3. साथ ही, उक्त अजधजनयम की धारा 4 की उप-धारा (3) द्वारा प्रित िजक्तयों का प्रयोग करते हुए उप-राज्यपाल सहर्ा
उपरोक्त नाजमत प्राजधकाठरयों को जलजखत म ें यह घोर्णा हस्ट्ताक्षठरत करने का अजधकार प्रिान करते ह ैं दक उनके द्वारा दकसी व्यजक्त
को उनके अजधकार क्षत्रे म ेंदकसी क्षत्रे के जलए जवजधवत रूप स ेिनगणना अजधकारी जनयुक्त दकया गया ह।ै
4. िनगणना अजधजनयम 1948, की धारा 11 के प्रावधानों के अनुसार, कोई िनगणना अजधकारी अथवा कोई ऐसा व्यजक्त
जिसकी सहायता िनगणना के संचालन म ें कानूनी तौर पर आवश्यक हो और वह इस अजधजनयम अथवा इसके अधीन दकसी जनयम
के तहत उस े आवंठटत काय ा करने स े इंकार करता ह,ै अथवा कोई भी व्यजक्त िो दकसी अन्य व्यजक्त को इस प्रकार का कोई भी काया
करने स े रोकता ह ै या बाधा डालता ह,ै एक हिार रूपए तक िुमााना के िडं का भागी होगा तथा सज़ा की जस्ट्थजत म ें कारावास के
िडं का भागी होगा िो तीन वर्ों तक बढ़ाई िा सकती ह।ै

Delhi, 9 January, 2026
F. 36(146)/Census/Div. Comm/2025/949. — In exercise of the power conferred by sub-section(2) of section 4 of
the Census Act, 1948 (37 of 1948), read with Government of India, Ministry of Home Affairs notification No. 2/1/60-Judl.II,
dated 20th April, 1960 the Lieutenant Governor, NCT of Delhi is pleased to appoint the Officers mentioned in Column (2) of
the Schedule below as Census-officers with the designation shown against each in Column(3) and thereof, to take, or aid in,
or supervise the taking of , the Census of India 2027 within their respective area of jurisdiction mentioned against each in

2. In exercise of the power conferred by sub-section (4) of section 4 of the said Act, the Lieutenant Governor is further
pleased to delegate to the Officers noted at Column (2) of the above Table the powers of appointing Census-Officers within
their respective jurisdictions.
3. Further, in exercise of the power under sub-section (3) of the Section 4 of the said Act, the Lieutenant Governor is
also pleased to authorize the authorities named above to sign a declaration in writing that any person has been duly appointed
a Census Officer by him for any area under their respective jurisdictions.
4. As per the provisions of Section 11 of the Census Act 1948, any Census-Officer or any person lawfully required to
give assistance towards the taking of census and who refuses to perform any duty allotted to him/her under this Act or any
rule made thereunder, or any person who hinders or obstructs another person in performing any such duty, shall be punishable
with fine up to one thousand rupees and in case of a conviction shall also be punishable with imprisonment which may extend
to three years.
