No. 11(35)/Admn/LJ&LA/18/8178.—In exercise of the powers conferred by the proviso to article 309 of the Constitution read with Government of India, Ministry of Home Affair’s Notification GSR 840 dated 13th July, 1959, the Lieutenant Governor, National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of “STAFF CAR DRIVER (ORDINARY GRADE)” in the Law, Justice and Legislative Affairs Department, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement – (i) These rules may be called “Staff Car Driver (Ordinary Grade)” Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of Posts, classification and Level in the Pay Matrix – The number of post, its classification and Level in the Pay Matrix shall be specified in columns (2) to (4) of the Schedule attached with these rules. 3. Method of recruitment, age limit and other qualification, etc.. – The method of recruitment to the said post, age limit, qualification and other matter relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualifications – No person, - (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post; Provided that the Government may, if satisfied, that such marriage is permissible under the personnel law applicable to such person and the other party to the marriage and that there are other ground for doing so, exempt any person from the operation of this regulation. 5. Power to relax – Where the Government is of the opinion that if necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, may relax any of the provisions of this rule with respect of any class or category of persons. 6. Saving – Nothing in these rules shall affect reservations, relaxation of age limit and other concession required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard. SCHEDULE 1. Name of the post STAFF CAR DRIVER (ORDINARY GRADE) 2 No. of post 01* (2023) *Subject to variation dependent on workload 3 Classification General Central Service Group “C” Non- Gazetted, Non Ministerial 4 Pay Band and Grade pay/ Pay Scale Level-2, Rs. 19900-63200 in the Pay Matrix 5 Whether Selection post or non Selection Not applicable post 6 Age limit for direct recruits 18-25 year* (Relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government.) Note: The crucial date for determining the age limit shall be as advertised by DSSSB/Competent Authority.[PART IV DELHI GAZETTE : EXTRAORDINARY 5 *In the case of post being filled up by All-India Open Competition, the age limit would be between 18 years and 27 Years. 7. Educational and other qualifications Essential: required for direct recruits (i) Pass in 10th standard (ii) Possession of a valid driving license for motor cars; (iii)Knowledge of motor mechanism (The candidate should be able to remove minor-defects in vehicle); (iv)Experience of driving a motor car for at least 3 years Desirable: Three years’ service as Home Guard/Civil Volunteers. Note 1: The qualifications are relaxable at the discretion of the competent authority in the case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is relaxable at the discretion of the competent authority in the case of candidates belonging to the Scheduled Castes or Scheduled Tribes if at any stage of selection, the competent authority is of the opinion that the sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them. 8 Whether age and educational Not Applicable qualifications prescribed for direct recruits will apply in the case of promotes 9 Period of probation, if any Two Years for Direct Recruits 10 Method of recruitment whether by direct Deputation/absorption failing which by Direct Recruitment recruitment /promotion / deputation / absorption and percentage of the vacancies to be filled by various methods 11 In case of recruitment by promotion / Deputation/absorption deputation / absorption grades from (a)(i) Holding analogous post on a regular basis in the parent which promotion / deputation / cadre or department absorption to be made or Or (ii) From amongst Group ‘C’ employees in level-1 (18000- 56900) in pay matrix with three years of regular service in the office where vacancy arises failing which from Group C employees in Level-1 (18000-56900) in pay matrix with three years of regular service in Central Government / State Government / UT territories and on the basis of a driving test to assess the competence to drive motor cars. and and (b) Possessing the following qualification and experience as prescribed in Column No.7. Note-1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/Department of the Central Government shall ordinarily not exceed three years.
