}kjk iRruokj y[s kk tk[s kk dk fjdkMZ dk j[k j[kko fd;k tk,A MINISTRY OF SHIPPING NOTIFICATION New Delhi, the 26th May, 2015 G.S.R. 424(E).—In exercise of the powers conferred of sub-section (1) of Section 21 read with clause (e) of sub-section (I) of Section 4 of the Lighthouse Act, 1927 (17 of 1927), and after consultation with the Central Advisory Committee, the Central Government hereby make the following Addendum to amend the Lighthouse Accounting and Financial Power Rules, 1993 – At the end of existing Rule 8.1 the following shall be added: 8.1 (i), “Light-dues can be paid online also through DGLL website www.dgll.nic.in and Syndicate Bank website www.syndicatebank.in. The Online payment shall be as per the Standard Operating Procedures (SOP) of online payment of Light-dues” as at Annex-1 of Lighthouse Accounting and Financial Power Rules, 1993. [F. ANNEX-1 Standard Operating Procedure for Online Payment of Lightdues (1) The option “DGLL Lightdues” on the Directorate General of Lighthouses & Lightships (DGLL) website “www.dgll.nic.in or on Syndicate Bank website “www.syndicatebank.in”, can be accessed for paying Online Lightdues. (2) The window opens sequentially till the customer is directed to electronic gateway for making payment. (2a) For container vessels registered TEU (Twenty-foot equivalent Unit) may be entered manually, in case TEU value does not appear after entering vessel details.¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 3 (3) An Electronic receipt with Form No. ----- (randomly generated) will be generated after successful payment.The print out of the electronic receipt shall be produced to the “proper officer” for grant of clearance /permission of Lightdues. (4) In case, the payment fails, M/s Syndicate Bank shall ensure that the payment is remitted to the same accounts & bank from where payment is remitted. Any query from customer to be replied through email which need to be ensured by the bank. The Syndicate bank forwards the payment details through email to Custom, PCCA, PAO LHLS and DGLL. The payment details to the Customs should be forwarded on SMTP Mail list (ICEGATE domain) of the Customs. (5) The “Proper officer”shall verify the payment receipt produced by the customer by logging to Syndicate bank website through Login: User ID and password, provided to them by Directorate General of Lighthouses & Lightships. The proper officer shall correlate the receipt produced by the customer and grant permission on authentic receipt. The receipt is to be signed and stamped by the Customs at the space provided for the purpose. (6) The “Proper officer” shall compile the information relating to the number of permission issued on a monthly basis and send the same to the DGLL Noida along with challan received manually with a statement. (7) In case of re-payment of Lightdues based on the recommendation of “Proper Officer” form ILH-10 duly certified is to be submitted to Directorate General of Lighthouses & Lightships, Noida. (8) After the receipt of payment online, the Focal Point Branch will scroll the receipts and shall directly remit the collected funds to RBI after receipt of funds at branch (T) on T+1 basis including put through as prescribed in RBI Guidelines. (9) The Focal Point Branch (FPB) shall follow the normal procedure of reporting the government transactions as prescribed in the “Procedure for reporting and accounting of transactions of Departmentalized ministries” by RBI in consultation with CGA, as amended from time to time (as applicable to Syndicate Bank). (10) Focal point Branch of the Syndicate Bank will download from their system a copy of the Main scroll with collecting branch-wise details of transactions (indicating therein the details of the ship owner, address, Registration Number of ship etc.) and forward it to the PAO (LHLS) Ministry of Shipping after being duly signed by the Bank Authorities. (11) A copy of the scroll information furnished to the PAO by the FPB will also be forwarded to DGLL and PCCA on day to day basis (2000Hrs. is considered end of transaction for the day). (12) The PAO (LHLS) Noida shall also verify and reconcile the daily scroll information of the FPB with reference to the remittances reported by RBI and confirm same to DGLL and PCCA. In case of any discrepancies, same shall be reported to the bank within 24 hours and to be monitored by DGLL till issue is resolved completely. (13) DGLL office will maintain records to indicate receipts on account of collection of light-dues by Customs department port wise separately for containers & other type of vessels.
