No. 11(56)/Admn/LJ&LA/18/8180—In exercise of the powers conferred by the proviso to article 309 of the Constitution read with Government of India, Ministry of Home Affair’s Notification GSR 840 dated 13th July, 1959, the Lieutenant Governor, National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of “STAFF CAR DRIVER (GRADE-I)” in the Law, Justice and Legislative Affairs Department, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement – (i) These rules may be called “Staff Car Driver (Grade-I)” Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of Posts, classification and Level in the Pay Matrix – The number of post, its classification and Level in the Pay Matrix shall be specified in columns (2) to (4) of the Schedule attached with these rules. 3. Method of recruitment, age limit and other qualification, etc.. – The method of recruitment to the said post, age limit, qualification and other matter relating thereto shall be as specified in columns (5) to (13) of the said Schedule.4 DELHI GAZETTE : EXTRAORDINARY PART IV] 4. Disqualifications – No person, - (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post; Provided that the Government may, if satisfied, that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other ground for doing so, exempt any person from the operation of this regulation. 5. Power to relax – Where the Government is of the opinion that if necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, may relax any of the provisions of this rule with respect of any class or category of persons. 6. Saving – Nothing in these rules shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard. Note: Where juniors who have completed their qualifying / eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service, or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service. Deputation: Officers of the Central Government/ State Government or[PART IV DELHI GAZETTE : EXTRAORDINARY 5 Union Territories: (a) (i) Holding analogous post on a regular basis in the parent cadre or department Or (ii)with 05 years service rendered after appointment to the post on regular basis in the pay level-4 (25500-81100) or equivalent in the parent cadre or department And (b) (i) Possession of a valid driving license for motor cars. (ii)Knowledge of Motor mechanism (The candidate should be able to remove minor defects in vehicle) (iii)Experience of driving a motor car for at least 3 years; and (iv)Pass in 10th Standard; and Have Passed the trade test, specified by the Government.
