  • Rule 3: Mandates the maintenance of a register (electronic or otherwise) at each police station to record details of individuals against whom summons have been issued under Chapter VI of the Bharatiya Nagarik Suraksha Sanhita, 2023. Schedule-I provides the format for this register.
  • Rule 3(2): During investigations, police officers or courts can request individuals to furnish a declaration with particulars as specified in Schedule-I, along with an undertaking to notify the police station of any changes in those particulars.
  • Rule 4: Requires Delhi Police to establish an Electronic Summons Delivery Centre in each police station. Other investigation agencies in Delhi are also required to establish similar centers in their offices.
  • Rule 5: Allows courts to direct the service of summons through electronic communication (e.g., email, WhatsApp) in addition to physical service. The summons must be digitally generated, bearing the court's seal and digital signature.
  • Rule 5(4): Details of electronic communication methods used by Delhi Police/Investigation Agency will be displayed on their websites and by the concerned District Court Complex.
  • Rule 5(5): Summons service via electronic communication is considered valid only if ordinary summons have not been returned unserved or if the person to be served resides outside the territorial limits of Delhi.
