## Report on Amendment to the Financial Assistance for the Marriage of Daughters of Poor Widows and Orphan Girls Rules, 2006 **1. Executive Summary:** This report analyzes an amendment to the Government of National Capital Territory of Delhi's "Financial Assistance for the Marriage of Daughters of Poor Widows and Orphan Girls Rules, 2006." The key change introduced by this amendment is an increase in the income eligibility criteria for beneficiaries, raising the maximum permissible annual family income from Rs. 60,000 to Rs. 1,00,000. This report details the amendment's provision, likely rationale, target audience, and potential impact. **2. Introduction:** This report aims to provide a comprehensive overview of the amendment to the "Financial Assistance for the Marriage of Daughters of Poor Widows and Orphan Girls Rules, 2006," based solely on the provided policy text. It outlines the changes implemented and their implications. **3. Policy Overview:** * **Original Policy:** Financial Assistance for the Marriage of Daughters of Poor Widows and Orphan Girls Rules, 2006. * **Core Objective(s):** As inferred from the title and the amendment text, the core objective of the original policy is to provide financial assistance to support the marriages of daughters of poor widows and orphan girls in the National Capital Territory of Delhi. **4. Background and Rationale:** The amendment appears to address the need to adjust the income eligibility criteria to reflect changes in the economic environment. The original income threshold of Rs. 60,000 per annum may have become outdated, potentially excluding families who are still considered economically disadvantaged. By raising the income ceiling to Rs. 1,00,000 per annum, the amendment likely aims to broaden the scheme's reach and ensure that it continues to serve its intended beneficiaries effectively. **5. Key Provisions / Changes:** This report focuses *specifically* on the changes introduced by the *provided amendment text*. * **Specific Part of Original Policy Changed:** Rule 5(b) is being amended. * **New Rule/Provision:** The income criteria for applicants has been raised from Rs. 60,000 to Rs. 1,00,000 per annum. The text states that "the words and figures the income criteria of the applicant is raised from Rs. 60,000 to Rs. 1,00,000 per annum from all sources for availing the benefits of the scheme shall be substituted." * **Difference/Effect of Change:** The amendment effectively increases the number of families eligible to receive financial assistance under the scheme. Previously, families earning more than Rs. 60,000 per annum were ineligible. Now, families earning up to Rs. 1,00,000 per annum can qualify. This expands access to the scheme's benefits. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders directly affected by this amendment are: * Families of poor widows residing in the National Capital Territory of Delhi with daughters of marriageable age, whose annual income falls between Rs. 60,000 and Rs. 1,00,000. * Orphan girls in the National Capital Territory of Delhi of marriageable age, from families whose annual income falls between Rs. 60,000 and Rs. 1,00,000. * The Department of Women and Child Development of the Government of the National Capital Territory of Delhi, as they are responsible for implementing and administering the scheme. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Department of Women and Child Development (as indicated by the notification) is responsible for implementing the amended rules. * **Timelines or Procedures:** The amendment came into force from the date of publication in the official gazette extraordinary (January 15, 2021). The specific procedures for applying for and receiving financial assistance would likely remain the same as outlined in the original 2006 rules, but with the revised income eligibility criterion applied. * The Director is listed in the document. **8. Expected Outcomes / Impact of Changes:** The intended outcome of raising the income eligibility threshold is likely to: * Increase the number of eligible beneficiaries, allowing more families of poor widows and orphan girls to receive financial assistance for marriage expenses. * Reduce the financial burden on these families, potentially improving the likelihood of daughters of poor widows and orphan girls getting married. **9. Conclusion:** The amendment to the "Financial Assistance for the Marriage of Daughters of Poor Widows and Orphan Girls Rules, 2006" represents a significant adjustment to the income eligibility criteria. This change likely aims to ensure that the scheme remains relevant and effective in providing financial support to those in need. By raising the income threshold to Rs. 1,00,000 per annum, the amendment broadens the scope of the scheme, potentially benefitting a larger number of families and contributing to the welfare of poor widows and orphan girls in the National Capital Territory of Delhi.
