NOTIFICATION Whereas, the draft of the Karnataka Backward Classes Welfare Department Services (Cadre and Recruitment) (Amendment) Rules, 2025 to which the Government of Karnataka proposes to make in exercise of the powers conferred by Clause (a) of sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) which the Government of Karnataka proposes to make was published in Notification No. BCW 340 BET 2023 (P-2), dated 18-07-2025 in part-IVA of the Karnataka extra-ordinary Gazette dated 19-07-2025 inviting objections and suggestions from all persons likely to be affected thereby within fifteen days from the date of its publication in Official Gazette. And whereas the said Gazette was available to the public on 19th July 2025. And whereas the objections and suggestions received in this regard have been examined by the State Government. Now therefore, in Exercise of the powers conferred by sub-section (1) of section 3 read with section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990), the Government of Karnataka hereby make the following rules, namely.- (1)R.N.I. Title and Commencement: (1) These rules may be called the Karnataka Backward Classes Welfare Department Services (Cadre and Recruitment) (Amendment) Rules, 2025. (2) They shall come into force from the date of their final publication in the Official Gazette. 2. Amendment of Schedule: In the Karnataka Backward Classes Welfare Department Services (Cadre and Recruitment) Rules, 2019, in the Schedule, (1) In the category of post of "Assistant Director Backward Classes Welfare Department / District Officers for Backward Classes Welfare + Principal PETC” at Serial No.6, under the heading 'Minimum Qualification' in column (5), under the sub-heading 'For promotion', the following shall be inserted at the end, namely:- "Provided that, if an officer who has put in a service of not less than five years is not available, then an officer who has put in a service of not less than three years may be considered for promotion." (2) In the category of post of "Gazetted Manager (36)/Taluk Backward Classes Welfare Officer (177)", at Serial No.8, under the heading 'Minimum Qualification' in column (5), under the sub-heading ‘For promotion', before the existing provision the following shall be inserted, namely:- "Provided that, if an official who has put in a service of not less than five years is not available, then an official who has put in a service of not less than three years may be considered for promotion."
