(cid:22)ौ!ोिगक# मं&ालय म . अनभु ाग अिधकारी के पद पर (cid:22)ो7ित के िलए सीिमत िवभागीय (cid:22)ितयोिगता परी’ा को िविनयिमत
करन ेके िलए िन8िलिखत िनयम बनाते ह,: अथा2त ्:—
1. ससससििंंििंं(cid:4)(cid:4)(cid:4)(cid:4)(cid:5)(cid:5)(cid:5)(cid:5) ननननाााामममम औऔऔऔरररर (cid:12)(cid:12)(cid:12)(cid:12)ाााारररर(cid:13)(cid:13)(cid:13)(cid:13)भभभभ - (1) इन िनयम(cid:27) का संि’A नाम इले45ॉिनक# और सूचना (cid:22)ौ!ोिगक# मं&ालय,,,, अनभु ाग
अिधकारी,,,, सीिमत िवभागीय (cid:22)ितयोिगता परी’ा िनयम,,,, 2018 ह।ै
(2) ये राजप& म. उनके (cid:22)काशन क# तारीख को (cid:22)वृ(cid:23) ह(cid:27)गे ।
2. पपपप(cid:16)(cid:16)(cid:16)(cid:16)ररररभभभभााााषषषषाााा. - इन िनयम(cid:27) म. जब तक क# संदभ2 से अ,यथा अपेि’त न हो,,,, —
(क) “िनयुि(cid:25) (cid:22)ािधकारी” से इले45ॉिनक# और सूचना (cid:22)ौ!ोिगक# म&ं ालय म. भारत सरकार का सिचव अिभ(cid:22)ेत ह;ै
(ख) “उपलHध Iरि(cid:25)” से इले45ॉिनक# और सूचना (cid:22)ौ!ोिगक# म&ं ालय म. अनभु ाग अिधकारी के पद पर ऐसी Iरि(cid:25)
अिभ(cid:22)ेत ह ैजो परी’ा के पIरणाम के आधार पर भरी जानी अपेि’त ह;ै
(ग) “िनणा2यक तारीख” से Iरि(cid:25) वष2 क# जनवरी मास क# पहली तारीख अिभ(cid:22)ेत ह,ै िजसम. ऐसी परी’ा आयोिजत
क# जाती ह;ै

(घ) “परी’ा” से इस अनसु ूची म . िविनMदN रीित म. अनभु ाग अिधकारी के पद पर (cid:22)ो7ित के िलए सीिमत िवभागीय
(cid:22)ितयोिगता परी’ा अिभ(cid:22)ेत ह;ै
(ङ) “भतO वष”2 स े एक जनवरी स े (cid:22)ारPभ होने वाली और उसी वष2 के (cid:4)दसPबर मास क# 31 तारीख को समाA होन े
वाली अविध अिभ(cid:22)ते ह;ै
(च) “अनसु ूची” से इन िनयम(cid:27) स ेउपाबQ अनसु ूची अिभ(cid:22)ेत ह ै;
(छ) “अनसु िू चत जाित” और “अनसु िू चत जनजाित” का वही अथ2 ह(cid:27)गे जो उनका सिं वधान के अनु(cid:18)छेद 366 के *मशः
खंड (24) और खंड (25) म .ह :।

ऐसे सहायक अनभु ाग अिधकारी और वैयि(cid:25)क सहायक, िजसने कम स े कम पाचं वष2 क# कुल अनमु ो(cid:4)दत सेवा पूरी कर
ली हो िजसम. उस वते न मIै 54स म. उस Vतर म. कम से कम चार वष2 क# िनर,तर और िनयिमत सेवा भी सिPमिलत हो
और इले45ॉिनक# और सूचना (cid:22)ौ!ोिगक# मं&ालय म. वेतन मIै 54स (35,400-112400 U0) म . Vतर-6 म . सरु ’ा
पय2वे’क िजसन ेकम स ेकम सात वष 2क# अनमु ो(cid:4)दत सेवा पूरी कर ली ह ैिजसम .वेतन मIै 54स म .उस Vतर म .कम से कम
छह वष2 क# िनयिमत और िनरंतर सेवा भी सिPमिलत हो और िजसने सफलता पवू 2क पIरवी’ा अविध पूरी कर ली ह ै

(2) पा&ता संशोिधत िनयम(cid:27) क# अिधसूचना क# तारीख को िनयिमत आधार पर पोषक पद(cid:27) पर काम करने वाल े
]ि(cid:25)य(cid:27) के िलए वही बनी रहगे ी ।

अविधया ं होगd िजसके अतं ग2त अनुपिVथ ित क# अविध या अविध यां भी ह : िजसके दौरान उसके उस _णे ी म . िनयिमत
आधार पर पद धारण (cid:4)कया होता, य(cid:4)द वह उस वष2 िजसम . सीधी भतO के िलए परी’ा आयोिजत क# गयी थी,,,, स े
आगामी भतO वष2 के पहल े(cid:4)दन से छुeी नहd (cid:30)ई होता या अ,यथा ऐसा पद धारण करने के िलए उपलHध नहd होता।

िजसके दौरान उसके उस _ेणी म. िनयिमत आधार पर पद धारण (cid:4)कया होता,,,, य(cid:4)द वह उस भतO वष2 िजसके िलए भतO
क# गई थी, के पहल े(cid:4)दन स ेछुeी नहd (cid:30)ई होती या अ,यथा ऐसा पद धारण करन ेके िलए उपलHध नहd होता::::

(cid:16)(cid:16)(cid:16)(cid:16)टटटट(cid:26)(cid:26)(cid:26)(cid:26)पपपपणणणण 3333: जहा ं ऐसे किनhठ अिधकाIरय(cid:27) के संबंध म .िज, ह(cid:27)न ेअपनी अहक2 /पा&ता सवे ा पूरी कर ली ह,ै (cid:22)ो7ित के िलए
िवचार (cid:4)कया जा रहा हो वहां उनसे जेj अिधकाIरय(cid:27) के संबधं म. भी िवचार (cid:4)कया जाएगा परंतु यह तब जब(cid:4)क उसके
(cid:21)ारा क# गई ऐसी अहक2 /पा&ता सेवा, अपेि’त अहक2 /पा&ता सेवा के आध े स े अिधक स े या दो वष2 स,,े,, इनम. स े जो भी
कम हो,,,, कम न हो और उ,ह(cid:27)न े अपन े ऐस े किनh ठ अिधकाIरय(cid:27) सिहत, िज, ह(cid:27)ने ऐसी अहक2 /पा&ता सेवा पहले ही पूरी
कर ली ह,ै अगली उ(cid:18)च तर _ेणी म. (cid:22)ो7ित के िलए अपनी पIर वी’ा क# अविध सफलतापवू 2क पूरी कर ली हो।
4444.... पपपपररररीीीी(cid:4)(cid:4)(cid:4)(cid:4)ाााा ककककाााा आआआआययययोोोोजजजजनननन.... –––– ((((1) िनयुि(cid:25) (cid:22)ािधकारी परी’ा क# घोषणा करते समय परी’ा क# तारीख और Vथान तथा
िनधाI2 रत क# गई उपलHध और (cid:22)lयािशत Iरि(cid:25)य(cid:27) क# संmया अिधसिू चत करेगा ।
(2) परी’ा,,,, अनसु ूची म. िविनMदN रीित म. अिधसूचना क# तारीख से तीस (cid:4)दन क# समािA के पnात् आयोिजत क#
जाएगी,,,, िजस ेभतO वष 2क# 31 माच2 से पूव2 आयोिजत (cid:4)कया जा सकेगा ।
(3) अनुसिू चत जाितय(cid:27),,,, अनुसिू चत जनजाितय(cid:27) एवं िपछड़ े वगq और अ,य िवशेष (cid:22)वग2 के ]ि(cid:25)य(cid:27) के िलए आरि’त
Iरि(cid:25)य(cid:27) क# सmं या य(cid:4)द कोई हो, अिधसूचना म. VपNतः उपदrशत क# जाएगी ।
5555.... पपपप(cid:16)(cid:16)(cid:16)(cid:16)ररररणणणणाााामममम.... ---- ((((1) परी’ा के भाग 1 और भाग 2 म. अsयrथय(cid:27) (cid:21)ारा (cid:22)ाA (cid:4)कए गए कुल अकं (cid:27) के आधार पर योtयता के *म
म. सफल अsयrथय(cid:27) के नाम(cid:27) क# एक योtयता सूची,,,, भतO वष2 म. होने वाली Iरि(cid:25)य(cid:27) और (cid:22)lयािशत Iरि(cid:25)य(cid:27) य(cid:4)द कोई
ह(cid:27),,,, क# सmं या को fयान म .रखते (cid:30)ए,,,, अिधसिू चत क# जाएगी ।
(2) अनसु िू चत जाितय(cid:27) और अनुसिू चत जनजाितय(cid:27) के अsयrथय(cid:27) के िलए मू(cid:6)याकं न के मानक समय-समय पर जारी
सरकारी अनुदशे (cid:27) के अनसु ार ह(cid:27)गे ।
(3) उपलHध Iरि(cid:25)य(cid:27) के िवaQ िनयुि(cid:25) के िलए अsयrथय(cid:27) पर उसी *म स े िवचार (cid:4)कया जाएगा िजसम. उनके नाम
उपिनयम (1) के अधीन तैयार क# गई योtयता सूची म. आत ेह।:
(4) योtयता सूची अिधसिू चत Iरि(cid:25)य(cid:27) क़े भरे जाने तक या िनयिु (cid:25) (cid:22)ािधकारी (cid:21)ारा उसके अनमु ोदन क# तारीख क़े 18
मास क# अविध तक या उस समय तक (cid:22)वृत रहगे ी जब तक (cid:4)क अगली योtयता सूची को िनयुि(cid:25) (cid:22)ािधकारी (cid:21)ारा
अनमु ो(cid:4)दत नहd कर (cid:4)दया जाता ह,,ै,, इनम. से जो भी पूव2तर हो।
6666. ििििननननययययििििुुुु """".... –––– (cid:4)कसी अsयथO का नाम योtयता सचू ी म .सिPमिलत (cid:4)कए जाने से ही उसे कोई िनयिु (cid:25) का अिधकार (cid:22)ाA नहd
होगा और अsयथO,,,, िनयुि(cid:25) (cid:22)ािधकारी (cid:21)ारा यह समाधान कर लने े के पnात् (cid:4)क अsयथO के िवaQ कोई सतक2ता या
अनुशासन संबंधी कोई मामला लंिबत नहd ह ैऔर योtयता सूची म. उसके नाम,,,, पद(cid:27) के आर’ण या ऐसी अ,य अपे’ाv
को िवचार म . लने े के पnात् िनयु(cid:25) (cid:4)कया जाएगा जो इस सPब,ध म . के,wीय सरकार (cid:21)ारा समय-समय पर कानूनी
आदशे (cid:27) या िनयम(cid:27) (cid:21)ारा अिधकिथत क# जाएं ।

(cid:4)कसी अ,य सेवा म. िनयु(cid:25) (cid:4)कया जाता ह ै और िजसका िनयम 3 म . वrणत पद(cid:27) म . स े (cid:4)कसी पर धारणािधकार नहd ह ै
उसका नाम योtयता सूची म. सिPमिलत नहd (cid:4)कया जाएगा या य(cid:4)द उ(cid:25) योtयता सूची म .सिPमिलत ह ैतो उससे उसका
नाम काट (cid:4)दया जाएगा ।
(2) जहां कोई अsयथO,,,, िजसका नाम उ(cid:25) योtयता सूची म . सिPमिलत ह,,ै,, िनयिु (cid:25) (cid:22)ािधकारी क# अनमु ित स े के,wीय
सरकार के अ,य काडर बाx पद या (cid:4)कसी अ,य िवभाग म .VथानांतIरत (cid:4)कया जाता ह ैऔर िनयम 3 म. वrणत (cid:4)कसी पद
पर उसका धारणािधकार बना रहता ह,,ै,, वहां उस े अनभु ाग अिधकारी के aप म . तब तक िनय(cid:25)ु नहd (cid:4)कया जाएगा जब
तक (cid:4)क वह योtयता सूची के (cid:22)वृ(cid:23) रहन े क# अविध के दौरान अपन े मूल पद पर इले45ॉिनक# और सूचना (cid:22)ौ!ोिगक#
मं&ालय म. अपनी zूटी पनु ः (cid:22)ारPभ नहd करता है:
परंत ुयह (cid:4)क (cid:22)ोफामा 2(cid:22)ो7ित के िलए उसके दाव ेपर िवचार िनयुि(cid:25) (cid:22)ािधकारी (cid:21)ारा समय-समय पर इस िनिम(cid:23)

8. (cid:12)(cid:12)(cid:12)(cid:12)िििितततत****पपपपणणणण ययययाााा अअअअ,,,,यययय अअअअववववचचचचाााारररर ककककेेेे ििििललललएएएए शशशशाााािििि1111तततत. – कोई ऐसा अsयथO, जो िन8िलिखत का दोषी ह ै या उसके िलए िनयिु (cid:25)
(cid:22)ािधकारी (cid:21)ारा दोषी घोिषत (cid:4)कया गया ह ै–
(i) अपनी अsयrथता के िलए (cid:4)क,हd साधन(cid:27) (cid:21)ारा समथ2न (cid:22)ाA करना ;या
(ii) (cid:22)ितUपण ;या
(iii) (cid:4)कसी ]ि(cid:25) (cid:21)ारा (cid:22)ितUपण कराना ; या
(iv) गढ़े (cid:30)ए दVतावेज या ऐस ेदVतावेज (cid:22)Vतुत करना, िजसम .गड़बड़ी क# गई हो ; या
(v) ऐसे कथन करना, जो सही नहd ह :या िम{या ह ैया तािlवक जानकारी को छुपाते ह;: या
(vi) परी’ा के िलए अपनी अsयrथता के सPब,ध म .कोई अ,य अिनयिमत या अनिु चत साधन(cid:27) का सहारा लने ा; या
(vii) परी’ा भवन म .अनुिचत साधन(cid:27) का (cid:22)योग करना; या
(viii) परी’ा भवन म .द]ु 2वहार करना; या
(ix) खंड (i) स ेखंड (viii) तक म. िविनMदN मं&ालय(cid:27) के सभी या कोई अ,य काय,2 यथािVथित, करन ेका (cid:22)य| करना या
करने को दhु (cid:22)ेIरत करना;
दािं डक काय2वाही के अितIर(cid:25), िन8िलिखत के दाियlवाधीन हो सकेगा –
(क) िनयिु (cid:25) (cid:22)ािधकारी (cid:21)ारा परी’ा स ेिनरrहत (cid:4)कया जाना; या
(ख) समिु चत िनयम(cid:27) के अधीन अनुशासिनक कार2वाई :
पर,त ुयह (cid:4)क इस िनयम के अधीन िन8िलिखत के िसवाय कोई शािVत अिधरोिपत नहd क# जाएगी—
(i) अsयथO को िलिखत म . ऐसा (cid:22)ितवेदन दने े के िलए अवसर (cid:22)दान (cid:4)कया जाए जो वह उस (cid:22)योजन स े देना चाहता
ह;ै और
(ii) अsयथO (cid:21)ारा (cid:22)ितवेदन को उसके (cid:21)ारा जारी क# गई अविध के भीतर िवचार (cid:4)कया जाएगा।

NOTIFICATION
New Delhi, the 8th February, 2019
G.S.R. 110(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Information Technology, Section Officer Departmental Competitive Examination Rules,
2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the
following rules regulating the Limited Departmental Competitive Examination for promotion to the post of Section
Officer in the Ministry of Electronics and Information Technology, namely:—
1. Short title and commencement. - (1) These rules may be called the Ministry of Electronics and Information
Technology, Section Officer, Limited Departmental Competitive Examination Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
2. Definition. – In these rules unless the context otherwise requires, —
(a) “appointing authority” means the Secretary to the Government of India, Ministry of Electronics and
Information Technology;
(b) “available vacancy” means a vacancy in the post of Section Officer’s grade in the Ministry of Electronics
and Information Technology which is required to be filled up on the basis of the results of the examination;
(c) “crucial date” means the first day of January of the year of the vacancies for which such examination is held;
(d) “examination” means the limited Departmental Competitive Examination for promotion to the post of
Section Officer held in the manner specified in the Schedule;
(e) “recruitment year” means the period commencing from the 1st day of January and ending on the 31st day of
December of the same year;
(f) “Schedule” means the Schedule annexed to these rules;
(g) “Scheduled Castes” and “Scheduled Tribes” shall have the same meanings respectively as assigned to them
in clauses (24) and (25) of article 366 of the Constitution.
3. Conditions of eligibility. – (1) Assistant Section Officer and Personal Assistant in level 7 in the pay matrix (Rs.
44900-142400) in the Ministry of Electronics and Information Technology who have rendered not less than five
years approved service which should include at least four years regular and continuous service in that level in the
pay matrix and Security Supervisor in level 6 in the pay matrix (Rs. 35400-112400) in the Ministry of Electronics
and Information Technology who have rendered not less than seven years approved service which should include
at least six years regular and continuous service in that level in the pay matrix and have successfully completed
probation period and possessing a Bachelor’s Degree from a recognised university or equivalent on the crucial date
shall be eligible to appear in the Limited Departmental Competitive Examination.
(2) The eligibility shall continue to be the same for persons holding the feeder posts on regular basis on the date of
notification of the revised rules.
Note 1: The approved service rendered in the grade, on the 1st day of the recruitment year, as the residency period
will be counted for promotion.
Note 2: For the purposes of this rule, the period of ‘approved service’ shall be calculated in the following manner,
namely:—
(i) in respect of an officer recruited directly to that grade, period or periods of regular service rendered in that
grade, including period or periods of absence during which he would have held a post on regular basis in that grade
but for his being on leave or otherwise not being available to hold such post, from the first day of the recruitment
year, following the year in which the examination for direct recruitment was held;
(ii) in respect of an officer recruited to that grade through departmental examination, period or periods of regular
service rendered in that grade, including period or periods of absence during which he would have held a post on
regular basis in that grade but for his being on leave or otherwise not being available to hold such post, from the
first day of the recruitment year for vacancies of which such examination was held;
(iii) in respect of an officer recruited to that grade on the basis of length of service in the lower grade, period or
periods of regular service rendered in that grade, including period or periods of absence during which he would
have held a post on regular basis in that grade but for his being on leave or otherwise not being available to hold
such post, from the first day of the recruitment year for which the recruitment was made:
Provided that where there is delay of more than ninety days in joining on appointment, in any of the cases
mentioned in the sub-clauses (i), (ii) and (iii) above, such delay should not be due to any fault on the part of the
officer.
Note 3: Where juniors who have completed their qualifying or eligibility service are being considered for
promotion, their seniors would also be considered provided they are not short of the requisite qualifying or
eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and
have successfully completed probation period for promotion to the next higher grade along with their juniors who
have already completed such qualifying or eligibility service.
4. Holding of the examination. – (1) The appointing authority shall notify the dates and place of the examination
and number of available and anticipated vacancies assessed at the time of announcing the examination.
(2) The examination shall be conducted after the expiry of at least thirty days from the date of notifying the
vacancies in the manner specified in the Schedule which may be held before the 31st March of the recruitment year.¹Hkkx IIµ[k.M 3(i)º Hkkjr dk jkti=k % vlk/kj.k 9
(3) The number of vacancies reserved for the Scheduled Castes, the Scheduled Tribes and other special
categories of person, if any, shall be clearly indicated in the notification.
5. Results. – (1) On the basis of the aggregate marks secured by the candidate in Part I and II of the examination, a
merit list containing the names of the successful candidates in order of merit shall be notified, keeping in view the
number of vacancies and anticipated vacancies, if any, falling in the recruitment year.
(2) The standards of evaluation for candidates belonging to the Scheduled Castes and the Scheduled Tribes shall
be as per the Government instructions from time to time.
(3) The candidates for appointment against the available vacancies shall be considered in the order in which
their names appear in the merit list prepared under sub-rule (1).
(4) The merit list shall remain in operation till the notified vacancies are filled up or upto a period of 18 months
from the date of its approval by the appointing authority or till next merit list is approved by the appointing
authority, whichever is earlier.
6. Appointment. – The inclusion of the name of any candidate in the merit list shall not confer a right to appointment
and he shall be appointed by the Appointing Authority only after satisfying itself that no vigilance or disciplinary
case is either pending or contemplated against the candidate and after taking into account his placement in the
merit list, the reservation of posts or such other requirements as may be laid down by statutory orders or rules
issued by the Central Government, from time to time, in this regard.
7. Removal of name from merit list on resignation, etc. – (1) In case a candidate after appearing at the examination
resigns from the service or whose services are terminated or who is appointed to an ex-cadre post or to any other
service and does not have a lien on any post mentioned in rule 3, his name shall not be included in the merit list, or
if included in the said merit list shall be struck off therefrom.
(2) Where a candidate, whose name is included in the said merit list, is appointed to an ex-cadre post or is
transferred to another Department of the Central Government with the permission of the appointing authority and
continue to have a lien on any post mentioned in rules 3, shall not be appointed as Section Officer till he resumes
the duties in the Ministry of Electronics and Information Technology on his initial post during the period the merit
list remains in force:
Provided that his claim for proforma promotion may be considered by the appointing authority in accordance
with the orders and rules of the Central Government, issued in this behalf from time to time.
8. Penalty for impersonation or other misconduct. – A candidate, who is or has been declared by the appointing
authority to be guilty of –
(i) obtaining support for his candidature by any means; or
(ii) impersonation; or
(iii) procuring impersonation by any person; or
(iv) submitting fabricated documents or documents which have been tampered with; or
(v) making statements which are incorrect or false or suppressing material information; or
(vi) resorting to any other irregular or improper means in connection with his candidature for the examination; or
(vii) using unfair means in the examination hall; or
(viii) misbehaving in the examination hall; or
(ix) attempting to commit or, as the case may be, abetting the Ministry of all or any of the acts specified in
clauses (i) to (viii);
may, in addition to the criminal proceedings, liable –
(a) to be disqualified by the appointing authority from the examination; or
(b) to disciplinary action, under the appropriate rules:

(i) giving the candidate an opportunity of making such representation in writing as he may wish to make in
that behalf; and
(ii) taking the representation, if any submitted by the candidate within the period allowed to him, into
consideration.
9. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient to do so, it
may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to
any class or category of persons.

The examination shall be conducted in the following two parts, namely:—
Part I
1. Written examination shall carry a maximum of 500 marks. The subject of the written examination, the maximum
marks allotted to each paper and the time limit allowed shall be as follows, namely: —

2. Syllabus for examination:
A. Paper-I
Candidates are required to prepare notes and drafts on specific problems and precis from a passage.
B. Paper-II
The paper is intended to be intensive and detailed test in methods and procedure of work in the Government of
India Secretariat and attached offices. Detailed knowledge of General Financial and Service Rules viz.,
Conduct Rules, Leave Rules, Travelling Allowance Rules etc. will be tested. The following Reference Books
(which are however not exhaustive) are recommended:-
(i) Manual of office procedure;
(ii) Notes on office procedure issued by the Institute of Secretarial Training and Management;
(iii) Handbook of orders regarding use of Hindi for official purpose of the Union issued by the Personnel and
Training, Administrative Reforms and Public Grievances and Pension Ministry;
(iv) Fundamental and Supplementary Rules;
(v) The Central Civil Services (Pension) Rules, 1972;
(vi) The Central Civil Services (Conduct) Rules, 1964;
(vii) The Central Civil Services (Classification, Control and Appeal) Rules, 1965;
(viii) Central Civil Services (Leave) Rules, 1972;

(x) Delegation of Financial Power Rules, 1978;
(xi) The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013; and

C. Paper-III
This paper will cover subject of interest and importance in the present day. Questions will be set to test
knowledge of broad salient features of the Government Planning, Indian Economy and major Development
Schemes as also intelligence awareness of current affairs both national and international.
A broad knowledge of the following aspects will also be expected:
(i) The principles of the Constitution of India;
(ii) Rules of Procedure and Conduct of Business in the Lok Sabha and Rajya Sabha;
(iii) The organization of the machinery of Government of India – designation and allocation of subjects
between Ministries, Departments, and attached or subordinate offices and their relation inter-se; and
(iv) The Right to Information Act, 2005.
3. Penalty for wrong answers (in Objective Type Papers). - There will be penalty (Negative Marking) for
wrong answers marked by a candidate in the objective question papers as under—
(i) There will be four alternatives for the answer to every question and for each question for which a
wrong answer has been given by the candidate, one-fourth (0.25) of the marks assigned to that
question will be deducted as penalty;
(ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given
answers happens to be correct and there will be same penalty as above for that question;
(iii) If a question is left blank, i.e. no answer is given by the candidate, there will be no penalty for that
question.
4. Candidates are allowed the option to answer the Noting and Drafting, Precis Writing paper either in Hindi
(Devanagari) or in English. All the three question papers or test booklets will be set both in Hindi and English.
Note 1: Candidates desirous of exercising the option to answer the Noting and Drafting, Precis Writing paper
in Hindi (Devnagari) should indicate their intention to do so in the application form otherwise it would be
assumed that they would answer the aforesaid paper in English. The option once exercised shall be treated as
final and no request for change shall be entertained later on. No credit shall be given for examination taken in
a language other than the one opted for by the candidate.
Note 2: Candidates exercising the option to answer the paper in Hindi (Devanagari) may, if they so desire,
give English version within brackets of the description of the technical terms, if any, in addition to the Hindi
version.
Note 3: If a medium other than the one indicated by the candidate in the application form is used to write the
answer in the examination, the paper of such candidates will not be evaluated.
5. The minimum qualifying marks in each of the three subjects in Part I should be thirty-five per cent and
aggregate marks should be forty-five per cent.
6. Marks will not be allotted for mere superficial knowledge.

8. Credit will be given for neat and methodical expression of ideas with due economy of words, in the descriptive
paper.
9. The decision of the Central Government with regard to the acceptance of the application of a candidate and
his/her eligibility or otherwise for admission to the examination shall be final.
10. Appearance of candidates in all the three papers is a must for qualifying the examination. The Ministry has the
discretion to fix minimum qualifying marks in any or all the subjects of the examination.
11. Candidates should use only international form of Indian numerals (e.g. 1,2,3,4,5,6 etc.) while answering

Part II
1. Assessment of Annual Performance Appraisal Reports:-
(a) This part shall carry a maximum of 100 marks.
(b) The Annual Performance Appraisal Reports of the candidates shall be scrutinised for the service period
reckoned for promotion and marks will be accordingly allotted by the Departmental Promotion Committee.
(c) The minimum qualifying marks in the Annual Performance Appraisal Reports of each year during the
residency period will not be lower than the benchmark prescribed for promotion to the post of Section Officer.
2. The Departmental Promotion Committee referred to in sub-paragraph (b) of paragraph 1 shall consist of the
following persons, namely: —
(1) Additional Secretary (Personnel) or Joint Secretary (Personnel), -Chairman;
Ministry of Electronics and Information Technology
(2) Joint Director, Ministry of Electronics and Information - Member;
Technology
(3) One Deputy Secretary or equivalent to the Government of India - Member.
