स.ं ईआरबी-I/2016/11/6.—भारत सरकार द्वारा रेल मंत्रालय (रेलवे बोडड) में लेवल 17 के पे मैट्ररक्स 2,25,000/- रु.
(जनयत) में महाजनििे क, रेलवे स्ट्वास्ट््य सेवा के पि के जलए जनयुजि को िाजसत करने वाली नीजत और प्रदिया की समीक्षा की गई ह ै
और यह जवजनश्चय दकया गया ह ै दक महाजनििे क, रेलवे स्ट्वास्ट््य सेवा के पि पर जनयुजि के प्रयोिन से दिनांक 16.03.1993 के
संकल्प सं. ईआरबी-I/93/11/1 के तहत पहले अजधसूजित मानिडं ों के अजधिमण में जनम्नजलजखत पद्धजत और पात्रता मानिडं ों का
पालन दकया िाएगा:-
2. पद्धजत:
ियन सजमजत द्वारा महाजनििे क, रेलवे स्ट्वास्ट््य सेवा के पि पर जनयुजि के जलए जविार दकए िाने वाले नामों का एक पैनल
तैयार दकया िाएगा, िो भारतीय रेल स्ट्वास्ट््य सेवा (आईआरएिएस) के पात्र अजधकाट्ररयों के कायड-जनष्पािन और अन्य उपयुि
कारकों के मूल्यांकन के आधार पर बनाया िाएगा, जिसके अध्यक्ष के रूप में अध्यक्ष, रेलवे बोडड होंगे और सिस्ट्य के रूप में कार्मडक
एवं प्रजिक्षण जवभाग में भारत सरकार के सजिव और महाजनििे क (केंद्रीय स्ट्वास्ट््य सेवा) िाजमल होंगे। ियन सजमजत द्वारा तैयार
दकए गए पैनल को, पि को भरने के जवजिष्ट प्रस्ट्ताव के साथ मंजत्रमंडल की जनयुजि सजमजत (एसीसी) के अनुमोिन के जलए प्रस्ट्तुत
दकया िाएगा।

3. पात्रता मानिडं :
3.1 रेल मंत्रालय द्वारा दिनांक 20.09.2018 के पत्र सं. ई(पी एंड ए)I-2016/आरटी-16 के तहत अपनाई गई भारत सरकार
की दिनांक 11.08.2018 की अजधसूिना सं. सा.का.जन. 767(अ) के अनुसार रेल मंत्रालय के अंतगडत भारतीय रेल स्ट्वास्ट््य सेवा के
डॉक्टरों और डेंटल डॉक्टरों की सेवाजनवृजि की आयु बासठ (62) वषड होगी और यदि अपनी जविेषज्ञता और अनुभव के आधार पर
जक्लजनकल पि में तैनाती का जवकल्प िुनते ह ैं तब उस अवस्ट्था में सवे ाजनवृजि की आयु 65 वषड होगी, िैसा दक समय-समय पर रेल
मंत्रालय के सक्षम प्राजधकारी द्वारा जवजनश्चय दकया िाए। इस जनणडय के अनुसार, प्रिासजनक पिों पर कायडरत डॉक्टर 62 वषड की आयु
के बाि कायडरत नहीं रह सकते और उन्ह ेंया तो सेवाजनवृि होना पड़ेगा अथवा 65 वषड तक की आयु तक सेवा में िारी रहने के जलए
जक्लजनकल पिों में तैनाती का जवकल्प अपनाना पड़ेगा। रेल मंत्रालय द्वारा महाजनििे क, रेलवे स्ट्वास्ट््य सेवा के पि को प्रिासजनक पि
के रूप में जिजननत दकया गया ह।ै
3.2 महाजनििे क, रेल स्ट्वास्ट््य सेवा के पि पर जनयुि दकए िाने के जलए, एक अजधकारी को इस ट्ररजि की तारीख के समय
जनम्नजलजखत ितों को पूरा करना होगा:-
(क) भारतीय रेल स्ट्वास्ट््य सेवा (आईआरएिएस) के उच्चतर प्रिासजनक ग्रेड (पे मैट्ररक्स में लेवल 15) में िो वषड की जनयजमत
सेवा के साथ पिधारी होना िाजहए, ऐसा न होने पर भारतीय रेल स्ट्वास्ट््य सेवा (आईआरएिएस) में उच्चतर प्रिासजनक
ग्रेड (पे मैट्ररक्स में लेवल 15) और वट्ररष्ठ प्रिासजनक ग्रेड (पे मैट्ररक्स में लेवल 14) में 5 वषड की संयुि जनयजमत सेवा होनी
िाजहए।
(ख) उि पैरा 3.1 के अनुसार ट्ररजि की तारीख पर सेवाजनवृजि से पहले कम-से-कम एक वषड की सेवा िेष होनी िाजहए।
4. यदि दकसी वट्ररष्ठ अजधकारी द्वारा उपयुडि पैरा 3.2 (ख) में उजल्लजखत अपेजक्षत िेष सेवा की ितों को पूरा न कर पाने के
कारण महाजनििे क, रेल स्ट्वास्ट््य सेवा के पि पर जनयुजि न हो पा रही हो और उसी सेवा में उनके/उनकी कजनष्ठ को महाजनििे क, रेल
स्ट्वास्ट््य सेवा के पि के जलए ियजनत दकया गया हो, तब उन्ह ें उनकी कजनष्ठ के पि पर जनयुजि की तारीख से गैर-कायाडत्मक और
व्यजिगत आधार पर महाजनििे क, रेल स्ट्वास्ट््य सेवा का वेतनमान दिया िाएगा, बिते वह अन्यथा उपयुि हो।
5. िनजहत में व्यावहाट्ररकता के मद्देनिर उि उजल्लजखत दकसी भी प्रावधान में कार्मडक एवं प्रजिक्षण जवभाग के परामिड से
आवश्यक सीमा तक छूट िी िा सकती है। उपयुडि पि पर जनयुजि की जसफ़ाट्ररि करते समय इस तरह की दकसी भी छूट को जविेष
रूप से मंजत्रमंडल की जनयुजि सजमजत के ध्यान में लाया िाएगा।

New Delhi, the 11th February, 2020
Sub: Norms for filling up of the post of Director General, Railway Health Services, Ministry of
Railways (Railway Board).
No. ERB-I/2016/11/6.—The Government of India, having reviewed the policy and procedure governing
appointment to the post of Director General, Railway Health Services, in the Ministry of Railways (Railway Board),
in Level 17 of Pay Matrix ` 2,25,000/- (fixed), have decided that the following, method and eligibility criteria will
be followed, for the purpose of selection to the post of Director General, Railway Health Services, in supersession of
the norms notified earlier vide Resolution No. ERB-I/93/11/1 dated 16.03.1993:-
2. Method:
A panel of names for consideration for appointment to the post of Director General, Railway Health
Services shall be prepared on the basis of assessment of performance and other relevant factors in respect of
eligible officers of Indian Railway Health Service (IRHS) by a Selection Committee consisting of Chairman,
Railway Board as Chairman, Secretary to the Government of India in the Department of Personnel & Training and
the Director General (Central Health Services), as Members. The panel, as prepared by the Selection Committee,
shall be submitted for approval of the Appointments Committee of the Cabinet (ACC) along with a specific

3. Eligibility Criteria:
3.1 In terms of Notification No. G.S.R. 767(E) dated 11.08.2018 of Government of India as adopted by the
Ministry of Railways vide letter No. E(P&A)I-2016/RT-16 dated 20.09.2018, the age of superannuation in respect
of Doctors belonging to Indian Railway Health Service and Dental Doctors under the Ministry of Railways shall be
sixty-two (62) years unless they exercise the option of posting to a Clinical post, depending upon their expertise
and experience, as decided by the Competent Authority in the Ministry of Railways from time to time, in case they
desire to continue in their service upto the age of sixty-five (65) years. As per this decision, doctors working
against administrative posts cannot continue beyond the age of 62 years and they have to either superannuate from
service or have to opt for posting to clinical posts for continuing in service upto 65 years of age. The post of
Director General, Railway Health Services has been identified as an administrative post by the Ministry of
Railways.
3.2 For being considered to the post of Director General, Railway Health Services, an officer should, on the date
of occurrence of vacancy:-
(a) be holding a post in Higher Administrative Grade (in Level 15 of Pay Matrix) of Indian Railway
Health Service (IRHS) with two years regular service in that grade, failing which with five years
combined regular service in Higher Administrative Grade (in Level 15 of Pay Matrix) and Senior
Administrative Grade (in Level 14 of Pay Matrix) of Indian Railway Health Service (IRHS); and
(b) have at least one year residual service before superannuation, in terms of para 3.1 above, on the date of
occurrence of the vacancy.
4. If a senior officer is not considered for the post of Director General, Railway Health Services on account of
his/her not fulfilling the requirement of requisite residual service as mentioned in para 3.2(b) above, and his/her
junior in the same service is selected for the post of Director General, Railway Health Services, he/she would be
granted the pay scale of Director General, Railway Health Services with effect from the date of appointment of
his/her junior, on non-functional and personal basis, provided he/she was otherwise suitable.
5. Any of the above mentioned provisions may, if considered expedient in the public interest, be relaxed to the
extent necessary in consultation with the Department of Personnel & Training. Any such relaxation shall be
specifically brought to the notice of the Appointments Committee of the Cabinet, while recommending
appointment to the above post.
