L.-33004/99 सी.जी.-डी.एल.-अ.-21102021-230585 xxxGIDHxxx CG-DL-E-21102021-230585 xxxGIDExxx असाधारण EXTRAORDINARY भाग I—खण्ड 1 PART I—Section 1 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 316] नई दिल्ली, बृहस्ट्प जतवार, अक्त बू र 21, 2021/आजश्व न 29, 1943 No. 316] NEW DELHI, THURSDAY, OCTOBER 21, 2021/ASVINA 29, 1943 वस्ट्र ्रं ालय अजधसचू ना नई दिल्ली, 20 अक् तूबर, 2021 जवषय: पीए् ्गे ा एकीकृत वस्ट् र क्षरे और पररधान (पीए् ज्र) पाकों की स्ट्थापना। फा.स.ं20/1/2019-एसआईटीपी.— 1. प्रस्ट्तावना: भारत सरकार की इच्छुक राज्य सरकारों के साथ साझेिारी ्ें ग्रीनफील् ड/ ब्राउनफील्ड स्ट् थलों ्ें 7 (सात) पीए् ्ेगा एकीकृत वस्ट्र क्षेर और पररधान (पीए् ज्र) पाकक स्ट्थाजपत करने की योिना ह।ै इस योिना से 2021-22 से 2027-28 की अवजध के जलए 4,445 करोड़ रुपये के बिटीय पररव्यय के साथ प्लग एंड प्ले सुजवधाओं सजहत एक आधुजनक, एकीकृत बड़ े पै्ाने पर, जवश्व स्ट्तरीय औद्योजगक बुजनयािी ढांचे का जन्ाकण दकया िाएगा । 2. उद्देश्य: संयुक्त राष्ट्र सतत जवकास लक्ष्य 9 ("लचीले बुजनयािी ढांचे का जन्ाकण, सतत औद्योगीकरण का संवधकन करना और नवाचार को बढावा िने ा") को प्राप्त करने ्ें भारत की ्िि करने के जलए पीए् ज्र पाकक की पररकल्पना की गई है। यह योिना वस्ट्र उद्योग की संपूणक ्ूल्य-श्ृंखला के जलए एकीकृत बड़े पै्ाने पर और आधुजनक औद्योजगक अवसंरचना सुजवधा जवकजसत करने के जलए है। यह संचालन लागत को क् करेगा और भारतीय वस्त्रों की प्रजतस्ट्पधाकत््कता ्ें सुधार करेगा। यह योिना भारत को जनवेि आकर्षकत करने, रोिगार सृिन को बढावा िेने और वैजश्वक वस र बािार ्ें खुि को ्िबूती से स्ट्थाजपत करने ् ें ्िि करेगी। इन पाकों को उन स्ट्थलों पर स्ट्थाजपत करने की पररकल्पना की गई है, िहां स्ृजि के जलए वस्ट्र उद्योग ्ें अंतर्नकजहत ताकत ह ै और सफल होने के जलए आवश्यक सहलग्न ताएं (ललंकेिेड) ह।ैं 6051 GI/2021 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] 3. योिना प्रोत्साहन सरं चना क) ग्रीनफील्ड और ब्राउनफील्ड पीए् ज्र पाकक- ग्रीनफील्ड पीए् ज्र और ब्राउनफील्ड पीए् पाकक के जवकास के जलए, भारत सरकार की ओर से क्र्ि: ग्रीनफील्ड और ब्राउनफील्ड पीए् ज्र के जलए प्रजत पाकक 500 करोड़ रुपये और 200 करोड़ रुपए की अजधक त् सहायता के साथ पररयोिना लागत का 30%की िर से जवकास पूंिी सहायता (डीसीएस) का प्रावधान ह।ै ख) उपरोक्त डीसीएस कोर इंफ्रास्ट्रक्चर और सहयोगी बुजनयािी ढांचे अथाकत जवकजसत फैक्री साइट, प्लग एंड प्ले सुजवधा, इन्कक्यूबेिन सेंटर, सड़कें, जबिली, पानी और अपजिष्ट िल प्रणाली याजन कॉ्न प्रोसेलसंग हाउस और सीईटीपी, श्ज्क हॉस्ट्टल और हाउलसंग, लॉजिजस्ट्टक्स पाकक, वेयरहाउलसंग, ्ेजडकल सुजवधाएं, प्रजिक्षण और कौिल जवकास सुजवधाओं के जन्ाणक के जलए एक सहयोग ह।ै पाकक के क्षेरफल का 10% वाजणजज्यक जवकास के जलए उपयोग करने का प्रावधान ह ै अथाकत िकु ानें और कायाकलय, िॉलपंग ्ॉल, होटल और कन्कवेंिन सेंटर। ग) प्रजतस्ट्पधी प्रोत्साहन सहायता (सीआईएस) - जन्ाकण इकाइयों को पीए् ज्र ्ें िीघ्र स्ट्थाजपत करने हते ु प्रोत्साजहत करने के जलए, प्रजत पाकक 300 करोड़ रूपये का प्रावधान ह,ै जिस्ें कुल जबक्री कारोबार के 3% तक जवजन्ाकण इकाइयों को पहले आओ पहले पाओ के आधार पर प्रोत्साहन प्रिान दकया िा सकता ह।ै यह केवल उन जन्ाणक कंपजनयों के जलए उपलब्ध ह ै िो टेक्सटाइल पीएलआई योिना का लाभ नहीं उठा रही ह ैंऔर यह तब तक उपलब्ध रहगे ी िब तक दक पीए् ज्र पाकक के जलए प्रिान की गई धनराजि स्ाप्त नहीं हो िाती। 4. गवनसें : 4.1 ग्रीनफील्ड पाकों के जलए प्रत्येक पीए् ज्र पाकक के जलए पूंिी के साथ पररयोिना का नेतृत्व और करोड़ रुपये की प्रित् त 10 (एसपीवी) स्ट्वाज्त्व इस उद्देश्य के जलए बनाए गए एक जविेष प्रयोिन वाहनद्वारा दकया िाएगा । इसे कंपनी अजधजनय् 2013 के तहत पंिीकृत दकया िाएगा। भारत सरकार पीए् ज्र पाकक के तहत स्ट्थाजपत की िाने वाली एसपीवी की प्रित्त पूंिी की 49% इदिटी के जलए भुगतान करेगी और भाग लेने वाली राज्य सरकार प्रित्त पूंिी का 51% भुगतान करेगी। राज्य सरकार वस्ट्र उद्योग की िखे भाल / करने वाले जवभाग के प्रिासजनक सजचव को एसपीवी के सीईओ के रूप ्ें जनयुक्त करेगी। राज्य सरकार प्रतीकात््क काल्पजनक ्ूल्य पर एसपीवी को भूज् हस्ट्तांतररत करेगी और इस भूज् संपजत्त का लाभ तथा उपयोग एसपीवी्ास्ट्टर डेवलपर द्वारा पीए् ज्र पाकक ्ें / उे ्ानक जवजनििच्च जनवेि के जलए ररयायत अवजध के िौरान के साथ पीए् ज्र पाकक के जवकास और रखरखाव के जलए दकया िाएगा। इस भूज् के उपयोग के जलए जनय् और प्रदक्रयाएं भारत सरकार और राज्य सरकार द्वारा संयुक्त रूप से आरएफपी और अन्कय आवश्यक िस्ट्तावेिों के जन्ाकण के ्ाध्य् से तय दकए िाएंगे। सजचव (वस्त्र), भारत सरकार को एसपीवी के अध्यक्ष के रूप ्ें नाज्त दकया िाएगा। भारत सरकार पररयोिना के जलए आवश्यक जवत्तीय और तकनीकी सहायता प्रिान करेगी। इस संबंध ्ें का् का स्न्कवय करने के जलए एक ज्िन जनििे क की अध्यक्षता ्ें यह एक पीए्यू स्ट्थाजपत करेगी। 4.2 ब्राउनफील्ड पाकों के ्ा्ले ्ें, एसपीवी का ्ौिूिा िेयरधाररता पैटनक िारी रहगे ा और ्ौिूिा एसपीवी पीए् ज्र पाकक को लागू करेगा। 5. पररचालन ्ॉडल: पीए् ज्र पाकक को जडिाइन प्रारूप पर एक सावकिजनक (डीबीएफओटी) रांसफर-टपरेट-फाइनेंस-जबल्ड-तथा जनिी भागीिारी आधाररत ्ास्ट्टर (पीपीपी)डेवलपर या िाएगा। हालांदक्ॉडल ्ें जवकजसत दक (ए्डी), असाधारण जस्ट्थजत ्ें अन्कय ्ॉडल िैसे सरकारी एसपीवी के नेतृत्व वाले ्ॉडल या जनिी डेवलपर की सीज्त भागीिारी के साथ हाइजब्रड ्ॉडल को भी भारत सरकार के अनु्ोिन से ्ाना िा सकता ह।ै 6. पररयोिना अन्ु ोिन सज्जत (पीएसी): सजचव (वस्त्र) की अध्यक्षता ्ें एक पररयोिना अनु्ोिन सज्जत (पीएसी), जवत्तीय सलाहकार(वस्ट् र ्ंरालय), अपर सजचव/संयुक्त सजचव (वस्ट्र ्ंरालय) और डीपीआईआईटी और नीजत आयोग के प्रजतजनजध इस योिना के जलए दििाजनििच्च ों को अनु्ोदित करेगी, पररयोिना की गजतजवजधयों को ्ंिूरी िगे ी और लक्ष् य ्ानिडं ों के आधार पर डीसीएस और सीआईएस के तहत व्यय की जनगरानी करेगी। पीएसी पीए् ज्र पाकक ्ें अजधकत् संख्या ्ें इकाइयों के िीघ्र संचालन के उद्देश्य से सीआईएस नीजतयों िैसे जनवेि और अन्कय उद्देश्य ्ानकों के साथ लाभ को िोड़ने िैसी नीजतयों को भी जनधाकररत करेगा। 7. पाकों के स्ट्थान का चयन: राज्य सरकारें जिनके पास 1000+ एकड़ की एकसाथ और ऋण तथा जववाि ्ुक्त भूज् उपलब्ध है, वे योिना के तहत आवेिन के जलए पार होंगी। साइटों का चयन ्ापिडं ों अथाकत अच्छी कनेजक्टजवटी, पयाकप्त गुणवत्ता वाली जबिली का बुजनयािी ढांचा, पानी और अपजिष्ट िल जनपटान प्रणाली,वस्ट्र उद्योग के अनुकूल श्् कानून, एकल जखड़की ्ंिूरी, राज्य की जस्ट्थर और अनुकूल औद्योजगक नीजत केवस्ट्र /आधार पर एक चुनौती पिजत पर होगा। राज्य सरकारों से पीए् ज्र पाकक की स्ट्थापना के जलए अपने प्रस्ट्ताव प्रस्ट्तुत करने का अनुरोध दकया िाएगा।[भाग I—खण् ड 1] भारत का रािपर : असाधारण 3 यह पररकल्पना की गई ह ै दक िो चरणों की चयन प्रदक्रया का पालन दकया िाएगा। चरण 1 राज्यों द्वारा प्रस्ट्ताजवत संभाजवत स्ट्थलों के प्रारंजभक चयन के जलए ह।ै इस स्ट्तर पर, एसपीवी के गठन, पीए् ज्र पाकक की योिना, पीए्ए के चयन, आरएफक्यू/आरएफपी के जवकास और ्ास्ट्टर डेवलपर के चयन पर खचक की अनु्जत होगी। पारििी चयन प्रदक्रया द्वारा पयाकप्त क्ष्ता और अनुभव वाले ्ास्ट्टर डेवलपर के चयन के बाि चरण 2 का प्रारंभ होना। चरण 2 पर, पीए् ज्र पाकक के जवकास/जन्ाकण के जलए वस्ट्र ्ंरालय से सहायता अनुिान िारी करने के जलए साइटें तैयार होंगी। यह प्रदक्रया अनुिान की पहली दकस्ट् त िारी होने के बाि पाकक स्ट्थलों पर का् तुरंत िुरू करना सुजनजित करेगा। 8. पररयोिना प्रबधं न एिसें ी: वस्ट्र ्ंरालय (ए्ओटी) के जलए केंद्रीय स्ट्तर पर तकनीकी सहायता िाखा और पररयोिना प्रबंधन एिेंसी (पीए्ए) के रूप ्ें कायक करने के जलए जनष्पक्ष और पारििी चयन प्रदक्रया द्वारा एक पररयोिना प्रबंधन एिेंसी (पीए्ए) का चयन दकया िाएगा। यह साइटों के चयन, संभाजवत स्ट्थलों के जलए व्यवहायकता अध्ययन, ्ास्ट्टर डेवलपर के चयन, पाकक ्ें जनवेि आकर्षकत करने और पररयोिना के कायाकन्कवयन और जनगरानी से संबंजधत अन्कय गजतजवजधयों के संबंध ्ें आवश्यक िस्ट्तावेिों और नीजतयों को तैयार करने ्ें ्िि करेगा। 9. योिना दििाजनििच्च : इच्छुक राज्यों से आवेिन आ्ंजरत करने के जलए जवस्ट्तृत योिना दििाजनििच्च ों को अंजत् रूप दिया िाएगा और संबंजधत ्ंरालयों/जवभागों के परा्िक से अजधसूजचत दकया िाएगा। जविय कु्ार लसंह, अपर सजचव MINISTRY OF TEXTILES NOTIFICATION New Delhi, the 20th October, 2021 SUBJECT: SETTING UP OF PM MEGA INTEGRATED TEXTILE REGIONS AND APPAREL (PM MITRA) PARKS. F.No.20/1/2019-SITP.— 1. Introduction: The Government of India plans to set up 7 (Seven) PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks in Greenfield/Brownfield sites in partnership with the willing State Governments. The Scheme would lead to creation of a modern, integrated large scale, world class industrial infrastructure including plug and play facilities with a budgetary outlay of ₹ 4,445 crores for a period 2021-22 to 2027-28. 2. Objective: PM MITRA Parks is envisaged to help India in achieving the United Nations Sustainable Development Goal 9 (“Build resilient infrastructure, promote sustainable industrialization and foster innovation”). The scheme is to develop integrated large scale and modern industrial infrastructure facility for entire value-chain of the textile industry. It will reduce logistics costs and improve competitiveness of Indian Textiles. The scheme will help India in attracting investments, boosting employment generation and position itself strongly in the global textile market. These parks are envisaged to be located at sites which have inherent strength for Textile Industry to flourish and have necessary linkages to succeed. 3. Scheme Incentive Structure a) Greenfield and Brownfield PM MITRA Park- For development of Greenfield PM MITRA and Brownfield PM Park, there is a provision of Development Capital Support (DCS) @30% of the project cost with a maximum support of ₹ 500 Cr and ₹200 Crore per park for Greenfield and Brownfield PM MITRA respectively from the Government of India. b) The above DCS is a support for creation of Core Infrastructure e.g. Developed Factory Sites, Plug & Play facility, Incubation Centre, Roads, Power, Water and Waste water system and Support infrastructure e.g. Common Processing House & CETP, Workers’ Hostels & Housing, Logistics Park, Warehousing, Medical Facilities, Training & Skill Development facilities. There is a provision to use 10% of the park’s area for Commercial Development e.g. Shops & Offices, Shopping Malls, Hotels & Convention Centers. c) Competitive Incentive Support (CIS) – For incentivizing manufacturing units to get setup early in PM MITRA, there is a provision of ₹300 Cr per park, wherein the incentive can be provided to manufacturing units up to 3% of the total sales turnover on first come first serve basis. This is only available to those manufacturing companies who are not availing Textile PLI scheme benefits and will be available till the funds provided are not exhausted for the PM MITRA Park.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] 4. Governance: 4.1 For Greenfield Parks the project will be led and owned by a Special Purpose Vehicle created for this purpose for each PM MITRA Park with a paid up capital of ₹ 10 Crore. It will be registered under the Companies Act 2013. Government of India will pay for 49% equity of paid up capital of SPV to be set up under PM MITRA Park and participating State Government will pay for 51% of the paid up capital. The State Government will appoint the Administrative Secretary of the Department looking after Textiles / Industry as CEO of the SPV. The State Government will transfer land to the SPV at symbolic notional price and this land asset will be further used to leverage by SPV/Master Developer for investment in the PM MITRA Park for development and maintenance of the PM MITRA Park with a high standard specification during the concession period. The terms and modalities for specific use of this land will be decided by Government of India and State Government jointly by way of formulation of RFP and other required documents. Secretary(Textiles), Government of India will be nominated as Chairperson of SPV. The Government of India will provide necessary financial and technical support for the project. It will set up a PMU headed by a Mission Director to coordinate work in this regard. 4.2 In case of Brownfield parks, the existing shareholding pattern of the SPV will continue and the existing SPV will implement the PM MITRA Park. 5. Operational Model: PM MITRA Park will be developed in a Public Private Partnership (PPP) based Master Developer (MD) model on Design-Build-Finance-Operate-Transfer (DBFOT) format. However, other models such as Government SPV led Model or Hybrid model with limited participation of private developer can also be considered in exceptional situation with the approval of Government of India. 6. Project Approval Committee (PAC): A Project Approval Committee (PAC) under the Chairmanship of Secretary (Textiles), AS/JS(MoT), Financial Advisor (MoT) and representatives of DPIIT and NITI Aayog will approve the guidelines for this scheme, sanction project activities and monitor the expenditure under DCS and CIS based on objective criteria. The PAC will also fine tune the CIS policies such as linking benefits with investment and other objective parameters with aim of earliest operationalization of maximum number of units in PM MITRA Park. 7. Selection of Location of Parks: State governments having ready availability of contiguous and encumbrance- free land parcel of 1000+ acres will be eligible for application under the Scheme. The selection of sites will happen on a challenge method with parameters e.g. good connectivity, adequate quality power infrastructure, water and waste water disposal system, Industry Friendly labour laws, Single Window Clearances, Stable and Conducive industrial/textile policy of the state. The State Governments will be requested to submit their proposals for setting up of PM MITRA Park. It has been envisaged that a Two Stage selection process shall be followed. Stage 1 is for preliminary selection of potential sites offered by States. At this stage, expenditure on Constitution of SPV, Planning of PM MITRA Park, Selection of PMA, Development of RFQ/RFP and Selection of Master Developer will be permitted. Selection of a Master Developer with adequate capacity and experience by a transparent selection process will lead to Stage 2. At Stage 2, sites will be ready for release of Grants in Aid from Ministry of Textiles for development/construction of PM MITRA Park. This will ensure immediate commencement of the work at the park sites after first release of Grant. 8. Project Management Agency: A Project Management Agency (PMA) will be selected by fair and transparent selection process to act as the technical support arm and Project Management Agency (PMA) at the central level for Ministry of Textiles (MoT). It will help in formulation of required documents and policies regarding selection of sites, feasibility studies for the potential sites, selection of Master Developer, attracting investment in the park and other activities related to implementation and monitoring of the project. 9. Scheme Guidelines: Detailed operational scheme guidelines for inviting application from willing states will be finalized and notified in consultation with concerned Ministries/Departments.
