L.-33004/99 सी.जी.-डी.एल.-अ.-16092025-266182 xxxGIDHxxx CG-DL-E-16092025-266182 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 589] नई दिल्ली, सोमिार, जसतम्ब र 15, 2025/भाद्र 24, 1947 No. 589] NEW DELHI, MONDAY, SEPTEMBER 15, 2025/BHADRA 24, 1947 कोयला मत्रं ालय अजधसचू ना नई दिल्ली, 11 जसतम्बर, 2025 सा.का.जन. 633(अ).—राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करत े हुए, कोयला मंत्रालय, कोयला जनयंत्रक सगं ठन म ें ज्यष्ठे खान सिेक्षक के पि पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाते ह,ैं अर्ाात:- 1. संजक्षप्त नाम और प्रारंभ- (1) इन जनयमों का संजक्षप्त नाम कोयला मंत्रालय, कोयला जनयंत्रक संगठन, ज्येष्ठ खान सिेक्षक (समूह ‘ख’ पि) भती जनयम, 2025 ह।ै (2) य ेरािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. पि की संख्या, िगीकरण और िेतन मैट्ररक्स में स्ट्तर – उि पि की संख्या, उसका िगीकरण और उससे संलग्न िेतन मैट्ररक्स में स्ट्तर िह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्िष्टा ह।ै 3. भती की पद्धजत, आय-ु सीमा, अहता ाएं आदि- उि पि पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उनस े संबंजधत अन्य बात ें िे होंगी, िो उि अनसु ूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिजनर्िष्टा ह।ैं 4. जनरहता ा – (1) िह व्यजि - (क) जिसने ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया ह ै या जििाह की संजििा की ह;ै या 6114 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) जिसने अपन ेपजत या अपनी पत्नी के िीजित रहते हुए, दकसी व्यजि से जििाह दकया ह,ै या जििाह की संजििा की ह;ै उि पि पर जनयुजि के जलए पात्र नहीं होगा: परंत ु यदि केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह, ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार हैं, तो िह दकसी व्यजि को इस जनयम के प्रितान से छूट ि ेसकेगी। 5. जिजर्ल करन े की िजि – िहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग स े परामि ा करके, इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिग ाके व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 6. व्यािृजत्त - इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूिा सैजनकों और अन्य जििेष प्रिग ा के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम। पि की संख्या। िगीकरण। िते न मट्रै रक्स म ेंस्ट्तर। चयन पि या अचयन पि। (1) (2) (3) (4) (5) ज्येष्ठ खान सिेक्षक। 07*(2025) साधारण केन्द्रीय िेतन मैट्ररक्स में स्ट्तर- चयन। सिे ा, समूह ‘ख’, *कायाभार के 7 (44900-142400 रु.)। रािपजत्रत, आधार पर पट्ररितान दकया िा अननुसजचिीय। सकता ह।ै सीधी भती दकए िान े सीधी भती दकए सीधी भती दकए िान े पट्ररिीक्षा की अिजध, यदि भती की पद्धजतिः भती सीधी होगी िाल ेव्यजियों के जलए िान ेिाल े िाल ेव्यजियों के जलए या प्रोन्नजत द्वारा या कोई हो। आय-ु सीमा। व्यजियों के जलए जिजहत आय ुऔर िजै क्षक प्रजतजनयजु ि/आमले न द्वारा और अपजे क्षत िजै क्षक अहता ाएं प्रोन्नत व्यजियों जिजभन्न पद्धजतयों द्वारा भरी िान े और अन्य की ििा म ेंलाग ूहोगी िाली ट्ररजियों की प्रजतितता। अहता ाएं। या नहीं। (6) (7) (8) (9) (10) लागू नही होता। लागू नही होता। लागू नहीं होता। प्रोन्नत व्यजियों के जलए प्रोन्नजत द्वारा जिसके न हो सकने िो िषा। पर प्रजतजनयुजि द्वारा जिसके अंतगात अल्पकाजलक संजििा भी ह।ै प्रोन्नजत या प्रजतजनयजु ि/आमले न द्वारा भती की ििा में, िे श्रजे णया ंजिनस ेप्रोन्नजत या प्रजतजनयजुि/आमले न दकया िाएगा। (11) प्रोन्नजत: िेतन मैट्ररक्स के िेतन स्ट्तर-5 (29200-92300 रु.) में कोयला जनयंत्रक के कायाालय में ऐसे खान सिेक्षक जिन्होंने ग्यारह िषा की जनयजमत सेिा की ह ैऔर केंद्रीय सरकार द्वारा जिजहत कायाक्षेत्र में िो सप्ताह का प्रजिक्षण सफलतापूिाक पूरा दकया हो।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 ट्रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहका या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िब दक िे उसके द्वारा की गई ऐसी अहका या पात्रता सेिा, अपेजक्षत अहका या पात्रता सेिा के आधे से अजधक या िो िषा, इनमें से िो भी कम हो, कम न हो और अपने ऐसे कजनष्ठ व्यजियों सजहत जिन्होंने ऐसी अहका या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा अिजध सफलतापूिाक पूरी कर ली हो। प्रजतजनयजु ि (जिसके अतं गता अल्पकाजलक सजं ििा भी ह)ै : केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासनों या कानूनी या स्ट्िािासी संगठन या पजललक सेक्टर उपक्रम या मान्यता प्राप्त अनुसंधान संस्ट्र्ान के अजधकारीिः- (क) (i) िो मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण दकए हुए हों; या (ii) जिन्होंने मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर – 6 (35400-112400 रु.) या समतुल्य में जनयजमत आधार पर जनयुजि के पश्चात् उस श्रेणी में पाचं िषा की सेिा की हो; और (ख) िो जनम्नजलजखत िैजक्षक अहता ाएं और अनुभि रखते हों अर्ाात्: (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या बोडा या संस्ट्र्ान से सिेक्षण, खनन या जसजिल इंिीजनयररंग में तीन िषा का जडप्लोमा; या खान सुरक्षा महाजनििे ालय से सिेक्षक का सक्षमता प्रमाण पत्र; और (ii) मान्यता प्राप्त संस्ट्र्ान से खानों के सिेक्षण क्षेत्र में पांच िषा का अनुभि। ट्रटप्पण 1: पोषक प्रिगा के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के जलए पात्र नहीं होंगे। ट्रटप्पण 2: प्रजतजनयुजि जिसके अंतगात अल्पकाजलक संजििा भी है, की अिजध, जिसके अंतगात केन्द्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयजु ि की अिजध ह ै सांधारणयता 3 िषा से अजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयुजि (जिसके अंतगात अल्पकाजलक संजििा भी ह)ै द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राप्त होने की अंजतम तारीख को 56 िषा से अजधक नहीं होगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] यदि जिभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना। भती करन ेम ेंदकन पट्ररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स ेपरामि ादकया िाएगा (12) (13) समहू 'ख' जिभागीय प्रोन्नजत सजमजत समहू 'ख' जिभागीय पजु ष्ट सजमजत संघ लोक सेिा आयोग से परामिा करना आिश्यक नहीं है। (प्रोन्नजत के सबं ंध म ेंजिचार करन ेके (प्रोन्नजत की पजु ष्ट के सबं ंध म ेंजिचार जलए) जिसम ेंजनम्नजलजखत सजम्मजलत करन ेके जलए) जिसम ेंजनम्नजलजखत हैं:- सजम्मजलत ह:ैं- 1. जनििे क, कोयला जनयंत्रक संगठन 1. जनििे क, कोयला जनयंत्रक संगठन - अध्यक्ष; Short title and commencement. — (1) These rules may be called the Ministry of Coal, the Coal Controller’s Organisation, Senior Mines Surveyor (Group ‘B’ post), Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. — The number of said the post, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification. — No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the ex-servicemen and other special category of persons in accordance with the orders issued by the Central Government from time to time in this regard. Promotion: Mines Surveyor in the office of the Coal Controller with eleven years of regular service in level 5 (Rs.29200 – 92300) in the pay matrix and having successfully completed two weeks training in area of work prescribed by the Central Government. Note: Where juniors who have completed theirs’ qualifying or eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation (including short term contract): Officers of the Central Government or State Government or Union territory administration or statutory or autonomous organisation or public sector undertaking or recognised research institute - (a) (i) holding analogous posts on a regular basis in the parent cadre or Department; or (ii) with five years’ service in the grade rendered after appointment thereto on a regular basis in level 6 (Rs. 35400-112400) in the pay matrix or equivalent in the parent cadre or Department; and6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (b) possessing the following educational qualification and experience namely:- (i) three year’s diploma in surveying, mining or Civil Engineering from a recognised university or board or institute; or Surveyors Certificate of competency from Directorate General of Mines Safety; and (ii) five years’ experience in the field of surveying in mines from a recognised institute. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation (including short term contract) including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The maximum age-limit for appointment by deputation (including short term contract) shall be not exceeding fifty-six years as on the closing date of receipt of the applications.
