मसौिा जनयम
1. सजं िि िीिकि और प्रारंभ- (1) इन जनयमों को जिकजसत भारत—रोिगार और आिीजिका के जलए गारन् टी जमिन
(ग्रामीण): िीबी—िी राम िी (जिकजसत भारत—िी राम िी):, मििरू ी और बेरोिगारी भत्ता भुगतान पद्धजत जनयम-
2026 कहा िा सकता ह ै।
(2) य े जनयम आजधकाठरक रािपत्र म ें उनके प्रकािन की जतजथ स े लाग ू होंगे।
2. पठरभािा: (1) इस जनयम म,ें िब तक दक संिभि अन्यथा आिश्यकता न हो –
(क) “अजधजनयम” से जिकजसत भारत – रोज़गार और आिीजिका के जलए गारंटी जमिन (ग्रामीण) (जिकजसत भारत
– िी राम िी) अजधजनयम, 2025 (2025 का स.ं 36) अजभप्रते ह;ै
(ख) “कायिक्रम अजधकारी" का अथ ि अजधजनयम की धारा 18 की उप-धारा (1) के तहत जनयुि अजधकारी ह।ै
(ग) “राज्य" का अथि ह ैसंजिधान की पहली अनुसूची म ें जनर्िष्टि राज्य और इसम ें एक संघ राज्यित्रे िाजमल ह;ै तथा
(घ) यहााँ प्रयिु तथा पठरभाजित न दकए गए, दकन्त ु 2025 के अजधजनयम में पठरभाजित अन्य सभी िब्िों और
अजभव्यजियों के िही अथि होंगे, िो 2025 के अजधजनयम में क्रमिः उनके जलए जनयत दकए गए ह।ैं
3. मििरू ी और बरे ोिगारी भत्ता के भगु तान की पद्धजत (1) मििरू ी और बेरोिगारी भत्ता के सभी भुगतान लाभाथी के बकैं
या डाकघर खाते म ेंसीधे प्रत्यि लाभ अंतरण के माध्यम स े दकया िाएगा।
(2) इस तरह के भुगतान नकिरजहत तरीके स े दकए िाएंगे, और नकि म ें दकसी भी भुगतान की अनुमजत नहीं िी िाएगी।
बिते दक, असाधारण पठरजस्ट्थजतयों म,ें केंद्रीय सरकार, आिेि द्वारा, इस उप-धारा (2) के प्रािधानों स ेछूट ि ेसकती ह।ै
(3) सभी मििरू ी भगु तान केंद्र प्रायोजित योिना रुपरेखा के तहत केंद्रीय सरकार द्वारा जनधािठरत मौिूिा जनजध-प्रिाह तंत्र
के अनरूु प दकया िाएगा।
(4) बेरोिगारी भत्तों के जलए राज्य द्वारा सभी भगु तान केंद्रीय सरकार द्वारा जनधािठरत मौिूिा जनजध-प्रिाह तंत्र के अनरूु प
दकया िाएगा।
(5) सभी भुगतानों को योिना के जनर्ििष्ट प्रबंधन सूचना प्रणाली या समय-समय पर केंद्रीय सरकार द्वारा जनर्िष्टि दकए िान े
िाले ऐसे अन्य जडजिटल प्लेटफॉमि के माध्यम स ेइलेक्ट्रॉजनक रूप स े संसाजधत दकया िाएगा।
(6) ििता और पारिर्ििता सुजनजश्चत करने के उद्दश्े य स,े भगु तान आधार भुगतान जिि जसस्ट्टम (एपीबीएस) या ऐसे अन्य
आधार-आधाठरत या िैकजल्पक प्रमाणीकरण तंत्र के माध्यम स े दकया िाएगा, िैसा दक लागू कानून के अधीन, केंद्रीय

(7) भगु तान आिेिों की गणना, सृिन और संसाजधत योिना की जडजिटल प्रणाजलयों के माध्यम स े दकया िाएगा।
(8) राज्य सरकार यह सुजनजश्चत करेगी दक इस तरह के सभी भुगतान जनर्िष्टि प्रबंधन सूचना प्रणाली म ें जिजधित ििि दकए
िाएं।
(9) इस धारा म ें दकसी बात के होते हुए भी, केंद्रीय सरकार असाधारण पठरजस्ट्थजतयों म,ें आिेि द्वारा, इस धारा के दकसी
भी प्रािधान म ें ढील ि े सकती ह ैया छूट प्रिान कर सकती ह।ै

New Delhi, the 22nd May, 2026
G.S.R. 402(E).—Draft of rules proposed to be made by the Central Government, in exercise of the powers
conferred by sub-section (1) of section 33 read with clause (m) of sub-section (2) of section 33, and sub-section (4) of
section 23 of the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin): VB – G RAM G (जिकजसत
भारत - िी राम िी) Act, 2025 (36 of 2025), on or after the date of coming into force of the Act, are hereby published
for the information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall
be taken into consideration after the expiry of a period of thirty days from the date on which copies of this
notification as published in Official Gazette, are made available to the public;
Objections or suggestions, if any, may be addressed, within the stipulated period from the date of publication of this
notification, to Shri Deepak Kumar, Under Secretary, Department of Rural Development, 2nd Floor, Kartavya
Bhawan–3, New Delhi – 110001, or may be sent through e-mail at suggestion-vbgramg@gov.in
The objections or suggestions, which may be received from any person with respect to the said draft rules before the
expiry of the aforesaid period shall be considered by the Central Government.
DRAFT RULES
1. Short title and commencement.-(1) These rules may be called the Viksit Bharat - Guarantee for Rozgar and
Ajeevika Mission (GRAMIN): VB – G RAM G (जिकजसत भारत - िी राम िी), manner of Payment of Wages and
Unemployment Allowance Rules-2026.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Definitions: (1) In this rule, unless the context otherwise requires-
(a) “Act” means the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (GRAMIN): VB – G RAM
G (जिकजसत भारत - िी राम िी) Act, 2025 (36 of 2025);
(b) “Programme Officer” means an officer appointed under sub-section (1) of section 18 of the Act;
(c) “State” means a State specified in the First Schedule to the Constitution and includes a Union territory;

(d) All other words and expressions used herein and not defined, but defined in the Act of 2025 shall have the
meanings respectively assigned to them in the Act of 2025.
3. Manner of payment of wages and unemployment allowance.- (1) All payments of wages and unemployment
allowance shall be made through Direct Benefit Transfer directly into the bank or post office account of the
beneficiary.
(2) Such payments shall be made in a cashless manner, and no payment in cash shall be permitted. Provided that, in
extraordinary circumstances, the Central Government may, by order, exempt from the provisions of this sub-section
(2).
(3) All wage payments shall be made in conformity with the extant fund-flow mechanism under the Centrally
Sponsored Scheme framework, as determined by the Central Government.
(4) All payments towards unemployment allowances shall be made by the State in conformity with the extant fund-
flow mechanism, as determined by the Central Government.
(5) All payments shall be processed electronically through the designated Management Information System of the
Scheme or such other digital platform as may be specified by the Central Government from time to time.
(6) For the purpose of ensuring efficiency and transparency, payments shall be effected through the Aadhaar Payment
Bridge System (APBS) or such other Aadhaar-based or alternative authentication mechanisms as may be determined
by the Central Government, subject to applicable law.
(7) The calculation, generation and processing of payment orders shall be carried out through the digital systems of
the Scheme.
(8) The State Government shall ensure that all such payments are duly recorded in the designated Management
Information System.
(9) Notwithstanding anything contained in this section, the Central Government may, in extraordinary circumstances,
by order, relax or exempt any provision of this section.
