## Report on the Implementation of the United Nations Security Council Resolution on Yemen Second Amendment Order, 2022
**1. Executive Summary:**
This report analyzes the "Implementation of the United Nations Security Council Resolution on Yemen Second Amendment Order, 2022," as published in the Gazette of India. This amendment modifies the "Implementation of the United Nations Security Council Resolution on Yemen Order, 2015" by adding two individuals, MANSUR ALSAADI and MOTLAQ AMER ALMARRANI, to the list established and maintained by the 2410 Committee concerning individuals associated with activities threatening the peace, security, or stability of Yemen. The key finding is the expansion of the list of sanctioned individuals, likely impacting their movement and financial activities.
**2. Introduction:**
The purpose of this report is to provide an informative overview of the "Implementation of the United Nations Security Council Resolution on Yemen Second Amendment Order, 2022," based solely on the provided policy text. This analysis will focus on the changes introduced by this amendment, their rationale, and potential impact.
**3. Policy Overview:**
* **Original Policy Being Amended:** The "Implementation of the United Nations Security Council Resolution on Yemen Order, 2015."
* **Core Objective(s):** While the full scope of the original 2015 order is not available, the amendment indicates that its core objective, at least in part, involves implementing sanctions and restrictions against individuals and entities threatening the peace, security, and stability of Yemen, as determined by the United Nations Security Council.
**4. Background and Rationale:**
This amendment appears designed to update the list of sanctioned individuals under the 2015 Order. The addition of MANSUR ALSAADI and MOTLAQ AMER ALMARRANI suggests that these individuals have been identified as posing a threat to the peace, security, or stability of Yemen, warranting their inclusion on the sanctions list established and maintained by the 2410 Committee.
**5. Key Provisions / Changes:**
This amendment specifically introduces the following changes:
* **Specific Part of Original Policy Changed:** The "Schedule" of the "Implementation of the United Nations Security Council Resolution on Yemen Order, 2015," under the heading "the list established and maintained by the 2410 Committee," and further under the sub-heading "A. Individuals."
* **New Rule/Provision:** The addition of two new entries to the list of sanctioned individuals:
* **YEi.010:** MANSUR ALSAADI, Major General, Houthi Commander of Yemen's Naval and Coastal Defense Forces. Details provided include his date and place of birth, aliases, nationality, address, and a description of his activities, including masterminding attacks against international shipping and playing a leading role in Houthi naval efforts.
* **YEi.011:** MOTLAQ AMER ALMARRANI, Former Deputy Head of the Houthi National Security Bureau (NSB) intelligence agency. Details provided include his date and place of birth, aliases, nationality, address, and a description of his activities, including overseeing the torture and mistreatment of detainees, planning illegal arrests, and diverting humanitarian assistance.
* **Effect of Change:** The inclusion of these individuals on the sanctions list likely subjects them to travel bans, asset freezes, and other restrictions designed to limit their ability to contribute to activities threatening the peace, security, or stability of Yemen.
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by these changes include:
* **Mansur Alsaadi**
* **Motlaq Amer Almarrani**
* Entities and individuals who may have dealings or interactions with these sanctioned individuals, as they would be subject to potential penalties for violating the sanctions.
* Financial institutions and other organizations responsible for implementing and enforcing sanctions.
* Humanitarian organizations operating in Yemen, as the inclusion of ALMARRANI, who is accused of diverting humanitarian assistance, may impact their operations.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Central Government (of India) is responsible for implementing the order under the United Nations Security Council Act, 1947. The 2410 Committee of the UN Security Council also plays a crucial role in maintaining the list.
* **Timelines or Procedures:** The amendment comes into force on the date of its publication in the Official Gazette (November 10, 2022). However, specific procedures for implementing the sanctions are not detailed in the text. It can be inferred that relevant authorities (e.g., financial institutions, immigration officials) will need to update their systems and processes to reflect the addition of these individuals to the sanctions list.
* **Implementation Aspects of the Changes:** The specific implementation of the amendment will require notifying relevant agencies and entities about the addition of MANSUR ALSAADI and MOTLAQ AMER ALMARRANI to the sanctions list. This will involve disseminating information about their identities, aliases, and other identifying information to facilitate enforcement.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of these specific changes is to:
* Curtail the activities of MANSUR ALSAADI and MOTLAQ AMER ALMARRANI by restricting their access to resources and limiting their freedom of movement.
* Reduce the capacity of the Houthi forces to engage in activities that threaten the peace, security, and stability of Yemen.
* Deter other individuals and entities from supporting or engaging in such activities.
* Protect international shipping.
* Prevent diversion of Humanitarian Aid
**9. Conclusion:**
The "Implementation of the United Nations Security Council Resolution on Yemen Second Amendment Order, 2022," represents an update to the list of sanctioned individuals linked to activities threatening peace, security, and stability in Yemen. The inclusion of MANSUR ALSAADI and MOTLAQ AMER ALMARRANI reflects ongoing efforts to enforce UN Security Council resolutions and address the conflict in Yemen. The implementation of this amendment has significant implications for the sanctioned individuals, entities dealing with them, and broader efforts to promote stability in the region.
