Ministry of Communications Telecom Outreach Programme Organised by CCA Maharashtra & Goa to Strengthen Compliance Awareness Among Licensees

Mumbai: 21 September 2026 The Office of the Controller of Communication Accounts (CCA), Maharashtra & Goa, under the Ministry of Communications, Department of Telecommunications, organised a Telecom Outreach Programme
(TOP) through online mode on September 21, 2026. The programme was conducted under the guidance of Dr. Satish Chandra Jha, Controller of Communication Accounts, Maharashtra & Goa.
The programme aimed to enhance awareness among telecom licensees about key provisions of the Licence Agreement and strengthen communication and engagement with telecom stakeholders, particularly existing and new licensees.
Addressing the participants, Dr. Satish Chandra Jha highlighted that the Maharashtra & Goa telecom circle is the second-largest circle in the country in terms of collection of Licence Fee and Spectrum Usage Charges. He said the circle has made a significant contribution to Non-Tax Revenue collection, with cumulative collections of approximately โน2,380 crore during 2025-26.Dr. Jha emphasised the importance of regular interaction with telecom licensees to promote transparency, facilitate regulatory compliance and address stakeholder concerns in a timely manner. He also reiterated the commitment of the Office of CCA, Maharashtra & Goa, to providing effective support and facilitation, particularly to new licensees.
The programme was attended by 30 telecom licensees, with a focus on Virtual Network Operator (VNO) licensees. Participants were sensitised about the timely submission of documents required for annual assessment, including the duly signed NSO Claim Sheet, NSO Agreement and other relevant documents.
The session also covered key areas such as Bank Guarantee (BG) management, onboarding of licensees on the SAMPARK portal, timely payment of quarterly Licence Fee, submission of quarterly documents and timely submission of annual audited documents.
An interactive session was also organised during which queries and concerns raised by telecom licensees were addressed by the concerned officials. The programme concluded with a vote of thanks and reaffirmed the officeโs commitment to continued stakeholder engagement and a transparent, efficient and responsive telecom ecosystem.
