No.220 भाग IV PART IV राष्ट्रीय रािधानी राज्य क्षत्रे दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI अर्.थ एव ं साजं ययकी जनिेिालय अजधसचू ना दिल्ली, 13 जसतम्बर, 2023 फा.स.ं 1/18/2018/अ.स.जन./स्ट्र्ा./2724.—भारत के संजवधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और डीओपीटी ओ.एम. नंबर AB-14017/10/2014-Estt (RR) (3104937) दिनांक 04.07.2014 के अनुसार तर्ा अर्थ. एवं सांजययकी जनिेिालय में ग्रुप-सी के पि के जलए समय-समय पर िारी दकए गए जपछले सभी भती जनयमों के अजधक्रमन में, राष्ट्रीय रािधानी क्षेत्र दिल्ली की सरकार के उपराज्यपाल द्वारा अर्थ. एवं सांजययकी जनिेिालय, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार में स्ट्टाफ कार चालक (साधारण ग्रडे ) के पि की भती पद्धजत को जवजनयजमत करने के जलए जनम्नजलजित जनयम बनातें ह,ैं अर्ाथत ्:— 1. सजं क्षप्त िीर्कथ और प्रारंभ:– (i) इन जनयमों को अर्.थ और सांजययकी जनिेिालय, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार, स्ट्टाफ कार चालक (साधारण ग्रडे ) भती जनयमावली 2023 कहा िाएगा । (ii) ये जनयम िासकीय रािपत्र में अपन ेप्रकािन की जतजर् स ेलाग ूहोंगें । 5887 DG/2023 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 2. पिों की सयं या, उनका वगीकरण तर्ा वते न मट्रै रक्स म ें स्ट्तर:- उि पिों की संयया, उनका वगीकरण तर्ा वेतन मैट्ररक्स में स्ट्तर इन जनयमों के सार् सलं ग्न अनुसूची के कॉलम 2 स े 4 स्ट्टाफ कार चालक (साधारण ग्रडे ) म ें यर्ाजवजनर्िथष्ट होंगें। 3. भती पद्धजत, आय-ु सीमा, योग्यताय ें इत्यादि:- उि पि की भती पद्धजत, आय-ु सीमा, योग्यताए ं एव ं इससे सम्बजधधत अधय मामले उि अनुसूची के कॉलम 5 स े13 स्ट्टाफ कार चालक (साधारण ग्रडे ) म ेंयर्ाजवजनर्िथष्ट होंगें। 4. अयोग्यता:- ऐसा कोई भी व्यजि, (क) िो दकसी व्यजि के िीजवत पजत/पत्नी के होत े हुए जववाह करता ह ैया जववाह का अनुबंध करता ह;ै या (ि) िो एक िीजवत पजत/पत्नी के होते हुए दकसी व्यजि से जववाह कर चुका ह ैया अनुबंध कर चुका है; उि पि पर जनयुजि का पात्र नहीं होगा। ितथ यह ह ै दक यदि सरकार सतं ुष्ट ह ै दक ऐसा जववाह ऐसे व्यजि एवं जववाह के अधय पक्षकार पर लागू व्यजिगत कानून के अंतगत थ अनुमत ह ै और इस बात से संतष्टु हो िान े पर दक ऐसा करन े के जलए जविेर् आधार ह/ै ह ैं दकसी उम्मीिवार को इस जनयम के प्रवतथन की छूट िी िा सकेगी। 5. जिजर्ल करन े की िजि :- िहां सरकार का यह मत हो दक ऐसा करना आवश्यक अर्वा समीचीन है, तो आिेि द्वारा तर्ा कारणों को जलजित में अजभलेिबद्ध करते हुए व्यजियों के दकसी वगथ या श्रेणी के सम्बधध में इन जनयमों के उपबंधो में से दकसी को भी जिजर्ल कर सकेंगें । 6. बचाव :- इन जनयमों दक दकसी भी बात का सरकार द्वारा इस संबंध में समय- समय पर िारी दकए गए आििे ों के अनुसार अनुसजू चत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूवथ सैजनक, अधय जपछडे वग थ तर्ा अधय जविेर् वगों के व्यजियों के जलए उपबजधधत दकए िान े के जलए आरक्षण अपेजक्षत आय ु - सीमा म ें छूट और अधय ट्ररयायतों पर कोई प्रभाव नहीं पडगे ा। अनसु चू ी 1. पि नाम स्ट्टाफ कार चालक (साधारण ग्रेड) 2. पिों की संयया 02* (2023) * इसमें पट्ररवतथन कायथभार पर जनभथर है| 3. वगीकरण सामाधय केंद्रीय सेवा समूह-'सी', अरािपजत्रत, गैर-मंत्रालयी 4. वेतन मैट्ररक्स में स्ट्तर पे मैट्ररक्स लेवल -2 (19900-63200/- रुपये) 5. चयन पि है या गैर चयन पि लागू नहीं 6. सीधी भती के जलए आयु सीमा 18-25 वर्थ* (केंद्र सरकार द्वारा िारी जनिेिों या आिेिों के अनुसार जवभागीय उम्मीिवार के जलए 40 वर्थ तक की छूट) नोट : आयु सीमा जनधाथरण हते ु अंजतम जतजर् डी.एस.एस.एस.बी./सक्षम प्राजधकारी द्वारा जवज्ञाजपत होगी। *अजिल भारतीय िुली प्रजतयोजगता द्वारा भरे िाने वाले पि के मामले में, आयु सीमा 18 वर्थ से 27 वर्थ होगी । 7. सीधी भती के जलए आवश्यक िैजक्षक और अधय आवश्यक: योग्यताएं। 1. 10वीं कक्षा में उत्तीणथ। 2. मोटर कार के जलए वैध ड्राइववंग लाइसेंस धारी । 3. मोटर मैकेजनज्म का ज्ञान (उम्मीिवार को वाहन में मामूली िराबी को िरू करने में सक्षम होना चाजहए)। 4. मोटर कार चलाने का कम से कम 3 वर्थ का अनुभव। वाछं नीय: 1. होम गाडथ/जसजवल वालंट्रटयसथ के रूप में 3 वर्थ की सेवा। नोट-1: अधयर्ा सुयोग्य उम्मीिवारों के मामले में सक्षम प्राजधकारी के जववेक पर योग्यता में छूट िी िा सकती है।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 नोट-2: अनसु ूजचत िाजत या अनसु ूजचत िनिाजत के उम्मीिवारों के मामले में सक्षम प्राजधकारी के जववेक पर अनुभव के संबंध में योग्यता में छूट िी िा सकती है यदि चयन के दकसी भी स्ट्तर पर सक्षम प्राजधकारी की राय है दक उम्मीिवारों की पयाथप्त संयया अपेजक्षत अनुभव रिने वाले इन समुिायों से उनके जलए आरजक्षत ट्ररजि को भरने के जलए उपलब्ध होने की संभावना नहीं ह।ै 8. क्या सीधी भती के जलए जनधाथट्ररत आयु और लागू नहीं िैजक्षक योग्यता पिोन्नजतयों के मामले में लागू होगी। 9. पट्ररवीक्षा की अवजध, यदि कोई हो िो वर्थ सीधी भती के मामले में 10. भती की जवजध; सीधी भती द्वारा या पिोन्नजत प्रजतजनयुजि/समावेि द्वारा (100%) इसके असफल होने पर सीधी भती द्वारा या प्रजतजनयजु ि/समावेि द्वारा और द्वारा जवजभन्न तरीकों से भरी िाने वाली ट्ररजियों का प्रजतित। 11. पिोन्नजत/प्रजतजनयजु ि/समावेि द्वारा भती के प्रजतजनयजु ि/ समाविे : मामले में, ग्रेड जिनसे पिोन्नजत/प्रजतजनयुजि/ (ए) (i) मूल संवगथ या जवभाग म ें जनयजमत आधार पर अनुरूप पि धारण समावेि दकया िाना चाजहए। दकया हो या (ii) कायाथलय के ग्रुप-'सी' पे मैट्ररक्स में लेवल-1 (18000-56900/-) कमथचारी जिसने तीन साल की जनयजमत सेवा की हो तर्ा िहां ट्ररजि उत्पन्न होती ह,ै इसके असफल होने पर केंद्र सरकार/राज्य सरकार/संघ राज्य क्षेत्रों के ग्रुप-'सी' पे मैट्ररक्स में लेवल-1 (18000-56900/-) कमथचारी जिसने तीन साल की जनयजमत सेवा की हो तर्ा सार् ही मोटर कार चलाने की क्षमता का आकलन करने के जलए ड्राइववंग टेस्ट्ट के आधार पर। और (बी) कॉलम संयया 7 में जनधाथट्ररत योग्यता और अनुभव रिने वालेl नोट 1: केंद्र सरकार/राज्य सरकार/संघ िाजसत प्रिेिों के समान या दकसी अधय संगठन/जवभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अधय पूवथ- संवगथ पि पर प्रजतजनयुजि की अवजध सजहत प्रजतजनयुजि की अवजध आमतौर पर तीन वर्थ से अजधक नहीं होगी। नोट 2: प्रजतजनयजु ि/समावेि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आवेिन प्राप्त करने की अंजतम जतजर् को 56 वर्थ से अजधक नहीं होनी चाजहए। 12. यदि डीपीसी मौिूि ह,ै तो इसकी संरचना समहू -'सी' जवभागीय पिोन्नजत सजमजत स्ट्र्ायीकरण पर जवचार करन ेहते ु: • प्रधान सजचव / सजचव (श्रम) – अध्यक्ष • जवभाग प्रमुि (डीईएस) - सिस्ट्य • उप सजचव (सेवाएं) - सिस्ट्य नोट: जवभागीय पिोन्नजत सजमजत का वट्ररष्ठतम सिस्ट्य स्ट्र्ायीकरण पर जवचार करने के जलये जवभागीय पिोन्नजत सजमजत का अजधसूजचत अध्यक्ष जवभागीय पिोन्नजत सजमजत के दकसी अधय सिस्ट्य से कजनष्ठ होने की जस्ट्र्जत में अध्यक्ष के रूप में कायथ करेगा। 13. जिन पट्ररजस्ट्र्जतयों में भती को लागू करने में लागू नहीं यूपीएससी से परामिथ दकया िाना चाजहए राष्ट्रीय रािधानी क्षेत्र दिल्ली के उपराज्यपाल के आिेि से और उनके नाम पर, िान-ए-आलम, संयुि जनिेिक (प्रिासन) / कायाथलय प्रमुि4 DELHI GAZETTE : EXTRAORDINARY PART IV] DIRECTORATE OF ECONOMICS AND STATISTICS NOTIFICATION Delhi, the 13th September, 2023 F.No. 1/18/2018/DES/Estt/2724.—In exercise of the powers conferred by provision to Article 309 of the Constitution of India and in accordance with DoPT O.M. No. AB-14017/10/2014-Estt (RR)(3104937) dated 04.07.2014 and in supersession of all previous recruitment rules issued time to time for the post of Group-'C', in the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, the Lt. Governor, National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of 'Staff Car Driver (Ordinary Grade)' in Directorate of Economics & Statistics, Government of National Capital Territory of Delhi as following namely:— 1. Short title and Commencement:- (i) These rules may be called the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, 'Staff Car Driver (Ordinary Grade), Recruitment Rules 2023. (ii) These rules shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, its classification and Pay Level in the Pay matrix:- The number of said posts, its classification and Pay matrix attached shall be as specified in columns 2 to 4 'Staff Car Driver (Ordinary Grade) of the Schedule annexed to these rules. 3. Method of Recruitment, Age Limit, Qualification etc.:- The method of recruitment, age limit qualifications and other matters relating to the said post shall be specified in columns 5 to 13 'Staff Car Driver (Ordinary Grade) of the said Schedule. 4. Disqualifications:- No Person, (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation. 5. Power to relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may by, order, for reasons to be recorded in writing, may relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving:–Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard. SCHEDULE 1 Name of the Post Staff Car Driver (Ordinary Grade) 2 Number of Post 02* (2023) *subject to variation dependent on workload 3 Classification General Central Service Group-'C', Non- Gazetted, Non-Ministerial 4 Level in the Pay Matrix Level-2 (Rs.19900-63200/-) of the Pay Matrix 5 Whether Selection or non selection Not Applicable post. 6 Age limit for Direct Recruits 18-25* years (Relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government). Note: The crucial date for determining the age limit shall be as advertised by DSSSB/Competent Authority. *In case of post being filled up by All-India Open Competition, the age limit would be between 18 years and 27 years. 7 Educational & other qualification Essential: required for direct recruits 1. Pass in 10th Standard. 2. Possession of a Valid Driving License for Motor Cars.[PART IV DELHI GAZETTE : EXTRAORDINARY 5 3. Knowledge of Motor mechanism (The Candidate should be able to remove minor-defects in Vehicle). 4. Experience of Driving a Motor Car for at least 3 years. Desirable: 1. 3 years' service as Home Guard/ Civil Volunteers. Note-1: Qualification are relaxable at the discretion of the Competent Authority in the case of Candidates otherwise well qualified.. Note-2: The qualification(s) regarding experience is relaxable at the discretion of the Competent Authority in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them. 8 Whether age & educational Not Applicable qualification prescribed for direct recruits will apply in the case of Promotees. 9 Period of Probation, if any 02 Years for Direct Recruits. 10 Method of Recruitment whether by Deputation/absorption (100%) failing which by direct recruitment. Direct Recruitment or by Promotion or by Deputation/Absorption & % of the posts to be filled by various methods 11 In case of Recruitment by Promotion / Deputation/Absorption: Deputation/ Absorption, grades from (a) (i) Holding analogous post on a regular basis in the parent cadre or department which Promotion/Deputation/ Or Absorption to be made. (ii) From amongst Group-'C' employees in Level-1 (18000-56900/-) in Pay Matrix with three years of regular service in the office where vacancy arises failing which from Group-'C' employees in Level-1 (18000-56900/-) in Pay Matrix with three years of regular service in Central Government/State Government/UTs and on the basis of a driving test to assess the competence to drive motor cars. and (b) Possessing the qualification and experience as prescribed in Column No.7 Note 1: The period of deputation including the period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organisation/Department of the Central Government/State Government/UTs shall ordinarily not exceed three years. Note 2: The maximum age limit for appointment by deputation/absorption shall be Not Exceeding 56 years as on the closing date of receipt of applications. 12 If a DPC exists, what is its Group-‘C’ Departmental Promotion Committee for considering composition confirmation: 1. Principal Secretary/Secretary (Labour) - Chairperson 2. Head of the Department (DES) - Member 3.
