DEFINITIONS: i. “Applicant” shall mean an individual who applies for admission to the Ph.D. programme of the Netaji Subhas University of Technology (henceforth referred as NSUT) on a prescribed Application Form as notified in the University prospectus; ii. “Course Work” shall mean courses of study prescribed by the Board of Research Studies through the Supervisor to be undertaken by a student registered for the Ph.D. Degree. iii. “Dean, Faculty of Studies” shall mean the Dean, Faculty of Studies of NSUT. iv. “Degree” shall mean the Degree of Doctor of Philosophy (Ph.D.) of the Netaji Subhas University of Technology. v. “Educational Institution” shall mean those recognized colleges /institutions/ universities which offer Bachelor’s Degree or higher. vi. “Faculty Member” shall mean Assistant Professor/ Associate Professor/ Professor of the NSUT including re- employed Professor, Visiting Professor, Emeritus Professor, Adjunct Professor, Professor of Eminence, Honorary Faculty/Professor etc. vii. “NDF” National Doctoral Fellowship shall mean Fellowship granted to the research scholars by All India Council for Technical Education for carrying out full time research in the All India Council for Technical Education approved Institutions/ Universities. viii. “Research Council” shall mean Research Council of the University. ix. “Registration Period” shall mean the length of time span commencing with the date of provisional registration at the University till the completion of the Ph.D. programme. x. “Research Scholar” shall mean a person registered for the Ph.D. Degree devoting full time for completing the degree requirements. xi. “Second Work Place” shall mean a Research Laboratory/Research Centre/Research & Development Organization/ Academic Institute/ Faculty of Studies/ Centre for Advanced Studies and Research /Industry/Government Department/Public Sector Undertakings approved as second work place of any Research Scholar by NSUT for carrying out wholly/partly research work leading to the degree of Doctor of Philosophy of the University. xii. “Sponsored Research Scholar” shall mean a person, sponsored by Government or Private Research & Development Organizations, Public Sector Undertakings, Industries and Educational Institution of repute, which have Memorandum of Understanding with the University, registered for the Ph.D. Degree devoting full time for completing the degree requirements. xiii. “Supervisor” shall mean a Faculty Member of the Netaji Subhas University of Technology approved by Senate on the recommendation of Board of Research Studies to supervise the research/academic work of the Research Scholar or additional supervisor(s) appointed, as per Clause-13. xiv. “University” shall mean Netaji Subhas University of Technology, Delhi. 3. GENERAL GUIDELINES – The programme leading to degree of Doctor of Philosophy shall be conducted by All the Departments/Faculties of Studies of the University with the following general provisions, namely:- 3.1 A Research Scholar shall be required to complete all requirements for the award of the degree within a period specified in the ordinance.16 DELHI GAZETTE : EXTRAORDINARY PART IV] 3.2 The minimum entry qualifications for admission to the Ph.D. programme shall be as per Clause-5 of the Ordinance. 3.3 A Research Scholar registered for the Ph.D. programme shall be required to satisfy a minimum registration period requirement, as laid-down in Clause-17 of the Ordinance. 3.4 A Research Scholar shall be required to earn the prescribed minimum credits through relevant courses with at least 6.5 Cumulative Grade Point Average and carry out his research work as per Clause-11 of the Ordinance. 3.5 A Research Scholar shall be registered provisionally in the Ph.D. programme at the time of joining. 3.6 The university shall not conduct the Ph.D. programme through distance education mode. 3.7 After confirmation of registration, a Research Scholar may be allowed to pursue part of his/her research at any other Research & Development Organization/National lab of repute/ any other University, within the country or abroad with the approval of the Board of Research Studies, which shall be designated as the second work place for the research scholar, provided adequate research facilities in the respective research area are available at such places. 3.8 After confirmation of Ph.D. registration, if the research scholar gets employed in any organization within Delhi NCR, he/she shall be allowed to continue with the research program without fellowship provided he/she undertakes to devote sufficient time in the University beyond office hours and on weekends. This provision can be exercised only with due recommendation of Research Advisory Committee and approval of the Board of Research Studies. Furthermore, he/she shall have to fulfil all other requirements as per ordinance. 3.9 The award of the Ph.D. Degree shall be made to a successful Research Scholar in accordance with the Ordinance of the Netaji Subhas University of Technology as per Clause-22. 3.10 In addition to the research work, all Research Scholars with fellowship from other agencies/organizations have to undertake Practical classes/Tutorials to an extent of 4-6 hours per week along with other duties like Internships/checking of assignments/ Invigilation duties etc. as assigned to them from time to time. 4. COMPOSITION AND FUNCTIONS OF RESEARCH COUNCIL, BOARD OF RESEARCH STUDIES AND RESEARCH ADVISORY COMMITTEE: There shall be following Research Council, Board of Research Studies and Research Advisory Committee to conduct and supervise the Ph.D. programmes, namely:- 4.1 RESEARCH COUNCIL – There shall be a Research Council to lay down the broad policy guidelines pertaining to Ph.D. programmes in all the Faculties of Studies of the University, consisting following persons namely:- (i) Vice-Chancellor - Chairman (Ex-officio) (ii) All Deans of the University - Members (Ex-officio) However, the Concerned Head(s) of the Department(s) shall be invited member(s), if any specific case is to be discussed. Dean, Academics will act as Convenor of the Council. The Research Council shall ensure uniform implementation of the Ordinance and provide advice on procedural and related matters pertaining to Ph.D. programme(s) for all the Faculties of Studies. 4.2 BOARD OF RESEARCH STUDIES (BRS): (A) Each Faculty of Studies having one or more Departments/Academic Centre(s) offering Ph.D. programme shall have Board of Research Studies. All members of the Board of Research Studies must possess qualifications to act as supervisors as per Clause-13. The composition of Board of Research Studies shall be as follows:- (a) Dean of the respective Faculty - Chairman (Ex-Officio) (b) All Heads of the Departments - Members (Ex-officio) (c) Two external experts from a panel approved by the Vice Chancellor, to be nominated by the Chairman of the Board of Research Studies. (d) One Professor from each Department, on rotation basis, nominated by the Vice-Chancellor, or if there is no Professor in a Department then the Vice-Chancellor shall nominate either an Associate/Assistant Professor of the respective Department or a Professor from some other Department: Provided that concerned Supervisor(s) of the Research Scholar(s) may be invited as and when required. A minimum of 50% of total members including at least one external expert shall constitute the quorum necessary for holding the meeting. The tenure of the nominated members shall be two years.[PART IV DELHI GAZETTE : EXTRAORDINARY 17 (B) Normally, the Board of Research Studies meeting shall be held at least once in every three months or earlier, depending on urgency of individual cases. (C) Board of Research Studies shall have the following responsibilities : (i) The Board of Research Studies shall supervise all academic matters related to the Ph.D. degree. (ii) The Board of Research Studies shall keep monitoring the progress of the Scholars of all the Departments under the Faculty of Studies and shall ensure proper implementation of Ordinance. (iii) The Board of Research Studies shall consider and examine the recommendations of the Supervisors/ Research Advisory Committee pertaining to Provisional Registration, Evaluation of Research Proposal, Confirmation of Registration, and Extension of Ph.D. duration etc. for ratification / recommendation, as applicable. (iv) The office of the Chairman of the Board of Research Studies shall maintain all the records of registration and the progress of the research work of the Research Scholars. 4.3 RESEARCH ADVISORY COMMITTEE (RAC): (A) There shall be a Research Advisory Committee for each Department. The composition of Research Advisory Committee shall be as follows: (a) Head of the Department as Chairman (Ex-Officio) (b) Two external experts in the relevant area from the panel approved by the Vice Chancellor, to be nominated by the Chairman of the Research Advisory Committee. (c) One Professor from the Department nominated by the Dean of respective faculty or if there is no Professor in a Department then the Dean of Faculty shall nominate either an Associate/Assistant Professor of the respective Department. (d) One Professor from other Department nominated by the Dean of respective faculty. (e) Concerned Supervisor(s) of the Research Scholar. (f) One faculty member as Convener nominated by the Head of the Department. A minimum of 50% of total members, including at least one external expert, shall constitute the quorum necessary for holding the meeting. The tenure of nominated members shall be two years. (B) Research Advisory Committee shall have the following responsibilities: (i) To review the research proposal and finalize the topic of research; (ii) To advise the research scholar to develop the study, design and methodology of research and identify the course(s) that he/she has to complete; (iii) To periodically review the progress of the research work of the Research Scholar and advise accordingly. (C) The research scholar shall appear before the Research Advisory Committee once in every six months to make a presentation of the progress of his/her work for evaluation and further guidance. The six-monthly progress reports with the comments of the Research Advisory Committee shall be submitted to the office of the Dean, Faculty of Studies with a copy to the research scholar. (D) In case the progress of the research scholar is unsatisfactory, the Research Advisory Committee shall record the reasons for the same and suggest corrective measures. If the research scholar fails to comply with these corrective measures, the Research Advisory Committee may recommend to the Board of Research Committee with specific reasons for cancellation of registration of the research scholar. 5. MINIMUM QUALIFICATION CRITERIA FOR ADMISSION: 5.1 An applicant possessing a Master Degree in Engineering/Technology/Sciences/ Management/Humanities/ Social Sciences in the respective discipline or equivalent with a minimum 60% of marks or equivalent Cumulative Grade Point Average (CGPA) and Bachelor’s Degree with a 60% of marks or equivalent Cumulative Grade Point Average shall be eligible to apply for admission to Ph.D. programme of the University. 5.2 However, the candidates applying for Teaching-cum-Research Fellowship shall be required to have a Master Degree in the respective discipline with 70% marks or equivalent Cumulative Grade Point Average and Bachelor’s Degree with a 60% of marks or equivalent Cumulative Grade Point Average.18 DELHI GAZETTE : EXTRAORDINARY PART IV] 5.3 In case, the equivalence between the percentage of marks and Cumulative Grade Point Average is not defined by the University from where the candidate has obtained the qualifying degree, then the University Grants Commission/All India Council for Technical Education equivalence criteria shall be applicable. 6. RESERVATION/RELAXATION: 6.1 In all the Ph.D. programmes of the University, reservation of seats for applicants in all the categories including SC/ST/OBC (non-creamy layer)/Differently-abled applicants shall be in accordance with the policies of Govt. of National Capital Territory of Delhi. 6.2 SC/ST/OBC (non-creamy layer)/Differently-abled applicants may be permitted 5% marks relaxation in the eligibility requirement at Master’s level or Bachelor’s level as prescribed in the Clause-5.1 & 5.2. 6.3 Any seat(s) remaining vacant in the above categories shall be filled by the candidates from unreserved category. 7. SELECTION PROCEDURE FOR ADMISSION: 7.1 The Research Scholars shall be admitted in two-stage process through an Entrance Test and an Interview. The candidates who have secured a minimum qualifying marks of 50% in the entrance test shall be called for interview. The interview shall be conducted by a committee as prescribed in Clause-7.14. The Interview Committee shall judge the following, namely:- (i) That the candidate possesses aptitude and competence to carry out the research in the intended area; (ii) That the proposed research idea can be suitably undertaken in the Department; and (iii) That the proposed research may contribute to the creation of new/additional knowledge in the chosen area. However, in case of Teaching-cum-Research Fellows, the committee shall also judge the teaching ability of the candidates in addition to the parameters as prescribed in (i) to (iii) above. 7.2 The selections may be held twice in a year, if required. 7.3 Interview for Teaching–cum-Research Fellowship and all other candidates shall be organised separately. 7.4 The weightage of entrance test and the interview shall be 70% and 30% (including 10% weightage on credentials as decided by the Board of Research Studies), respectively. 7.5 The syllabus for the entrance test shall consist of 50% questions on Research Aptitude/Methodology which may include quantitative methods/computer applications, experimental techniques etc. and 50% subject specific questions. The syllabus for the entrance test shall be approved by the Board of Research Studies. 7.6 The University shall notify the detailed information well in advance, through its website and through advertisement in at least two national newspapers. Detailed information along with admission procedure/brochure/syllabus shall be put up on the University website well in advance. 7.7 The Controller of Examinations shall arrange for the screening of the applications to short list the eligible candidates and shall also arrange issuing of admit cards to the eligible candidates. 7.8 The Controller of examination shall arrange the requisite number of question papers for the entrance test in the concerned areas of research department-wise. 7.9 The entrance test shall be conducted by the Controller of examination. He shall collect the interview (including credentials) marks from the Chairman of Interview Committee and prepare department wise final merit list based upon scores in the entrance test and interview (including credentials), and shall notify the same. 7.10 No relaxation with regard to eligibility conditions as laid down in the Clause-5.1 will be provided to the candidates who have qualified University Grants Commission-National Eligibility Test (including Junior Research Fellow/University Grants Commission-Council for Scientific & Industrial Research National Eligibility Test (including Junior Research Fellows)/ DBT-JRF, ICMR-JRF, DST-INSPIRE or equivalent national level examination/ fellowship (as identified by Board of Research Studies)/valid Graduate Aptitude Test Engineering score holder. They shall have to appear in both, the entrance test and the interview. However, the candidates with fellowship as identified by Board of Research Studies shall be given full weightage in credentials. 7.11 Project staff under projects, sponsored by Department of Science and Technology/University Grants Commission/any Government agency, Industry or centres established from grant-in-aid from Government or international agencies at Netaji Subhas University of Technology, may be given administrative clearance to seek admission, subject to recommendations of the concerned Principal Investigator of the said project/centre[PART IV DELHI GAZETTE : EXTRAORDINARY 19 and approval of the respective Board of Research Studies and Vice-Chancellor, but shall be required to fulfil the eligibility conditions as laid down in Clause-5.1 and shall have to appear in the entrance test and interview. 7.12 The Candidates from Research & Development Organizations/ Institutions/ Public Sector Undertakings/Industries/Foreign Universities which have Memorandum of Understandings with Netaji Subhas University of Technology may be exempted from the entrance examination and can be called directly for interview as sponsored candidates subject to the fulfilment of the minimum entry qualification for the degree as given in Clause-5.1. provided that- (i) The applicant is having at least two years’ experience in regular capacity; (ii) The applicant shall prove to the satisfaction of the University that his official duties permit him to devote sufficient time to research; (iii) The applicant can devote sufficient time to pursue research in the concerned Department of the Netaji Subhas University of Technology on daily basis or if sufficient facilities for research are available at the applicant’s place of work in the chosen field of research. Provided that the same is approved by the Board of Research Studies as his/her second place of work. (iv) He/she shall be required to reside at the Netaji Subhas University of Technology till the completion of his/her course work. This condition of minimum residence shall be automatically waived off for the candidate working in the Delhi National Capital Region. 7.13 The regular faculty members of NSUT/any Institution of Government of National Capital Territory of Delhi., who want to get registered for the Ph.D. Programme, may be exempted from the entrance examination and may be called directly for the interview subject to submission of Non-Objection Certificate from the competent authority of the respective Institution. 7.14 The interview shall be conducted by a Committee whose composition shall be as follows: (i) Dean of respective Faculty of Studies - Chairman (Ex-Officio). (ii) Two subject experts from the panel approved by the Vice Chancellor, to be nominated by the Chairman of the Committee. (iii) Two senior faculty members of the department, nominated by the Dean of the concerned Faculty. (iv) A representative of the SC/ST/OBC/Differently-abled Category from the panel approved by the Vice- Chancellor. (v) Head of the concerned Department, Convener (Ex-Officio). 7.15 Admissions to the Ph.D. programmes may be made in each semester, if necessary. 8. FOREIGN NATIONALS/NON- RESIDENT INDIANS (NRIs) 8.1 Self-supporting Foreign nationals/Non-Resident Indians fulfilling the eligibility criteria may be registered for Ph.D. programme. 8.2 They shall be exempted from the written test but they have to appear in the interview through video conferencing or any such other means. They may be admitted based on their performance at the interview, and the approval of their research proposal by the Supervisor(s) and the concerned Board of Research Studies. 8.3 They must provide the evidence of language competence in English. 8.4 The admission of foreign nationals/Non-Resident Indians shall be subject to the verification of equivalence of their qualifying degrees from Association of Indian Universities. 9. PROVISIONAL REGISTRATION: 9.1 After the merit list of candidates received from the Controller of Examination, the offer letter shall be issued to the selected candidates, depending on the availability of seats in the concerned Department, by the Dean, Academic Affairs, giving fifteen days of time for admission. 9.2 Research Advisory Committee shall meet within a week from the last date of admission for the allotment of Supervisor in the area as preferred by the candidates in their application form. 9.3 The date of the first Research Advisory Committee meeting held for the allotment of Supervisors, shall be the date of provisional registration of the candidates.20 DELHI GAZETTE : EXTRAORDINARY PART IV] 10. RENEWAL OF REGISTRATION: 10.1 Every Research Scholar shall be required to renew the registration at start of every semester till the submission of the thesis. The renewal of registration shall be subject to completion of specified number of credits/courses and/or satisfactory progress in his research work as approved by Research Advisory Committee. 10.2 A Research Scholar, who fails to renew his registration and fails to pay the requisite semester fee, shall cease to be a Research Scholar with immediate effect. 10.3 In exceptional cases of de-registration, the Vice-Chancellor shall have the power to allow re-registration of the Research Scholars. 11. COURSE WORK: 11.1 Each research scholar shall be required to take course work as prescribed by the Research Advisory Committee. 11.2 (a) Every Research Scholar shall be required to complete at least four courses of four credits each in the first semester. However, if the candidate fails to complete the course in the first semester, the period for completion of course work may be extended upto second semester on the recommendation of Research Advisory Committee. (b) A minimum of one course of four credits or more courses on Research Methodology shall be prescribed, which may include quantitative methods, computer applications, research ethics, literature review, training, field work, experimental techniques etc. Other courses may be prescribed from the existing M.Tech/ M.Sc/ MBA courses relevant to the area of research and/or a maximum of one on-line course from National Program for Technology enhanced Learning as approved by the Research Advisory Committee. It is further expected that the Research Scholar shall successfully qualify in the Evaluation of Research Proposal as per Clause-14, soon after completing the course requirement but in no case beyond the time stipulated in the Clause-14.5. 11.3 A requirement of minimum 6.5 Cumulative Grade Point Average in course work or equivalent Cumulative Grade Point Average in case of on-line National Program for Technology enhanced Learning grade would be mandatory for continuing the Ph.D. programme. If the grade obtained by any scholar in the prescribed course work is below the required Cumulative Grade Point Average, the Research Scholar has to take up additional courses to bring up the aggregate grade equal to or above 6.5 Cumulative Grade Point Average subject to the condition that this should be achieved within first two semesters, failing which his/her registration may be terminated. 11.4 In case of re-registration for Ph.D. programme, the Board of Research Studies may accept the credit earned by a Research Scholar at this University during his/her earlier Ph.D. registration, except in cases where the Research Scholar has changed his/her area of research or has changed his/her Department. The Research Scholars who have been terminated on disciplinary grounds, shall not be re-registered. 12. ATTENDANCE AND LEAVE: A Research Scholar who is getting financial assistance from any source shall be entitled to avail leaves as per leave/attendance rules given below which may be amended from time to time. 12.1 A Research Scholar after having completed the course work must attend to his/her research work on all working days and mark attendance except when he/she is on duly sanctioned leave. 12.2 A Research Scholar shall be entitled for leave of thirty days per academic year. 12.3 A Research Scholar shall not be entitled to summer and winter vacation. 12.4 In addition to the above leave, the Research Scholars are entitled to get fifteen days leave per academic year on medical ground. The medical leave, if not availed either partly or completely in the current year, shall be carried forward to the next year(s). 12.5 Leave beyond thirty days in an academic year may be granted to a Research Scholar in exceptional cases, by the Head of the Department concerned without fellowship/ scholarship. 12.6 The female Research Scholar shall be entitled for maternity leave as per University Grants Commission/All India Council for Technical Education norms subject to the approval of competent authority. The Supervisor(s) shall report the absence of Research scholar from the research work due to illness/maternity leave to Board of Research Studies through the Head of Department. 12.7 The leave shall be subject to the approval of the Head of Department concerned on the recommendations of the Supervisor and a proper leave account of each Research Scholar shall be maintained by the Department concerned.[PART IV DELHI GAZETTE : EXTRAORDINARY 21 13. THESIS SUPERVISOR(S): 13.1 Every admitted scholar shall be assigned a Research Supervisor(s) by the concerned Research Advisory Committee taking into consideration the preference of area mentioned in the application form by the Research Scholar, the consent of the prospective supervisor and the availability of seats with the supervisor concerned. 13.2 A supervisor shall be any faculty member of the University as defined in this Ordinance. A faculty member of NSUT may be appointed as a Supervisor provided he/she shall have: (a) A Ph.D. degree from a recognized university/institution. (b) (i) At least five publications in refereed journals, out of which at least three must be in Science Citation Indexed/Science Citation Index-expanded journals for the Supervisors from discipline of Science and Engineering , or (ii) At least five publications in the University Grants Commission-approved refereed journals identified by the Board of Research Studies, for the Supervisors from disciplines other than Science and Engineering. (c) The existing number of students already registered with him/her shall not exceed the maximum limits prescribed in Clause-13.3. 13.3 The maximum number of students to be supervised at one time by a faculty member, shall be as follows: (1) Assistant Professor: four Research Scholars. (2) Associate Professor: six Research Scholars. (3) Professor: eight Research Scholars. In case of joint supervision, an enrolled research scholar shall be counted as one each for all the Supervisors. However, out of the maximum number of research scholars allotted to the faculty members as above, a maximum 50% of them shall be Teaching-cum-Research Fellows receiving financial assistance from the University and Quality Improvement Programme/National Doctoral Fellowship scholars sponsored from All India Council for Technical Education, and another 50% shall be the scholars with fellowship from other sponsoring agencies/University Grants Commission-Junior Research Fellow/Projects or the scholars without fellowship. 13.4 The Supervisor(s) shall be appointed during the first semester. 13.5 The Board of Research Studies, on the recommendations of the supervisor(s) and the concerned Research Advisory Committee, may allow joint Supervision but not exceeding a total of three Supervisors to supervise a Research Scholar with the condition that there shall not be more than two supervisors from within the University. The Supervisor(s) shall also be required to fulfil the mandatory requirements as listed in Clause- 13.2(a) and 13.2(b). 13.6 Appointment of any additional Supervisor(s) would not be made after a lapse of eighteen calendar months from the date of provisional registration of the scholar except when none of the supervisor is in the University for a period of a year or more at a stretch. 13.7 The Board of Research Studies on the recommendation of the Supervisor and Research Advisory Committee, shall approve Scholar(s) of eminence who may be from outside NSUT (within the country or abroad), as Supervisor(s). 13.8 A faculty member appointed as Ph.D. supervisor is normally expected to be available to a Research Scholar in the University till the oral defence of his/her Ph.D. thesis work. However, under unavoidable circumstances, such as long leave of more than twelve months, resignation; retirement; or death; a supervisor may not be available to the scholar. In such special cases, appointment of supervisor(s) shall be regulated as under: (a) If a supervisor proceeds on leave or on lien of more than twelve months:- (i) Where an additional supervisor exists, the supervisor proceeding on long leave for more than twelve months can continue the joint-supervision. (ii) Where joint-supervision does not exist, an additional Supervisor may be appointed by the Board of Research Studies in cases where a student has not yet submitted his thesis. (b) (i) Provided, if the thesis is submitted before the supervisor proceeds on leave, he shall continue to be the supervisor. (ii) Provided further, if a supervisor proceeds on leave for a period less than twelve months initially, but later extends his leave beyond twelve months, the above procedure shall be followed.22 DELHI GAZETTE : EXTRAORDINARY PART IV] (c) In any exceptional situation like resignation, retirement, or death; an additional supervisor shall be appointed even after eighteen months from the date of provisional registration if required, on the recommendation of Board of Research Studies and approval of senate. 14. EVALUATION OF RESEARCH PROPOSAL 14.1 After clearing the required Ph.D. course work with at least 6.5 Cumulative Grade Point Average, each Research Scholar shall present himself/herself for the Evaluation of his/her Research Proposal before the Research Advisory Committee. 14.2 Research Advisory Committee shall test the Research Scholar comprehensively on the basis of viva examination and Power Point presentation in the broad field of research along with the suitability of the research proposal, his academic preparation, and the potential to carry out the proposed research. The minimum passing marks for comprehensive viva examination shall be 60%. 14.3 The Research Advisory Committee, on the basis of the performance of the Research Scholar, shall make one of the following recommendations: (i) Passed in comprehensive viva examination and the Research plan approved. (ii) Advised to re-appear and re-submit the research plan keeping in view the suggestions of the committee and to be re-evaluated after a defined period of time. 14.4 All Research Scholars must present themselves for the evaluation of their research proposals after completion of course work but not beyond eighteen months from the date of provisional registration, failing which their Ph.D. registration may be cancelled. 14.5 A Research Scholar shall be provided a maximum of two attempts to pass the Evaluation of Research Proposal, failing which his/her provisional registration may be cancelled. 15. CONFIRMATION OF PH.D. REGISTRATION: 15.1 On successful evaluation of the research proposal, the recommendation of Research Advisory Committee shall be submitted to Board of Research Studies for confirmation of Ph.D. registration of the Research Scholar. 15.2 The date of confirmation of Ph.D. registration shall be the date on which the Board of Research Studies confirms the registration. 15.3 It shall be mandatory for every Research Scholar to get his/her registration renewed in each semester after obtaining recommendation from Research Advisory Committee based on his/her performance. 16. PERFORMANCE MONITORING: 16.1 Each Research Scholar shall be asked to submit a progress report at the end of each semester to his/her Supervisor(s). On receipt of the progress report, the Research Advisory Committee concerned shall review the same and advise the Research Scholar accordingly. 16.2 The academic calendar shall include the following dates for the submission of progress reports: (i) Odd semester: 15th December, (ii) Even semester: 15th June. If any date as in (i)–(ii) is a holiday then the next working day shall be considered. In exceptional cases, the Dean, Faculty of Studies may condone the delay in submission of the progress report. 16.3 A satisfactory report would be mandatory for continuation of research programme/fellowship. 16.4 If the progress is ‘unsatisfactory’, the report must indicate ‘Unsatisfactory Progress’ and must include appropriate action to be taken in this regard. For the first appearance of ‘Unsatisfactory Progress’ report, a warning will be issued to the Research Scholar. Subsequently, the fellowship of the Research Scholar will be stopped. 16.5 If there are two consecutive ‘Unsatisfactory Progress’ reports, the registration may stand terminated. 16.6 Submission of progress report in each semester shall continue till the submission of the Ph.D. thesis. 17. MINIMUM AND MAXIMUM REGISTRATION REQUIREMENT: 17.1 The duration of Ph.D. programme shall be for a minimum period of three years and a maximum period of six years from the date of provisional registration.[PART IV DELHI GAZETTE : EXTRAORDINARY 23 17.2 In exceptional cases, the Vice-Chancellor on the recommendation of the Supervisor, Research Advisory Committee and the Board of Research Studies may grant a relaxation up to maximum of six months in the minimum duration for the submission of thesis. 17.3 In exceptional cases, the Vice-Chancellor on the recommendation of the Supervisor, Research Advisory Committee and the Board of Research Studies may grant a relaxation up to maximum of one year in the maximum duration for the submission of thesis on the basis of six-monthly progress report. 17.4 The women candidates and persons with Disability (more than 40% disability) shall be allowed a relaxation on six-monthly basis up to a maximum period of two years in the maximum duration by the Vice-Chancellor on the recommendation of the Supervisor, Research Advisory Committee and the Board of Research Studies. 18. PRE-PH.D. SUBMISSION SEMINAR 18.1 On completion of the research work, every research scholar shall give a Pre-Ph.D. submission seminar before the Research Advisory Committee which shall also be open to all faculty members and other students. 18.2 The feedback and comments (including final title of thesis) obtained from them may be suitably incorporated in the draft dissertation/thesis in consultation with the Research Advisory Committee. 18.3 After Pre-Ph.D. submission seminar, the exact title of the thesis shall be confirmed by the Research Advisory Committee. 19. Ph.D. THESIS SUBMISSION: 19.1 The Research Scholar shall submit his/her thesis along with the synopsis within three months from the date of pre-Ph.D. submission seminar. However, in case a Research Scholar fails to submit his/her thesis within the stipulated time and has suitable justification for the same, the Dean, Faculty of Studies may grant him/her extension of time by not more than three months on recommendation of the concerned Research Advisory Committee, based on individual merits of each case. The Research Scholar may be allowed to submit his/her thesis within a period not exceeding six months, otherwise he/she shall have to reappear in pre-Ph.D. submission seminar. 19.2 The thesis shall be written in English in the specified format and shall contain a critical account of the research which should be characterized by the discovery of facts or a fresh interpretation of the facts and theories or significant original contribution to the advancement of knowledge or a combination of these. It should also bear evidence of the Research Scholar’s analytical ability to carry out independent investigation, design or development. The content of the thesis should not have been submitted for the award of any other degree from any university. A certificate to this effect should be provided by the Research Scholar and his Supervisor(s). 19.3 A Research Scholar may submit his thesis within the time period as stipulated in the Clause-17 provided that: (i) He/she has successfully completed the required course work as per Clause-11 and declared `pass’ in the Evaluation of Research proposal as per Clause 14. (ii) (a) Research Scholar from discipline of Science and Engineering has published at least three research papers in the refereed journals of repute, out of which at least two must be in the Science Citation indexed/ Science Citation Index-expanded journals (or produced the evidence in the form of acceptance letter), or (b) Research Scholar from the discipline other than Science and Engineering has published at least three research papers in the journals identified by BRS from University Grants Commission approved refereed journals. (iii) He/she should also have the evidence of presentation of two research papers in the national/international conferences. 19.4 The Research Scholar shall submit five copies of the thesis with a soft cover along with the soft copy as a single pdf file for evaluation. 19.5 In case of issues related to Intellectual Property Rights, necessary patents shall be filed before disclosure in the Pre-Ph.D. Submission Seminar. 19.6 The University shall evolve a mechanism using well-developed software and gadgets to detect plagiarism and other forms of academic unethical practices. Each thesis shall go through a Plagiarism Check that shall be verified by the concerned supervisor(s) before thesis submission. The certificate of verification by the concerned supervisor has to be submitted along with the thesis at the time of thesis submission to Dean, Faculty of Studies.24 DELHI GAZETTE : EXTRAORDINARY PART IV] 19.7 The research scholar may incorporate in the thesis the contents of any work published by him/her on the subject during the course of his/her Ph.D. and shall indicate the same in the thesis. If any content of the published work authored by multiple authors has been incorporated in the thesis of one of the authors, then the same content cannot be included by any of the other co-authors for award of any degree. In this regard, a concurrence from all the co-authors shall also be taken before submission of the thesis. 19.8 The research scholar shall also attach a Student Approval Form in the prescribed format for hosting and distributing their thesis in digital format in 'Shodhganga', or any other server designated for this purpose by the University Grants Commission. 20. APPOINTMENT OF EXAMINERS: 20.1 Upon submission of synopsis and the Ph.D. thesis by the Research Scholar, the Supervisor shall forward the following to the Dean, Faculty of Studies, through the Head of Department: (i) Five copies of the Ph.D. Thesis (ii) Five copies of the Synopsis of the thesis (iii) Certificate of Plagiarism check from the Supervisor and (iv) The proposed Panel of Examiners duly signed by the supervisor(s) in a sealed cover, addressed to the Controller of Examination, which shall include at least five examiners from within the country and three examiners from abroad. 20.2 All the proposed examiners should be of the rank of Professor or equivalent in the areas relevant to the Ph.D. thesis and fulfil the minimum eligibility conditions to become supervisors as prescribed in the Clause-13.2(b). 20.3 A person working in the same laboratory (ies)/Institution(s) where the Research Scholar is employed cannot, however, be appointed as External Examiner for evaluating the thesis of that Research Scholar. Further, no person can be appointed as External Examiner from Laboratory/Institution to which one of Supervisor(s) of the Research Scholar belongs. 20.4 On receipt of the synopsis, thesis and all other documents as listed in Clause 20.1, the Dean, Faculty of Studies shall forward the same to the Controller of Examination along with one additional panel of examiners duly signed by him/her in a sealed envelope and addressed to the Controller of Examination. 20.5 In the panel of the prospective examiners, the detail of each of them along with his full name, exact designation, area of research/expertise, name of Department/Laboratory, name of University/Organization with complete postal address, email ID, Landline and/or mobile number shall be provided in the prescribed proforma. 21. Ph.D. THESIS EVALUATION 21.1 It would be the prerogative of the Vice-Chancellor to appoint three examiners, choosing from the two Panels of Examiners (as per Clauses 20.1 and 20.4) given by the Controller of Examination out of three examiners, at least one shall be from abroad. 21.2 The Controller of Examinations shall ensure all communication with the examiners viz. requesting for their consent to be Ph.D. Examiners, sending of both hard copy as well as soft copy of the Ph.D. thesis for evaluation, and receiving the report(s) of the examiners, by postal mail as well as through e-mail. 21.3 The examiners may recommend for - (i) conducting Ph.D. Viva-voce for the award of Ph.D. degree; or (ii) conducting Ph.D. Viva-voce for the award of Ph.D. degree subject to corrections/revisions being made in consultation with the Supervisor before viva voce; or (iii) re-submission of the thesis within twelve months; or (iv) rejection of the thesis. 21.4 The open viva-voce of the research scholar to defend the thesis shall be conducted only if the evaluation report(s) of all the examiners on the thesis are satisfactory and include a specific recommendation for conducting the viva-voce examination. If the evaluation report of only one of the examiners is unsatisfactory and does not recommend viva-voce, the university shall send the thesis to fourth examiner out of the approved panel of examiners and the viva-voce examination shall be held only if the report of the fourth examiner is satisfactory. If the report of the fourth examiner is also unsatisfactory, the thesis shall be rejected and the research scholar shall be declared ineligible for the award of the degree. 21.5 The Controller of Examinations shall forward the reports of all the examiners to the Dean of the respective Faculty. Dean of the concerned Faculty of Studies shall recommend an appropriate course of action as per Clause 21.4, for the approval of the Vice-chancellor. Dean of the concerned faculty shall also communicate the copy of the reports of all examiners to the concerned Supervisor. Anonymous reports of the examiners, if recommended for revision(s), shall be shared with the research scholar and the revised thesis may be submitted within twelve months from the date of communication by the Dean.[PART IV DELHI GAZETTE : EXTRAORDINARY 25 21.6 After receiving the satisfactory evaluation reports as per Clause 21.4, a Research Scholar shall be required to appear in the viva-voce examination before the examiner(s) nominated by the Vice-Chancellor. Dean of the concerned Faculty of Studies shall organise the viva-voce examination. 21.7 The open viva voce Examination may also be conducted through video conferencing, if necessary, particularly in case of Foreign Examiner(s). 21.8 The viva-voce examination shall be open to the members of the Research Advisory Committee, all faculty members of the Department, other research scholars and other interested experts/researchers. 21.9 If the thesis has undergone revision after external evaluation, the soft copies of the final version of the Ph.D. thesis, after revision, must be re-submitted to the office of Dean, Faculty of Studies. In order to ensure that the soft copy is complete and is an exact replica of the print version (accepted for award of Ph.D.), the Supervisor/Head shall authenticate the soft copy submitted by the scholar. 21.10 The University shall develop appropriate methods so as to complete the entire process of evaluation of the Ph.D. thesis within a period of six months from the date of submission of the thesis. 21.11 The examiner appointed as in the Clause-21.6 shall conduct the open viva-voce in presence of faculty members and the students and shall recommend to the Dean, Faculty of Studies, one of the following courses of action: (a) That the Ph.D. degree be awarded; (b) That the Research Scholar be re-examined at a later specified time in a specified manner; (c) That the Ph.D. degree shall not be awarded; In case of (a) and (b), the examiners shall also provide to the Research Scholar a list of all corrections and modifications in the thesis (if required) including suggestions made by the examiners during the thesis evaluation. In case of (c), the reason must be recorded in details. 21.12 The report in the prescribed format and duly signed by the examiner(s) shall be put in a sealed envelope along with attendance sheet and copy of notifications, all of which shall be submitted to the Controller of Examinations through the Dean of respective Faculty. 22. AWARD OF THE PH.D. DEGREE: 22.1 The Ph.D. Degree shall be awarded by the University provided that: (a) The examiner appointed for viva-voce as appointed in the Clause-21.6 so recommends; (b) The Research Scholar produces a ‘No Dues Certificate’; and (c) The Research Scholar has submitted two hard cover copies of the thesis; one for the Departmental Library and one for the Central Library after incorporation of all necessary corrections/modifications; and (d) The Research Scholar has submitted one copy of the thesis in soft form after incorporation of all necessary corrections/modifications. 22.2 Prior to the actual award of the degree, the University may issue a Provisional Certificate to the effect that the degree has been awarded in accordance with the provisions of the University Grants Commission Regulations. 23. TEACHING-CUM-RESEARCH FELLOWSHIP: 23.1 The number of Teaching-cum-Research Fellowship instituted by the University shall be decided by the Board of Management of the University. These fellowships shall be distributed in each Department by Vice- Chancellor in consultation with the Deans of Faculties of Studies. 23.2 The Research Scholars may be provided with Teaching-cum-Research Fellowship of amount decided by the University from time to time. The award of fellowship shall be reviewed every semester, based on the performance report provided by the respective Research Advisory Committee. 23.3 The duration of fellowship is normally for three years and shall be extended maximum for one year by the competent authority on the recommendation of Board of Research Studies. Continuation of the fellowship is subject to the satisfactory research performance and satisfactory academic performance in the discharge of responsibilities assigned to him/her. 23.4 The admission to the programme and award of fellowship are not linked. Admission to any programme does not guarantee the award of fellowship. Those who are not awarded fellowship can continue with the programme as self -financing scholars. 23.5 Initially, the Fellowship may be released after satisfactory completion of course work in the first semester on six-monthly basis, but after confirmation of registration, it shall be paid on monthly-basis.26 DELHI GAZETTE : EXTRAORDINARY PART IV] 23.6 In addition to the research work, all the Teaching-cum-Research Fellows of the University have to undertake Theory and/or Practical classes/Tutorials to an extent of 6-8 hours per week and shall also be assigned other duties like Internships/checking of assignments/Invigilation duties etc. from time to time. 24. FEES: Tuition fees shall be decided by the University and shall be notified in the University prospectus on yearly basis. Unless prescribed otherwise, full fee shall be charged from the Research Scholar/TRF on semester/annual basis, till the submission of the Ph.D. thesis as per Clause-19. 25. CANCELLATION OF PH.D. REGISTRATION: 25.1 Registration of a Ph.D. scholar shall be cancelled in any one of the following conditions after due approval of the Vice-Chancellor: (i) If he/she resigns from the Ph.D. Programme and the resignation is duly recommended by the Board of Research Studies. (ii) If he/she fails to renew his/her registration in any semester subject to the provisions contained in these Ordinance. (iii) If the provisional registration is not confirmed. (iv) If his/her academic progress is found unsatisfactory in terms of Clause-16. (v) If he/she is found involved in an act of misconduct and/or indiscipline and termination is recommended by a competent authority. 26. TRANSFER OF REGISTRATION: A Research Scholar of erstwhile Netaji Subhas Institute of Technology who has registered for Ph.D. Degree in the University of Delhi and has requisite qualification for registration to Ph.D. programme of NSUT as prescribed in the Clause-5.1 may be allowed to transfer his/her registration to the NSUT, subject to the approval of Board of Research Studies, at appropriate stage taking due cognizance of the number of credits already earned by him/her i.e. his/her course work credits may be accepted fully or partly as per proposed research plan and they may have to go through additional course work, if required. However, such candidates shall be required to produce either a `No Objection Certificate’ from the supervisor(s) or documentary evidence of having withdrawn/resigned from the University of Delhi, supported by other documents such as previous registration letter, certificate of course work completion, letter of confirmation of registration, and the endorsement from the Supervisor or Head of the Department concerned. 27. GENERAL: Notwithstanding anything contained in this Ordinance, as given above, all criteria including eligibility criteria/guidelines prescribed and/or issued by All India Council for Technical Education and/or University Grants Commission and/or Board of Management of NSUT from time to time shall be applicable for Ph.D. programme(s) of the University. 28. INTERPRETATION: Any doubt or any other dispute arising about the interpretation of this Ordinance or otherwise shall be referred to the Chairman, Senate, whose decisions shall be final.
