इस अजधसूचना से सलं ग्न अनुसूची के स्ट्तंभ (3) की तत्सस्ट्थानी प्रजिजि में जिजनर्ििि ह ै और िो उक्त अनुसूची के स्ट्तंभ (2) की तत्सस्ट्थानी प्रजिजि म ें यथा जिजनर्ििि यथाजस्ट्थजत टैररफ मि, उप-िीषि, िीषि या अध्याय, के अधीन आता ह,ै के जिजनमािण में लग ेरजिस्ट्रीकृत व्यजक्त द्वारा पालन की िाने िाली जनम्नजलजित जििेष प्रदिया को अजधसूजचत करती ह ैअथाित:् - 1. पकै कंग मिीनों के ब्यौरे.– (1) इस अजधसूचना की अनुसूची म ें उजल्लजित िस्ट्तओंु के जिजनमािण म ें लग े सभी रजिस्ट्रीकृत व्यजक्त, इस अजधसूचना के प्रभािी होने के तीस दििस के भीतर, इलेक्ट्रॉजनक रूप स े सामान्य पोटिल पर, प्ररूप िीएसटी एसआरएम-I म अनुसूची म ें उजल्लजित िस्ट्तुओं के जिजनमािण का आिय रिता ह,ै और जिस े इस अजधसूचना के िारी होने के पश्चात ् रजिस्ट्रीकरण प्रिान दकया गया ह,ै ऐस े रजिस्ट्रीकरण की मंिूरी के पंद्रह दििस के भीतर, इलेक्ट्रॉजनक रूप स े सामान्य पोटिल पर, प्ररूप िीएसटी एसआरएम-I म ें पैकेिों को भरने और पैक करने के जलए उपयोग की िाने िाली पैककंग मिीनों के ब्यौरे प्रस्ट्तुत करेगा । (3) उक्त रजिस्ट्रीकृत व्यजक्त द्वारा कारबार के रजिस्ट्रीकृत स्ट्थान पर सस्ट्ं थाजपत की िा रही दकसी भी अजतररक्त भरण और पैककंग मिीन के ब्यौरे, ऐसे सस्ट्ं थापन के चौबीस घंटे के भीतर इलेक्ट्रॉजनक रूप स े सामान्य पोटिल पर प्ररूप िीएसटी एसआरएम-I की सारणी 6 के भाग (ि) म ें प्रस्ट्तुत दकए िाऐंगे । (4) यदि मिीनों की घोजषत क्षमता म ें कोई पररितनि दकया िाना ह,ै तो उसे उक्त रजिस्ट्रीकृत व्यजक्त द्वारा ऐस े पररितिन के चौबीस घंटे के भीतर इलेक्ट्रॉजनक रूप से सामान्य पोटिल पर प्ररूप िीएसटी एसआरएम-I की सारणी 6क म ें प्रस्ट्तुत दकया िाएगा । (5) प्ररूप िीएसटी एसआरएम-1 म ें ऐसे ब्यौरे प्रस्ट्तुत करन े पर, प्रत्सयेक मिीन के जलए एक जिजिि रजिस्ट्रीकरण संख्या िजनत की िाएगी, जिसके ब्यौरे रजिस्ट्रीकृत व्यजक्त द्वारा सामान्य पोटिल पर प्रस्ट्ततु दकए गए ह ैं। (6) यदि उक्त रजिस्ट्रीकृत व्यजक्त न े अपनी जिजनमािण इकाई या अपनी मिीनों की उत्सपािन क्षमता दकसी अन्य सरकारी जिभाग या दकसी अन्य अजभकरण या सगं ठन को प्रस्ट्ततु या घोजषत की ह,ै तो ऐसी घोषणा िाजिल करन े या प्रस्ट्तुत करन े के पंद्रह दििस के भीतर उसे उक्त रजिस्ट्रीकृत व्यजक्त द्वारा सामान्य पोटिल पर प्ररूप िीएसटी एसआरएम-I की सारणी 7 म ेंप्रस्ट्तुत दकया िाएगा: परंत ु िहां उक्त रजिस्ट्रीकृत व्यजक्त ने इस अजधसूचना के िारी होने स े पहले दकसी अन्य सरकारी जिभाग या दकसी अन्य अजभकरण या संगठन को अपनी जिजनमािण इकाई या उसकी मिीनों की उत्सपािन क्षमता प्रस्ट्तुत या घोजषत की ह,ै िहा ं रजिस्ट्रीकृत व्यजक्त द्वारा यथाजस्ट्थजत, जिजनमािण इकाई या मिीन के संबंध म ें ऐसा निीनतम प्रमाण पत्र, उक्त अजधसूचना के िारी होन े के तीस दििस के भीतर, सामान्य पोटिल पर प्ररूप िीएसटी एसआरएम-I की सारणी 7 म ें प्रस्ट्तुत दकया िाएगा। (7) कारबार के रजिस्ट्रीकृत स्ट्थान स े जनपटान की गई दकसी भी जिद्यमान भरण और पैककंग मिीन के ब्यौरे, उक्त रजिस्ट्रीकृत व्यजक्त द्वारा ऐसे जनपटान के सामान्य चौबीस घंटे के भीतर प्ररूप िीएसटी एसआरएम-I की सारणी 8 म ें इलेक्ट्रॉजनक रूप स ेसामान्य पोटिल पर प्रस्ट्ततु दकए िाऐंगे । 2. जििषे माजसक जििरण.-- रजिस्ट्रीकृत व्यजक्त प्रत्सयेक मास के जलए सामान्य पोटिल पर, ऐसे मास के आगामी मास के िसि ें दिन या उससे पहले प्ररूप िीएसटी एसआरएम-II म ेंइलक्ट्े रॉजनक रूप स ेजििेष जििरण प्रस्ट्तुत करेगा । 3. चाटिड ि इंिीजनयर का प्रमाण पत्र.-- (1) करिाता को इस अजधसूचना के पैरा 1 के अनुसार, प्ररूप िीएसटी एसआरएम-I की सारणी 6 म,ें उसके द्वारा घोजषत मिीनों के संबंध म ें चाटिडि इंिीजनयर प्ररूप िीएसटी एसआरएम-III का प्रमाण पत्र अपलोड करना होगा । (2) यदि दकसी मिीन के ब्यौरे तत्सपश्चात् संिोजधत दकए िाते ह,ैं तो ऐसी मिीन के संबंध म ें नया प्रमाणपत्र अपलोड दकया िाएगा। 4. यह अजधसूचना 1 अप्रैल, 2024 स े (1975 का51 ) की पहली अनुसूची म ें यथा जिजनर्ििि, कोई टैररफ मि , िीषिक , उपिीषकि और अध्याय अजभप्रते ह ै । (2) उक्त सीमा िुल्क अजधजनयम, 1975 की पहली अनसु ूची के जनििचन जनयम, जिसके अंतगति पहली अनुसूची की जसस्ट्टम ऑफ नोमेनक्ट्लेचर (iii) एमआरपी :अजधकतम िुिरा मूल्य (iv) केडब्ल्यूएच :प्रजतघंटा दकलो िॉट (v) पैककंग टाइप :पाउच, जिप्पर आदि । 2. सारणी 6: मौिूिा मिीनों का जििरण भाग-क म ें प्रिान दकया िाना चाजहए और उसके बाि िोडी गई नई मिीनों का जििरण भाग-ि म ें प्रिान दकया िाना चाजहए। प्रिान की िान े िाली िानकारी का स्ट्तंभ िार जििरण नीच े िी गई सारणी म ें दिया गया ह: ै स्ट्तभं स.ं जििरण (2). मिीन का जनमािण, यदि उपलब्ध हो, यह प्रिान दकया िाना चाजहए दक यह अधि-स्ट्िचाजलत ह ैया स्ट्िचाजलत। (3). मिीन की मॉडल संख्या का उल्लेि करें, यदि उपलब्ध हो। (4). प्रिान की िाने िाली मिीन के जनमािता का नाम। (5). मिीन नंबर प्रिान दकया िाना ह।ै (6). आपूर्तिकताि द्वारा िारी दकए गए चालान या उसके बिले में दकसी अन्य िस्ट्तािेि पर उजल्लजित िय की तारीि प्रिान की िानी ह।ै (7). उस स्ट्थान का पता िहां मिीन स्ट्थाजपत की गई है, उसे प्ररूप िीएसटी आरईिी-01 में जिजनमािता द्वारा प्रिान दकए गए कारबार के स्ट्थानों के जििरण के आधार पर उसके जलए प्रिान दकए गए ड्रॉप डाउन से चुना िाना ह।ै (8). प्रिान की िाने िाली मिीन से िुडे रैक की संख्या। (9). पैकेि का ििन जिसे मिीन द्वारा पैक दकया िा सकता ह ै (ग्राम म)ें यहां घोजषत दकया िाना ह।ै रजिस्ट्रीकृत व्यजक्त प्रत्सयेक मिीन के जलए उसी की कई प्रजिजियााँ ििि कर सकता ह।ै (10). प्रत्सयेक रैक की पैककंग क्षमता उन पैकेिों की संख्या के संिभि में प्रिान की िानी चाजहए जिन्ह ें स्ट्तंभ 9 में घोजषत[PART IV DELHI GAZETTE : EXTRAORDINARY 7 पैकेि के जििेष ििन के जलए प्रजत घंटे उक्त रैक पर मिीन द्वारा पैक दकया िा सकता ह।ै (11). पैकेि के जिजनर्ििि ििन के जलए मिीन की कुल पैककंग क्षमता जिसे पैक दकया िा सकता है, की गणना पध्िजत द्वारा स्ट्तंभ 8,9 और 10 में प्रिान की गई िानकारी के आधार पर की िाएगी। (12). केडब्ल्यूएच में प्रिान की िाने िाली मिीन की जबिली िपत क्षमता। (13). जिजिि रजिस्ट्रीकरण संख्या प्ररूप फाइल करने के पश्चात् मिीन को पध्िजत द्वारा िनरेट दकया िाएगा। जिजिि संख्या की संरचना िीएसटीआईएन के पश्चात् तीन अंक होंगे। (14). क्ट्या मिीन काम कर रही ह ैया स्ट्टैंडबाय है। तिनुसार, ड्रॉप डाउन मेनू से हां या नहीं का चयन दकया िाएगा। 3. सारणी 6क : सारणी 6 म ें पहले स े प्रिान की गई या उसके पश्चात् संिोजधत मिीन के जििरण म ें संिोधन प्रिान दकया िाना ह।ै सारणी 6 के स्ट्तंभ 12 म ें पध्िजत द्वारा सौंपी गई मिीन की रजिस्ट्रीकरण संख्या िि ि करने के पश्चात,् मिीन का अन्य जििरण ऑटो-पॉपलु ेट होगा। िहां भी आिश्यक हो, इसे संपादित दकया िा सकता ह।ै चाटिडि इंिीजनयर का प्रमाण पत्र उन मिीनों के जलए भी अपलोड दकया िाएगा जिनके जििरण म ें संिोधन दकया गया ह ै यदि पहले अपलोड दकए गए प्रमाण पत्र म ें दिए गए जििरण में कोई बिलाि होता ह ै और अपलोड दकए गए िस्ट्तािेिों का जििरण सारणी 10 म ें दिया िाना चाजहए। मिीन के दकसी भी जििरण म ें ऐसा कोई भी पररितिन, जिसम ें उसकी काय ि जस्ट्थजत िाजमल ह,ै जिसे संिोजधत करने की आिश्यकता ह,ै को रजिस्ट्रीकृत व्यजक्त द्वारा दकए गए उक्त पररितिन के चौबीस घंटे के भीतर सूजचत दकया िाना ह।ै 4. सारणी 7: अन्य जिभाग को प्रस्ट्तुत मिीनों की सूचना का जििरण प्रिान दकया िाना ह।ै प्रजिजियां करन े के बाि िस्ट्तािेिों को पीडीएफ रूपजिधान म ें अपलोड दकया िाना चाजहए और अपलोड दकए गए िस्ट्तािेिों का जििरण सारणी 10 म ें दिया िाना चाजहए। 5. सारणी 8: जनपटाई गई) आपूर्ति की गई/अनुपयोगी (मिीनों का जििरण प्रिान दकया िाएगा। पध्िजत द्वारा मिीन को सौंपे गए रजिस्ट्रीकरण नंबर को ििि करने के पश्चात,् अन्य जििरण ऑटो-पॉपलु ेट होंगे। जनपटान की तारीि और इसके जलए कारण प्रिान दकया िाना ह।ै 6. सारणी 9: इस सारणी म ें प्रिान दकए िान े िाल े ब्ांडों का जििरण, पैककंग प्रकार, एचएसएन और जिजनर्मित उत्सपािों का जििरण। यदि इस ताजलका म ें पहल े स े िी गई िानकारी म ें कोई पररितिन होता ह,ै तो जििरण को तिनुसार सिं ोजधत करने की आिश्यकता ह।ै 7. सारणी 10: अपलोड दकए गए िस्ट्तािेिों की सूची : • चाटिड ि इंिीजनयर का एकल प्रमाण पत्र मिीनों के जििरण िि िकरन े के पश्चात ्प्ररूप िीएसटी एसआरएम-III के अनुसार प्रारूप म ेंसभी मिीनों के जलए पीडीएफ प्रारूप म ेंअपलोड दकया िाना ह।ै • चाटिडि इंिीजनयर का प्रमाण पत्र, प्ररूप िीएसटी एसआरएम- III के अनुसार रूपजिधान म,ें उन मिीनों के जलए भी अपलोड दकया िाएगा Details of Packing Machines.– (1) All the registered persons engaged in manufacturing of the goods mentioned in Schedule to this notification shall furnish the details of packing machines being used for filling and packing of packages in FORM GST SRM-I, electronically on the common portal,within thirty days of coming into effect of this notification. (2) Any person intending to manufacture goods as mentioned in the Schedule to this notification, and who has been granted registration after the issuance of this notification, shall furnish the details of packing machines being used for filling and packing of packages in FORM GST SRM-I on the common portal, within fifteen days of grant of such registration. (3) The details of any additional filling and packing machine being installed at the registered place of business shall be furnished, electronically on the common portal, by the said registered person within twenty four hours of such installation in PART (B) of Table 6 of FORM GST SRM-I. (4) If any change is to be made in the declared capacity of the machines, the same shall be furnished, electronically on the common portal, by the said registered person within twenty four hours of such change in Table 6A of FORM GST SRM-I. (5) Upon furnishing of such details in FORM GST SRM-I, a unique registration number shall be generated for each machine, the details of which have been furnished by the registered person, on the common portal. (6) In case, the said registered person has submitted or declared the production capacity of his manufacturing unit or his machines, to any other government department or any other agency or organisation, the same shall be furnished by the said registered person in Table 7 of FORM GST SRM-I on the common portal, within fifteen days of filing such declaration or submission: Provided that where the said registered person has submitted or declared the production capacity of his manufacturing unit or his machines, to any other government department or any other agency or organisation, before the issuance of this notification, the latest such certificate in respect of the manufacturing unit or the machines, as the case may be, shall be furnished by the said registered person in Table 7 of FORM GST SRM-I on the common portal, within thirty days of issuance of this notification. (7) The details of any existing filling and packing machine disposed of from the registered place of business shall be furnished, electronically on the common portal, by the said registered person within twenty four hours of such disposal in Table 8 of FORM GST SRM-I. 2. Special Monthly Statement.– The registered person shall submit a special statement for each month in FORM GST SRM-II, electronically on the common portal, on or before the tenth day of the month succeeding such month. 3. Certificate of Chartered Engineer.– (1) The taxpayer shall upload a certificate of Chartered Engineer FORM GST SRM-III in respect of machines declared by him, as per para 1 of this notification, in Table 6 of FORM GST SRM-I. (2) If details of any machine are amended subsequently, then fresh certificate in respect of such machine shall be uploaded. 4. Electricity consumption capacity of the machine to be provided in KWH. (13). Unique registration no. of the machine would be generated by System after filing the form. Structure of the unique no. will be GSTIN followed by three digits. (14). Whether the machine is working or is at standby. Accordingly, Y or N to be selected from the drop down menu. 3. Table 6A: Amendment to the details of the machine already provided in Table 6 or amended thereafter to be provided. After entering registration number of the machine assigned by the System in column 12 of Table 6 , other details of the machine would be auto-populated. The same can be edited wherever required. Certificate of chartered engineer shall also be uploaded for the machines whose details have been amended if the particulars given in the certificate uploaded earlier undergoes any change and the details of the documents uploaded should be given in Table 10. Any such change in any of the details of the machine including its working status which needs to be amended, has to be communicated within twenty four hours of the said change carried out by the registered person. 4. Table 7: Details of the intimation of the machines furnished to other department have to be provided. Documents should be uploaded in pdf format after making entries and the details of the documents uploaded should be given in Table 10. 5. Table 8: Details of the machines disposed of (supplied /condemned) shall be provided. After entering registration number assigned to the machine by the System, other details would be auto-populated. Total value in MRP of the packages packed during the tax period will be computed by System based on the information provided in col. 6&7. 4. Table 10: Power consumption during the month to be reported. Initial reading of the electricity meter in the beginning of the month to be reported for the first month. From the next month onwards, the final reading reported at the end of previous month will become initial reading of the month. Reading of DG set used, if any should also be reported separately. For reporting the reading of more than one electricity meter or DG set, separate rows to be used. Also, electricity meter reading is to be given of the main meter of the manufacturing unit in case separate meter for machines is not available. Solar power mentioned at PART C pertains to only that generated through batteries not integrated with the grid. 5. Table 11.
