीटर ऊं चा,
और एक सपाट शीषा और एक शेल्फ के साथ कफट ककया गया है;
(ii) एक त्रबजिी की घंटी-पुश इस तरह व्यवक्स्ट्थत है कक प्रत्येक त्रबस्ट्तर तक पहुंच हो
और रोधगयों के प्रभारी व्यक्तत और त्रिज के शयन कि से संपका हो।
8. प्रकीि-ा (1) प्रत्येक पोत में, नाववक द्वारा उपयोग ककए जाने वािे हैधगगं ऑइि क्स्ट्कन्द्स
और काम-काज वािे कपडों को िटकाने के लिए पयााप्त रूप से संवानतत कि या िॉकर
प्रदान ककए जाएंगे।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 23
(2) जहा ं इंजन ववभाग के कालमका ों को अपने कपड े बदिने के लिए अिग-अिग सुवविाए ं
प्रदान की जाती हैं, वे होंगे
(क) मशीनरी स्ट्थान के बाप्रत्येक क्स्ट्थत है ककन्द्त ु वहां आसानी से पहुंचा जा सकता
है; और
(ख) व्यक्ततगत कपडों के िॉकरों के साथ-साथ टब या शॉवर दोनों से सुसक्ज्जत
और गम ा और िंड े बहत े ताजे पानी वािे बेलसन।
(3) खिु े डके पर संवानतत स्ट्थान: सभी पोतों में खिु े डके पर एक या अधिक स्ट्थान
होने चाठहए जहां ड्यूटी से बाप्रत्येक होन े पर नाववकों की पहुंच हो सके, जो पोत के
आकार और पोत पर सवार नाववकों की संख्या को ध्यान में रखते हुए पयााप्त िेत्र के
हों।
(4) कायाािय आवास: 3,000 टन से अधिक सकि टन भार वािे सभी पोतों को डके
और इंजन ववभागों द्वारा उपयोग के लिए अिग-अिग कायााियों या एक सामान्द्य पोत
का कायाािय प्रदान ककया जाएगा।
(5) त्रबस्ट्तर, मेस के बतना और प्रकीिा उपबंि: पोत का स्ट्वामी नाववकों के लिए
ननम्नलिणखत भी प्रदान करेगा, -
(I) पोत पर सेवा के दौरान उपयोग के लिए सभी नाववकों को पोत के स्ट्वामी
द्वारा साफ त्रबस्ट्तर और मेस बतान की आपूनत ा की जानी चाठहए, और ऐसे
नाववकों को मास्ट्टर द्वारा ववननठदाष्ट समय पर और पोत में सेवा पूरी होने
पर उनकी वापसी के लिए उत्तरदायी होना चाठहए;
(II) त्रबस्ट्तर अच्छी गुिवत्ता का होना चाठहए, और प्िेट, कप और अन्द्य मेस
बतान अनुमोठदत सामग्री के होने चाठहए क्जन्द्हें आसानी से साफ ककया जा
सके ; और
(iii) सभी नाववकों के लिए तौलिए, साबुन और टॉयिेट पेपर पोत स्ट्वामी

(6) मच्छरों से सुरिा:
(क) मच्छर-संक्रलमत पोत पर ननयलमत रूप से व्यापार करन े वािे पोतों को मच्छरों
के प्रवेश से सुरिा प्रदान की जाएगी। ऐसी सुरिा स्ट्वयं बंद होन े वािे दरवाजों या
जंग प्रनतरोिी तार या अन्द्य उपयुतत सामग्री की स्ट्क्रीन के माध्यम से प्रदान की
जाएगी, क्जसे सभी साइड स्ट्कटल्स, प्राकृनतक वेंठटिेटर, रोशनदान और खिु े डके
की ओर जाने वािे दरवाजों पर िगाया जाएगा।
(ख) कोई भी दरवाजा क्जसमें ऐसी स्ट्क्रीनें िगी हों, जो ककसी ऐसे पोत में स्ट्थायी
या अस्ट्थायी अस्ट्पताि के प्रवेश द्वार पर िगा हुआ हो, क्जस पर ये पैरा िागू होत े
हैं, वह स्ट्वयं बंद होने वािे प्रकार का होगा।
9. आमोद-प्रमोद की सुवविाएं - (1) प्रत्येक पोत पर, सभी नाववकों के फायदे के लिए पोत
पर रहने और काम करने वािे नाववकों की ववशषे आवश्यकताओं को पूरा करने के लिए
अनुकूलित नाववकों की आमोद-प्रमोद की सुख-सुवविाएं, सुवविाएं और सेवाए ं प्रदान की
जाएंगी।
(2) आमोद-प्रमोद की सुवविाओं और सेवाओं की बार-बार समीिा की जानी चाठहए ताकक
यह सुननक्श्चत ककया जा सके कक वे पोत पररवहन उद्योग में तकनीकी, पररचािन और
अन्द्य ववकास के पररिामस्ट्वरूप नाववकों की जरूरतों में पररवतना की दृक्ष्ट में उपयुतत हैं।
(3) आमोद-प्रमोद की सुवविाओं के लिए सामान में कम से कम एक बुककेस और पढने,
लिखने और जहा ं भी साध्य हो, खेिों की सुवविाएं सक्म्मलित होनी चाठहए।
(4) जहा ं साध्य हो, ननम्नलिणखत सुवविाएं भी नाववक को त्रबना ककसी शुल्क के प्रदान की
जा सकती हैं, -
(क) िम्रू पान कि;
(ख) टेिीववजन देखना और रेडडयो सुनना;
(ग) कफल्मों का प्रदशना , क्जसका स्ट्टॉक यात्रा की अवधि के लिए पयााप्त होना चाठहए
और जहां आवश्यक हो, उधचत अतं राि पर पररवनतता ककया जाना चाठहए;
(घ) व्यायाम उपस्ट्कर, टेबि गेम और डके गेम सठहत खेि उपस्ट्कर;
(ङ) तैराकी की सुवविा;
(च) एक पुस्ट्तकािय क्जसमें व्यावसानयक और अन्द्य पुस्ट्तकें हों, क्जसका स्ट्टॉक यात्रा
की अवधि के लिए पयााप्त होना चाठहए और उधचत अतं राि पर बदिा जाना
चाठहए;
(छ) आमोद-हस्ट्तलशल्प के लिए सुवविाएं;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 25
(ज) इिेतरॉननक उपस्ट्कर जैसे रेडडयो, टेिीववजन, डडक्जटि वीडडयो प्िेयर, पसना ि
कंप्यूटर और सॉफ्टवेयर;
(झ) जहां उधचत हो, नाववकों के लिए पोत पर बार का उपबंि जब तक कक ये
राष्रीय, िालमका या रुठढयों के प्रनतकूि न हों; और
(ञ) पोत से ककनारे तक टेिीफोन संचार, और ईमेि एव इंटरनेट सुवविाओं तक उधचत
पहुंच, जहां उपिब्ि हो, वही इन सेवाओ ं के उपयोग के लिए कोई शुल्क लिया
जाता हो तो वहा उधचत रकम में लिया जाए।
10. नाववक आवास का रखरखाव और ननरीिि-(1) प्रत्येक पोत में नाववक आवास, क्जस पर ये
ननयम िागू होत े हैं, को स्ट्वच्छ और रहने योग्य क्स्ट्थनत में रखा जाएगा और इन ननयमों
द्वारा अपेक्षित उपकरिों और संस्ट्थापनों को अच्छे काय ा अनुक्रम में रखा जाएगा। नाववक
आवास का प्रत्येक भाग (भंडार कि नहीं) भंडार और अन्द्य संपवत्त से मुतत रखा जाएगा
जो उन व्यक्ततयों से संबंधित नही ं है या उनके उपयोग के लिए प्रदान नहीं की गई है
क्जनके लिए आवास का वह भाग ववननयोक्जत ककया गया है, और ववशषे रूप से, नाववक
आवास के ककसी भी भाग में कोई माि नही ं रखा जाएगा।
(2) पोत का मास्ट्टर, या उसके द्वारा इस प्रयोजन के लिए ननयुतत ककया गया अधिकारी,
नाववक के एक या अधिक सदस्ट्यों के साथ, यह सुननक्श्चत करने के लिए कक नाववक
आवास स्ट्वच्छ, रहन े योग्य और अच्छी क्स्ट्थनत में है और इसकी मरम्मत की गई है, दो
सप्ताह में कम से कम एक बार नाववक आवास के प्रत्येक भाग का ननरीिि करेगा। ऐस े
प्रत्येक ननरीिि के पररिाम िेखाबद्ि ककए जाएंगे और समीिा के लिए उपिब्ि होंगे।
पोत का मास्ट्टर इस प्रयोजन के लिए ववशषे रूप से रखी गई एक पुस्ट्तक में एक अलभिेख
दजा करेगा, -
(i) ननरीिि का समय और तारीख;
(ii) ननरीिि करने वािे व्यक्ततयों के नाम और रैंक;
(iii) ककसी भी संबंि की ववलशक्ष्टयां क्जसमें नाववक आवास या उसका कोई भाग
ननरीिि करने वािे व्यक्ततयों में से ककसी के द्वारा इन ननयमों का पािन नही ं
करते हुए पाया गया था।
11. शोर और कंपन का ननवारि-(1) नाववक आवास, आमोद-प्रमोद और खानपान की सुवविाएं
यथासाध्य इंजनों, स्ट्टीयररगं धगयर रूम, डके ववचं , संवातन, तापन और एयर कंडीशननगं
उपस्ट्कर और अन्द्य शोरगिु वािी मशीनरी और संयंत्रों से दरू क्स्ट्थत होनी चाठहए।26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(2) ध्वनन-उत्पादक स्ट्थानों के भीतर बल्कहेड, डके हेड और डके के ननमााि और पररष्करि
में अनुमोठदत प्रकार की ध्वननक इन्द्सुिेशन या अन्द्य उपयुतत ध्वनन-अवशोवषत करने वािी
सामग्री का उपयोग ककया जाएगा, साथ ही मशीनरी स्ट्थानों के लिए स्ट्व-बंद शोर-पथृ क
दरवाजों का भी उपयोग ककया जाएगा।
(3) जहा ं भी साध्य हो, इंजन-कि कलमका ों के लिए ध्वनन रोिक केंरीकृत ननयंत्रि कि
प्रदान ककए जाएंगे। मशीन शॉप जैस े काय ा स्ट्थिों को, जहा ं तक साध्य हो, सामान्द्य इंजन-
कि के शोर से अिग ककया जाना चाठहए और मशीनरी के संचािन में शोर कम करने के
उपाय ककए जाने चाठहए।
(4) काय ा और रहने के स्ट्थानों के लिए शोर के स्ट्तर की सीमाएाँ अतं रााष्रीय समुरी संगिन
के 'पोतों पर शोर के स्ट्तर पर आईएमओ कोड' और जोणखम स्ट्तरों पर अतं रााष्रीय
मागदा शका लसद्यांतों के अनुरूप होंगी, क्जसमें अंतरााष्रीय श्रम संगिन की 'कायस्ट्ा थि में
पररवेशीय कारक, 2001' नामक अभ्यास संठहता भी सक्म्मलित है और, जहा ं िागू हो,
अतं रााष्रीय समुरी संगिन द्वारा लसफाररश ककए गए ववलशष्ट सुरिा, और पोत पर
स्ट्वीकाया शोर स्ट्तरों के लिए पश्चातवती ककसी भी संशोिक और अनुपूरक उपस्ट्करों के साथ
अग्रं ेजी या पोत की काय ा भाषा में िागू उपस्ट्करों की एक प्रनत पोत पर िे जाई जाएगी
और नाववकों के लिए सुिभ होगी।
(5) अतं रााष्रीय समुरी संगिन और अतं रााष्रीय श्रम संगिन द्वारा ववठहत मानदंडों के
अनुसार ककसी भी आवास या आमोद-प्रमोद या खानपान सुवविाओं को अत्यधिक कंपन के
संपका में नहीं िाया जाना चाठहए।
12. रसोई घर, खादय सामग्री कि, शीत भंडारि, प्रशीतन उपस्ट्कर। (1) (क) प्रत्येक पोत में
नाववक के लिए भोजन तैयार करने के लिए एक रसोई घर प्रदान ककया जाएगा, जब तक कक
पररक्स्ट्थनतयां ऐसी न हों कक नाववक के ककसी भी सदस्ट्य का पोत पर भोजन करना अपेक्षित
न हो;
(ख) रसोई घर को नाववकों के लिए प्रदान ककए गए भोजनािय कि के यथासंभव ननकट
क्स्ट्थत ककया जाएगा और सभी मौसम की क्स्ट्थनतयों में भोजनािय कि में भोजन
परोसने में सिम बनाने के लिए कोई भी आवश्यक उपस्ट्कर प्रदान ककया जाएगा;
(ग) रसोई घर और ककसी भी शयन कि के बीच कोई सीिा द्वार नहीं होगा;
(घ) प्रत्येक रसोई घर में ननकास पंखे प्रदान ककए जाएंगे जो उसमें खाना पकाने के उपरिों स े
िएु ं को बाप्रत्येक ननकािेंगे और खिु े में िएु ं का ननस्ट्सारि करेंगे;
(ड.) रसोई घर के फश ा पर नालिया ाँ और स्ट्कूपर प्रदान ककए जाएंगे जो या तो समुर में या
यांत्रत्रक रूप से संचालित चषू ि पंप द्वारा सेवा की जाने वािी एक बंद टंकी तक िे जाए[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 27
जाएंगे। गटर और स्ट्कूपस ा की क्स्ट्थनत और संख्या ऐसी होनी चाठहए जो फश ा की कुशि
जि ननकासी को सुननक्श्चत करे;
(च) रसोई घर में खाना पकाने के उपस्ट्करों को ऐसी रीनत में व्यवक्स्ट्थत ककया जाना चाठहए
जो रसोई घर की सफाई को सुवविाजनक बनाएगा;
(छ) रसोई घर में सभी अिमाररया ाँ और रसे र ऐसी सामग्री से बने होने चाठहए जो गंदगी और
नमी के लिए अभेद्य हो और आसानी से साफ रखे जा सकें। अिमाररयों और रसे रों के
सभी िात ु के भाग जंगरोिी होन े चाठहए। रसोई घर में सभी अिमाररयों और रसे रों के
ननचिे भाग या तो डके के साथ समति होंगे या इस प्रकार कफट ककए जाएंगे कक उनके
नीच े की डके की स्ट्थान सफाई के लिए आसानी से सुिभ हो सके;
(ज) प्रत्येक रसोई घर में उन व्यक्ततयों के लिए, जो रसोई घर सेवा करना चाहते हैं, ऐस े
उपस्ट्कर प्रदान ककए जाएंगे जो पयााप्त मात्रा में भोजन को िीक से और आसानी से
तैयार करने में सिम होंगे, और खाना पकाने के बतना को स्ट्वच्छ रूप से साफ ककया
जाएगा;
(झ) प्रत्येक रसोई घर में पयाप्ा त िमता वािे ओवन और / या कुककंग रेंज के साथ एक या
अधिक खाना पकाने के उपस्ट्कर प्रदान ककए जाएंगे।
(2) शुष्क खाद्य सामग्री के कि-(क) प्रत्येक पोत में, ऐसे पोत को छोडकर क्जसमें प्रत्येक नाववक
अपनी खाद्य सामग्री स्ट्वयं प्रदान करता हैं तो, नाववक के लिए शुष्क सामान के भंडारि हेतु
एक या अधिक भंडार कि प्रदान ककए जाएंगे। ऐसे किों में, क्जसमें भंडार की िगातार
पुनःपूनत ा के बीच संभाववत अधिकतम अवधि और भोजन परोसे जाने वािे व्यक्ततयों की
अधिकतम संख्या को ध्यान रखते हुए जाएगा पयााप्त शल्े फ, अिमाररयााँ और डडब्बे िगाए
जाएंगे;
(ख) प्रत्येक शुष्क खाद्य सामग्री के भंडार कि को इस्ट्पात या अन्द्य उपयुतत सामग्री से

(घ) प्रत्येक शुष्क खाद्य सामग्री भंडार कि इस प्रकार क्स्ट्थत, संननलमता और संवानतत होना
चाठहए कक गमी,वात-प्रवाह संघनन या कीटों या कृलमयों के संक्रमि के माध्यम से भंडार

(3) शीत भंडार कि और प्रशीतन उपस्ट्कर। (क) प्रत्येक पोत में खराब होने वािी शुष्क खाद्य
सामग्री के भंडारि के लिए उपबंि ककया जाएगा। 3000 सकि टन भार से कम के पोत में,
प्रशीनतत या बॉतस फ्रीजर एक शुष्क खाद्य सामग्री वािे कि या माग ा या रसोई घर के पास
ककसी अन्द्य उपयुतत स्ट्थान पर क्स्ट्थत हो सकते हैं;
(ख) प्रत्येक शीत भंडार कि तक पहुंच एक माग,ा रसोई घर या रसोई-भंडार या दसू रे भंडार

अनुसूची 2

1. इन ननयमों की अनुसूची 1 के पैरा 2 में उक्ल्िणखत रंक संबंिी यांत्रत्रक संवातन प्रिािी (इस
अनुसूची में "प्रिािी" के रूप में ननठदाष्ट ककया गया है) सारिी 1 के स्ट्तंभ (2) में ववननठदाष्ट
स्ट्थानों के संबंि में, उस सारिी मानदंडों के प्रदशना में सिम होगा, स्ट्तंभ (3) या स्ट्तंभ (4)
जो भी मानदंड पररक्स्ट्थनतयों में उच्चतर होगा:

(3) और स्ट्तंभ (4) में ववननठदाष्ट प्रदशना के संबंधित मानदंडों को पूरा करने में सिम होगी।
3. यठद ककसी भंडार कि में िगे पंखे से ककसी अन्द्य स्ट्थान के लिए गम ा हवा प्रदान की जाती है,
तो भंडार कि को ऐसे अन्द्य स्ट्थान पर हवा पहुंचान े से अिग संवातन रंककंग प्रदान ककया
जाएगा।
4. प्रिािी के संयोजन में प्रदान ककए गए ननकास द्वार का स्ट्पष्ट िेत्र यह सुननक्श्चत करने के
लिए पयााप्त होना चाठहए कक प्रत्येक ननकास द्वार पर हवा का वेग 5.08 मीटर प्रनत सेकंड से
अधिक नहीं है, जब प्रिािी प्रचािन में है।
5. प्रिािी का भाग बनने वािे प्रत्येक आपूनत ा पंखे की गनत को बदिा जा सकता है।
6. प्रचािन में प्रिािी में शांत रहेगी।
7. प्रिािी का भाग बनने वािी समस्ट्त रंककंग को गैर-वापसी फ्िैप प्रदान ककया जाएगा जहां ऐस े
फ्िैप अपलशष्ट पदाथों के बठहगमा न और नाववकों के स्ट्वास्ट््य के संरिि के लिए आवश्यक हैं।
8. यठद प्रिािी को नाववक आवास को गम ा करन े के एकमात्र सािन के रूप में गम ा हवा प्रसाररत
करने के लिए डडजाइन ककया गया है, तो प्रिािी को उन खडं ों में उप-ववभाक्जत ककया जाएगा
क्जन्द्हें नाववक आवास के सभी भागों में आरामदायक तापमान बनाए रखने में सिम बनान े के

NOTIFICATION
New Delhi, the 6th July, 2026
G.S.R. 587(E).— In exercise of the powers conferred by clause (i) of sub-section (1) of section 113
and clause (q) of sub-section (2) of section 113, read with section 70, clause (m) of sub-section (1) of
section 78, sub-section (2) of section 78 of the Merchant Shipping Act, 2025 (24 of 2025), and in
supersession of the Merchant Shipping (Seafarer Accommodation) Rules, 2016, the Central
Government hereby makes the following rules, namely: —
1. Short title and Commencement.—(1) These rules may be called the Merchant
Shipping (Seafarer Accommodation) Rules, 2026.
(2) They shall come into force on the date of their publication in the Official
Gazette.
2. Application.—(1) These rules shall apply to every ship registered, or so required to be registered,
under the Merchant Shipping Act, 2025 (24 of 2025):
Provided that these rules shall not apply to any ship plying in voyages within territorial
waters, the seafarers of which are not required to stay on board overnight for periods
exceeding eight hours.
(2) The requirements under these rules which relate to ship construction and equipment
shall apply only to ships constructed on or after 26th August, 2016:
Provided that ships constructed before 26th August, 2016 shall comply with the requirements
specified in the Merchant Shipping (Crew Accommodation) Rules, 1960.
Explanation. — A ship shall be deemed to have been constructed on the date when its keel is
laid or when it is at a stage at which assembly of that ship has commenced comprising of at
least fifty tones or one per cent. of the estimated mass of all structural material, whichever is
less.
3. Definitions .—(1) In these rules, unless the context otherwise requires.—
(a) “Act” means the Merchant Shipping Act, 2025 (24 of 2025);
(b) “approved” means approved or accepted by the Director-General;
(c) “gross tonnage” means the measure of the overall size of a ship determined in
accordance with the applicable rules made under the Act;
(d) “Schedule” means a Schedule annexed to these rules;
(e) “shipowner” means ship owner as defined in clause (c) of section 55 of the Act;
(f) “special purpose ships” means ships constructed in compliance with the Special
Purpose Ships (SPS) Code (IMO Code of Safety for Special Purpose Ships, 1983,

(g) “sanitary accommodation” does not include any sleeping room or hospital ward,
whether or not provided with a wash basin, bath or shower or any room
appropriated for use only as a laundry.
(2) The words and expressions used in these rules and not defined but
defined in the Act shall have the meaning as assigned to them in the Act.
4. Seafarer accommodation. Every ship shall provide and maintain a

minimum, decent accommodation and recreational facilities for seafarers
working or living on board, or both, consistent with promoting the health and
well-being of seafarers as specified in the Schedule I, Schedule II, Schedule III
and Schedule IV.
5. Plans (1) The ship-owner of every Indian ship to which these rules apply,
.—
shall submit the plan or plans of the ship, in the circumstances specified in
clause (a) of sub-rule (2) of rule 6 for approval to the surveyor:
Provided that where any part of the seafarer accommodation is sought to be
substantially altered or repaired, such alteration or repair shall be subject to approval
granted by the surveyor.
(2) The plans, drawn in a suitable scale, shall clearly show the arrangement of the seafarer
accommodation in the ship, its position in relation to other spaces, constructional details,
various dimensions, furniture, fixtures and amenities provided therein.
(3) The seafarer accommodation provided in the ship shall comply with the plan as
approved by the surveyor.
6. Certification and verification (1) On being satisfied that an Indian ship has
.—
been provided with seafarer accommodation in accordance with these rules, a
‘record of compliance’ may be issued to such ship by the surveyor, in Form 1.
(2) The survey of seafarer accommodation of an Indian ship shall be carried out in the
following manner, namely: -
(a) Inspection by a surveyor The seafarer accommodation in a ship shall
.—
be inspected by a surveyor whenever,
—
(i) the ship is registered or re-registered in India;
(ii) any part of the seafarer accommodation in the ship undergoes substantial
alterations or repairs;
(iii)the number of persons accommodated in any space is increased above that
marked in accordance with sub-paragraph 11 of paragraph 1 of Schedule I;
(iv) in the opinion of a surveyor, there is reason to believe (whether or not in
consequence of a complaint) that any of the provisions of these rules has been

Director-General has exempted the ship from a requirement of these rules has
not been satisfied;
(v) a request for an inspection of the seafarer accommodation has been made to the
Director-General or to the Mercantile Marine Department, by or on behalf of
the shipowner or of any organisation which appears to the representative of the
shipowner of Indian ships or of the seafarer concerned; or
(b) Inspection by shipping master or others upon request,- The seafarer
accommodation in a ship may be inspected by the shipping master,
surveyor, seafarer’s welfare officer, Indian ambassador or any other
officer at any port duly authorised in this behalf by the Central
Government, upon a request made by the master or three or more
seafarers under clause (b) of sub-section (1) of section 93 of the Act,
when,-
(i) such request made in writing, signed by the master or three or more members of
the seafarer; and
(ii) it is alleged that the seafarer accommodation in the ship does not comply with
these rules; and
(iii)it is lodged at least twenty-four hours before the ship is due to commence
voyage, unless the ship is in port for less than twenty-four hours.
7. Equivalent arrangements. The Director-General may, in accordance with
—
the Maritime Labour Convention, 2006, accept equivalent alternate
arrangements on a ship, or deviations from the requirements specified in these
rules, when such deviations can be clearly justified, subject to the seafarers’
living conditions, health and safety.
SCHEDULE I
(See rule 4)
1. General requirements for accommodation.—(1) The accommodation, recreational and
catering facilities shall be designed to meet the requirements of these rules, with
regard to seafarers’ health and safety, protection and accident prevention, prevention
of the risk of exposure to hazardous levels of noise and vibration and other ambient
factors and chemicals on board ships. The construction and arrangement of the
accommodation shall provide an acceptable occupational and onboard living
environment for the seafarers.
(2) No structure shall be deemed to be watertight, gastight, or oil tight for the purposes of these
rules unless all openings in that structure, other than ventilation openings necessary for the
admission of air from passageways to sanitary accommodation, laundries, drying rooms or galleys,
are provided with means of closure which shall enable such openings to be made watertight,
gastight or oil tight, as the case may be.
(3) All paneling, insulation, flooring and ceiling shall be of a non-combustible material and of an

(4) Asbestos, or materials containing asbestos, shall not be used for any purpose in
the seafarer accommodation.
(5) The accommodation shall be adequately insulated.
(6) Proper lighting and sufficient drainage shall be provided in the seafarers accommodation areas.
(7) Paints, varnishes and other finishes used on interior surfaces in the seafarer
accommodation shall be of approved type, and shall not be capable of
producing excessive quantities of smoke and toxic products.
(8) Position of Seafarer Accommodation:
(a) In ships other than passenger ships and special purpose ships (SPS),
sleeping rooms shall be situated above the loadline amid ships or aft, except
that in exceptional cases, where the size, type or intended service of the ship
renders any other location impracticable, sleeping rooms may be located in the
fore part of the ship, but in no case forward of the collision bulkhead;
(b) In passenger ships and special purpose ships (SPS), the Director-General may, on
condition that satisfactory arrangements are made for lighting and ventilation, permit the
location of sleeping rooms below the load line, but in no case shall they be located
immediately beneath working alleyways;
(c) There shall be adequate headroom in all seafarer accommodation. The minimum
permitted headroom in all seafarer accommodation where full and free movement is
necessary shall be not less than 203 centimeters. The Director-General may permit some
limited reduction in headroom in any space, or part of any space, in such accommodation
where it is satisfied that such reduction, —
(i) IS REASONABLE; AND
(ii) WILL NOT RESULT IN DISCOMFORT TO THE SEAFARERS.
(9) Construction of bulkheads and paneling: (a) External bulkheads of sleeping
rooms and mess rooms shall be adequately insulated. All machinery casings
and all boundary bulkheads of galleys and other spaces in which heat is
produced shall be adequately insulated where there is a possibility of resulting
heat effects in adjoining accommodation or passageways. Measures shall also
be taken to provide protection from heat effects of steam or hot-water service
pipes.
(b) Sleeping rooms, mess rooms, recreation rooms and alleyways in the accommodation
space shall be adequately insulated to prevent condensation or overheating.42 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(c) The bulkhead surfaces and deckheads shall be of material with a surface easily kept
clean. No form of construction likely to harbour vermin shall be used.
(d) The bulkhead surfaces and deckheads in sleeping rooms and mess rooms shall be
capable of being easily kept clean and light in colour with a durable, non-toxic finish.
(e) The decks in all seafarer accommodation shall be of approved material and construction
and shall provide a non-slip surface impervious to damp and easily kept clean.
(f) Where the floorings are made of composite materials, the joints with the sides shall be
profiled to avoid crevices.
(g) The materials used to construct internal bulkheads, paneling and sheeting, floors and
joining shall be suitable for the purpose and conducive to ensuring a healthy environment.
(h) In every ship to which these rules apply, all bulkheads enclosing or within any part of
the seafarer accommodation shall be properly constructed of steel or other suitable
material. If the bulkheads are exposed to the weather, they shall be of watertight
and gastight construction, and means of closure shall be provided for all openings in such
bulkheads so as to enable them to be made weathertight.
(i) There shall be no direct openings into sleeping rooms from cargo spaces or machinery
spaces or from galleys, store rooms, drying rooms or communal sanitary areas. That part of
a bulkhead separating such spaces from sleeping rooms and external bulkheads shall be
efficiently constructed of steel or other approved substance and be watertight and gas-tight.
(10) Protection from Weather, etc: (a) The seafarer accommodation shall be
accessible at all times from the open deck.
(b) Chain pipes, and ventilator trunks to cargo spaces or tanks, where they pass through
any part of the seafarer accommodation, shall be made of steel or other suitable material
and shall be gastight.
(c) Batteries for the operation of the ships radio installation or other purposes, shall not be
placed in any sleeping room provided for the seafarer, and precautions shall be taken which
will ensure that fumes from such batteries cannot discharge into any part of the seafarer
accommodation.
(d) Any part of the seafarer accommodation which is adjacent to any part (other than the
crown) of a tank in which oil may be carried in bulk, shall be separated there from by a
gastight steel division, additional to the division which retains the oil.
(e) If any part of the seafarer accommodation is situated on a deck which forms the crown
of a space in which oil may be carried in bulk, such deck shall be oil tight. No manholes or
other openings to the oil tanks shall be situated in the seafarer accommodation.
(f) The means of access to and egress from every part of the seafarer accommodation
shall be so situated that in the event of fire in any lamp room or paint room in the ship,
access to and egress from the seafarer accommodation shall not be impeded.
(11) Drainage: (a) In every ship to which these rules apply efficient drainage shall
be provided for every part of the seafarer accommodation situated on an open[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 43
deck wherever such drainage is necessary for clearing water shipped from the
sea.
(b) There shall be no drainage from any source (not being sanitary accommodation) into
the sanitary accommodation forming part of the seafarer accommodation.
(12) Marking: (a) Every space forming part of the seafarer accommodation of a
ship shall be marked inside the room with the marking as specified in schedule
III.
(b) No space forming part of the seafarer accommodation of a ship to which these rules
apply, shall be marked whether inside or outside with any marking which may be taken to
indicate that the space is appropriated for use by persons differing in number of description
from the persons for whose use the space has been certified by a surveyor.
(13) Drinking Water: (a) In every ship to which these rules apply, the drinking
water of appropriate quality, taking into account the total number of persons
on board, shall always be provided in the seafarer accommodation. Provision
for cold drinking water shall be made in the galleys and pantries, and in
the mess rooms.
(b) Provision may also be made for the availability of cold drinking water, in close
proximity to the spaces where watch-keeping seafarers are on duty.
(c) The storage, filling and distribution arrangements for drinking water shall be such as
to prevent any possible contamination. A dry space, such as cofferdam, shall be provided
between drinking water tanks and other tanks such as oil tanks and sewage tanks. Drinking
water tanks shall not contain any piping other than that necessary for the carriage and
distribution of drinking water. Air, filling and sounding pipes shall stand sufficiently
above the deck.
2. Ventilation, Air-conditioning and Heating. — (1) (a) sleeping rooms and mess rooms shall
be adequately ventilated;
(b) ships, except those regularly engaged in trade where temperate climatic conditions do
not require this, shall be equipped with air conditioning for seafarer accommodation, for
any separate radio room and for any centralised machinery control room. Ships below 200
gross tonnage are exempted from this requirement subject to provision of trunked
mechanical ventilation;
(c) all sanitary spaces shall have ventilation to the open air, independently of any other part
of the accommodation;
(d) the system of ventilation for sleeping rooms and mess rooms shall be controlled so as to
maintain the air in a satisfactory condition and to ensure a sufficiency of air movement in
all conditions of weather and climate;
(e) air-conditioning systems, whether of a centralised or individual unit type, shall be
designed to . —44 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(i) maintain the air at a satisfactory temperature and relative humidity as compared to
outside air conditions, ensure a sufficiency of air changes in all air-conditioned
spaces, take account of the particular characteristics of operations at sea and not
produce excessive noises or vibrations; and
(ii) facilitate easy cleaning and disinfection to prevent or control the spread of disease.
(f) power for the operation of the air conditioning and other aids to ventilation required by
the preceding paragraphs of this schedule shall be available at all times where seafarers are
living or working on board and conditions so require. However, this power need not be
provided from an emergency source;
(g) ships, which are exclusively engaged in trade outside tropical climate areas, shall be
provided with a ventilation system which will maintain the air therein in a state of purity
adequate for the health and comfort of the seafarer. Such system shall be capable of being
so controlled as to ensure a sufficiency of air movement under all conditions of weather
and climate to which the ship is likely to be subjected during the voyages on which she is
intended to be engaged and shall be additional to any side scuttles, skylights, companions,
doors or other apertures not intended solely for ventilation;
(h) every enclosed space forming part of the seafarer accommodation of a ship, being a
space not fully air-conditioned or not ventilated by a trunked mechanical ventilation
system, shall be provided with a natural system of inlet and exhaust ventilation;
(i) in the seafarer accommodation of every ship, being a ship not fully air conditioned, an
electric fan shall be fitted in every sleeping room, mess room, recreation room, office,
Galley and pantry.
(2) The air conditioning system, whether of a centralised type or individual unit
type shall be so designed as to -
(i) maintain the air at a satisfactory temperature of 28º with 50% relative
humidity when ambient temp is 35ºC with 70% relative humidity;
(ii) ensure eight air changes per hour in any mess room or recreation room & six
air changes in any other room, the amount of re-circulated air not exceeding
50% at any stage, while at sea;
(iii) take into account particular characteristics of operations at sea so as to avoid
producing objectionable noises or vibrations;
(iv) facilitate easy cleaning and disinfection to prevent and control of spread of
disease.
(3) (a) adequate heat through an appropriate heating system shall be provided, except in
ships exclusively on voyages in tropical climates;
(b) the system of heating the seafarer accommodation, when required under these
rules, shall be in operation at all times when seafarers are living or working on
board and conditions require its use:
Provided that while the ship is in port the heating system shall not be
required to be in operation if efficient temporary means of heating are provided
for such parts of the seafarer accommodation as are in use.
(c) in all ships in which a heating system is required, the heating should be by
means of hot water, warm air, electricity, steam or equivalent. However, within
the accommodation area, steam shall not be used as a medium for heat
transmission. The heating system shall be capable of maintaining the temperature
in seafarer accommodation at a satisfactory level under normal conditions of
weather and climate likely to be met within the trade in which the ship is

(d) radiators and other heating apparatus shall be placed and, where necessary, shielded so
as to avoid risk of fire or danger or discomfort to the occupants.
3. Lighting.—(1) In all ships, electric light should be provided in the seafarer
accommodation. If there are not two independent sources of electricity for lighting,
additional lighting should be provided by properly constructed lamps or lighting apparatus
for emergency use.
(2) In sleeping rooms an electric reading lamp should be installed at the head
of each berth.
(3) The standards of electric lighting shall comply with Schedule IV.
(4) In addition, every sleeping room and mess room in a ship shall be properly
lighted by natural light:
Provided that if in any space in a passenger ship it is impracticable to
provide proper natural lighting, such lighting shall not be required if adequate
electric lighting is always available in that space.
(5) The natural lighting of a sleeping room/mess room, or the artificial light in
any space, shall be deemed to be proper for the purpose of this Schedule if it is
sufficient to enable an ordinary newspaper to be read by a person of normal
vision at any point in the room, being a point available for free
movement, during day time and in clear weather.
4. Sleeping accommodation.— When sleeping accommodation on board ships is required, the
following requirements for sleeping rooms shall apply, namely:-
(a) in ships other than passenger ships, an individual sleeping room shall be provided for
each seafarer. However, in the case of ships of less than 3,000 gross tonnage or special
purpose ships, the maximum number of seafarers accommodated in sleeping rooms
shall not exceed the following, namely:-
(i) for ships between 500 gross tonnage and 3000 gross tonnage: Master, Chief
Engineer, navigating and engineer officers in charge of a watch- 1 person per room.
(ii) for ships below 500 gross tonnage: Master and Chief Engineer- 1 person per room
(iii) seafarers other than (i) and (ii) above: Not more than 2 persons per room.
(b) separate sleeping rooms shall be provided for men and for women;
(c) sleeping rooms shall be of adequate size and properly equipped so as to ensure
reasonable comfort and to facilitate tidiness;
(d) a separate berth for each seafarer shall in all circumstances be provided;
(e) the minimum inside dimensions of a berth shall be at least 198 centimetres by 80
centimetres;
(f) in single berth seafarers’ sleeping rooms, the floor area shall not be less than -
(i) 4.5 square metres in ships of less than 3,000 gross tonnage;
(ii) 5.5 square metres in ships of 3,000 gross tonnage or over but less than 10,000
gross tonnage; and
(iii) 7 square metres in ships of 10,000 gross tonnage or over;
(g) however, in order to provide single berth sleeping rooms on ships of less than 3,000
gross tonnage, passenger ships and special purpose ships, the Director-General of
Shipping may allow a reduced floor area;46 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(h) in ships of less than 3,000 gross tonnage other than passenger ships and special
purpose ships, sleeping rooms may be occupied by a maximum of two seafarers and
the floor area of such sleeping rooms shall not be less than 7 square metres;
(i) on passenger ships and special purpose ships, the floor area of sleeping rooms for
seafarers not performing the duties of ships’ officers shall not be less than -
(i) 7.5 square metres in rooms accommodating two persons;
(ii) 11.5 square metres in rooms accommodating three persons; and
(iii) 14.5 square metres in rooms accommodating four persons;
(j) on special purpose ships, sleeping rooms may accommodate more than four persons
and the floor area of such sleeping rooms shall not be less than 3.6 square metres per
person;
(k) on ships other than passenger ships and special purpose ships, sleeping rooms for
seafarers who perform the duties of ships’ officers, where no private sitting room or
day room is provided, the floor area per person shall not be less than:
(i) 7.5 square metres in ships of less than 3,000 gross tonnage;
(ii) 8.5 square metres in ships of 3,000 gross tonnage or over but less than 10,000
gross tonnage; and
(iii) 10 square metres in ships of 10,000 gross tonnage or over;
(l) on passenger ships and special purpose ships the floor area for seafarers performing
the duties of ships’ officers where no private sitting room or day room is provided, the
floor area per person for junior officers shall not be less than 7.5 square metres and for
senior officers not less than 8.5 square metres; junior officers are understood to be at
the operational level, and senior officers at the management level;
(m) on ships of 3000 gross tonnage and above, the master, the chief engineer and the chief
navigating officer shall have, in addition to their sleeping rooms, an adjoining sitting
room, day room or equivalent additional space. Consideration shall be given to
extending the facility referred to the second engineer officer when practicable;
(n) for each occupant, the furniture shall include a clothes locker of ample space
(minimum 475 litres) and a drawer or equivalent space of not less than 56 litres. If the
drawer is incorporated in the clothes locker, then the combined minimum volume of
the clothes locker shall be 500 litres. It shall be fitted with a shelf and be able to be
locked by the occupant so as to ensure privacy;
(o) each sleeping room shall be provided with a table or desk, which may be of the fixed,
drop-leaf or slide-out type, and with comfortable seating accommodation as necessary;
(p) there shall be adequate berth arrangements on board, making it as comfortable as
possible for the seafarer and any partner who may accompany the seafarer;
(q) where the size of the ship, the activity in which it is to be engaged and its layout make
it reasonable and practicable, sleeping rooms shall be planned and equipped with a[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 47
private bathroom, including a toilet, so as to provide reasonable comfort for the
occupants and to facilitate tidiness;
(r) as far as practicable, sleeping rooms of seafarers shall be so arranged that watches are
separated and that no seafarers working during the day share a room with
watchkeepers;
(s) in the case of seafarers performing the duty of petty officers there shall be no more
than two persons per sleeping room;
(t) space occupied by berths and lockers, chests of drawers and seats shall be included in
the measurement of the floor area. Small or irregularly shaped spaces which do not
add effectively to the space available for free movement and cannot be used for
installing furniture shall be excluded;
(u) berths shall not be arranged in tiers of more than two. In the case of berths placed
along the ship’s side, there should be only a single tier where a sidelight is situated
above a berth;
(v) the lower berth in a double tier should be not less than 30 centimeters above the floor;
the upper berth should be placed approximately midway between the bottom of the
lower berth and the lower side of the deckhead beams;
(w) the framework and the lee-board, if any, of a berth should be of approved material,
hard, smooth, and not likely to corrode or to harbour vermin;
(x) if tubular frames are used for the construction of berths, they should be completely
sealed and without perforations which would give access to vermin;
(y) each berth should be fitted with a comfortable mattress with cushioning bottom or a
combined cushioning mattress, including a spring bottom or a spring mattress. The
mattress and cushioning material used should be made of approved material. Stuffing
of material likely to harbour vermin should not be used;
(z) when one berth is placed over another, a dust-proof bottom should be fitted beneath
the bottom mattress or spring bottom of the upper berth;
(za) the furniture should be of smooth, hard material not liable to warp or corrode;
(zb) sleeping rooms should be fitted with curtains or equivalent for the sidelights;
(zc) sleeping rooms should be fitted with a mirror, small cabinets for toilet requisites, a
book rack and a sufficient number of coat hooks;
(zd) a curtain shall be fitted to each bed unless the room accommodates only one person.
5. Mess rooms.— (1) Mess rooms shall be located apart from the sleeping rooms and as close
as practicable to the galley.48 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(2) Mess rooms shall be of adequate size and comfort and properly furnished and
equipped (including ongoing facilities for refreshment), taking account of the
number of seafarers likely to use them at any one time.
(3) Mess room facilities may be either common or separate. Account should be
taken of factors such as the size of the ship and the distinctive cultural, religious
and social needs of the seafarers.
(4) Where separate mess room facilities are to be provided to seafarers, then
separate mess rooms should be provided for,
—
(a) master and officers; and
(b) petty officers and other seafarers.
(5) On ships other than passenger ships, the floor area of mess rooms for seafarers
should be not less than 1.5 square metres per person of the planned seating
capacity.
(6) In all ships, mess rooms should be equipped with tables and appropriate seats,
fixed or movable, sufficient to accommodate the greatest number of seafarers
likely to use them at any one time.
(7) There should be available at all times when seafarers are on board,
—
(a) a refrigerator, which should be conveniently situated and of sufficient capacity
for the number of persons using the mess room or mess rooms;
(b) facilities for hot beverages; and
(c) cool water facilities.
(8) Where available pantries are not accessible to mess rooms, adequate lockers
for mess utensils and proper facilities for washing utensils should be provided.
(9) The tops of tables and seats should be of damp-resistant material.
(10) In every ship to which these rules apply, the following equipment shall be
fitted in every mess room or in a pantry readily accessible at all times by the
seafarer, using the mess room or adjacent to it, or, in the case of ship under
3000 tons in a galley,
—
(a) a storage locker;
(b) supply of cold drinking water;
(c) means of heating drinking water for hot beverages; and
(d) a microwave oven.
6. Sanitary facilities.—(1) All seafarers shall have convenient access on the ship to sanitary
facilities meeting minimum standards of health and hygiene and reasonable standards of[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 49
comfort, with separate sanitary facilities being provided for men and for women;
(2) On ships of more than 3,000 gross tonnage, there shall be sanitary facilities
within easy access of the navigating bridge and the machinery space or near
the engine room control centre.
(3) In every ship, a minimum of one toilet, one wash basin and one tub or
shower or both for every six persons or less, who do not have personal
facilities shall be provided at a convenient location.
(4) In every ship other than a passenger ship, each sleeping room shall be
provided with a washbasin having hot and cold running fresh water, except
where such a washbasin is situated in the private bathroom provided. Ships
below 200 gross tonnage need not meet this requirement.
(5) In passenger ships normally engaged on voyages of not more than four
hours’ duration, one water closet to be provided for twelve passengers and not
less than one urinal to be separately provided for gents and ladies.
(6) Hot and cold running fresh water shall be available in all wash places.
(7) Washbasins and tub baths should be of adequate size and constructed of
approved material with a smooth surface not liable to crack, flake or corrode.
(8) All toilets should be provided with an ample flush of water or with some
other suitable flushing means, such as air, which are available at all times and
independently controllable.
(9) Sanitary accommodation intended for the use of more than one person
should comply with the following requirements, namely:-
(a) floors should be of approved durable material, impervious to damp, and should be
properly drained;
(b) bulkheads should be of steel or other approved material and should be watertight
up to at least 23 centimetres above the level of the deck:
Provided that the requirements of this clause shall not apply to bulkheads
separating similar spaces (e.g., a sanitary accommodation from another sanitary
accommodation) or a bulkhead separating the sanitary accommodation from a
sleeping room from which it may be directly entered;
(c) the accommodation should be sufficiently lit, heated and ventilated;
(d) toilets should be situated convenient to, but separate from, sleeping rooms and
wash rooms, without direct access from the sleeping rooms or from a passage
between sleeping rooms and toilets to which there is no other access; this
requirement does not apply where a toilet is located in a compartment between
two sleeping rooms having a total of not more than four seafarers; and
(e) where there is more than one toilet in a compartment, they should be sufficiently
screened to ensure privacy.
(10) The laundry facilities provided for seafarers’ use shall include,
—
(a) washing machines;
(b) drying machines or adequately heated and ventilated drying rooms; and
(c) irons and ironing boards or their equivalent.
For ships below 500 gross tonnage, a washing-cum-drying machine may be provided
instead of (a) and (b) above.50 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
7. Hospital accommodation.—(1) Every ship, carrying 15 or more seafarers and engaged in
a voyage of more than three days’ duration shall have separate hospital accommodation to
be used exclusively for medical purposes. The space so appropriated shall not at any time
be used for any purpose other than for the treatment of sick persons:
Provided that ships exclusively engaged in coasting trade need not have separate
hospital, if, —
a) a space is designated for use as a temporary hospital in case of emergency;
and
b) the area and layout of such designated space shall be so made that an injured person
on stretcher can easily be carried into the space and provided medical first aid.
(2) The hospital accommodation shall, in all weathers, be easy of access, provide comfortable
housing for the occupants and be conducive to their receiving prompt and proper attention.
(3) The hospital accommodation shall be designed so as to facilitate consultation and the giving of
medical first aid and to help prevent the spread of infectious diseases.
(4) The arrangement of the entrance, berths, lighting, ventilation, heating and water supply
should be designed to ensure the comfort and facilitate the treatment of the occupants.
(5) The number of hospital berths required shall be in the scale of at least one berth for every 50
seafarers or part thereof.
(6) Sanitary accommodation should be provided for the exclusive use of the occupants of the
hospital accommodation, either as part of the accommodation or in close proximity thereto. Such
sanitary accommodation should comprise a minimum of one toilet, one washbasin and one tub or
shower.
(7) The minimum width of the entrance to every permanent hospital shall not be less than 76
centimeters.
(8) Fittings and equipment ,— Every hospital shall be provided with,-
(i) clothes locker approximately 30 centimeter square by 61 centimeters high, and
fitted with a flat top and a shelf;
(ii) an electric bell-pushes so arranged as to be within reach of each bed and
communicating with the sleeping room of a person in charge of the patients and
the bridge.
8. Miscellaneous.— (1) In every ship, adequately ventilated compartments or lockers shall
be provided for hanging oilskins and working clothes used by the seafarer.
(2) Where separate facilities for engine department personnel to change their clothes
are provided, they shall be,—
(a) located outside the machinery space but with easy access to it; and
(b) fitted with individual clothes lockers as well as with tubs or showers or

(3) airing spaces on open deck: all ships shall have a space or spaces on
open deck to which the seafarers can have access when off duty, which are of
adequate area having regard to the size of the ship and the number of
seafarers on board.
(4) office accommodation: all ships of more than 3,000 gross tonnage shall
be provided with separate offices or a common ship’s office for use by deck
and engine departments.
(5) bedding, mess utensils and miscellaneous provisions: the shipowner
shall provide the following also for the seafarers,
—
(i) clean bedding and mess utensils should be supplied by the shipowner to all
seafarers for use on board during service on the ship, and such seafarers should be
responsible for their return at times specified by the master and on completion of
service in the ship;
(ii) bedding should be of good quality, and plates, cups and other mess utensils should
be of approved material which can be easily cleaned; and
(iii) towels, soap and toilet paper for all seafarers should be provided by the
shipowner.
(6) protection from mosquitoes:
(a) ships regularly trading to mosquito-infested ports shall be provided with
protection against the admission of mosquitoes. Such protection shall be provided
by means of self-closing doors or by screens of rust proof wire or other suitable
material which shall be fitted to all side scuttles, natural ventilators, skylights and
doors leading to the open deck.
(b) any door to which such screens are fitted being a door at the entrance to a
permanent or temporary hospital in a ship to which these paragraphs apply, shall be
of a self-closing type.
9. Recreation facilities.— (1) On every ship, appropriate seafarers’ recreational
facilities, amenities and services, as adapted to meet the special needs of seafarers
who must live and work on ships, shall be provided on board for the benefit of all
seafarers.
(2) Recreational facilities and services shall be reviewed frequently to
ensure that they are appropriate in the light of changes in the needs of
seafarers resulting from technical, operational and other developments in the
shipping industry.
(3) Furnishings for recreational facilities shall as a minimum include a
bookcase and facilities for reading, writing and, where practicable, games.
(4) The following facilities may also be provided, at no cost to the seafarer,
where practicable,
—
(a) smoking room;
(b) television viewing and the reception of radio broadcasts;52 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(c) showing of films, the stock of which should be adequate for the duration of the
voyage and, where necessary, changed at reasonable intervals;
(d) sports equipment including exercise equipment, table games and deck games;
(e) facilities for swimming;
(f) a library containing vocational and other books, the stock of which should be
adequate for the duration of the voyage and changed at reasonable intervals;
(g) facilities for recreational handicrafts;
(h) electronic equipment such as a radio, television, digital video player, personal
computer and software;
(i) where appropriate, the provision of bars on board for seafarers unless these are
contrary to national, religious or social customs; and
(j) reasonable access to ship-to-shore telephone communications, and email and
Internet facilities, where available, with any charges for the use of these
services being reasonable in amount.
10. Maintenance and inspection of seafarer accommodation.— (1) The seafarer
accommodation in every ship to which these rules apply, shall be maintained in a clean
and habitable condition and equipments and installations required by these rules shall
be maintained in good working order. Every part of the seafarer accommodation (not
being a store room) shall be kept free of store and other property not belonging to or
provided for the use of persons for whom that part of the accommodation is
appropriated, and in particular, no cargo shall be kept in any part of the seafarer
accommodation.
(2) The master of the ship, or an officer appointed by him for the purpose, accompanied by
one or more members of the seafarer, shall inspect every part of the seafarer
accommodation at least once in two weeks to ensure that seafarer accommodation is clean,
decently habitable and maintained in a good state of repair. The results of each such
inspection shall be recorded and be available for review. The master of the ship shall cause
to be entered in a book specially kept for the purpose a record of,—
(i) the time and date of the inspection;
(ii) the names and ranks of the persons making the inspection;
(iii) particulars of any respect in which the seafarer accommodation or any part thereof
was found by any of the persons making the inspection not to comply with these
rules.
11. Prevention of noise and vibration.— (1) The seafarer accommodation, recreational and
catering facilities shall be located as far as practicable from the engines, steering gear
rooms, deck winches, ventilation, heating and air-conditioning equipment and other

(2) Acoustic insulation or other appropriate sound-absorbing materials of
approved type shall be used in the construction and finishing of bulkheads,
deckheads and decks within the sound-producing spaces as well as self-closing
noise-isolating doors for machinery spaces.
(3) Engine rooms and other machinery spaces shall be provided, wherever
practicable, with soundproof centralised control rooms for engine-room
personnel. Working spaces, such as the machine shop, should be insulated, as
far as practicable, from the general engine-room noise and measures shall be
taken to reduce noise in the operation of machinery.
(4) The limits for noise levels for working and living spaces shall be in
conformity with the ‘IMO Code on Noise Levels on Board Ships’ of the
International Maritime Organization and international guidelines on exposure
levels, including those in the code of practice entitled ‘Ambient factors in the
workplace, 2001’, of the International Labour Organization and, where
applicable, the specific protection recommended by the International Maritime
Organization, and with any subsequent amending and supplementary
instruments for acceptable noise levels on board ships. A copy of the applicable
instruments in English or the working language of the ship shall be carried on
board and shall be accessible to seafarers.
(5) No accommodation or recreational or catering facilities should be
exposed to excessive vibration in accordance with the standards prescribed by
International Maritime Organisation and International Labour Organisation.
12. Galleys, Provision rooms, cold storage, refrigerating equipment.– (1) (a) every ship shall
be provided with a galley for the preparation of food for the seafarer, unless the circumstances are such
that no member of the seafarer are required to mess on board;
(b) the galley shall be situated as near as may be to the mess rooms provided for the seafarer and any
necessary equipment shall be provided to enable food to be served in the mess rooms under all weather
conditions;
(c) there shall be no direct opening between the galley and any sleeping room;
(d) every galley shall be provided with exhaust fans which will draw off fumes from the cooking
appliances therein and discharge the fumes into the open air;
(e) the floor of the galley shall be provided with gutters and with scuppers which shall be led
overboard or to an enclosed tank served by mechanically operated suction pump. The position and
number of the gutter and scuppers shall be such as will ensure the efficient drainage of the floor;
(f) the cooking appliances in the galley shall be arranged in a manner which will facilitate the
cleaning of the galley;
(g) all cupboards and dressers in the galley shall be made of material which is impervious to dirt and
moisture and can easily be kept clean. All metal parts of the cupboards and dressers shall be
rustproof. The bottoms of all cupboards and dressers in the galley shall either be flush with the deck or
shall be so fitted as to enable the deck space beneath them to be readily accessible for cleaning;54 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(h) every galley shall be provided with such equipment as will enable food in sufficient
quantity to be properly and readily prepared for the persons whom the galley is intended
to serve, and the cooking utensils to be hygienically cleaned;
(i) every galley shall be provided with one or more cooking appliances with an oven and/or
cooking range of adequate capacity.
(2) Dry provision rooms. (a) in every ship, not being a ship in which each member

of the seafarer provides his own food, one or more store rooms shall be provided
for the storage of dry provisions for the seafarer. Such rooms shall be fitted with
sufficient shelves, cupboards and bins having regard to the maximum period likely
to elapse between successive replenishments of stores and to the maximum
number of persons for whom food is to be served;
(b) every dry provision store room shall be enclosed by bulkheads constructed of steel or
other suitable material;
(c) access to every dry provision store room shall be obtained from a passageway, galley,
pantry or another store room, or from a position on an open deck with, in so far as is
reasonable and practicable in the circumstances, shall be a protected position;
(d) every dry provision store room shall be so situated, constructed and ventilated as to avoid
deterioration of the stores through heat, draught, condensation or infestation by insects or
vermin.
(3) Cold store rooms and refrigerating equipment.– (a) in every ship means shall be
provided to store perishable provisions. In ships below 3000 gross tonnage,
refrigerated or box freezers may be located in a dry provision room or galley or any
other suitable place close to galley;
(b) access to every cold store room shall be obtained from a passageway, galley or

Trunked Mechanical Ventilation System
1. The trunked mechanical ventilation system referred to para 2 of Schedule 1 of these rules (in
this Schedule referred to as “the system”) shall in relation to the spaces specified in the column
(2) of Table I, be capable of the respective standards of performance, specified columns (3) or
(4) of that Table whichever standard shall be the higher in the circumstances:
Provided that nothing in Table I shall be taken to relate to a space specified in the column
(2) of Table II.
2. The system shall, in relation to the spaces specified in the column (2) of the Table II, be
capable of the respective standards of performance specified in the columns (3) and (4) of
Table (II).
3. If any store room is served by a fan which provides warmed air for any other spaces, the store
room shall be provided with ventilation trunking separate from that serving such other space.
4. The clear area of the exhaust openings provided in conjunction with the system shall be
sufficient to ensure that the velocity of air at each exhaust opening does not exceed 5.08
metres per second when the system is in operation.
5. The speed of every supply fan forming part of the system shall be capable of being varied.
6. The system shall be quiet in operation.
7. All trunking forming part of the system shall be provided with non-return flaps where such
flaps are necessary for the exclusion of effluvia and the preservation of the health of the
seafarer.
8. If the system is designed to circulate heated air as the sole means of heating the seafarer
accommodation, the system shall be sub-divided into sections which can be separately
controlled to the extent necessary to enable a comfortable temperature to be maintained in all

Definition: “General Measurement Points” means, in relation to any space those points which
measured at a height of 850mm above the floor fall on an imaginary line drawn vertically through
the following points:-
every point mid way between every 2 adjacent lamp in that space:
every point mid way between and lamp and any position on the boundary of that space to
which that lamp is nearer than any other lamp, and
where any part of the space available for free movement is shielded from the direct rays of
a lamp by a re-entrant angle formed in the boundary of that space the central point of the
space so shielded.
