(3) फोरम क(cid:24) बैठक का कोरम फोरम के आधे सद(cid:27)य! से परू ा होगा।
(4) सिचव (cid:16)ारा बैठक क(cid:24) तारीख से कम-से-कम दस (cid:4)दन पूव1 (cid:10)(cid:29)येक सद(cid:27)य को बैठक का िलिखत नोBटस भेजा

(5) बैठक क(cid:24) सूचना सम%व य फोरम के काया1लय के Bरकॉड 1 म (cid:13) दज1 (cid:10)(cid:29)यके सद(cid:27)य के पते पर द(cid:27)ती या पंजीकृत
डाक (cid:16)ारा अथवा (cid:27)पीड पो(cid:27)ट या ई-मेल (cid:16)ारा भेजी जा सकती ह ैऔर य(cid:4)द इस (cid:10)कार भेजी गई सूचना उस
समय िविधवत् (प स ेसुपुद1 क(cid:24) गई मानी जाएगी, जब इसे साधारण डाक के मा8यम से भेजा जाता;

(11) काय1वृP के अनमु ोदन के पQात् और फोरम के अ8य4 के ह(cid:27)ता4र के पQात् इ% ह(cid:13) काय1वृP-पुि(cid:27)तका म(cid:13) रखा

सद(cid:27)य! के मत! के ब"मत स े(cid:4)कया जाएगा:
परंतु (cid:4)क य(cid:4)द उपि(cid:27)थ त मत बराबरी से िवभािजत ह!, तो फोरम के अ8य4 के पास समथ1न या िनणा1यक मत
होगा।

(ख) जहां बैठक बलु ाना उपयTु न हो, सिचव सम% वय फोरम के अ8य4 के अनमु ोदन स ेउस मद या उन मद!, जो
आवWयक समझी जाए, को सद(cid:27)य! क(cid:24) Bट7पिणया ं(cid:10)ाN करन ेके िलए पBरचािलत कर सकता ह ैता(cid:4)क अ8य4
उन पर िनण1य ले सके और ऐसे मामल! को फोरम क(cid:24) अगली बैठक म(cid:13) (cid:10)(cid:27)तुत (cid:4)कया जा सके;
(ग) सम%व य फोरम िविशX मामल! अथा1त ् अतं रा1Yीय सहयोग को बेहतर बनान,े िश4ण क(cid:24) गुणवPा म(cid:13) सुधार
करन,े (cid:27)टाफ संबंधी मामल! आ(cid:4)द के िलए आवWयक समझे जाने वाले िनधा1Bरत िवचाराथ-1 िवषय! के साथ
एक सिमित का गठन कर सकता ह ैऔर उस सिमित क(cid:24) Bरपोट1 या Bरपोट, को फोरम क(cid:24) बैठक म (cid:13) िवचाराथ 1
और िनण1य लने े हते ु(cid:10)(cid:27)तुत (cid:4)कया जाएगा; और
(घ) य(cid:4)द, अ8य4 क(cid:24) राय म (cid:13) कोई सकं ट क(cid:24) ि(cid:27)थित उ(cid:29)प[ होती ह,ै िजस पर त(cid:29)काल कार1वाई (cid:4)कया जाना
आवWयक ह,ै तो अ8य4 जसै ा आवWयक समझ े वैसी कार1वाई कर सकता ह ै और इसके बारे म (cid:13) फोरम को
उसक(cid:24) अगली बैठक म (cid:13)सिू चत करेगा।
5. ययययाााा(cid:3)(cid:3)(cid:3)(cid:3)ाााा एएएएववववंं ंं अअअअ(cid:19)(cid:19)(cid:19)(cid:19)यययय भभभभ(cid:23)(cid:23)(cid:23)(cid:23)--ेे--ेे (1) अिधिनयम क(cid:24) धारा 38 क(cid:24) उप-धारा (2) के खंड (vii) और (iv) म(cid:13) िन\दX1 सम% वय फोरम
के सद(cid:27)य! के या-ा भP े के%(cid:14) सरकार के समक4 ]ेड के समूह ‘क’ अिधकाBरय! पर लागू िनयम! के अनसु ार
िविनयिमत ह!गे।
(2) अिधिनयम क(cid:24) धारा 38 क(cid:24) उप-धारा (2) के खंड (i), (ii), (iii), (v), (vi) और (viii) म (cid:13) िन\दX1 सम% वय
फोरम के सद(cid:27)य अपने िनयोTा िनकाय! के िनयम! के अंतग1त (cid:27)वीकाय1 या-ा और दिै नक भP! के हकदार
ह!गे।
(3) सद(cid:27)य अपन े या-ा और दिै नक भP! के दावे अपन ेसंबिं धत संगठन!, िजनस ेव ेसंबंध रखत ेह @या क(cid:13)(cid:14) सरकार

New Delhi, the 4th April, 2019
G.S.R. 283(E).—The following draft of the Indian Institutes of Information Technology (Public-private
Partnership) (Coordination Forum) Rules, 2019 which the Central Government proposes to issue, in exercise of the
powers conferred by clause (c) and (d) of sub-section (2) of section 41 of the Indian Institutes of Information Technology4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
(Public- private Partnership) Act, 2017 (23 of 2017), proposing the manner of conducting business, functions of the
Coordination Forum and travelling and other allowances of the members of the Coordination Forum, is hereby published
as required under sub-section (1) of said section for the information of the public likely to be affected thereby and notice
is hereby given that the said notification will be taken into consideration by the Central Government on or after the
expiry of thirty days from the date on which the copies of the Gazette of India containing this draft notification are made
available to public;
Objections or suggestions which may be received from any person with respect of the said draft rules before the
expiry of the above said period shall be taken into consideration by the Central Government;
Objections or suggestions if any, in respect of the said draft rules may be forwarded through post to the
Additional Secretary (Coordination Forum of IIITs (PPP)), Ministry of Human Resource Development, Department of
Higher Education, Shastri Bhawan, New Delhi – 110001 or electronically @email address : sandhu.edu@nic.in.
1. Short title and commencement.- (1) These rules may be called the Indian Institutes of Information Technology
(Public-private Partnership) (Coordination Forum) Rules, 2019.
(2) They shall come into force on the date of their final publication in the Official Gazette.
2. Definitions.- (1) In these rules, unless the context otherwise requires-
(a) “Act” means the Indian Institutes of Information Technology (Public-private Partnership) Act, 2017
(23 of 2017);
(b) “Coordination Forum” means the Coordination Forum established under the Act;
(c) “Secretary” means the Secretary of the Coordination Forum.
(2) Words and expressions used in these rules but not defined and defined in the Act shall have the same
meanings respectively assigned to them in the Act.
3. Meeting and the manner of conducting business – (1) The Coordination Forum shall meet at least once
during a calendar year.
(2) The meetings of the Coordination Forum shall be convened by the Chairperson of the Coordination
Forum suo-motu or at the request of the Secretary or on a requisition signed by not less than seven
members of the Coordination Forum.
(3) Half of the members of the Coordination Forum shall form a quorum for a meeting of the Coordination
Forum.
(4) A written notice of every meeting shall be sent by the Secretary to every member at least ten days
before the date of the meeting, mentioning therein the place, date and time of the meeting:
Provided that the Chairperson may call a special meeting of the Coordination Forum at short notice to
consider urgent issues.
(5) The notice of a meeting may be delivered either by hand or sent by registered post or speed post or by
email at the address of each member as recorded in the office of the Coordination Forum and if so sent
shall be deemed to be duly delivered at the time at which notice would be delivered in the ordinary
course of post:
Provided that the notice may also be sent through facsimile or short message service.
(6) Agenda of a meeting shall be circulated by the Secretary to the members at least seven days before a
meeting.
(7) Notices of motions for inclusion of any item in the agenda shall reach the Secretary at least seven days
before the meeting:
Provided that the Chairperson of the Coordination Forum may permit inclusion of any item for which
due notice has not been received.
(8) The decision of the Chairperson of the Coordination Forum in regard to all questions of procedure shall
be final.
(9) The minutes of the proceedings of a meeting of the Coordination Forum shall be drawn up by the
Secretary and circulated to the members of the Coordination Forum.
(10) The minutes together with any amendment suggested shall be placed for confirmation of the

(11) After the minutes are confirmed and signed by the Chairperson of the Coordination Forum, they shall
be recorded in a minute book which shall be kept open for inspection of the members of the
Coordination Forum at all times during office hours.
(12) All questions considered at the meeting of the Coordination Forum shall be decided by a majority of
the votes of the members present including the Chairperson of the Coordination Forum:
Provided that if the votes are equally divided, the Chairperson of the Coordination Forum shall have a
second or casting vote.
4. Functions and manner of exercising thereof.- The Coordination Forum shall exercise the functions assigned
to it in the following manner namely: –
(a) the Coordination Forum shall exercise such powers and perform such duties as are assigned to it by the
Act;
(b) where it is not expedient to convene a meeting, the Secretary may with the approval of the Chairperson
of the Coordination Forum circulate such item or items as are considered necessary among the
members so as to obtain their comments to enable the Chairperson of the Coordination Forum to take
decisions thereon and such matters shall be reported to the Coordination Forum at its next meeting;
(c) the Coordination Forum may set up a Committee, for specific matters e.g. for improving the
international collaboration, for improving the quality of teaching, for staff issues, etc. with definite
terms of reference as are considered necessary and the report or reports of such Committee shall be
placed for consideration and decisions of the Coordination Forum at its meeting; and
(d) if, in the opinion of the Chairperson, any emergency has arisen which requires immediate action, the
Chairperson may take such actions which are deemed necessary and shall report the same to the
Coordination Forum at its next meeting.
5. Travelling and other allowances- (1) The travelling allowances of the members of the Coordination forum
referred to in clauses (vii) and (iv) of sub-section (2) of section 38 of the Act shall be regulated as per the rules
applicable to Group ‘A’ Officers of the equivalent Grade in the Central Government.
(2) The members of the Coordination forum referred to in clauses (i), (ii), (iii), (v), (vi), (viii) of sub-
section (2) of section 38 of the Act shall be entitled to such traveling and daily allowances as are
admissible to them under the rules of their employing bodies.
(3) The members shall claim their travelling and daily allowances from their respective organizations to
which they belong or the Central Government or as the case may be, the Coordination Forum
Secretariat.
