Dean of Students’ Welfare 41. (1) The Dean of Students’ Welfare shall be appointed from amongst the teachers of the University, not below the rank of Associate Professor, by the Executive Council on the recommendation of the Vice Chancellor. (2) The Dean appointed under clause (1) shall be a whole-time officer and shall hold office for a term of three years and shall be eligible for re-appointment. Provided that the Executive Council may, if it is considered necessary appoint, on the recommendation of the Vice Chancellor, a teacher, not below the rank of Assocaite Professor, to discharge the duties of the Dean of Students’ Welfare in addition to his/her duties as such teacher and in such a case, the Executive Council may sanction a suitable allowance to be paid to him/her. (3) A person who is appointed as a Dean of Students’ Welfare shall continue to hold his/her lien on his substantive post and shall be eligible to all the benefits that would have otherwise accrued to him/her but for his/her appointment as the Dean of Students’ Welfare. (4) When the office of Dean of Students’ Welfare is vacant or when the Dean of Students’ Welfare is, by reason of illness or absence or any other cause, unable to perform the duties of his/her office, the duties of the office shall be performed by such person as the Vice Chancellor may appoint for the purpose. (5) The duties and powers of Dean of Students’ Welfare shall be prescribed by the Ordinances. STATUTE – 5 (AMENDED) DEANS OF SCHOOLS (The Central Universities Act, 2009; Section 27(2)) 42. The following amendments shall be made in the Statutes of the University contained in the Second Schedule to the Central Universities Act, 2009; 1. Statutes 5(1) and 5(2) shall be substituted as under: 5 (1) Every Dean of the School shall be appointed by the Vice Chancellor from amongst the Professors of the School on the basis of rotation with due regard to seniority and/or suitability for a period of three years. Provided that in case there is only one Professor or no Professor in a School, the Vice Chancellor shall make suitable arrangements to discharge the duties of the Dean of the School.¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 5 Provided further that a Dean on attaining the age of sixty five years shall cease to hold office as such. (2) When the office of the Dean is vacant or when the Dean is, by reason of illness, absence or any other cause, unable to perform duties of his office, the duties of the office shall be discharged by a person so appointed by the Vice Chancellor. STATUTE – 11 (AMENDED) CONSTITUTION OF THE EXECUTIVE COUNCIL (The Central Universities Act, 2009; Section 21(2) and Section 27(2)) 43. The following amendments shall be made in the Statues of the University contained in the Second Schedule to the Central Universities Act, 2009. 2. Statute 11 shall be substituted as under: Constitution of Executive Council 11. (1) The Executive Council of the University shall consist of the following members: a) Vice-Chancellor; b) Pro-Vice-Chancellor; c) Secretary, Department of Higher Education, MHRD, GoI or his/her nominee not below the rank of Joint Secretary; d) Chairman, UGC or his/her nominee; e) Secretary of the State Government dealing with matters relating to Higher Education; f) Four persons of distinction in academics to be nominated by the Visitor; g) Three eminent academicians not in the service of the University, to be nominated by the MHRD from amongst a panel recommended by the Executive Council; h) One member of the Court nominated by the Visitor; i) Three Deans of Schools of Studies by rotation according to seniority; j) One Professor, who is not a Dean, by rotation according to seniority, to be nominated by the Vice- Chancellor; and k) One Associate Professor who is not a Dean, by rotation according to seniority to be nominated by the Vice- Chancellor. Term of office (2) Term of office of the members of the Executive Council, other than the ex-officio members, shall be three years. Provided that the term of office of Deans of Schools of Studies shall be for three years. Quorum (3) Half of the total members of the constituted Executive Council shall form a quorum for a meeting of the Executive Council. STATUTE – 13 (AMENDED) CONSTITUTION OF THE ACADEMIC COUNCIL (The Central Universities Act, 2009; Section 22(2) and Section 27(2)) 44. The following amendments shall be made in the Statutes of the University contained in the Second Schedule to the Central Universities Act, 2009.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] 1. Statute 13 shall be substituted as under: Constitution of Academic Council 13. (1) The Academic Council shall consist of the following members: a) The Vice Chancellor ̶ Chairman b) The Pro-Vice Chancellor c) Deans of Schools of Studies d) Dean of Students Welfare e) Proctor f) Librarian g) One member of the Court from amongst the elected members of the Court to be nominated by the Court, h) Ten Heads of teaching departments on the basis of seniority and rotation to be nominated by the Vice Chancellor, i) Five Directors of Centres, if any, on the basis of seniority and rotation, to be nominated by the Vice Chancellor j) Two Professors, who are not Deans of Schools of Studies or Heads of the Departments/Centres and are not members of the Executive Council, from each School, on the basis of seniority and rotation, to be nominated by the Vice Chancellor. k) Two Associate Professor, who are not covered in (c), (d) and (e) above, or not Heads of the Departments or not Directors of Centres or who are not members of the Executive Council, by rotation according to seniority, to be appointed by the Vice Chancellor. l) Two Assistant Professor, who are not members of the Executive Council, by rotation according to seniority, to be appointed by the Vice Chancellor. m) Ten persons, not in the service of the University, co-opted by the Academic Council for their special knowledge in educational progress, development and industry linkage. Term of office (2) All members of the Academic Council, other than the ex-officio members, shall hold office for a term of three years. Quorum (3) Half of the total members of the constituted Academic Council shall form the quorum for the meeting of the Academic Council. STATUTE – 45 (AMENDED) APPOINTMENT OF DIRECTORS OF THE CENTRES (The Central Universities Act, 2009; Section 27(2)) 45. The following shall be added as Statutes 15A and 15B, after Statute 15, to the Statutes of the University contained in the Second Schedule to the Central Universities Act, 2009 Centres of Studies 15A (a) The University shall have such Centres of Studies under different Schools as may be established in accordance with proviso to clause (5) of Statute 15. (b) The Centres of Studies shall provide physical and intellectual space to facilitate, undertake and promote inter-disciplinary and thrust area research. (c) Normally the Centres shall not have full-time faculty but faculty members from different departments of the Universities interested in inter-disciplinary/thrust-area research may be placed in such Centres on¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 7 such terms and conditions as determined by the University. A Centre may have Visiting Fellow, Scholar in Residence, Adjunct Faculty. Directors of Centres 15B (a) Each Centre shall have a Director of the Centre, who shall be appointed by the Vice Chancellor from amongst the Professors placed in the Centre on the basis of rotation with due regard to seniority and/or suitability. Provided that if a Centre has only one Professor, the Director of the Centre shall be appointed from amongst the Professor and the senior most Associate Professor on the basis of rotation with due regard to seniority and/or suitability. Provided further that if a Centre has no Professor placed in it, the Director shall be appointed from amongst the Associate Professors on the basis of rotation with due regard to seniority and/or suitability. Provided also that if there is no Professor or an Associate Professor, in a Centre, the Dean of the School concerned shall act as Director of the Centre.
