Ministry of Skill Development and Entrepreneurship Support For Women Entrepreneurs प्रव तथ: 17 DEC 2025 2:59PM by PIB Delhi The Government of India has taken various initiatives to build entrepreneurial mindsets and capabilities among women, support and promote the growth of women led enterprises and provide mentoring and handholding support for entrepreneurship development among women. The Ministry of Skill Development and Entrepreneurship (MSDE) through its autonomous organizations, namely, National Institute for Entrepreneurship and Small Business Development (NIESBUD) and Indian Institute of Entrepreneurship (IIE) has been working for the empowerment, upliftment and development of women entrepreneurs across the country. Further, the Ministry through the Skill India Mission delivers skilling, re-skilling and up-skilling programmes through an extensive network of Skill development centres across the country. The details of the number of women trained and the funds allocated and spent under various schemes of the Ministry in the last three years, State-wise are placed at Annexure-I. Further, there are various schemes/programmes being implemented by Ministries/Departments of Government of India with the objective of promoting and supporting women entrepreneurs including in rural areas. The details of various Government programs in the last three years are placed at Annexure-II Annexure I The details of various entrepreneurship development initiatives being implemented by the Ministry of Skill Development and Entrepreneurship for women entrepreneurs across country during last three years are as under: 1. Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PMJANMAN) - Ministry of Skill Development and Entrepreneurship (MSDE) through its autonomous Institutes, namely, National Institute for Entrepreneurship and Small Business Development (NIESBUD) and Indian Institute of Entrepreneurship, Guwahati (IIE) is implementing the skilling and entrepreneurship component of Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyaan (PM JANMAN) – a scheme of Ministry of Tribal Affairs for upliftment of PVTGs, since March 2024. The scheme focuses on 11 critical interventions related to 9 key Ministries including MSDE. One of the key interventions of the Ministry is facilitating skill and entrepreneurship developments in Van Dhan Vikas Kendras (VDVKs).The project is being implemented with support of Tribal Cooperative Marketing Development Federation of India (TRIFED) in 15 States across the country under which a total of 500 VDVKs are to be set up by 31st March 2026. As on 26.11.2025, a total 488 VDVKs have been operationalized and 38,383 members have been trained under Entrepreneurship Development Programme. An amount of Rs. 23,47,14,629/-has been allotted as special project under Pradhan Mantri Kaushal Vikas Yojana (PMKVY 4.0) out of which Rs. 17,63,56,225/- has been utilized. The state-wise details of the training programmes including number of women participants under PM JANMAN is as at Annexure I-A. 2. Swavalambini - The Ministry of Skill Development and Entrepreneurship (MSDE) in collaboration with the Women Entrepreneurship Platform of NITI Aayog as knowledge partner, launched the Swavalambini - a Women Entrepreneurship Programme in February, 2025 in six Higher Education Institutions (HEIs)/Universities of Assam, Meghalaya, Mizoram, Uttar Pradesh and Telangana as a pilot project. The Ministry is implementing the programme through its Autonomous Institutes, namely, National Institute for Entrepreneurship and Small Business Development (NIESBUD), Noida and Indian Institute of Entrepreneurship (IIE), Guwahati. The Swavalambini project introduces a structured, multi-stage training approach to help young women transition from ideation to successful enterprise creation. The Project aims to cultivate an entrepreneurial mindset among female students, equipping them with awareness of available support mechanisms, schemes, resources and networks essential for pursuing entrepreneurship as a career. The target group for the Swavalambini Project includes 1200 female students from Higher Educational Institutes (HEIs) and Universities who will undergo introductory programme on entrepreneurial awareness through Entrepreneurship Awareness Programme (EAP). Out of these, 600 students selected from EAP participants will undergo the Entrepreneurship Development Programme (EDP) offering intensive entrepreneurship development training covering crucial business aspects such as skilling, access to finance, market linkages, compliance and legal support, business services and networking opportunities. This will be followed by 21 weeks of mentorship and handholding support to help participants translate their ideas into sustainable enterprises. MSDE will oversee the execution, supervision, and monitoring of the programme, while NITI Aayog will organize workshops, provide mentoring support, facilitate seed funding, and recognize successful entrepreneurs through the Award to Reward (ATR) initiative. During the mentoring and handholding support, industry leaders and successful entrepreneurs will guide the participants by providing mentorship and hands-on support. Successful entrepreneurs will be invited to share their experiences, highlighting the challenges they overcame and the strategies they used to establish their businesses. To ensure long-term impact, the programme also includes a Faculty Development Programme (FDP), where faculty members from participating HEIs/Universities shall undergo a five-day training session. This initiative will equip educators with the necessary skills to mentor and guide aspiring women entrepreneurs within their institutions. The details are at Annexure-I-B.3. Establish, Develop and Manage Entrepreneurship Development Centres (EDCs) and Incubation Centers (ICs) in North East Region’s Educational Institutions - Under this Project, IIE established, developed and is managing 30 Entrepreneurship Development Centres (EDCs) and 04 Incubation Centers (ICs) in North East Region’s Educational Institutions in collaboration with North East Council (NEC). As on 01.12.2025 ,30 fully functional EDCs have been established across the eight North Eastern States and training of 60 EDC staff and 582 mentors has been completed. A total of 943 participants has been trained through 90 Entrepreneurship Development Programs (EDPs). The State-wise and programme-wise details of number of women participants trained as on 01.12.2025 under the pilot project is as Annexure I-C. 4. Rashtriya Udyamita Vikas Pariyojana on Pilot Basis for PM Svanidhi Beneficiaries - NIESBUD and IIE have implemented Rashtriya Udyamita Vikas Pariyojana on Pilot Basis for PM Svanidhi Beneficiaries with support of MSDE. The project includes one week of classroom program and 21 weeks of mentoring and hand-holding support. The Institutes have provided training to a total of 1744 trainees under the project in FY 2023 - 24, including 1205 women. The State-wise and programme-wise details of number of women participants is at Annexure I-D. 5. Strengthening Entrepreneurial Climate through Capacity Building, Incubation Support, Mentoring, and Handholding under SANKALP Scheme- NIESBUD implemented a project for strengthening the entrepreneurship ecosystem of different marginalized sections of the society with the support of the Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) Programme of the Ministry of Skill Development and Entrepreneurship (MSDE). The project aimed creating, fostering and promoting the spirit of entrepreneurship among the various target groups including women through Capacity Building, Incubation Support, Mentoring and Handholding. In 2024, IIE was sanctioned this project to support tribal artisans from Van Dhan Kendras under the Pradhan Mantri Van Dhan Yojana and members of SFURTI clusters. Export-Led Handloom Training Program in NER under the SANKALP Scheme: IIE implemented a comprehensive skill training program in the textile sector with a focus on producing export-quality handloom products, understanding export procedures, brand creation, and prototype development. A total of 1166 women were trained and later connected with relevant clusters for advanced learning. IIE facilitated market linkages, stakeholder engagement, Buyer–Seller Meets, credit linkages, and supported cluster registration with the Import–Export Council. The institute also invited major export houses, collaborated with Export Promotion Councils, and enabled prototype development to strengthen trainees’ prospects in the export market. An amount of Rs.50,31,61,022/- has been utilized against the alloted amount of Rs. 50,89,41,050/-.he State-wise details of number of women participants is at Annexure I-E. 6. The Jan Shikshan Sansthan (JSS) Scheme: JSS, initially launched as Shramik Vidyapeeth (SVP) in 1967, aims to provide skill training in a non-formal mode at the doorsteps of the beneficiary through registered Societies (NGOs) with 100% grant from the Government of India. The objective of the scheme is to increase the household income by promoting self/wage employment through skill development training. The target beneficiaries of the scheme are non-literates, neo-literates and persons having rudimentary level of education, school dropouts up to class 12th in the age group of 15-45 years. Age relaxation is given to Divyangjan and other deserving cases, especially women. The priority groups are women, SCs, STs, OBCs and minorities in the rural areas and urban low-income areas. Since 2018 to 31stOctober 2025, a total of 32,53,965 beneficiaries has been trained across the country under the JSS Scheme. In line with the key objective of the scheme, the majority of trained beneficiaries are women ~83%. The State-wise details of number of women participants is at Annexure I-F. 7. Ministry of Skill Development and Entrepreneurship (MSDE) is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY), since 2015, for imparting skill development training through Short-Term Training (STT) and up-skilling and re-skilling through Recognition of Prior Learning (RPL) to youth including females across the country with aim to enhance the employability of the youth to access employment opportunities by equipping them with industry relevant skills. Currently PMKVY 4.0 is under implementation since FY 2022-23 to FY 2025-26. Recently, a special initiative jointly implemented by the Ministry of Skill Development and Entrepreneurship (MSDE) in collaboration with the Ministry of Women and Child Development (MoWCD), titled NAVYA (Nurturing Aspirations through Vocational Training for Young Adolescent Girls), has been launched for targeted skilling of 3,850 adolescent girls across 27 Aspirational Districts in 19 States, with the objective of enhancing their employability and socio-economic independence. Details of female candidates trained/oriented under the NAVYA scheme are mentioned above. PMKVY 4.0 is a demand-driven scheme designed to benefit all sections of society. The Scheme includes a dedicated provision for Special Projects aimed at enhancing the participation of under-represented social groups, including SC, ST, women, and persons with disabilities (PwDs). Special emphasis is placed on empowering women and marginalized communities by facilitating their access to skill development programs. To promote inclusivity and ensure that these groups can participate in training and subsequently access gainful wage or self-employment opportunities, the Scheme provides Boarding and Lodging (B&L) and transport facilities for women, PwDs, and trainees from Special Areas, as defined under the Common Norms, for both within and outside Special Areas. Additionally, conveyance support is permissible for women and PwDs undergoing non-residential training, in accordance with the Common Norms. The State-wise details of number of women participants is at Annexure I-G. 8. Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), implements the Craftsmen Training Scheme (CTS) through a network of Industrial Training Institutes (ITIs) for skilling the youth of the country including women. In ITIs, craftsmen training is provided in 169 NSQF aligned trades. Each trade has a dedicated course curriculum. The duration of training: six months, one and two years. The training courses have been designed to impart basic skills and knowledge in the trades so as to prepare trainee for employment as a semiskilled/skilled worker. At present, there are 14,682 ITIs established in the country, out of which, 3,345 are Government and 11,337 are Private ITIs. DAY-NRLM is being implemented in 28 States and 6 UTs (except Delhi and Chandigarh) since FY 2011-12.As of 31st October, 2025, the Mission is being implemented in 7156 blocks in 745 districts across 28 States and 6 UTs. Cumulatively, 10.05 crore women have been mobilized into more than 90.90 lakh SHGs. DAY-NRLM through its sub-scheme namely, Start-up Village Entrepreneurship Programme (SVEP) creates an enabling rural business development ecosystem. It supports the Self-Help Groups (SHGs) and their family members to set-up small enterprises in the non-farm livelihoods sector. SVEP is implemented in 31 States and Union Territories. 3.95 lakh enterprises have been supported under SVEP. Number of enterprises supported under the SVEP, in the last three years State wise is given at Annexure. SVEP is a demand-based programme, and implemented at block level. The funds allocation for each block depends on the number of enterprises to be supported as per the Detailed Project Reports (DPR) submitted by States and their Annual Action Plan. It is a central sector scheme generating employment opportunities primarily in rural areas by assisting prospective entrepreneurs in setting up new micro enterprises in the non-farm sector. PMEGP assists General Category beneficiaries with Margin Money (MM) subsidy of 25% of the project cost in rural areas and 15% in urban areas. For beneficiaries belonging to Special Categories such as Scheduled Castes, Scheduled Tribes, OBCs, Minorities, Women, Ex-servicemen, Physically Handicapped, Transgenders, beneficiaries belonging to Northeastern Region, Hill and Border areas, and Aspirational Districts, the Margin Money subsidy is 35% in rural areas and 25% in urban areas. Department of Science and Technology: Under the National Initiative for Developing and Harnessing Innovations (NIDHI), Department of Science and Technology provides support to startups in their early stage of product development through NIDHI PRAYAS and NIDHI Seed Support Program. Under the NIDHI PRAYAS (Promoting and Accelerating Young and Aspiring Innovators and Startups), 501 women-led startups/women innovators have been supported since 2016, with early-stage grant funding for converting their ideas into prototypes. Under the NIDHI Seed Support Program, DST has supported 167 women-led startups with early stage investment financial support for scaling up and commercialize their prototypes into products. 4. Ministry of Housing and Urban Affairs (MoHUA): MoHUA was implementing the “Deendayal Antyodaya Yojana – National Urban Livelihood Mission (DAY – NULM)” till 30th September, 2024 which aimed to reduce poverty and Vulnerability of urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, in order to improve their livelihood on a sustainable basis, through building strong grassroots level institutions of the urban poor including women. The Mission ended on 30.09.2024. Ministry of Tribal Affairs(MoTA): MoTA implements the Pradhan Mantri Janjatiya Vikas Mission (PMJVM) scheme through Tribal Cooperative Marketing Development Federation of India Limited (TRIFED) for socio-economic development and to promote entrepreneurship among tribals including tribal women across the country. Under the scheme, funds are provided for setting up Van Dhan Vikas Kendras (VDVKs) which are primarily clusters of tribal SHGs formed to reap economies of scale through value addition and marketing of Minor Forest Produces (MFPs) and non-MFPs. Each VDVK consists of around 15 Van Dhan SHGs and has up to 300 members, majority of which are tribal women. A total of 4105 Van Dhan Vikas Kendras (VDVKs) have been sanctioned associating 12,27,231 members for a total amount of Rs. 609.23 crores. Additionally, under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) initiative, a total of 539 VDVKs have been sanctioned associating 45,924 members for a total amount of Rs. 2298.05 lakhs. Also, National Scheduled Tribes Finance & Development Corporation (NSTFDC), a Central Public Sector Enterprise (CPSE) under Ministry of Tribal Affairs, provides concessional loans to the eligible Scheduled Tribe persons for undertaking income generation, self-employment and livelihood activities. The loan assistance is given under the schemes like Term Loan Scheme, Adivasi Mahila Sashaktikaran Yojana (AMSY), Micro Credit Scheme for Self Help Groups (MCF) and Adivasi Shiksha Rrinn Yojana (ASRY). Ministry of Finance (MoF): Department of Financial Services under MoF (DFS) launched Pradhan Mantri Mudra Yojana (PMMY) on 08.04.2015 to extend collateral free credit up to Rs.20 lakh by Member Lending Institutions (MLIs), i.e., Scheduled Commercial Banks (SCBs), Non- Banking Financial Companies (NBFCs) and Micro Finance Institutions (MFIs). Any individual, who is otherwise eligible to take a loan and has a business plan for small business enterprise can avail loan under the Scheme for income generating activities in the manufacturing, trading, service sectors including activities allied to agriculture across four loan categories, viz. Shishu (loans upto Rs. 50,000/-), Kishor (loans above Rs. 50,000/- and upto Rs. 5 lakh), Tarun (loans above Rs. 5 lakh and upto Rs. 10 lakh) and Tarun Plus (loans above Rs. 10 lakh and upto Rs. 20 lakh for those entrepreneurs who have availed and successfully repaid previous loans under the ‘Tarun’ category w.e.f. 24.10.2024). Stand-Up India Scheme was launched on 05.04.2016. The objective of the Scheme was to facilitate loans from Scheduled Commercial Banks (SCBs) of value between Rs. 10 lakh and Rs.1 crore to at least one Scheduled Caste (SC) or Scheduled Tribe (ST) borrower and one-Woman borrower per Bank branch for setting up greenfield enterprise in manufacturing, services or trading sector, including activities allied to agriculture. The Scheme was valid/operational till March 2025. As on October 2025, a total of 55.38 crore loan accounts amounting to Rs. 36.18 lakh crore have been extended under PMMY, out of which, 37.06crore loan accounts amounting to Rs. 15.89 lakh crore have been extended to the Women Entrepreneurs, since inception. Further, the Stand Up India scheme has facilitated over 2.75 lakh loans to SC/ST and Women entrepreneurs across the country, including a total of 1,92,217 loans amounting to Rs.43,884.41crore to Women entrepreneurs as on 31.03.2025. Department For Promotion Of Industry And Internal Trade- Under the Startup India initiative, the Government is implementing three flagship Schemes, namely, Fund of Funds for Startups (FFS), Startup India Seed Fund Scheme (SISFS) and Credit Guarantee Scheme for Startups (CGSS) to support startups across categories and sectors at various stages of their business cycle. Key measures to support women-led startups and promote women entrepreneurship: i. Women-led applicants are incentivized under the flagship schemes of Fund of Funds for Startups (FFS) and Credit Guarantee Scheme for Startups (CGSS). ii. Capacity building programs such as the Women Capacity Development Programme (WING), Virtual Incubation Programs, Startup Learning Program for Women in Technology, Accelerating Women Entrepreneurs Program support women-led startups and women entrepreneurs in their startup journey. iii. Outreach and awareness measures include a dedicated webpage on Startup India Hub portal detailing Government measures, Accelerating Startup Calibre& Entrepreneurial Drive (ASCEND) Startup Workshop Series for north-eastern region, SuperStree Podcast, Women for Startups workshops with States/UTs, and information dissemination through various media platforms to reach women-led startups and entrepreneurs across the country. iv. Women-led startups and entrepreneurs are also recognised for their progress and achievements through measures and initiatives such as interaction of women entrepreneurs with the Hon’ble President of India, specific provisions in the States’ Startup Ranking exercise to encourage supportfor women-led startups in States/UTs and special category for women-led startups in National Startup Awards (NSA). v. Apart from the above-mentioned measures, other Ministries and Departments have also implemented programmes and initiatives to support women entrepreneurship such as Digital Marketing and Entrepreneurship Development for Women Self Help Groups (WSHGs), Adivasi Mahila Sashaktikaran Yojana (AMSY), Women Entrepreneurship Development Programme (WEDP), Science and Technology for Women (STW) programme, Swavalambini – Women Entrepreneurship Programme, Women Entrepreneurship Platform (WEP), Skill Upgradation and Mahila Coir Yojana, etc. This information was given by the Minister of State (Independent Charge), Ministry of Skill Development and Entrepreneurship (MSDE), Shri Jayant Chaudhary in a written reply in the Rajya Sabha today. *** SH (रलीज़ आईडी: 2205172) आगंतुक पटल : 423 इस वज्ञ को इन भाषाओ ंम पढ़: ही
