NOTIFICATION
Delhi, the 4th October, 2017
No. 16(523)/UD/W/2015/1334-1335.—The following regulations made by the Delhi Water Board
which in exercise of powers conferred by clause (m) of sub-section (2) of section 109 read with sections 7
and 51 of the Delhi Water Board Act, 1998 (Delhi Act. No. 4 of 1998) and in supersession of the Delhi
Administration Notification No. F 9/51/82-LSG/527 dated the 2nd February, 1983 except as respects things
done or omitted to be done before such supersession after approval of the Competent Authority and the
Union Public Service Commission, for regulating the method of recruitment to the post of Law Officer in
Delhi Water Board, are hereby published, namely:-
1. Short title and commencement – (I) These regulations may be called Delhi Jal Board Law Officer
the Recruitment and promotion Regulations, 2017.
(II) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of posts, Classification and pay band and grade pay/scale of pay - The number of posts,
classification and pay band and grade pay/scale of pay attached thereto shall be as specified in columns 2 to
4 of the Schedule annexed to these regulations.
3. Method of recruitment, age limit and other qualifications - The method of recruitment, to the
said posts, age limit, qualifications and other matters connected therewith shall be as specified in columns 5
to 13 of the said Schedule.
4. Disqualification - No person,
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who having a spouse living, has entered into or contracted marriage with any person,
shall be eligible for appointment to any of the said posts:
Provided that Government, may, if satisfied that such a marriage is permissible under the personal law
applicable to such persons and the other party to the marriage and that there are other grounds for so doing,
exempt any person from the operation of this regulation.
5. Power to relax - Where the Government of National Capital Territory of Delhi is of the opinion that it
is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in
consultation with Union Public Service Commission, relax any of the provisions of these rules with respect
to any class or category of persons.
6. Saving - Nothing in these regulations shall affect reservations and other concessions required to be
provided for the Scheduled Castes and Scheduled Tribes, Ex-Servicemen, other backward classes and other
special categories of persons in accordance with the orders issued by the Government of India from time to
time in this regard.

Note 1 : The Departmental officers in the
feeder category who are in the direct line of
promotion will not be eligible for
consideration for appointment on deputation.
Similarly, deputationists shall not be eligible
for consideration for appointment by

Note 2 : (Period of deputation (ISTC)
including period of deputation (ISTC) in
another Ex-cadre post held immediately
preceding this appointment in the same or
some other organization/department of the
central Goverment shall ordinarily not to
exceed four years. The maximum age-limit for
appointment by deputation (ISTC) shall be not
exceeding 56 years as on the closing date of
receipt of applications).
Note 3 : For the purpose of appointment on
deputation basis, the service rendered on a
regular basis by an officer prior to 1.1.2006
(The date from which the revised pay structure
based on the 6th Central Pay Commission
recommendation has been extended) shall be
deemed to be service rendered in the
corresponding grade pay/pay scale extended
based on the recommendations of the pay
commission except where there has been
merger of more than one pre-revised scale of
pay into one grade with a common grade
pay/pay scale, and where this benefit will
extend only for the post(s) for which that
grade pay/pay scale is the normal replacement
grade without any upgration.
2. The departmental Assistant Law Officer in
pay band 2, Rs. 9300-34800/- with grade pay
of Rs. 4600/- with twelve years of regular
service in the grade will also be considered
along with deputationists and in case he/she is
selected for appointment the post shall be
deemed to have been filled by promotion.
