1. संजक्षप्त नाम और जवस्ट्तार.-(1) इन जनयमों को प्रिासजनक (पिओंु पर प्रयोगों संबंधी जनयंत्रण और पयचवेक्षण के जलए सजमजत) संिोधन जनयम, 2026 कहा िाएगा।

(2) ये रािपत्र म ेंउनके प्रकािन की तारीख को प्रवृत्त होंगे।

2. वतचमान जनयमों में जनयम 23 के उप-जनयम (3) के बाि जनम्नजलजखत उप-जनयम िोडे िाएगं े, अथाचत्:-

(4) (क) प्रत्सयेक उद्दश्े य हते ु नीच ेदिए गए िल्ु क सरं चना के अनसु ार िुल्क जलया िाएगा: क्रम स.ं उद्देश्य प्रसस्ट्ं करण िल्ु क (रुपए म)ें छोटे पि ु बडे पि ु 1 पंिीकरण 12,000 12,000 2 आंतररक उपयोग हते ु प्रिनन के जलए पंिीकरण (Bi) 18,000 30,000 3 व्यापार हते ु प्रिनन के जलए पंिीकरण (Bt) 30,000 30,000 4 प्रत्सयेक उद्देश्य हते ु पंिीकरण का नवीनीकरण 3,000 3,000 5 पंिीकरण म ेंसंिोधन 12,000 12,000 6 आईएईसी का पनु रीक्षण - 1,200 7 बडे पिओंु पर िैक्षजणक प्रोटोकॉल, िहााँ संयुि जनिेिक - 1,200 (अनुसंधान) अथवा डीन (अनुसंधान) या समकक्ष सक्षम (प्रजत प्रोटोकॉल) प्राजधकारी यह प्रमाजणत करेगा दक इस श्रेणी के अंतगचत संबंजधत प्रोटोकॉल एक िोध-प्रबंध (थीजसस) या िैक्षजणक पररयोिना ह ै 8 बडे पिओंु पर गरै -िैक्षजणक / गरै -अकािजमक प्रोटोकॉल - 6,000 (प्रजत प्रोटोकॉल) पंिीकरण म ेंजनम्नजलजखत उद्देश्य सजममजलत होंग,े परन्तु इन्हीं तक सीजमत नहीं होंगे—

(i) जिक्षा हते ु अनुसंधान (Re),

(ii) वाजणजययक अनुसंधान (Rc),

(iii) अनुसंधान (R),

(iv) गैर-अनुसंधान वाजणजययक गजतजवजधयााँ (अथाचत ् हाइपरइमयून प्लाज़्मा एवं सीरम का उत्सपािन) (NRc)। (ग) वे संस्ट्थान िो जवजभन्न उद्देश्यों के जलए सीसीएसईए में पंिीकरण हते ु आवेिन कर रह ेह,ैं उन्ह ेंअपने-अपने उद्देश्य के अनुसार िुल्क िमा करना आवश्यक होगा। (घ) िो संस्ट्थान पहल े से सीसीएसईए में पंिीकृत ह ैं और पंिीकरण के नवीनीकरण के जलए आवेिन कर रह े हैं, उन्ह ें जनयम 4(क) में उजल्लजखत अपने-अपने उद्देश्य के अनुसार नवीनीकरण िुल्क िमा करना होगा। (ङ) पंिीकरण के संिोधन में जनम्नजलजखत िाजमल होंगे, परन्तु इन्हीं तक सीजमत नहीं होंगे—

(i) समान या जभन्न उद्दश्े य के जलए छोटे पिओंु की नई प्रिाजत (िो पहल े पंिीकृत न हो) का समावेि,

(ii) उसी पररसर म ेंछोटे पिु सुजवधा में संिोधन,

(iii) छोटे पि ु सुजवधा का उसी या जभन्न पररसर में जवस्ट्तार अथवा स्ट्थान पररवतचन,

(iv) बडे पिु सुजवधा में संिोधन जिसमें मौिूिा बड े पिु सुजवधा का जवस्ट्तार (संख्या म ें वृजि) उसी या जभन्न पररसर म ेंया स्ट्थान पररवतचन सजममजलत होगा,

(v) समान या जभन्न उद्दश्े य के जलए बडे पिओंु की जवजभन्न प्रिाजतयों का समावेि।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (च) यदि उद्देश्य एक से अजधक हों, तो पंिीकरण, नवीनीकरण तथा संिोधन के संबंजधत उद्दश्े यों के अनुसार िल्ु क िोडा िाएगा। (छ) वे संस्ट्थान िो पंिीकरण की समाजप्त जतजथ से पूवच अपनी पिु गृह सुजवधा का नवीनीकरण नहीं करेंगे, उनस े नवीनीकरण िल्ु क के स्ट्थान पर जनयम 4(क) में उजल्लजखत िल्ु क संरचना के अनुसार संबंजधत उद्देश्य के जलए पंिीकरण िल्ु क जलया िाएगा। (ि) िुल्क म ेंप्रत्सयेक तीन वर् च की अवजध पूण च होने के पश्चात संिोधन दकया िा सकेगा।

NOTIFICATION New Delhi, the 12th March, 2026 S.O. 1496(E).— In exercise of the powers conferred under sub-section 2 (ja) of Section 38 of the Prevention of Cruelty of Animals Act, 1960 (59 of 1960), the Central Government, Ministry of Fisheries, Animal Husbandry & Dairying, Department of Animal Husbandry & Dairying has decided to amend the Administrative (Committee for Control and Supervision of Experiments on Animals) Rules, 2023 published in Extra-Ordinary, Gazette of India, Part II, Section 3, Sub-section (ii) vide G.S.R. 82(E) dated 6th February, 2023.

Objections and suggestions, if any, may be communicated to the Member Secretary (CCSEA), Office of CCSEA, Near State Bank of India, Delhi Milk Scheme Complex, Shadipur, Delhi – 110008or by email at cpcsea-mef@gov.in within a period of thirty dates from the date of publication in the Official Gazette.

DRAFT RULES

1. Short title and extent. - (1) These rules may be called the Administrative (Committee for Control and Supervision of Experiments on Animals) Amendment Rules, 2026.

(2) They shall come into force from the date of their publication in the Official Gazette.

(3) They shall extend to the whole of India.

2. In the existing Rules, after sub-rule (3) of Rule 23, the following sub-rules shall be inserted, namely:-

(4) (a) The fee shall be charged as per the structure given below for each purpose:

(Research) or Dean (Research) or equivalent competent authority would (per protocol) certify that the particular protocol underthis category is a thesis or academic project.

(b) Registration shall include but not limit to the purpose of -

(i) Research for education (Re),

(ii) Research for commercial (Rc),

(iii) Research (R),

(iv) Non-Research Commercial (i.e. Production of Hyperimmune Plasma and Serum) (NRc).

(c) The establishments which are applying for registration with CCSEA, for different purposes are required to submit the fee(s) as per their purpose(s).

(d) The establishments already registered with CCSEA and applying for renewal of registration are required to submit the renewal fee(s) as per their purpose(s) as mentioned in Rule 4 (a).

(e) Amendment in registration shall include but not limit to –

(i) addition of small animals species (other than the one already registered for) for same or different purpose,

(ii) modification of small animal facility within the same premises,

(iii) expansion of small facility same/ different premises/ change of location,

(iv) modification of large animal facility which will include expansion (increase in number) of existing large animal facility in same/ different premises/ change of location,

(v) addition of different large animal species for same or different purpose.

(f) If the purpose is more than one, the fee shall be added accordingly as per the respective purpose of registration, renewal and amendment.

(g) The establishments which will not renew their Animal House Facilities before the date of expiry of the registration, they shall be charged registration fee for the respective purpose as per fee structure mentioned in

Rule 4 (a) in place of renewal fee.

(h) The fees shall be liable for revision after completion of every three years.

(5) Remittance of Fees: The fees and other charges collected by the Committee for Control and Supervision of Experiment on Animal shall be remitted to the consolidated fund of India through Bharatkosh.
