और यतः, पहचान स्ट्िाजपत करने के जलए आधार संख्या का प्रयोग, व्यजक्तयों को आसानी से और जनबाटध रूप स े सहाजयकी, प्रसुजिधाएं और सेिाएं प्राप्त करन े म ें समिट बनाता है, पहचान स्ट्िाजपत करने के जलए बहुजिध िस्ट्तािेिों की आिश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल बनाता ह ैतिा पारिर्िटता और िक्षता को बढािा िेता है;

और यतः, इलेक्ट्रॉजनक्ट्स और सूचना प्रौद्योजगकी मंत्रालय, भारत सरकार न े भारतीय जिजिष्ट पहचान प्राजधकरण (यूआईडीएआई) के साि परामिट के पश्चात, अपने दिनांक 20 अप्रैल, 2026 के पत्र ई-फाइल संख्या 13(16)/2022-ईिी-II द्वारा उक्त मंत्रालय को 'सुिासन के जलए आधार प्रमाणीकरण (सामाजिक कल्याण, निाचार, ज्ञान) जनयम, 2020' (यहा ं इसके पश्चात 'उक्त जनयम' के रूप में संिर्भटत) के जनयम 3 के उप-जनयम (1) के अधीन जिजनर्िटष्ट उद्देश्यों के जलए, आधार संख्या धारक की पहचान स्ट्िाजपत करन े के जलए प्रमाणीकरण के िौरान आधार संख्या का प्रयोग करन े की अनुमजत िी है;

तिा आधार (जित्तीय और अन्य सहाजयकीयों, प्रसुजिधाओं और सेिाओं का लजक्षय पररिान) अजधजनयम, 2016 (यहां इसके पश्चात 'उक्त अजधजनयम' के रूप में संिर्भटत ह)ै की धारा 4 की उप-धारा (4) के खंड (ख) के उप-खंड (ii) के साि परित उक्त जनयमों के जनयम 5 के अधीन इसे अजधसूजचत करने की अनुमजत प्रिान की है;

6709 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] और यतः, उक्त जनयमों के जनयम 3 के उप-जनयम के अधीन जिजनर्िटष्ट दकए गए अनुसार आधार प्रमाणीकरण का जनष्पािन श्रम सुजिधा पोर्टल पर मॉड्यलू के जलए प्रयोक्ता के जििरण के सत्यापन हते ु दकया िाएगा (यहां इसके पश्चात 'उक्त उद्देश्य' के रूप म ें संिर्भतट ह)ै , और उक्त उद्देश्य के जलए आधार प्रमाणीकरण का जनष्पािन स्ट्िैजछिक होगा तिा मंत्रालय केिल हााँ/नहीं और/या ई-केिाईसी प्रमाणीकरण सुजिधाओं का प्रयोग करके ही आधार प्रमाणीकरण का जनष्पािन करेगा;

अतः, अब, उक्त अजधजनयम की धारा 4 की उप-धारा (4) के खंड (ख) के उप-खडं (ii) के साि परित उक्त जनयमों के जनयम 5 के अनुसरण म,ें और भारत के रािपत्र, असाधारण, भाग II, खंड 3, उप-खंड (ii) में प्रकाजित श्रम और रोिगार मंत्रालय की दिनांक 15 मई, 2026 की अजधसूचना संख्या का.आ. 2523(अ), को अजधिांत करते हुए, जसिाय उन बातों के िो ऐसे अजधिमण से पूिट की गई ह ैं या करन े का लोप दकया गया है, उक्त मंत्रालय एतद्द्वारा जनम्नजलजखत को अजधसूजचत करता ह,ै अिाटत:् — (क) मंत्रालय, अजधजनयम म ें उपबंजधत दकए गए अनुसार, इस अजधसूचना के अधीन प्रमाणीकरण के प्रयोिन स े आधार संख्या धारक की सहमजत प्राप्त करेगा;

(ख) उक्त जनयमों के जनयम 3 के उप-जनयम (2) के अनुसार, आधार प्रमाणीकरण स्ट्िैजछिक होने के कारण, मंत्रालय आधार संख्या धारक को पहचान के िैकजल्पक और व्यिहायट साधनों के बारे म ें सूजचत करेगा तिा आधार प्रमाणीकरण को अस्ट्िीकार करन े या उसमें असमिट होन े के कारण आधार संख्या धारक को दकसी भी सेिा से िंजचत नहीं करेगा, अिाटत:् —

(i) मतिाता पहचान पत्र;

(ii) पनै काड;ट

(iii) ड्राइबिंग लाइसेंस;

(iv) पासपोर्ट;

NOTIFICATION New Delhi, the 24th August, 2026 S.O. 4831(E).—Whereas, the Shram Suvidha Portal is a unified web-based portal launched by the Ministry of Labour and Employment (hereinafter referred to as the Ministry) to streamline labour law compliance and improve the ease of doing business, it is a single point of contact between employers and enforcement agencies;

And whereas, the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services conveniently and seamlessly, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency;

And whereas, the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), vide its letter eF. No. 13(16)/2022-EG-II, dated 20th April, 2026, allowed the said Ministry, for the purposes specified under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules), to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of the Aadhaar number holder and to notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the said Act);[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3

And whereas, the Aadhaar authentication shall be performed for verification of user details for modules on the Shram Suvidha Portal (hereinafter referred to as the said purpose) as specified under sub-rule (1) of rule 3 of the said rules, and the performance of Aadhaar authentication for the said purpose shall be voluntary and the Ministry shall perform the Aadhaar authentication only using Yes/No and/or eKYC authentication facilities;

Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section

(4) of section 4 of the said Act and in supersession of the notification of the Ministry of Labour and Employment number S.O.2523(E) dated the 15th May, 2026 published in Gazette of India, Extraordinary, Part II, Section 3, Sub-

Section (ii), except as respects things done or omitted to be done before such supersession, the said Ministry hereby notifies the following, namely: — a. the Ministry, as provided in the Act, shall obtain the consent of the Aadhaar number holder for the purpose of authentication under this notification;

b. as per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication being voluntary, the Ministry shall inform the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication,

namely: — i. Voter ID Card; ii. PAN Card; iii. Driving License; iv. Passport;
