यदद कोई आपजत्त या सुझार् हो तो उसे महाजनदेिक, ऊिाा दक्षता ब्यूरो, जर्द्युत मंत्रालय, चतुथा तल, सेर्ा भर्न, आर.के. पुरम, सेक्िर- 1, नई ददल्ली-110066 को डाक द्वारा तथा ईमेल helpdesk@beeindia.gov.in पर भेिा िा सकता ह।ै उि मसौदा जर्जनयमों के संबंध में ऊिाा दक्षता ब् यूरो द्वारा दकसी भी व्यजि से उपयुाि पैरा 1 में जनर्दाष्ट तीस ददन की अर्जध की समाजि से पूर्ा प्राि आपजत्तयों अथर्ा सुझार्ों पर जर्चार दकया िाएगा। मसौदा जर्जनयम 1. सजं क्षि िीर्का और प्रारंभ- (1) इन जर्जनयमों को ऊिाा दक्षता ब्यूरो (उपकरण लेबललंग) जर्जनयम, 2025 कहा िाएगा। (2) ये जर्जनयम सरकारी रािपत्र में प्रकािन की जतजथ से लागू होंगे। 4540 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 2. पठरभार्ाएँ- (1) इन जर्जनयमों में, िब तक दक संदभा से अन्यथा अपेजक्षत न हो,- (क) “अजधजनयम” से तात् पया ऊिाा संरक्षण अजधजनयम, 2001 (2001 का 52) से ह;ै (ख) "लेबल" से तात् पया दकसी मदु द्रत सामग्री से है, जिस पर एक जर्जिष्ट संख्या अंदकत होती है, जिस े ऊिाा दक्षता ब्यूरो (लेबल जर्र्रण) जर्जनयम, 2025 में जनर्दाष्ट उपकरण अथर्ा उपस्ट् कर पर जचपकाया या प्रदर्िात दकया िाता है; (ग) "लेबल र्र्ा" से तात्पया उस र्र्ा से ह ैजिसमें उपकरण श्रेणी के जलए ऊिाा प्रदिान मानदंड प्रभार्ी हुए; (घ) "परजमिधारक" से तात्पया ऐसे व्यजि से ह ैजिसे ब्यूरो द्वारा इस जर्जनयम की अनुसूची 1 के अंतगात जनर्दाष्ट उपकरणों या उपस्ट्करों पर लेबल लगाने की अनुमजत दी गई है; (ङ) "व्यजि" से तात्पया दकसी व्यजि, संघ या व्यजियों के जनकाय, साझेदारी फमा, सीजमत देयता भागीदारी और कंपनी से है, चाह ेर्ह जनगजमत हो या नहीं हो; (च) "स्ट्िार रेटिंग या स्ट्िार स्ट्तर" से तात् पया अजधजनयम की धारा 14 के खंड (क) के अंतगात केंद्र सरकार द्वारा िारी की गई संबंजधत अजधसूचना के आधार पर उपकरण अथर्ा उपस्ट् कर के लेबल पर प्रदर्िात ऊिाा प्रदिान के स्ट्तर से ह।ै (2) इसमें प्रयुि तथा पठरभाजर्त नहीं दकये गये, दकन्तु अजधजनयम में पठरभाजर्त िब्दों और अजभव्यजियों के तात् पया क्रमिः अजधजनयम में जनर्दाष्ट अनुसार होंगे। 3. उद्देश्य.- इन जर्जनयमों का उद्देश्य लेबल लगाने के जलए आर्ेदन करने और अनुमजत देने की प्रदक्रया स्ट्थाजपत करने और अनुपालन परीक्षण तथा लेबल िुल्क की व् यर्स्ट् था करने हते ु ऐसे लेबलों पर आर्श्यक िानकारी के प्रदिान को जनयंजत्रत करने के जलए एक व्यापक फ्रेमर्का स्ट्थाजपत करना ह,ै जिसमें उनके जर्र्रण, रीजत और समय सीमाएं िाजमल ह।ैं 4. प्रयोज्यता.- ये जर्जनयम, इस जर्जनयम के साथ संलग्न अनुसूची I के अंतगात जनर्दाष्ट सभी उपकरणों अथर्ा उपस्ट् करों पर लागू होंगे। 5. लबे ल पर प्रदर्िता दकए िान ेर्ाल ेजर्र्रण- (1) प्रत्येक उपकरण या उपस्ट्कर पर, उसके लेबल पर जनम्नजलजखत जर्र्रण प्रदर्िात दकए िाएंग,े अथाात्: - क) लेबल की जर्जिष्ट संख्या; ख) उपकरण/उपस्ट् कर का नाम; ग) ब्ांड का नाम; घ) मॉडल संख्या; ङ) ऊिाा प्रदिान पैरामीिर; च) लेबल र्र्ा ; छ) रेिेड क्षमता; ज) स्ट्िार स्ट्तर या समथान; झ) र्ैधता ञ) उद्गम देि ट) उपकरण अथर्ा उपस्ट् कर की क्रम संख्य ा, यदद लागू हो। (2) लेबल का जडिाइन, रंग, आकार और सामग्री समय-समय पर संिोजधत ऊिाा दक्षता ब्यूरो (लेबल जर्र्रण) जर्जनयम, 2025 में जनर्दाष्ट अनुसार होगी। 6. लेबल प्रदर्िता करन े की रीजत- (1) प्रत्येक उपकरण या उपस्ट्कर पर उपरोि जर्जनयम 4 के अंतगात अपेजक्षत सूचना सजहत त्र्ठरत प्रजतदक्रया (क्यूआर) कोड सजहत एक लेबल होगा। (2) परजमिधारक यह सुजनजित करेगा दक लेबल: (क) आसानी से ददखाई दे; और (ख) जबक्री के स्ट्थान पर प्रत्येक पंिीकृत यूजनि या मॉडल पर प्रदर्िात हो; तथा (ग) यूजनि या मॉडल के पैकेलिंग बॉक्स पर मुदद्रत या जचपकाया गया हो।[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (3) त्र्ठरत प्रजतदक्रया (क्यूआर) कोड सजहत लेबल स्ट्र्यं जचपकने र्ाले पदाथा का होना चाजहए। ऊिाा दक्षता ब्यूरो (लेबल जर्र्रण) जर्जनयम, 2025 के अनुसार अपेजक्षत जचन् हांकन सुपाठ्य, अजमि और ठिकाऊ होने चाजहए। 7. लेबल प्रदर्िता करन े की समय सीमा- (1) स्ट्र्जै छिक स े अजनर्ाय ा व्यर्स्ट्था म ें पठरर्तना : जर्जनयम 4 के अनुसार, प्रत्येक उपकरण या उपस्ट्कर पर लेबल, इन जर्जनयमों या इस जर्जनयम में संिोधन के प्रभार्ी होने की जतजथ से ि: माह के भीतर प्रदर्िात दकया िाएगा। (2) अजनर्ाय ाऊिा ाप्रदिना मानक म ेंसिं ोधन: दकसी उपकरण या उपस्ट्कर के जलए केंद्र सरकार द्वारा अजधसूजचत, संिोजधत ऊिाा प्रदिान मानक प्रभार्ी हो िाने पर, परजमिधारक: क) समाि हो चुके मानक के अंतगात उपकरणों या उपस्ट्करों का उत्पादन बंद कर देगा; ख) सभी उपकरणों या उपस्ट्करों पर जर्जिष्ट क्रमांदकत लेबल जचपकाए िाएंगे; ग) कम से कम तीन माह पहले प्रारंजभक उपाय (डीलर िागरूकता और उपभोिा जिक्षा) आरम् भ कर सकते हैं। 8. लबे ल प्रदिना की अनमु जत हते ुआर्ेदन.- (1) पर्ू ाअनमु ोदन: दकसी भी उपकरण अथर्ा उपस्ट्कर पर कोई लेबल, ब्यूरो से जलजखत पूर्ा अनुमजत के जबना नहीं लगाया िाएगा। (2) कंपनी पिं ीकरण: प्रत्येक कंपनी ब्यूरो के साथ अलग से पंिीकरण करेगी और ऊिाा दक्षता ब्यूरो (लेबललंग िुल्क) जर्जनयम, 2025 के अंतगात जनधााठरत िुल्क के साथ आर्ेदन प्रस्ट्तुत करेगी। कंपजनयां प्रत्येक ब्ांड को ब्यूरो के साथ पृथक् रूप से पंिीकृत करेंगी। (3) उपकरण श्रणे ी पिं ीकरण: दकसी उपकरण या उपस्ट्कर को पंिीकृत करने के जलए, पंिीकृत कंपनी को अलग से आर्ेदन करना होगा, और ऊिाा दक्षता ब्यूरो (लेबललंग िुल्क) जर्जनयम, 2025 के अंतगात जनधााठरत लेबल सुरक्षा िमा के साथ आर्ेदन प्रस्ट्तुत करना होगा। (4) लेबल अनमु जत: दकसी जर्िेर् उपकरण अथर्ा उपस्ट् कर के मॉडल पर लेबल लगाने की अनुमजत प्राि करने के जलए, पंिीकृत कंपनी को ऊिाा दक्षता ब्यूरो (लेबललंग िुल्क) जर्जनयम, 2025 के अंतगात जनधााठरत लेबल अनुमजत िुल्क के साथ आर्ेदन प्रस्ट्तुत करना होगा। 9. अनमु जत प्रदान करना- (1) िाचं : ब्यूरो, जर्जनयम 7 के अंतगात प्राि आर्ेदनों की िांच, मानक और लेबललंग संबंधी प्रचालन मैनुअल में जनधााठरत प्रदक्रया के अनुसार, आर्ेदन प्राजि की जतजथ से 30 काया ददर्सों की अर्जध के भीतर पूरी करेगा। परंतु ऐसे मामलों में, िहां प्राि आर्ेदनों में जर्संगजतयां पाई िाती हैं, ब्यूरो इन आर्ेदनों को आस्ट्थजगत कर देगा तथा आर्ेदकों को उपयुि कारार्ाई करने के जलए अजधकतम 60 ददनों की अर्जध प्रदान करेगा, इसमें जर्फल रहने पर आर्ेदन रद्द कर ददया िाएगा। (2) अनमु ोदन: इस बात से संतुष्ट होने के पिात दक जर्जनयम 7 के अंतगात प्राि आर्ेदन मानक और लेबललंग संबंधी प्रचालन मैनुअल म ें जनर्दाष्ट सभी अपेक्षाओं का अनुपालन करते हैं, ब्यूरो: i. कंपनी और उपकरण या उपस्ट्कर को पंिीकृत करेगा; ii. अनुमत मॉडलों पर तीन र्र्ा की अर्जध के जलए जर्जिष्ट क्रमांदकत लेबल लगाने की अनुमजत प्रदान करेगा; iii. परजमिधारक के रजिस्ट्िर में प्रजर्जष्टयां करेगा। (3) अनमु जत नर्ीकरण: अनुमत मॉडल पर लेबल लगाने की अनुमजत को नर्ीकृत करने के जलए, प्रत्येक परजमिधारक को पूर्ा में प्रदान की गई ऐसी अनुमजत की समाजि से पहले ब्यूरो को आर्ेदन करना होगा और ऊिाा दक्षता ब्यूरो (लेबललंग िुल्क) जर्जनयम, 2025 के अंतगात जनधााठरत िुल्क के साथ आर्ेदन प्रस्ट्तुत करना होगा। ककंतु मॉडल पर लेबल लगाने के जलए पूर्ा में प्रदान की गई अनुमजत की समाजि के बाद ही नए आर्ेदन प्रस्ट्तुत दकए िाएंगे। (4) परजमिधारकों को यह सुजनजित करना होगा दक उनके द्वारा बेचे िाने र्ाले सभी उपकरणों या उपस्ट् करों पर ऐसे लेबल लगे हों िो उपकरण अथर्ा उपस्ट् कर के जलए अजधजनयम की धारा 14(क) के अंतगात अजधसूजचत र्तामान ऊिाा प्रदिान मानक को पूरा करते हों। (5) यदद अनुमजत अर्जध के दौरान ऊिाा प्रदिान मानक म ें संिोधन दकया िाता है, तो ब्यूरो परजमिधारक को संिोजधत ऊिाा प्रदिान मानक की िानकारी देगा। परजमिधारक, ऐसी सूचना प्राि होने के बाद संिोजधत ऊिाा प्रदिान मानक के अनुपालन और संिोजधत ऊिाा प्रदिान मानक के साथ लेबल जचपकाए िाने की पुजष्ट करते हुए ब्यूरो को एक स्ट्र्-घोर्णा पत्र प्रस्ट्तुत करेगा। (6) अनमु जत का जनरसन: ब्यूरो लेबल लगाने के जलए दी गई अनुमजत को जनरजसत कर सकता है, यदद परजमिधारक: (क) जर्जनयम 10 के अंतगात जनर्दाष्ट दकसी भी जनबंधन एर्ं ितों का पालन करने में जर्फल रहता है; (ग) ऊिाा दक्षता ब्यूरो (लेबललंग अनुपालन) जर्जनयम, 2025 में यथाजनर्दाष्ट अनुपालन परीक्षण संबंधी जनदेिों का पालन करने में जर्फल रहता है। परन्तु कोई भी अनुमजत परजमिधारक को सुनर्ाई का अर्सर ददए जबना रद्द नहीं की िाएगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] 10. लबे ल िल्ु क- प्रत्येक परजमिधारक को ऊिाा दक्षता ब्यूरो (लेबललंग िुल्क) जर्जनयम, 2025 के अंतगात जनधााठरत लेबल िुल्क का भुगतान करना होगा। 11. लबे ल प्रदिना के जनबधं न एर् ंित-ें प्रत्येक परजमिधारक को: क) केन्द्र सरकार द्वारा अजधसूजचत उपकरण जर्जिष्ट ऊिाा प्रदिान मानक का अनुपालन करना होगा। ख) ऊिाा दक्षता ब्यूरो (लेबललंग िुल्क) जर्जनयम, 2025 का अनुपालन करना होगा। ग) केर्ल अनुमत मॉडलों पर ही लेबल लगाना होगा। घ) उपकरणों अथर्ा उपस्ट् करों पर लेबल लगाने की लागत का र्हन करना होगा। ङ) सुजनजित करना होगा दक जचपकाए गए लेबल सुपाठ्य एर्ं अनुरजक्षत हों। च) प्रत्येक र्र्ा 30 अप्रैल तक अजधकृत जर्क्रेताओं की अद्यतन सूची उपलब्ध करानी होगी। छ) मौिूदा मानक और लेबललंग संबंधी प्रचालन मैनुअल में जनर्दाष्ट अन्य जनबंधन एर्ं ितों का पालन करना होगा। 12. अनपु ालन परीक्षण- ब्यूरो अथर्ा राज्य नाजमत एिेंसी, ऊिाा दक्षता ब्यूरो (लेबललंग अनुपालन) जर्जनयम, 2025 के अनुसार, अजधजनयम की धारा 14(क) के अंतगात ब्यूरो द्वारा जनधााठरत ऊिाा प्रदिान मानक और इन जर्जनयमों के प्रार्धानों के अनुपालन का सत्यापन करेगी। (2) इन जर्जनयमों के अंतगात प्रार्धानों के दकसी उल्लंघन या अनुपालन न करने की जस्ट्थजत में, ब्यूरो अथर्ा राज्य नाजमत एिेंसी कायार्ाही आरम् भ करेगी और ऊिाा दक्षता ब्यूरो (लेबललंग अनुपालन) जर्जनयम, 2025 के साथ पठित अजधजनयम के प्रार्धानों के साथ- साथ भारत के अजधकार क्षेत्र में लागू दकन् हीं अन्य प्रासंजगक कानूनों के अनुसार चूककताा परजमिधारकों के जर्रुद्ध कारार्ाई करेगी। 13. मानक और लेबललगं कायक्रा म सबं धं ी प्रचालन मनै अु ल- (1) ब्यूरो अपनी र्ेबसाइि पर मानक और लेबललंग कायाक्रम के कायाान्र्यन के जलए एक प्रचालन मैनुअल प्रकाजित करेगा। (2) मैनुअल में अन्य बातों के साथ-साथ जनम्नजलजखत िाजमल होंगे: i. पंिीकरण, लेबललंग, अनुपालन परीक्षण, जनगरानी, सत्यापन और प्रर्तान सजहत कायाक्रम के कायाान्र्यन की प्रदक्रया। ii. आर्ेदन, पंिीकरण, अनुमजत और नर्ीनीकरण सजहत सभी प्रपत्रों के जलए समय सीमा सजहत जनधााठरत प्रारूप। (3) मैनुअल में जनजहत प्रचालन कायाजर्जधयां कायाक्रम में भाग लेने र्ाली सभी संस्ट्थाओं पर बाध्यकारी होंगी। आकाि जत्रपािी, महाजनदेिक [जर्ज्ञापन-III/4/असा./227/2025-26] अनसु चू ी-I उपकरणों अथर्ा उपस्ट् करों की सचू ी क्र.स.ं उपकरण अथर्ा उपस्ट् कर का नाम 1अ. फ्रॉस्ट्ि फ्री रेदफ्रिरेिर 1बी. डायरेक्ि कूल रेदफ्रिरेिर 1सी. डीप फ़्रीज़र 2अ. रूम एयर कंडीिनर (जनजित गजत) 2बी. रूम एयर कंडीिनर (पठरर्तानीय गजत) 2सी. हल्के र्ाजणजज्यक एयर कंडीिनर[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 2डी. रूम एयर कंडीिनर (कैसेि, फ्लोर स्ट्िैंलडंग िॉर्र, सीललंग, कॉनार एसी) 2ई. जचलसा 3. इलेजक्रक सीललंग िाइप पंखा .4. जस्ट्थर भंडारण प्रकार इलेजक्रक र्ॉिर हीिर 5अ. रंगीन िेलीजर्िन 5ब. अल्रा हाई डेदफजनिन िेलीजर्िन .6. र्ॉलिंग मिीन 7अ. ट्यूबलर फ्लोरोसेंि लैंप 7ब. सेल् फ-बैलास्ट्िेड लैंप 8. जर्तरण रांसफामार 9. जग्रड से िुडा सौर इन्र्िार 10. सौर फोिोर्ोजल्िक मॉड्यूल THE BUREAU OF ENERGY EFFICIENCY NOTIFICATION New Delhi, the 10 July, 2025. No.5506/BEE/S&L/AL/2025-26.—In exercise of the powers conferred by clause (i) and (l) of sub- section (2) of section 58 read with clauses (c) and (d) ofSection 14 of the Energy Conservation Act, 2001 (52 of 2001), the Bureau of Energy Efficiency (the Bureau) with the previous approval of the Central Government, proposes to make the Bureau of Energy Efficiency (Appliance Labelling) Regulations, 2025. The proposed draft Regulations are hereby published in the Gazette of India, Extraordinary, as required by sub-section (1) of section 58 of the said Act, for the information of all the persons likely to be affected thereby and inviting their suggestions and objections (if any); and the notice is hereby given that the said draft regulations shall be taken into consideration on or after the expiry of a period of thirty days from the date of their publication in the Gazette of India, Extraordinary; Objections or suggestions, if any, may be addressed to the Director-General, Bureau of Energy Efficiency, Ministry of Power, 4th Floor, Sewa Bhawan, R.K. Draft Regulations 1. Short title and commencement.-(1) These regulations may be called the Bureau of Energy Efficiency (Appliance Labelling) Regulations, 2025. (2) These regulations shall come into force on the date of their publication in the Official Gazette. 2. Definitions.-(1) In these regulations, unless the context otherwise requires,- (a) “Act” means the Energy Conservation Act, 2001(52 of 2001); (b) “Label” means a printed matter, bearing a unique number, affixed to, or displayed on an appliance or equipment as specified in the Bureau of Energy Efficiency (Label Particulars) Regulations, 2025; (c) “Label Year” means the year in which the energy performance norms for the appliance category came into effect; (d) “Permittee” means a person to whom permission has been granted to affix label on appliances or equipment as specified under Schedule I of thisregulation by the Bureau; (e) “Person” means and includes any individual, association or body of persons, partnership firm, limited liability partnership and company, whether incorporated or not; (f) “Star Rating or Star Level” means the level of energy performance displayed on the label of the appliance or equipment based on their respective notification issued by the Central Government under clause (a) of Section 14 of the Act. (2) Words and expressions used herein and not defined, but defined in the Act, shall have meanings respectively assigned to them in the Act. 3. Objective.- These objective of these regulations is to establish a comprehensive framework governing the display of essential information on labels, including their particulars, manner, and time limits, to establish the process for applying for and granting permission to affix such labels and to provide for compliance testing and label fees. 4. Applicability.-These regulations shall be applicable to all appliances or equipment as specified under Schedule I annexed to this Regulation. 5. Particulars to be displayed on label.-(1) On every appliance or equipment, the following particulars shall be displayed on its label, namely: - a) Unique Number of Label; b) Name of Appliance/equipment; c) Name of brand;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 d) Model Number; e) Energy Performance Parameter; f) Label Year; g) Rated Capacity; h) Star Level or Endorsement; i) Validity j) Country of Origin k) Serial Number of appliance or equipment, if applicable. (2) The design, colour, size and content of label shall be as specified in the Bureau of Energy Efficiency (Label Particulars) Regulation, 2025 as amended from time to time. 6.Manner of display of label.- (1) There shall be a label along with Quick Response (QR) code embedded with information required under Regulation 4 above on every appliance or equipment. (2) The Permittee shall ensure that the label is: (a) easily visible; and (b) appears on every registered unit or model at point of sale; and (c) printed or pasted on the packaging box of the unit or model. (3) The label along with Quick Response (QR) code shall be of self-adhesive material. The markings required as per the Bureau of Energy Efficiency (Label Particulars) Regulation, 2025shall be legible, indelible and durable. 7. Time limit for display of labels.-(1) Transition from Voluntary to Mandatory Regime:A label, in accordance with regulation 4, shall be displayed on every appliance or equipment within six months from the date these regulations or amendment to this regulation comes into effect. (2) Revision of Mandatory Energy Performance Standards:When revised energy performance standards for an appliance or equipment, notified by the Central Government, become effective, permittees: a) shall stop production of appliances or equipment under the expired standards; b) shall affix uniquely numbered labels to all appliances or equipment; c) may begin preparatory measures (dealer awareness and consumer education) at least three months in advance. 8. Application for Permission for Label Display.-(1) Prior Approval: No label on any appliance or equipment shall be affixed without prior written permission from the Bureau. (2) Company Registration: Each company shall register separately with the Bureau and shall submit an application accompanied by a fee as prescribed under the Bureau of Energy Efficiency (Labelling Fees) Regulations, 2025. Companies shall register each brand separately with the Bureau.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (3) Appliance Category Registration: To register an appliance or equipment, a registered company shall apply separately, and shall submit an application accompanied by a Label Security Deposit as prescribed under the Bureau of Energy Efficiency (Labelling Fees) Regulations, 2025. (4) Label Permission: To obtain permission to affix label on a model of a particular appliance or equipment, a registered company shall submit an application accompanied by a label permission fee as prescribed under the Bureau of Energy Efficiency (Labelling Fees) Regulations, 2025. 9. Grant of Permission.-(1)Scrutiny: The Bureau shall complete the scrutiny of applications received under Regulation 7 as per procedure laid down in the Operational Manual on Standards and Labelling within a period not exceeding 30 working days from the date of receipt of applications. Provided that in cases, where discrepancies are found in the applications received, the Bureau shall put these applications on hold and shall provide the applicants a period not exceeding 60 days to take suitable action failing which the application shall be cancelled. (2) Approval: After being satisfied that the applications received under Regulation 7 comply with all the requirements specified in Operational Manual on Standards and Labelling, the Bureau shall: i. Register the Company and Appliance(s) or equipment; ii. Grant Permission to affix uniquely numbered labels on permitted models for a period of three years; iii. Make entries in the Permittee Register. (3) Permission Renewal: To renew permission for continuance to affix label on the permitted model, each permittee shall before the expiry of such permission previously granted, apply to the Bureau and submit an application accompanied by a fee as prescribed under the Bureau of Energy Efficiency (Labelling Fees) Regulations, 2025. Provided that fresh applications shall be submitted after expiry of permission previously granted to affix labels on model. (4)Permittees shall ensure that all appliances or equipment they sell are affixed with labels that meet the current energy performance standards notified under section 14(a) of the Act for the appliance or equipment. (5) If energy performance standards are revised during the permission period, the Bureau shall inform the revised energy performance standards to the permittee. The permittees after the receipt of such information, shall submit a self-declaration form to the Bureau confirming compliance with revised energy performance standards and affixation of labels with revised energy performance standards. (6) Revocation of Permission: The Bureau may revoke permissions granted for affixing labels, if the permittee: (a) Fails to comply with any terms and conditions specified under Regulation 10; (c) Fails to comply with the directions on compliance testing as specified in Bureau of Energy Efficiency (Labelling Compliance) Regulations, 2025.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 9 Provided that no permission shall be revoked without giving the permittee an opportunity to be heard. 10. Label Fee.-Each permittee shall pay to the Bureau a label fee as prescribed under the Bureau of Energy Efficiency (Labelling Fees) Regulations, 2025. 11. Terms and conditions of Label Display.-Every permittee, shall: a) Comply with the appliance specific energy performance standards notified by the Central Government. b) Comply with Bureau of Energy Efficiency (Labelling Fees) Regulations, 2025. c) Affix labels only to permitted models. d) Bear the cost of affixing labels to appliances or equipment. e) Ensure that the affixed labels are legible and maintained. f) Provide an updated list of authorized sellers by 30th April of each year. g) Comply with such other terms and conditions as may be specified in the extant Operational Manual on Standards and Labelling. 12. Compliance Testing.- The Bureau or State Designated Agency shall verify compliance, with the energy performance standards prescribed by the Bureau under section 14(a) of the Act and with the provisions of these regulations, in accordance with the Bureau of Energy Efficiency (Labelling Compliance) Regulations, 2025. (2) In the event of any contravention or non-compliance with the provisions under these regulations, the Bureau or State Designated Agency shall initiate proceedings and take action against the defaulting permittees in accordance with the provisions of the Actread with the Bureau of Energy Efficiency (Labelling Compliance) Regulations, 2025 as well as any other relevant laws applicable within the jurisdiction of India. 13. Operational Manual on Standards and Labelling Programme.-(1) The Bureau shall publish on its website an Operational Manual for the implementation of the Standards and Labelling programme. (2) The manual shall, inter-alia, include the following: i. Procedure for implementing the program including registration, labelling, compliance testing, monitoring, verification and enforcement. ii. Prescribed formats for all forms, including applications, registrations, permissions and renewals along with timelines. (3) The operational procedures contained in the manual shall be binding on all participating entities in the programme.
