No. 4 of 1998) approved vide Competent Authority orders dated 24.03.2015 and concurred by the Union Public Service Commission vide letter F. No. 3/24(11)/2015-RR dated 29.05.2015 and in supersession of the Section Officer (Horticulture) recruitment and promotion regulations notified vide notification No. F. 16(260)/UD/W/01/18553 dated 03.12.2002, except as respects things done or omitted to be done before such supersession, the regulations for the recruitment to the post of Section Officer (Horticulture) in the Delhi Water Board, Delhi are hereby published, as following namely:- 1. Short title and commencement - These Regulations may be called the Section Officer (Horticulture) in Delhi Jal Board Recruitment and promotion Regulation, 2016. 2. Number of posts, Classification pay band and Grade Pay/scale of pay - The number of posts, their classification and pay band and Grade Pay/ scale of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these regulations. 3. Method of recruitment, age limit and other qualifications -The method of recruitment, age, limit, qualifications and other matters relating to the said posts, shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualifications - No person – (a) Who has entered or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted marriage with any person. shall be eligible for appointment to any of the posts: Provided that Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any persons from the operation of this regulation. 5. Power to Relax - Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rule with respect to any class or category of persons. 6. Note 1: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department of the Central Government shall ordinarily not exceed three years.
