NITI Aayog’s Frontier Tech Hub has released a ten-year roadmap on ‘Technology Services –
Reimagination Ahead’, outlining how India’s ~$265B technology services sector can scale to $750–850B
by 2035 while strengthening global competitiveness in the AI era and supporting the Viksit Bharat 2047
vision.
The roadmap was unveiled by Hon’ble Minister Shri Piyush Goyal, Minister of Commerce & Industry, in
the presence of Shri S Krishnan, Secretary MEITY, Ms. Nidhi Chhibber, DG (DMEO), Ms. Debjani
Ghosh, Distinguished Fellow, NITI Aayog, and other distinguished guests and dignitaries. Industry leaders
and development partners participated enthusiastically, underscoring a strong collective commitment to
India's AI-driven future.
The roadmap spotlights that artificial intelligence marks a structural shift in the industry: value will move
from labour-arbitrage services toward IP-led, outcome-oriented, and platform-driven delivery models.
India now has the opportunity to evolve from services leadership to global leadership in building AI-native
systems.
The roadmap identifies five priority growth levers:
Agentic AI, Software & Products, Digital Infrastructure, Innovation-led Engineering, and India-for-
India solutions. To unlock these, the roadmap calls for coordinated action across government and
industry: accelerated enterprise AI adoption, scaled investment in IP and R&D, workforce reskilling at
national scale, and regulatory predictability to enable global market access.
On the occasion, Hon’ble Minister Shri Piyush Goyal stated:
India stands at a defining moment in its technology journey. Through this roadmap for the reimagination
of our technology services sector, we are building an enabling ecosystem that combines progressive
policy, strong industry partnership, and a coordinated inter-ministerial approach to accelerate innovation
and growth. Prime Minister Narendra Modi's government is committed to working closely with industry,
and other stakeholders to ensure that we do not miss out on this opportunity to position India as a trusted
global leader in next-generation technology services.
Shri S Krishnan, Secretary MEITY said:
India is pursuing a full-stack, impact-driven AI strategy, spanning energy, infrastructure, chips, models and
applications with its technology services sector central to scaling AI from labs to industry. Government
has demonstrated strong intent to accelerate the growth of this sector with wide-ranging reforms highersafe-harbour thresholds, simplified classifications, cloud tax incentives tied to Indian data centres,
Semiconductor Mission 2.0, and new education-to-employment mechanisms are aligning the ecosystem to
help India's Tech Service Industry leapfrog into becoming the AI-native architect for the world.
Shri B.V.R. Subrahmanyam, CEO, NITI Aayog, conveyed:

cloud to digital transformation. The AI era is another such inflection point. What we are witnessing is not
the end of the sector, but the birth of a new operating model built around human judgment, intelligent

world’s back office to becoming the architect of AI-native enterprises.”
