Whereas the Directorate vide DGS Order No. 12 of 2020 dated 22.04.2020

issued Standard Operating Procedures / Protocols (SOP) for controlled crew
change at lndian Ports.
2. And whereas, vide the said DGS Order, a facility was provided on DGS website
for generation of e-pass for the seafarer and one driver for inter and intra state
movement of seafarers signing on and signing off at lndian ports on receipt of
details of the seafarer, vehicle and driver for the proposed travel and uploading
on DGS website "e-pass for seafarers" link.
And whereas, the e-pass facility was also extended for foreign seafarers

repatriating from Alang, Gujarat and from lndian ports vide SoPs issued vide
DGS Order No. 14 of 2O2O dated 07.06.2020 and DGS Order No' 21 of 2020
dated ZO.O7.ZO2O respectively. The facility was also extended for foreign
seafarers Signing-On in lndian ports vide DGS Order No. 5 of 2021 dated
25.01.2021.
4. And whereas, as per the latest guidelines for Surveillance, Containment and
Caution issued by Ministry of Home Affairs, Gol vide Order No. 40-3/2020-DM-
l(A) dated 27tn January,2121'.-"There shall be no restriction on inter'State and
intra-State movement of persons and goods including fhose for cross land-border

trade under Treaties with neighbouring countries. No separate permission
approval / e-permit witl be required for such movements'"
5. Now therefore, in accordance with the aforesaid MHA Order dated 27 .01.2021,
there will be no requirement of issuance of e-pass as detailed in DGS Order No.
12 of 2O2O dated 22.04.2020, DGS Order No. 14 of 2020 dated 07.06.2020, DGS
Order No. 21 of 2O2O dated 20.07.2020 and DGS Order No. 5 of 2021 dated
25.01.2021.
