(xii) िल िजि मंत्रालय स े न्यनू तम संयुि सजचि स्ट्तर के एक प्रजतजनजध………सिस्ट्य।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (घ) राज्य सरकार के ग्रामीण जिकास जिभाग के छः प्रजतजनजध, िो संबंजधत राज्य सरकार के न्यूनतम सजचि स्ट्तर के पि के होंगे, केंद्रीय सरकार द्वारा नाजमत दकए िाएंग…े ……..सिस्ट्य; (ड़) पंचायती राि संस्ट्थाओं, श्रजमकों और िंजचत समूहों के संगिनों स े केंद्रीय सरकार द्वारा नाजमत पंद्रह सिस्ट्य, जिनम ें स े एक-जतहाई मजहलाए ाँहोंगी, और जिनमें िाजमल होंगे; (i) अनुसूजचत िाजत और अन्य जपछड़ा िग िस ेकेंद्रीय सरकार द्वारा नाजमत िो fप्रजतजनजध। अनुसजू चत िनिाजत, अल्पसंययकों और दिव्यांगिनों म ें स े एक-एक प्रजतजनजध; (ii) केंद्रीय सरकार द्वारा एक बार म ें िो ििि की अिजध के जलए आितिन के आधार पर नाजमत चार जिला पंचायत अध्यि; (च) राज्यों का प्रजतजनजधत्ि करन े िाल े आि सिस्ट्य, केंद्रीय सरकार द्वारा नाजमत दकए िाएंगे, जिनम ें स े प्रत्येक जनम्नजलजखत कायििेत्रों म ें जिििे ज्ञ होगा— (i) िल सुरिा (ii) ग्रामीण अिसंरचना (iii) आिीजिका (iv) आपिा िोजखम न्यूनीकरण (v) सामाजिक लेखा परीिा; (vi) मििरू ी रोज़गार; (vii) सूचना प्रौद्योजगकी; (viii) जिजध; (छ) िह अजधकारी, िो "जिकजसत भारत – रोज़गार और आिीजिका के जलए गारंटी जमिन (ग्रामीण): िीबी-िी राम िी (जिकजसत भारत – िी राम िी)"अजधजनयम, 2025 के प्रभारी अजधकारी, िो संयुि सजचि, ग्रामीण जिकास मंत्रालय के पि स े जनम्न न हों….. सिस्ट्य-सजचि (2) केंद्रीय पठरिि ्के कुल गरै -सरकारी सिस्ट्यों की संयया म ेंकम स े कम एक-जतहाई मजहला सिस्ट्य होंगी।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 4. सिस्ट्यों की जनयजु ि के जनयम एि ं ित—ें (1) भारत सरकार के मंत्रालयों या जिभागों का प्रजतजनजधत्ि करन े िाले सिस्ट्य अपने पिों पर तब तक बने रहगें ेिब तक िे अपन-े अपने मंत्रालयों या जिभागों म ेंसेिारत ह ैंअथिा िब तक संबंजधत मंत्रालय या जिभाग उनके स्ट्थान पर दकसी अन्य अजधकारी को नामांदकत नहीं कर िते ा। (2) राज्य सरकारों का प्रजतजनजधत्ि करने िाले सरकारी सिस्ट्यों की पिािजध िो िि ि की होगी। (3) जनयम 3 के उप-जनयम (1) के खंड (ङ) के उप-खडं (i) के अतं गित नामांदकत केंद्रीय पठरिि ्का प्रत्येक गरै -सरकारी सिस्ट्य िासकीय रािपत्र म ेंअपनी जनयजु ि के प्रकािन की तारीख स ेएक बार म ेंिो ििि की पिािजध के जलए पि धारण करेगा/करेगी। (4) जनयम 3 के उप-जनयम (1) के खंड (ङ) के उप-खडं (i) और खडं (च) के अंतगित नामांदकत गैर-सरकारी सिस्ट्य पुनः- नामांकन के पात्र होंग:े परंत ु इस उप-जनयम और उप-जनयम (3) म ें जनर्ििष्ट कोई भी व्यजि दकसी भी जस्ट्थजत म ें चार ििि स े अजधक पि धारण नहीं करेगा। (5) जनयम 3 के उप-जनयम (1) के खडं (घ) और (ङ) के अंतगित नाजमत गरै -सरकारी सिस्ट्यों को यात्रा भत्ता, िैजनक भत्ता तथा स्ट्िीकायिता अनुसार केंद्रीय पठरिि ् या कायिकारी सजमजत की बैिकों म ें उपजस्ट्थत होने के जलए केंद्रीय सरकार द्वारा जनधािठरत िर पर अन्य भत्ते प्राि करन े का अजधकार होगा। (6) गरै -सरकारी सिस्ट्य केंद्रीय पठरिि ्या उसकी कायिकारी सजमजत की बैिकों के दिनों के जलए अथिा दकसी अन्य सरकारी काय िके जलए, जिसके जलए िे केंद्रीय पठरिि ्के आमंत्रण पर नई दिल्ली म ेंमुययालय या दकसी अन्य स्ट्थान पर उपजस्ट्थत होत े ह,ैं केंद्रीय सरकार द्वारा जनधािठरत िर पर मानिेय प्राि करन े के भी हकिार होंगे। 5. गरै -सरकारी सिस्ट्यों का पित्याग, आदि— (1) कोई भी गैर-सरकारी सिस्ट्य,— (क) दकसी भी समय, अध्यि को संबोजधत जलजखत सूचना िेकर अपना पि त्याग सकता ह।ै (ख) उप-जनयम (2) म ें जिजनर्ििष्ट कोई भी जनरहति ा अर्िित करने की जस्ट्थजत म ें पि स े हटाया िा सकता ह।ै (2) केंद्रीय सरकार दकसी गैर-सरकारी सिस्ट्य को पि स े हटा सकती ह,ै यदि सिस्ट्य— (i) दििाजलया घोजित दकया गया हो; या (ii) दकसी ऐस ेअपराध के जलए िोिजसद्ध दकया गया हो जिसम,ें केंद्रीय सरकार की राय म,ें नैजतक अधमता अंतर्निजहत ह;ै या (iii) िारीठरक या मानजसक रूप स े सिस्ट्य के रूप म ेंकाय ि करन ेम ें असमथ ि हो; या6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (iv) उसने ऐस े जित्तीय या अन्य जहत अर्िित कर जलए हों जिनस े सिस्ट्य के कायों पर प्रजतकूल प्रभाि पड़न े की संभािना हो; या (v) अपने पि का इस प्रकार िरुु पयोग दकया हो दक पि पर बन ेरहना लोक जहत के प्रजतकूल हो; या (vi) जनयंत्रणातीत कारणों के अलािा अथिा अध्यि की अनुमजत के जबना केंद्रीय पठरिि ्की लगातार तीन बैिकों म ें अनुपजस्ट्थत रहा हो। (3) केंद्रीय पठरिि ् म ें दकसी गरै -सरकारी सिस्ट्य के पित्याग, मृत्य,ु जनष्कासन या अन्यथा ठरजि उत्पन्न होन े पर उसे उसी श्रेणी स े नामांकन द्वारा भरा िाएगा जिसका ऐसे सिस्ट्य न े प्रजतजनजधत्ि दकया था; और नि-नामांदकत व्यजि उस अिजध के िेि भाग के जलए पि धारण करेगा, ठरजि न होने की जस्ट्थजत म ें जिस अिजध के जलए उस सिस्ट्य को, जिसके स्ट्थान पर उस े नामांदकत दकया गया ह ैपि धारण करना पड़ता।” 6. केंद्रीय पठरिि ् की बिै क और उसकी गणपर्ू त—ि (1) केंद्रीय पठरिि ् ििि म ें कम स े कम िो बार या जितनी बार आिश्यक समझे उससे अजधक बार, ऐसे स्ट्थान पर और ऐसे समय पर बैिक करेगी िैसा अध्यि द्वारा जनधािठरत दकया िाए: परंत ु केंद्रीय पठरिि ्की िो क्रमागत बैिकों के बीच छः महीन े स े अजधक का अंतर नहीं होगा। (2) अध्यि केंद्रीय पठरिि ्की प्रत्येक उस बैिक की अध्यिता करेगा/करेगी जिसम ें िह उपजस्ट्थत हो, और उसकी अनुपजस्ट्थजत म,ें केंद्रीय पठरिि ्के उपाध्यि अध्यिता करेंगे। (3) केंद्रीय पठरिि ्की बैिक के जलए गणपूर्त ि न्यूनतम सिस्ट्यों का एक-जतहाई होगी। 7. बिै कों की प्रदक्रया— (1) सिस्ट्य-सजचि केंद्रीय पठरिि ् की बैिक के जलए कम स े कम चौिह स्ट्पष्ट दिन की सूचना िगे ा, जिसम ें बैिक की तारीख, समय और स्ट्थान उजल्लजखत होगा। (2) यदि बैिक म ेंगणपूर्ति उपजस्ट्थत न हो, तो अध्यि बैिक को अन्य तारीख के जलए स्ट्थजगत कर सकता/सकती ह,ै और स्ट्थजगत बैिक म ें उपजस्ट्थत अध्यि तथा सिस्ट्य गणपूर्त ि जनधािठरत करेंगे। (3) केंद्रीय पठरिि ्की दकसी भी बैिक म ेंप्रस्ट्तुत एिेंड े की प्रत्यके मि का जनणिय उपजस्ट्थत और मतिान करने िाले सिस्ट्यों के बहुमत द्वारा दकया िाएगा और दकसी भी सिस्ट्य को प्रजतजनजध द्वारा मत िेने की अनुमजत नहीं होगी। (4) दकसी प्रस्ट्ताि या प्रश्न पर मतों की समानता की जस्ट्थजत म,ें अध्यि के पास जनणाियक मत होगा। (5) सिस्ट्य-सजचि, उस बैिक के अध्यि द्वारा जिजधित अनुमोदित कायििृत्त का पठरचालन करेगा। 8. केंद्रीय पठरिि ्के काय।ि -(1) केंद्रीय पठरिि ्जनम्नजलजखत कायों और कतिव्यों का पालन और जनििहन करेगी, अथाित:् - (क) एक केंद्रीय मूल्यांकन और जनगरानी प्रणाली स्ट्थाजपत करना; (ख) इस अजधजनयम के कायािन्ियन स े संबंजधत सभी मामलों पर केंद्रीय सरकार को परामि ििेना;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (ग) समय-समय पर जनगरानी और जिकायत जनिारण तंत्र की समीिा करना और आिश्यक सधु ारों की जसफाठरि करना; (घ) इस अजधजनयम के अंतगित बनाई गई योिनाओं के बारे म ेंिानकारी का यथासंभि व्यापक प्रसार करना; (ड़) इस अजधजनयम के कायािन्ियन की जनगरानी करना; (च) इस अजधजनयम के कायािन्ियन पर केंद्रीय सरकार द्वारा संसि के समि रख े िाने िाल े िार्ििक प्रजतिेिनों की तैयारी; (छ) केंद्रीय सरकार द्वारा सौंपा गया कोई अन्य कतिव्य या काय।ि (2) केंद्रीय पठरिि ्को इस अजधजनयम के अंतगित बनाई गई जिजभन्न योिनाओं का मूल्यांकन करने और उस प्रयोिन के जलए ग्रामीण अथिव्यिस्ट्था और योिनाओं के कायािन्ियन स े संबंजधत सांजययकी एकत्र करने या एकत्र कराने की िजि होगी। (3) केंद्रीय पठरिि,् ऐसे जनयंत्रण और जनििे ों के अध्यधीन, दिन-प्रजतदिन के कामकाि के जलए ऐसे जित्तीय और प्रिासजनक मामलों स े जनपटन े के जलए सिस्ट्य-सजचि को प्राजधकृत कर सकती ह।ै (4) केंद्रीय पठरिि ्अपन े लेखाओं और अन्य अजभलेखों के अनरु िण के जलए प्रणाली और प्रदक्रया जनधािठरत करेगी। (5) सिस्ट्य-सजचि, केंद्रीय पठरिि ् और कायिकारी सजमजत के कायििृत्त-अजभलेख और अन्य अजभलेखों की अजभरिा और अनुरिण के जलए उत्तरिायी होगा। 9. कायकि ारी सजमजत— (1) केंद्रीय पठरिि,् उस ेसौंपे गए कतव्यि ों के जनििहन और कायों के संपािन म ेंसहायता करन ेके जलए कायिकारी सजमजत नामक एक सजमजत का गिन करेगी। (2) कायकि ारी सजमजत उप-जनयम (1) के अंतगित गठित कायिकारी सजमजत म ें जनम्नजलजखत सिस्ट्य होंगे, नामतः:-- (i) भारत सरकार के ग्रामीण जिकास जिभाग के सजचि। अध्यि (ii) ग्रामीण जिकास मंत्रालय के जित्तीय सलाहकार; पंचायती राि मंत्रालय के सिस्ट्य; प्रजतजनजध और कायिकारी सजमजत के अध्यि द्वारा नाजमत राज्य सरकारों के सजचि स्ट्तर के िो सिस्ट्य। (iii) केंद्रीय पठरिि ् के अध्यि द्वारा नाजमत केंद्रीय पठरिि ् के चार गरै -सरकारी सिस्ट्य। सिस्ट्य। (3) केंद्रीय पठरिि ्के सिस्ट्य-सजचि, कायिकारी सजमजत के भी सिस्ट्य-सजचि होंगे। 10. कायकि ारी सजमजत के काय।ि — (1) केंद्रीय पठरिि ् के साधारण अधीिण और जनिेिों के अध्यधीन, कायिकारी सजमजत जनम्नजलजखत कतिव्यों और कायों का पालन करेगी, अथाित्:--8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) केंद्रीय पठरिि ्के जनणियों को प्रभािी बनाने के जलए किम उिाना; (ख) केंद्रीय पठरिि ्के प्रिासजनक और जित्तीय मामलों का प्रबंधन करना (ग) केंद्रीय पठरिि ्के मामलों के संबंध म ें व्यय को मंिूरी िेना; (घ) अजधजनयम के कायािन्ियन की गणु ित्ता म ेंसुधार के जलए तकनीकी सहायता और परामि िहते ु जििेिज्ञ समूहों की जनयुजि करना; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date on which copies of this notification as published in Official Gazette, are made available to the public; DRAFT RULES 1. Short title and commencement.— (1) These rules may be called The Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin): VB- G RAM G (विकवित भारत – जी राम जी) Central Gramin Rozgar Guarantee (Central Council) Rules, 2026 (2) They shall come into force from the date of their publication in the Official Gazette. 2. Definitions.— In these rules, unless the context otherwise requires,--- (a) “Act” means the "Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin): VB- G RAM G (विकवित भारत – जी राम जी) Act , 2025" (No. 36 of 2025); (b) “Central Council“ means Central Gramin Rozgar Guarantee Council constituted under sub- section (1) of section 12 of the Act; (c) “Chairperson” means the Chairperson of the Central Council; (d) “District Panchayat” means an institution, by whatever name called, of self-government, constituted under article 243B of the Constitution, for the rural areas at the district level, in accordance with provisions of Part IX of the Constitution; (e) “Executive Committee” means the Executive Committee of the Central Council constituted under sub-rule(1) of rule 9; (f) “Member- Secretary” means the Member- Secretary of the Central Council; (g) “Section” means a section of the Act; (h) “Scheme” means a scheme notified by a State Government under Sub- section(1) of section 3 of the Act; (i) “Technical Secretariat” means the Technical Secretariat of the Central Council; (j) All other words and expressions used herein and not defined, but defined in the Act of 2025 shall have the meanings respectively assigned to them in the Act of 2025. 3. The Central Council.— (1) Subject to the provision of sub- rule (2), the Central Council constituted under sub- section (1) of section 12 of the Act shall consist of the following, namely:— (a) Union Minister for Rural Development,……… Chairperson, ex officio; (b) Union Minister of State for Rural Development, ........Vice Chairperson, ex officio (c) (i) Secretary to the Government of India, Department of Rural Development, member ex officio; (ii) a nominee of the Ministry of Women and Child Development not below the rank of Joint Secretary to the Government of India ………member; (iii) a nominee of the Ministry of Agriculture and Farmers Welfare, not below the rank of Joint Secretary to the Government of India………member;10 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (iv) a nominee of the Ministry of Environment, Forest and Climate Change, not below the rank of Joint Secretary to the Government of India……….member; (v) a nominee of the Ministry of Statistics and Programme Implementation, not below the rank of Joint Secretary to the Government of India……..member; (vi) a nominee of the Ministry of Panchayat Raj not below the rank of Joint Secretary to the Government of India……….member; (vii) a nominee of the Ministry of Tribal Affairs not below the rank of Joint Secretary to the Government of India………member; (viii) a nominee of the Ministry of Social Justice and Empowerment, not below the rank of Joint Secretary to the Government of India………member; (ix) One representative of NITI Aayog not below the rank of advisor in NITI Aayog……..member; (x) One representative of the Ministry of Law and Justice not below the rank of Joint Secretary………member; (xi) One representative of the Ministry of Labour and Employment not below the rank of Joint Secretary………member; (xii) One representative of the Ministry of Jal Shakti, not below the rank of Joint Secretary………member. (d) six representatives of the Department of Rural development of the State Government, who shall not be below the rank of Secretary to the concerned State Government, to be nominated by the Central Government………..members; (e) fifteen members to be nominated by the Central Government from Panchayati Raj Institutions, organizations of workers and disadvantaged groups, of whom one third shall be women, and shall include; (i) Two representatives to be nominated by the Central Government from the Scheduled Caste and Other Backward Classes. One representative each from Scheduled Tribes, minorities and Persons with Disabilities; (ii) Chairpersons of four District Panchayat nominated by the Central Government by rotation for a period of two year at a time; (f) Eight members representing the States, to be nominated by the Central Government, of whom one shall be an expert in— (i) Water Security (ii) Rural Infrastructure (iii) Livelihood (iv) Disaster Risk Mitigation (v) Social audit; (vi) Wage employment; (vii) Information Technology; (viii) Law; (g) The officer in charge of the "Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin): VB- G RAM G (विकवित भारत – जी राम जी)"Act, 2025, not below the rank of Joint Secretary, Ministry of Rural Development…….. Member-Secretary[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 11 (2) Not less than one-third of the total number of non-official members of the Central Council shall be women. 4. Terms and conditions of appointment of Members.— (1) The Members representing the Ministries or Departments of the Government of India shall hold their offices as long as they are serving in their respective Ministries or Departments or until the concerned Ministry or Department nominates any other officer in their place. (2) The term of office of the official members representing the State Governments shall be for a period of two years (3) Every non-official member of the Central Council nominated under sub-clause (i) of clause (e) of sub- rule (1) of rule 3 shall hold office for a term of two years at a time, from the date of publication of his/her appointment in the Official Gazette. (4) The non-official members nominated under sub clause (i) of clause (e) and clause (f) of sub-rule (1) of rule 3 shall be eligible for re-nomination: Provided that no person referred to in this sub-rule and in sub-rule (3) shall hold office for more than four years in any case. (5) The non-official members nominated under clauses (d) and (e) of sub-rule (1) of Rule 3 shall be entitled to receive travelling allowance, daily allowance, and other allowance, if admissible, for attending the meetings of the Central Council or the Executive Committee, at such rate as may be decided by the Central Government. (6) The non-official members shall also be entitled to receive honorarium at such rate as may be decided by the Central Government, for the days of the meeting of the Central Council or its Executive Committee or any other official work for which they attend at the headquarters in New Delhi or at any other place on being invited by the Central Council. 5. Resignation, etc. of non-official members.— (1) Any non-official member may,— (a) at any time, resign his office by giving a written communication addressed to the Chairperson. (b) be removed from the office in case the member incurs any disqualification specified in sub-rule (2). (2) The Central Government may, remove from office a non-official member, if the member- (i) has been adjudged as an insolvent; or (ii) has been convicted of an offence which, in the opinion of the Central Government, involves moral turpitude; or (iii) has become physically or mentally incapable of acting as a member; or (iv) has acquired such financial or other interest as is likely to affect prejudicially the member’s function; or (v) has so abused member’s position as to render continuance in office prejudicial to the public interest; or (vi) remains absent for three consecutive meetings of the Central Council except for reasons beyond control or without permission of the Chairperson.12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (3) Any vacancy in the central Council arising from resignation, death, removal or otherwise of a non-official member shall be filled by nomination from the same category to which such member represented; and the person newly nominated shall hold office for the remainder of the term for which the Member in whose place he or she is nominated would have held office, had the vacancy not occurred. 6. Meeting of the Central Council and its quorum.— (1) The Central Council shall meet at least twice a year or more frequently as it may consider necessary, at such place and at such time, as may be decided by the Chairperson: Provided that not more than six months shall intervene between two consecutive meetings of the Central Council. (2) The Chairperson shall preside at every meeting of the Central Council at which he or she is present, and in his/her absence, the Vice Chairperson of the Central Council shall preside. (3) Not less than one-third of the members shall constitute the quorum for the meeting of the Central Council. 7. Procedure of the meetings.— (1) The Member-Secretary shall give at least fourteen clear days notice for the meeting of the Central Council, specifying therein the date, time and place of the meeting. (2) If the quorum in the meeting is not present, the Chairperson may adjourn the meeting to another date, and the Chairperson and the members present at the adjourned meeting shall constitute the quorum. (3) Every item of agenda brought before any meeting of the Central Council shall be decided upon by a majority of the members present and voting and no member shall be allowed to vote by proxy. (4) In the case of an equality of votes on any resolution or question, the Chairperson shall have a casting vote. (5) The Member –Secretary shall, circulate the minutes of that meeting duly approved by the Chairperson. 8. Functions of the Central Council.-(1) The Central Council shall perform and discharge the following functions and duties, namely:- (a) establish a central evaluation and monitoring system; (b) advise the Central Government on all matters concerning the implementation of this Act; (c) review the monitoring and redressal mechanism from time to time and recommend improvements required; (d) promote the widest possible dissemination of information about the Schemes made under this Act; (e) monitoring the implementation of this Act; (f) preparation of annual reports to be laid before Parliament by the Central Government on the implementation of this Act; (g) any other duty or function as may be assigned to it by the Central Government. (2) The Central Council shall have the power to undertake evaluation of the various Schemes made under this Act and for that purpose collect or cause to be collected statistics pertaining to the rural economy and the implementation of the Schemes. (3) The Central Council may, subject to such control and directions, authorise the Member-Secretary to deal with such financial and administrative matters for the day-to-day functioning.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 13 (4) The Central Council shall lay down the system and procedure for the maintenance of its accounts and other records. (5) The Member-Secretary shall be responsible for the custody and maintenance of the minutes book and other records of the Central Council and those of the Executive Committee. 9. Executive Committee.— (1) The Central Council shall constitute a Committee to be called the Executive Committee to assist it to discharge the duties and perform the functions assigned to it. (2) The Executive Committee constituted under sub-rule (1) shall consist of the following, namely:-- (i) Secretary to the Government of India, Department of Rural President Development. (ii) The Financial Advisor, Ministry of Rural Development; representative Members; of the Ministry of Panchayati Raj and two Members who are Secretaries of State Governments nominated by the Chairperson of the Executive Committee. (iii) Four non-official members of the Central Council to be nominated by Member. the Chairperson of the Central Council (3) The Member- Secretary of the Central Council shall be the Member- Secretary of the Executive Committee. 10. Functions of the Executive Committee.— (1) Subject to the general superintendence and directions of the Central Council, the Executive Committee shall perform the following duties and functions namely:-- (a) take steps to give effect to the decisions of the Central Council; (b) manage the administrative and financial affairs of the Central Council (c) sanction expenditure in connection with the affairs of the Central Council; (d) appoint expert groups for technical support and advice to improve the quality of implementations of the Act; (e) exercise such powers and perform such functions as may be entrusted to it by the Central Council. 11. Technical Secretariat.— (1) The Central Council and the Executive Committee shall be assisted by a Technical Secretariat, which may be established by the Central Government in accordance with these rules, to provide logistic and technical support for the implementation of the provision of the Act. (2) The Technical Secretariat shall be headed by the Member-Secretary, and persons of professional services enlisted on the basis of procedures, norms and terms decided by the Executive Committee. (3) The persons of professional services engaged for the Technical Secretariat shall pertain to services in functional areas specified in these rules. 12. Funds of the Central Council.— (1) The Central Council shall meet its expenses in connection with its affairs and the functions entrusted to it under the Act or these rules from the Administrative Expenses of "Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin): VB-G RAM G (विकवित भारत – जी राम जी ) Act, 2025 [ F.
