In exercise of the powers conferred under sub-section (1) of section 5 of the Tamil Nadu Prohibition of Online Gambling and Regulation of Online Games Act, 2022 (Tamil Nadu Act 9 of 2023), the Tamil Nadu Online Gaming Authority, with the previous approval of the Government hereby makes the following Regulations:- 1. Short title and commencement.– (1) These Regulations may be called the Tamil Nadu Online Gaming Authority (Real Money Games) Regulations, 2025. (2) It shall come into force on the date of its publication in the Tamil Nadu Government Gazette. 2. Scope and applicability.– These Regulations shall apply to the online real money games. 3. Definition.– In these Regulations, unless the context otherwise requires, "Online real money game" means an online game where a user makes a deposit in cash or kind with the expectation of earning winnings on that deposit, as defined in clause (qd) of rule 2 of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021. Explanation.– In this clause, 'winnings' means any prize, in cash or kind, which is distributed or intended to be distributed to a user of an online game based on the performance of the user and in accordance with the rules of such online game; 4. Regulations.– (i) All minors under the age of 18 years shall be prohibited from playing online real money games. (ii) Know Your Customer (KYC) verification shall be mandatory for creation of account itself to play online games. (iii) KYC verification shall be mandatory for the initial login with AADHAAR to be authenticated by 2nd layer verification of One Time Password (OTP) sent to the phone number linked with AADHAAR number. (iv) Online game providers shall ensure implementation of KYC verification process. (v) Online game providers shall display pop-up caution messages when a player plays continuously for more than one hour. Such caution pop-up messages should appear at an interval of every 30 minutes indicating how long they have been playing. (vi) All online game providers shall necessarily provide facilities to fix daily, weekly and monthly monetary limit for each player. Whenever money is deposited, a pop-up message indicating their monetary limit fixed and amount spent so far should be displayed in reasonably bold letters. (vii) Caution messages shall be displayed continuously in the login page of these real money games sites/ apps, on the addictive nature of these games, with the wordings "ONLINE GAMING IS ADDICTIVE IN NATURE". (viii) Blank hours shall be implemented for the real money games from 12 midnight to 5 am (based on Indian Standard Time i.e., UTC +05:30 hrs).
