उपखंड (ii) के प्रावधानों के अनुसरण म ें केन् र सरकार ाारा प्राजधकृत पत्तन, पोत पररवहन और िलमाग ग मंत्रालय एतद्द्वारा
अजधसूजचत करता ह ै दक, कोचीन जिपयाडग जलजमटेड को अपने पररसर में प्रवेि करने वाल े जनवाजसयों के “हा”ं या “न”
जवकल्प प्रमाणीकरण का उपयोग करत े हुए पहचान के जलए स्ट् वैजक क आधार पर आधार प्रमाणीकरण सुजवधा संपाददत
करने की अनुमजत ह।ै
2. कोचीन जिपयाडग जलजमटेड आधार प्रमाणीकरण के उपयोग के संबंध में केन् र सरकार ाारा जनधागररत ददिा-जनदेिों का
अनुपालन करेगा जिसमें जनम्न जलजखत िाजमल ह:ै-
I. उक्त अजधजनयम की धारा 29 के संबंध में प्रमाणीकरण के उद्देश् य से जनवासी ाारा सूजचत अनुमजत प्राप् त की
िाएगी। जिस उद्देश् य के जलए आधार सं् या और उससे संबंजधत सूचना मांगी िा रही ह,ै स्ट् पष्ट रूप से जनवासी
को संप्रेजित की िाएगी। आधार सं् या को एकजत्रत, संग्रजहत और उपयोग करने के तरीके का जववरण स्ट्प ष्ट रूप
से जनवाजसयों को संप्रेजित दकया िाएगा;
II. उक्त अजधजनयम और उसके तहत बनाए गए आधार (अजधप्रमाणन एव ं ऑफ-लाईन सत् यापन) जवजनयम, 2021
के अनुसरण म ेंएकसेप् िन हडड िंलग से संबंजधत प्रावधानों को अजनवाय ग रूप स े कायगजन्वत दकया िाएगा;

III. आधार आधाररत प्रमाणीकरण के जवफल हो िान े पर जनवाजसयों को कोई भी सेवा अथवा लाभ से वंजचत नहीं
दकया िाएगा;
IV. जनवाजसयों को पहचान अथवा सत् यापन के वैकजल्पक तंत्र के बारे में सूजचत दकया िाएगा क्य ोंदक आधार
प्रमाणीकरण का तुरंत उपयोग करने की अनुमजत केवल स्ट् वैजक क आधार पर होगी;
V. जसस्ट् टम में कहीं भी आधार सं्य ा प्रदर्भित नहीं की िाएगी और िब कभी आवश् यक हो आधार सं् या के केवल
अंजतम चार अंक ही प्रदर्भित दकए िाएंगे।
VI. आधार सं् या धारक की पूवग अनुमजत के जबना, पहचान संबंधी सूचना बताई नहीं िाएगी; और
VII. कोचीन जिपयाडग जलजमटेड ाारा पंिीकृत अथवा सत् याजपत प्रचालक ाारा केवल सहायक मोड अथवा जनयंजत्रत
वातावरण में जहताजधकाररयों का बायोमैररक प्रमाणीकरण दकया िाएगा;

NOTIFICATION
New Delhi, the 29th January, 2023
S.O. 2372(E).—In pursuance of the provisions of sub-clause (ii) of clause (b) of sub-section (4) of section 4
of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016)
(hereinafter referred to as “the said Act”) read with rule 5 of the Aadhaar Authentication for Good Governance (Social
Welfare, Innovation, Knowledge) Rules, 2020, the Ministry of Port, Shipping and Waterways having been authorised
by the Central Government, hereby notifies that, Cochin Shipyard Limited is allowed to perform Aadhaar
authentication facility, on voluntary basis, for identification using “Yes” or “No” option authentication of residents
entering its premises.
2. Cochin Shipyard Limited shall adhere to the guidelines as laid down by the Central Government with respect to
use of Aadhaar authentication, including the followed, namely:-
i. the informed consent of the resident shall be obtained for the purpose of authentication in terms of section
29 of the said Act. The purpose for which the Aadhaar number and related information is being sought shall
be communicated clearly to the resident. The manner in which the Aadhaar number will be collected, stored
and used shall be clearly communicated to the residents;
ii. provisions related to exception-handling shall be implemented strictly in accordance with the said Act and
the Aadhaar (Authentication and offline verification) Regulations, 2021 made thereunder;
iii. there shall be no denial of any service or benefit to residents on account of failure of Aadhaar based
authentication;
iv. the residents shall be informed of alternate mechanism of identification or verification as the instant usage
of Aadhaar authentication is permitted purely on voluntary basis;
v. there shall not be display of Aadhaar number anywhere in the system and wherever required only last four
digits of Aadhaar number shall be displayed;
vi. the identity information shall not be disclosed further without the prior consent of the Aadhaar number
holder; and
vii. biometric authentication of beneficiaries shall be performed only in assisted mode or controlled
environment by the operator registered or verified by Cochin Shipyard Limited;
