The Central Govt. hereby makes the following regulations to amend the Utkal Grameen Bank (Officers and Employees) Service Regulations, 2012, These regulations may be called Utkal Grameen Bank Service (Amendment) Regulations, 2013.

NOTIFICATION
Bolangir, the 28th February, 2014
No. Regional Rural Banks Act, 1976 (21 of 1976) in exercise of powers conferred by section30 of the
Regional Rural Banks Act, 1976 (21 of 1976) the Board of Directors of Utkal Grameen Bank after consultation with the
State Bank of India being the Sponsor Bank and the National Bank for Agriculture and Rural Development and with the
previous sanction of the Central Government hereby makes the following regulations to amend the Utkal Grameen Bank
(Officers and Employees) Service Regulations, 2012 namely :
1. (1) These regulations may be called Utkal Grameen Bank Service (Amendment) Regulations, 2013.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. “In regulation 2 of the Utkal Grameen Bank (Officers & Employees) Service Regulations, 2012 (hereinafter referred
to as the said regulations) in sub-regulation (1), for clause (g), the following clause shall be substituted, namely: —
(g) “Competent Authority” means, —
(i) the Chairman in respect of Officer Scale-III,IV and V:
(ii) the General Manager in respect of Officer Scale-I and II: and
(iii) (a) the Head of the Department (Personnel) at Head Office in respect of employees relating to Group ‘B’
Office Assistant (Multipurpose) and Group ‘C’ Office Attendant (Multipurpose) working at Head Office.
(b ) the Regional Manager of the Region in respect of employees relating to Group ‘B’ Office Assistant
(Multipurpose) and Group ‘C’ Office Attendant (Multipurpose) working at the office / branches operating
in the Region.
In regulation 50 of the said regulations for clauses (i) and (ii), the following clauses shall be substituted, namely:—
(i.) the Board, where the Chairman is Competent Authority.
(ii.) The Chairman, where the General Manager is Competent Authority, and
(iii.) the General Manager, where the Competent Authorities are the Head of the Department (Personnel) at Head
Office and Regional Manager of the office / branches under their control.”
