TAMIL NADU HEALTH SYSTEMS PROJECT. CHIEF MINISTER’S COMPREHENSIVE HEALTH INSURANCE SCHEME (CMCHIS). Public Notice Requirement of Aadhaar for the Beneficiaries of CMCHIS. (Pro. No. 8906/TNHSP/Ins.1/2014.) No. SRO C-23/2017. In reference to the new Chief Minister’s Comprehensive Insurance Scheme, the information regarding the Aadhaar number enrolment / seeding for its beneficiaries, following is being clarified; 1. The use of Aadhaar for the beneficiaries of the Chief Minister’s Comprehensive Insurance Scheme (CMCHIS) will result in accuracy of the beneficiary’s details. This will also help in ascertaining identities of the beneficiaries at the treatment facilities (Government / Private) in a convenient and hassle free manner. Aadhaar obviates the need for producing multiple documents to prove one’s identity. 2. The provisions of the Aadhaar Act and Regulations under the Act have come into effect from 14th September, 2016 and notifications to this effect have been published in the Official Gazette. Section 57 of the Aadhaar Act 2016 permits the use of Aadhaar number for establishing the identity of an individual for any purpose pursuant to any law or any contract to this effect. 3. Accordingly, Tamil Nadu Health Systems Project (TNHSP) has decided to use Aadhaar for the beneficiaries of the Chief Minister’s Comprehensive Insurance Scheme (CMCHIS) and hereby notifies the following: 3.1. Beneficiaries who are in possession of Aadhaar, shall register the Aadhaar Number towards their CMCHIS Unique Registration number (URN) for the purpose of his/her identity and authentication thereof. 3.2. Applicants not yet enrolled for Aadhaar, are hereby required to make application for Aadhaar enrolment in case he/she is entitled to obtain Aadhaar as per Section 3 of Aadhaar Act. Such applicant may visit any Aadhaar enrolment center (list available at www.uidai.gov.in) to get enrolled for Aadhaar. 3.3. The CMCHIS District Kiosk will guide / facilitate the enrolment of Aadhaar for such beneficiaries who are not having Aadhaar. These beneficiaries who have enrolled for Aadhaar and have not received Aadhaar should register the 28 digit Aadhaar Enrolment ID printed on the Aadhaar enrolment slip. 3.4. TNHSP has inorganically seeded the Aadhaar number of few of its beneficiaries through the State Resident Data Hub (SRDH) set up by Tamil Nadu E-Governance Agency (TNeGA). The inorganically seeded Aadhaar numbers of the CMCHIS beneficiaries shall be obtained by TNHSP from TNeGA. For the beneficiaries, whose Aadhaar number are not seeded inorganically, TNHSP has proposed to seed the Aadhaar numbers organically through the CMCHIS insurance agency or its Third-Party Administrators (TPAs). 4. A Circular to all District Collectorates is being issued for the awareness of beneficiaries regarding the requirement of Aadhaar for availing the health care services under CMCHIS. 5. The Aadhaar numbers collected through the above mentioned processes will be utilized for all programs / activities associated with CMCHIS. 6. No. SRO C-24/2017. 1.The Director of Public Health and Preventive Medicine, Tamil Nadu has decided to use Aadhaar number of the beneficiaries for the CRS program implemented by the Government of Tamil Nadu. 2. Beneficiaries, who are in possession of Aadhaar card, shall register the Aadhaar Number towards their enrolment to the existing program viz. Civil Registration System. 3. The use of Aadhaar of the beneficiaries for the existing program implemented by the Director of Public Health and Preventive Medicine, Tamil Nadu will result in accuracy of the beneficiaries details. This will also help in ascertaining identities of the beneficiaries at the Reporting / Registration facilities (Government / Private) in a convenient and hassle free manner. 4. Applicants who are not yet enrolled for Aadhaar are hereby requested to apply in any Aadhaar enrolment Centre / Permanent Enrolment Centre (List available at www.uidai.gov.in) to get enrolled for Aadhaar. 5. Those beneficiaries who have enrolled for Aadhaar and have not received Aadhaar should register the 28 digit Aadhaar enrolment ID printed on the Aadhaar enrolment slip. 6. All the Pregnant mothers in Tamil Nadu are registered by Village / Urban Health Nurse for rendering all mother and Child Health Services and every pregnant mother is given a unique ID namely PICME No. at the time of Registration. The PICME No. is essential to register birth. Hence pregnancy registration with the Department of Public Health and Preventive Medicine, Tamil Nadu is also essential. 7.
