New Delhi, the 27th April, 2015
S.O. 1099 (E).— In exercise of the powers conferred under sections 3, 4 and section 5 of the Collection of
Statistics Act, 2008 (7 of 2009) read with rules 5 and 7 of the Collection of Statistics Rules, 2011, the Ministry of
Shipping hereby directs collection of Port sector statistics as per the details mentioned in the Schedule-I given below.
2. The Ministry further appoints Director, Transport Research Wing, M/o Road Transport and Highways, IDA
Building, Jam Nagar House, Shah Jahan Road, New Delhi- 110011 and his or her assignee in office, as Statistics
Officer in respect of the aforementioned collection of statistics.
3. The persons authorized by the concerned Statistics Officer would be engaged for verification of information
furnished by each informant, for inspecting relevant records, and for seeking clarifications, as may be necessary. Each
person would carry a photo identity card or a letter of authorisation issued by the Statistics Officer.
4. The statistics collected in the prescribed formats as furnished by the informants, after due verification and
scrutiny, will be used for compilation of statistical reports on the performance of port sector as mentioned in para 1 of
Schedule-I.
5. All the persons engaged in collection of Port sector Statistics are governed by the provisions under the
Collection of Statistics Act, 2008 (7 of 2009) and the Collection of Statistics Rules, 2011. No power has been
delegated to the Statistics Officer under sub-sections (4) or (6) of Section 4 of the Act.
SCHEDULE I
Subject and purpose for collection of statistics :
1. Statistics relating to port sector mainly for estimating contribution of ports to Gross Domestic Product (GDP) and
compilation of Port service indices, namely, Index of Service Production, Consumer Service Price Index and Producer’s
Price Index.
Geographical area for collection of statistics:
2. The data to be collected quarterly or annually from all major ports and non-major ports of India as per the formats
prescribed from time to time by the Government of India in the Ministry of Shipping.
Method of data collection:
3. A Notice will be issued by Statistics Officer to informants under his jurisdiction, indicating therein the date by which
the port or ports have to furnish information in the specified format. The Statistics Officer may permit an informant to
file the prescribed information in electronic form, as may be specified in the notice.
Nature of informants for whom data may be collected:
4. Chairman/Chief Port Officer/Director (Port)/administrative in charge of the Port as the case may be, who would be
issued notice by the Statistics Officer shall furnish information about the port.
Period during which collection of statistics may be completed:
5.The dates for submission of information by each informant would be mentioned in the notice.
Reference period:
6.Annual Information where specified, is required to be furnished for each Financial Year commencing from the
1st April and ending on the 31st March. Quarterly information when specified is required to be furnished separately i.e.,

Nature of information to be collected:
7. The information required relates to port services, infrastructure, cargo traffic, prices of services, cost of service to the
port and all financial aspects of the port.
Language in which information is to be furnished by informant:
8. An informant shall furnish information in the prescribed formats, either in Hindi or in English.
Obligation of informant:
9. An informant shall furnish information in the manner and by the date mentioned in the notice received by him from
the Statistics Officer. He should also furnish relevant records for inspection, and answer questions in relation to the
information sought, as may be required by the Statistics Officer or a person authorized by him for the purpose.
Nature of business records and other records which may be inspected/verified:
10. Any records of a Port, in support of the information furnished by the port may be inspected/verified by the
Statistics Officer or a person authorized by him for the purpose, who shall be provided a copy of any such record on
demand.
The manner of inspection:
11. The Statistics Officer or a person authorized by him may verify the information furnished by a port on the basis of
records of the port and seek clarifications from the concerned informant or a person authorized by the management of
the port.
