STATUS OF TRIBAL WELFARE SCHEMES

Union Minister of State for Tribal Affairs Shri Durgadas Uikey informed Lok Sabha that government is
implementing Development Action Plan for Scheduled Tribes (DAPST) as a strategy for the
development of Scheduled Tribes and areas having tribal concentration in the country including Rohtas
and Kaimur districts of Bihar. Besides Ministry of Tribal Affairs, 41 Ministries/Departments are
allocating certain percentage of their total scheme budget every year for tribal development under
DAPST to bridge the developmental gap between Scheduled Tribes (STs) and non-ST populations and
for various tribal development projects relating to education, health, agriculture, irrigation, roads,
housing, electrification, employment generation, skill development, etc. Schemes along-with funds
allocated by the obligated Ministries/Departments for the welfare of Scheduled Tribes are given at
Statement 10B of Expenditure Profile of Union Budget document in the link:

State Governments are also supposed to earmark TSP funds with respect to the total Scheme allocation,
in proportion to ST population (Census 2011) in the State. The details of allocation and expenditure for
TSP by States/UTs out of their own funds are available at https://statetsp.tribal.gov.in.
The state wise details of funds allocated/released, utilised and number of beneficiaries under various
schemes during 2013-14 to 2025-26 by the Ministry is given at Annexure I.
As per information received from State Government of Bihar, the funds sanctioned and utilised under
various schemes is as below:

The Ministry has proposed continuation of scholarship schemes for next EFC cycle from 2026-27 to
2030-31. The decision on revision in their guidelines will depend upon the approval of the EFC by
Department of Expenditure, Ministry of Finance and the Cabinet.
The Union Government has taken several steps to ensure strict implementation of scheme guidelines and
to create awareness among Scheduled Tribe (ST) communities about various tribal development
schemes. Regular monitoring and review of schemes is undertaken in coordination with States/UTs, and
nodal officers have been designated in concerned Ministries/Departments to facilitate effective
implementation and reporting. The Ministry of Tribal Affairs (MoTA) maintains continuous engagement
with obligated Ministries/Departments to ensure proper implementation of tribal development initiatives.
For effective monitoring of allocations under the Development Action Plan for Scheduled Tribes
(DAPST), scheme/programme-wise allocations by Ministries/Departments are reflected in Statement
10B of the Union Budget, which provides ministry-wise allocations for the welfare of Scheduled Tribes.
Further, Statement 10BB and Statement 10BBB provide dedicated information on allocations for PM-
JANMAN and DhartiAabaJanjatiya Gram Utkarsh Abhiyan (DAJGUA) respectively. To ensure proper
accounting and non-diversion of funds, allocations under DAPST are reflected by
Ministries/Departments under the minor head ‘796’ in their Detailed Demands for Grants.An online monitoring system (https://stcmis.gov.in) has been developed by MoTA for tracking DAPST
funds. The system captures data directly from the Public Finance Management System (PFMS) and
enables real-time monitoring of expenditure vis-à-vis allocations by different Ministries/Departments. In
addition, interactive dashboards on the PM Gati Shakti portal provide ministry-wise and intervention-
wise progress monitoring using real-time data, enabling targeted planning and gap analysis for
Particularly Vulnerable Tribal Groups (PVTGs).
To create awareness and strengthen grassroots implementation, large-scale Information, Education and
Communication (IEC) campaigns, service delivery camps, Gram Sabha meetings and community
outreach programmes are organized. Initiatives such as the DhartiAabaJanjatiya Gram Utkarsh Abhiyan
(DAJGUA) and the DhartiAabaJanbhagidari Abhiyan focus on last-mile service delivery and awareness
through camps and community engagement across tribal areas. Capacity-building programmes such as
Adi Karmyogi are also being implemented to train officials and stakeholders involved in tribal
development programmes and to improve service delivery at the grassroots level.
The Ministry has undertaken two missions for development of STs through convergence of funds
available with different Ministries/Departments under DAPST namely - Pradhan Mantri Janjati Adivasi
NyayMaha Abhiyan (PM JANMAN) and DhartiAabaJanjatiya Gram Utkarsh Abhiyaan.
PM JANMAN: Government launched Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM
JANMAN) for socio-economic development of 75 PVTG communities residing in 18 states and one UT.
The mission aims to provide basic facilities such as safe housing, clean drinking water and improved
access to education, health and nutrition, road and telecom connectivity, electrification of unelectrified
households and sustainable livelihood opportunities in 3 years. These objectives are planned to be met
through 11 interventions including Hostels and Mobile Medical Units (MMUs) implemented by 9-line
Ministries. PM JANMAN has total budgetary outlay of Rs.24,104 Cr (Central share: ₹15336 Cr and
State share: ₹8768 Cr).
DhartiAabaJanjatiya Gram Utkarsh Abhiyan (DAJGUA) :Hon'ble PM launched
DhartiAabaJanjatiya Gram Utkarsh Abhiyan (DAJGUA) on 2nd October, 2024. The Abhiyan comprises
of 25 interventions implemented by 17-line Ministries and aims to saturate infrastructural gaps in 63,843
villages, improve access to health, education, Anganwadi facilities and providing livelihood
opportunities etc benefiting more than 5 crore tribals in 549 districts and 2,911 blocks in 30 States/UTs
in 5 years. The Abhiyan has total budgetary outlay of Rs.79,156 Cr (Central share: ₹56,333 Cr and State
share: ₹22,823 Cr).
