STRENGTHENING DIGITAL PANCHAYAT
GOVERNANCE THROUGH EGRAMSWARAJ

The Ministry of Panchayati Raj is implementing the e-Panchayat Mission Mode Project (MMP) under the
Rashtriya Gram Swaraj Abhiyan (RGSA) with the objective of strengthening transparency, efficiency, and
accountability in the functioning of Panchayati Raj Institutions (PRIs) through digital enablement across
all States. The eGramSwaraj application has been integrated with various digital governance platforms to
enhance planning, financial management and service delivery in Panchayati Raj Institutions. The major
integrations are as follows:
Public Financial Management System (PFMS): For online fund management, accounting and end-to-
end digital payments to vendors and beneficiaries.
Government e-Marketplace (GeM): To facilitate procurement of goods and services by Panchayati Raj
Institutions in a transparent and efficient manner.
BSNL: To enable panchayat to apply for new internet connection and bill payment of BharatNet
connection through eGramSwaraj.
BHASHINI: To provide multilingual and AI-enabled language translation and voice-based services for
improved accessibility of the platform.
India Meteorological Department (IMD): To provide weather-related information for supporting local
planning and decision-making by Panchayati Raj Institutions.
These integrations have been made available through the eGramSwaraj platform for all States and
expected to benefit all Gram Panchayats across the country using the eGramSwaraj platform.
Further, the Ministry of Panchayati Raj launched SabhaSaar, an AI-enabled voice-to-text meeting
summarisation tool, that enables structured capture and summarisation of Gram Sabha proceedings and
supports monitoring of key parameters such as frequency and type of Gram Sabha meetings and
participation. The platform captures agenda-wise discussions, decisions, and participation details, and the
generated minutes are made available to Panchayat functionaries for review, validation and final
acceptance. SabhaSaar has been made available to all States/UTs.
During the FY 2025–26, out of a total of 2,58,725 Gram Panchayats and equivalent across the States,
2,55,251 (98.65%) of them have uploaded their Gram Panchayat Development Plans (GPDPs) on e-Gram
Swaraj and 2,45,839 Gram Panchayats and equivalents (95%) have made payments amounting to ₹57,337
crore through the e-GramSwaraj–PFMS interface. Further a total of 1,35,956 Gram Panchayats and
equivalent have used the SabhaSaar tool for automated meeting summarization and over 3,57,020 minutes
of the meeting have been processed across States/UTs.
These initiatives are expected to enhance transparency through digital workflows and real-time
monitoring, improve accountability by ensuring standardized planning and financial management
processes, facilitate evidence-based decision-making through dashboards and reports, reduce manualintervention, and promote ease of governance by providing an integrated digital platform for planning,
accounting, monitoring, and implementation of Panchayat activities.
